Discussion in the family is usually desirable.When you come across death in known circles, you can initiate a discussion as a grievance counsellor for possible eye donation. The law permits eye donation if close relatives of the dead person agree for this.Some people believe that those who donate eyes will be blind in next birth. This is merely a myth, and needs to be overcome by education about eye donations. This will help more people take pledges.What happens during donation time?After the donor passes away, a phone call is made to the eye bank. The personnel will reach in 2-3 hrs. The tissue removal process takes 5 to 10 minutes. There is no disfigurement or trauma to the dead body. The tissue is

examined in the lab.The cornea taken from the donor is used for grafting. There are hundreds

The only large playground on 19th Main, BTM layout, 1st

stage has become dumping yard for construction debirs, owing to the broken fence all around. This playground comes under BBMP ward 176 and is a major open lung space for the neighbourhood.

The residents feel that if the fencing is not done, the entire playground will soon become a dumping yard. Some contractors have started to illegally dump construction debris at night. Subramaniyam Sheshadari, a resident who stays opposite to the playground says that at the least, the fence should be repaired to avoid the situation from getting worse.

The residents feel that ward Corporator GNR Babu, has done his bit to keep the playground in good shape. Recently Babu took the initiative to install street lights around the playground and levelled one part

of the ground to make a badminton court. Residents claim that the street lights have brought down the instances of chain snatching in the vicinity.

However when it comes to fencing, BBMP’s lack of funds seems to be an issue. Babu though now says that the

project to overhaul the ground has been finally approved and will be completed in 3-4 months. Babu says, “Around 25-30 lakh rupees budget has been approved by BBMP. It includes re-fencing, building toilets as well as a provision for a security guard to safeguard the area.”

Kumar, BWSSB minister in charge, and presented a detailed plan to augment Bangalore’s drinking water supply.

They propose a 4-pronged approach -

- Rejuvenate Arkavathy River and Hesaraghatta lake. They propose an autonomous Arkavathy Authority to plan and implement the scheme.

- Rejuvenate and interconnect all the 184 lakes of Bangalore, entrust the work of planning and executing this to a single agency like the Lake Development Authority. The present policy of making multiple agencies like BBMP, BDA, Forest department and LDA responsible for lake rejuvenation is not effective.

- Adopt city wide Rain Water Harvesting system by utilising existing Storm Water Drainage (SWD) network solely for the intended purpose of carrying rain water and shift sewage lines within the SWD network.

- Mandate using treated water for all non potable usage especially for toilet flushing in all new layouts

– both BDA and Private layouts. This implies amending the KTCP Act to mandate the laying of twin water lines by both the Consumer inside the residence, and the Supplier in all new layouts

CAF has submitted rain water data, projection of population growth of Bangalore by experts, calculations regarding the potential of City wide RWH), WHO data regarding the usage pattern of water etc to support their proposal.

CAF says the proposals, if implemented with proper budgetary support have the potential of providing an additional supply of 3250mld, as compared to the existing

1410mld availability including Cauvery Phase IV project.

They feel due to the relatively lower cost of these proposals, the tariff system can be so structured to ensure free supply of 50 to 60 lts per person per day and charging all consumption above the limit in 2 or 3 slabs to recover the cost of operations.

is all f 12. These siblings show up every morning outside Dhanwantri Park in JP Nagar-2nd Phase to sell fresh vegetables. This is their summer job.

They live in the asbestos roof house nearby. Their father Mehboob Basha, earns a meagre salary of Rs 4000 a month, working as a gardener. Her mother Fatima Begum who also works as gardener in nearby senior citizen’s park earns Rs 3000 a month. School fees for all three children becomes a burden on the family. The children help them out by selling vegetables during their summer holidays.

The children have been doing this for the last four years. They spend about two hours, morning and evening outside the park. They study at the Ragiguddada Sri Prasanna Anjaneya Swami Vidyakendra in JP Nagar and do quite well academically. They showed Citizen Matters Shariff’s and Rukhsana’s marks card, there is nothing less than A+ there.

Sameera, who was promoted to class seven recently, aims to become a lawyer and says Mahatma Gandhi, is a source of inspiration. She says, “library mein Mahatma Gandhi ke books kabhi padh leti hoon, accha lagta hai.”(There’s Mahatma Gandhi’s book in the library, it’s good to read it sometimes)

The vegetable selling summer job, contributes about five thousand rupees towards their school fees. The regulars at the park encourage these children by buying vegetables from them instead of going to supermarkets.

Dr. Pratibha Vinay who stays just opposite to the park buys from them regularly. She says that these kids have found a way of self-sustain without hampering their

studies.

No one considers this as child labour. According to a city-based NGO, Child Rights Trust (CRT), this particular instance doesn’t come under the ambit of child labour as it comes under non-hazardous category. But at the same time Nagasimha G Rao-Associate director, CRT says that “children get used to earning money which in turn hampers their education.” He adds that parents should not escape from their responsibility and make a child work.

The 18-year-old landmark restaurant Udupi Garden on 2nd cross, 16th main, BTM II stage, has been

demolished for renovation. People who did not know about the renovation work were surprised and wondered if their favourite restaurant is closing down.

Since the restaurant had water leakage issues during rains, it is being renovated on customers’ request.

`2.5 crores is cost of the complete renovation. The renovated restaurant will include a party hall on the upper floor, an AC hall and seating arrangements on the ground floor. Facilities like lunch delivery service will also be included.

Vasu Pujari, General Manager, Udupi Gardens, says, “we will reopen the restaurant for service within three months.”

Ten years in BTM Layout, Balaji Kutty does not feel is much

that has changed for the better. He believes that the condition of the city has only deteriorated in terms of traffic, environment, population and pollution. Kutty, 39, a software engineer and father of two, is into community service in his own way. He volunteers with the NGO Association for India’s Development (AID), which takes up projects related to education, agriculture and health, as well as Free Software Movement, Karnataka.

What do you do as an AID volunteer?

I joined AID in 2002 as part of ‘Joy of Learning’ activity. It involved making science experiments simple

and fun. We talked to different schools. Then we had night schools where we engaged childrens in various activities. We identified some centres in underprivileged areas and took tuitions.

Now I am involved with a project – Community Computing Centre. In this project, we set up computer centres and teach children basic software skills using Open Office and Gimp on Open source operating systems like Linux and Ubuntu. We teach them basics for about three months and then let them decide the curriculum and support them.

What changes has AID brought to the city?

Nothing much that I can claim of. However, there have been a lot of changes in the lives of the students (we have worked with). A school dropout realised what his aim in life was and is doing very well. One boy is now a published digital artist and uses Gimp software; he got his college fee exempted due to this. A girl joined a microfinance bank (helped by a background in Open Office).

How has Bangalore’s response been when it comes to social service?

Bangalore has a lot of good people who are willing to do social service. Bangaloreans are very aware. Everybody knows that “something has to be done about it”.

What is that positive change that you have seen in the city?

There are a lot of problems coming up

everyday in the city traffic, pollution, garbage etc. But it is really hard to figure out something positive in the city. One thing I can mention is that people are becoming aware of these problems and making an effort to bring change. They are worried about the environment. Other than that, I have not noticed anything positive.

What is the biggest challenge that you face while volunteering?

I feel the biggest challenge is to bring in dedicated volunteers. People are busy with their own work. Volunteers don’t show up when they are balancing with office work and social life is the biggest challenge. I have two sons. It is difficult to manage between family, work and services, and keep everybody happy.

The applicant and his family members’ photographs and fingerprint scans will be taken. The applicant needs to contact the Ration Card office to

set a date with a Food Officer for residential verification. When the ration card is ready, the applicant must go to the Head Office of his respective taluk to collect the

card. Relevant documents must be brought along for verification. The applicant must submit all necessary documents and go through fingerprint verification before the document is released.

reviving arkavati gives Bangalore a chance

one cool morning in February 2012, I drove across town

to Hesaraghatta Lake. As we approached the embankment, my excitement rose and I ran up the steps. They had told me it was big. Such was the size, I could not see the edges on the far side. All 3000 acres of it used to be brim with water, fed by the Arkavati River.

That day, it was dry. Bone dry. For the first time in seven years, there was no water in Hesaraghatta Lake.

In theory, the Bangalore Water Supply and Sewerage Board (BWSSB) supplies water to Bangalore from Cauvery (80%) and Arkavati Rivers (20%). Today, there is no flow from Arkavati and her two reservoirs are languishing - with Hesaraghatta lake dry and no flow into Thippagondanahalli.

There was a time, about 35 years ago, when opens wells had water down 70 feet around

the Hesaraghatta Lake area. Today, water can be found only at 1000 ft! The water, even when struck, is not potable. What was once the lifeline for the city of Bangalore now runs dry.

The Arkavati rises as a series of springs in the Chikkarayappanahalli Hills in the Nandi Hills range. She used to flow about 190 km before meeting the Cauvery. With much foresight, several tanks were built along the way for recharge and for various uses. All of which are in peril today.

Meanwhile, the status of groundwater in Bangalore is particularly alarming. A 2011 report

issued by the Department of Mines and Geology has shown a crazed frenzy to sink borewells across the

city. Bangalore purportedly pumps out a staggering 570 MLD of groundwater. Borewells - by some counts up to 2 lakh - have been sunk.

We have shrinking water supply with lakes drying up, rivers not flowing, and diminished levels of groundwater, which is getting increasingly unfit for drinking. And this, at a time when Bangalore is

burgeoning with new localities springing up, none of which have guaranteed BWSSB supplies, and industries mushrooming. Both guarantee

sewage, effluents and consumption.

Demand is rising fast, supply is diminishing faster. We may be sitting on a time bomb.

It is imperative that we work to revive the Arkavati and give our-selves a fighting chance. For the human body can go a few weeks, maybe a month without food, but not more than a day without water.

on April 30th, Chief Minister D Sadananda Gowda laid the foundation stone for the much contested

Agara - St John’s signal free corridor. A few Koramangala residents assembled and protested at the event, but were mollified by Gowda who promised to hold a discussion with them on May 5th. In December, CM had held a meeting with residents and BDA, but there was no outcome except that work was suspended for a short while.

In the meanwhile, two major institutions in Koramangala – St John’s Hospital and Indian Institute of Astrophysics (IIA) – may lose part of their land to BDA for the project. BDA plans to acquire this land for building a flyover and an underpass at the St John’s Hospital junction. This despite BDA’s recent claims that no additional land was required.

BDA commits perjury

A PIL (Public Interest Litigation) filed by Citizen’s Action Forum (CAF), Koramangala residents and others, challenging BDA’s project is already going in High Court.

Court had initially issued a stay order on the work on February 27th. But BDA filed its written objections, on March 20th saying no land acquisition was required and that it had already issued Work Orders (WOs) for the four junctions. On March 28th, the Court ordered for the work to be resumed.

But three days later, on March 31st, BDA shot off letters to Indian Institute of Astrophysics and St John’s hospital at the Madiwala end of Sarjapur road, saying land had to be acquired from them. From IIA, about 384 sq m of

land will be acquired, and from St John’s 2067 sq m will be taken.

The PIL petitioners have already pointed out that BDA’s action amounts to perjury. Sajan Poovayya, lawyer for

the petitioners, says that a separate criminal case can be filed against BDA for the offence of perjury. “A separate criminal case can be filed on this. But our focus is on the original issue of grade separators, so we may not pursue the perjury case,” he says.

Next hearing of the PIL is scheduled for May 29th; though petitioners tried to get an earlier hearing citing perjury, court did not grant this.

Work to start right away

An official at Nagarjuna Construction Company (NCC) – which has the contract for the project – says that construction work itself would start in full swing at all junctions by May 4th or 5th. “In two junctions - Krupanidhi College and St John’s - we first have to shift utilities like water lines. In Jakkasandra and 80 ft road junctions work can start right away,” he says.

BDA Engineer Member T N Chikkarayappa says that BDA is ready to offer alternate land, financial compensation or TDR as per the management’s

requirement.

On why BDA is acquiring land now, Chikkarayappa says that acquisition is only minimal. “As road width is not uniform throughout, small stretches of land may be acquired. This should not be an issue.”

In court, BdA submitted minutes of both BBmP’s and BdA’s Technical Advisory committees (TAc) meetings that approved the project. TAcs comprise independent experts and government officials.The BBmP’s TAc meeting was in december 2009, and the minutes say that both the concept and dPr (detailed Project report) of the entire project was approved. But neither the BBmP nor the BdA are able to produce a copy of that dPr, despite an rTI application by citizens. The document has simply gone ‘missing’.

guide for payment of property tax 2012-13Most of us have paid the taxes

for the years 2008-09, 2009-10, 2010-11 & 2011-12 by filling the appropriate form (From I - for properties with PID no./ Form II-for properties having only Khata no./ Form III-for properties with neither PID nor Khata no.). Now it is time to pay taxes for the current year.

The forms are of two different types – White (Form IV) and Blue (Form V).

For properties, where there is no change in any field – either in CATEGORY (Residential / Non-Residential), or DIMENSIONS (Any addition / Deletion to the structure), USAGE (Tenanted / Self occupied), you have to use the white Form IV.

The block period for this term comes to an end officially this year.

This year you find a new column on the left hand side of the application, which s hould not be filled, as it is for office use for allotting a new PID number based on GIS system. Even properties already having a PID numbers will get a new one.This can even be obtained on website, but at the time of publishing, the data is yet to be updated completely.

Keep handy, photo copies of Form I (submitted for the year 2008-09), Form IV (submitted for the year 2011-12) or the forms submitted for REVISION, if any and the relevant receipts.

Enter the personal details in Part I as you did in previous filings. There is an additional column for Special Notice Number, which has to be filled in case you have received any notice from BBMP, either for non-payment, wrong disclosure, omissions / alterations etc. There are only seven columns now, compared to the earlier nine.

Please copy the new ward numbers and names, as filled in the form for 2010-11 & 2011-12.

In PART II, fill the details of tax paid for the year 2011-12 (If revised submission has been done, fill according to that) with receipt number and date of payment, in column 08.

If you are paying tax during the 5% rebate period (upto 30th April but extended now),

Fill column 09 and draw a line across column 10. If you are paying after the rebate period or in instalments,

fill details in column 10 and draw a line across column 09.

This year too, like last year, there is Solid Waste Management Cess, to be paid along with property tax; fill-up

one more page, an addition (printed in green colour ledger paper) to Form IV and V.

This section has absolutely no change. Write your application number on right hand top boxes provided, and Part 1 consisting of property details as per furnished in Form IV, part I (Page 1).

Refer to your form of 2008-09 (Column 6) or revised one, if any, to the column of “built-up area” and different kind of uses, and fill in accordingly, on “plinth area” column.

Refer to the tariff on page no.2 (reverse of the form) and fill in the “rate per month” column.

Accordingly calculate the area multiplied by rate multiplied by 12 / 06 for FULL / HALF year and enter in the “SWM Cess Payable” column. (Note : The Total column refers only to the area and cess amount)

NOTE : 5 % rebate is not applicable on SWM Cess.

Coming to payment particulars on page 2 of form IV, fill in the cheque details, if paid by cheque, if paid by card (debit / credit), fill the details of card and the amount of property tax and SWM cess separately and the total of the two in the respective columns and affix your signature.

This year they have reduced your burden of filling two acknowledgements, there is only one on page 4 with the single amount. Staple the SWM Cess form to the first sheet of form IV and present it at your respective collection center.

Note: receipts for cheque payment may be issued only after realisation (upto one month) of the cheque & allotment of new PID#. But acknowledgement will be given immediately.

Relax till the next term. Any or many changes can be expected next year, if this block period is not extended.

This was the highlight of the fourth edition of the flea market held at Jaaga on double road. “This was the busiest of all the flea markets we have held so far,” says Anupama G, an organiser.

Second to None (220) flea market is a platform where people come together to sell recycled and upcycled items and also some second hand products that are no longer useful to them. Clothes, luggage bags, books and a lot more was on sale at the market. More than 40 sellers came up and sold their old belongings and recycled or upcycled products.

So we Bengaluru has a new mayor now. Time for celebration

– or introspection? You decide, after reading the backgrounder described here. Three weeks ago, a group of RWAs (Residents’ Welfare Associations) sounded jubilant that justice prevails, at least some of the time.

Abhyudaya, a federation of RWAs of old ward no. 55 of the city, put out details of the six year long battle that they had been waging (since 2005) with the BBMP. The residents discovered that out of 11 CA sites meant for common use, as community parks or playgrounds, sanctioned by the BDA, seven had been illegally appropriated and encroached upon. The people implicated in these encroachments

were the then Corporator (now Mayor) Venkatesha Murthy and his family members.

Abhyudaya, along with CAF (Citizens Action Forum) has pursued the matter and has been persecuted by way of cases filed against them by Murthy. Three weeks ago the residents were assured by the police that the cases would be dropped.

It was said that some BJP leaders were against the selection of Venkatesha Murthy as the next mayor.

The activists’ relief was short-lived – Venkatesha Murthy has now been chosen mayor, and has gone on to make the usual promises, about addressing the city’s problems. There were no questions put to him by the media, on the allegations of encroachment.

So, where do we, as residents stand now? Reports from a RWA Secretary say that Venkatesha Murthy called up the person who was pursuing the complaint to ask why he was taking up the matter. He terminated the call when the person acting on behalf of the RWAs refused to back down.

If dissent or whistle-blowing is frowned upon, even muzzled or punished, it is a sad indicator of the way our administration functions. Public officials like mayor and deputy mayors have a mandate to uphold the highest norms of honesty in public life. Perhaps the new mayor will take it up from here, and win our approval, by clearing up the matter?

India, World Dance Day at Bengaluru witnessed a gorgeous riot of forms and music. The event was held at Alliance Francaise, Vasanthnagar on 29th April.

The man behind the event is Ashish Mohan Khokar, a dance associate of Alliance and has been running an academic dance series.

Who’s not watched the house sparrows as they hop about, living their lives alongside us humans in

our rural or urban homes? Their scientific name is passer domesticus, the very name saying that they are a part of our domestic lives! They have been associated with humans for nearly 10,000 years!

Sparrows prefer a hole to nest in, and so occupy ventilators in old houses, the “cups” at the top of ceiling fan stalks, holes in the wall, and other such locations.

They love pecking at grains, and often eat insects and worms, too, and that is sometimes beneficial to us.

Since the population of house sparrows in Bangalore (as in many other cities around the world) dropped sharply, efforts are being made to bring them back, and in our city, at least, it is a heartening sight to see these perky birds hopping around in areas such as K R Market,

Russell Market, or even the Bangalore International Airport.

good morning and welcome to the Mummy Pick Up & Drop

Off service. I’m the chief operating officer cum chief pick up girl here. The job description fits me to the tee as I am always picking up things -- clothes from the laundry, toys from the floor, soap from the bathroom basin, child from swimming class, bus stop, playdate, skating class and so on.

We welcome all sorts of applicants as long as they have spawned at least one offspring, possess a reasonable ability to be on their toes for the large part of the day, have a suitably haggard appearence while trying to appear cool and collected in standard ‘Mummy Chic’, i.e., loose kurti/long top and slacks/capri. Please note that at least one of the above garments need to have pockets to carry napkins, house keys, car keys, wallet, lollipops and so on. Applicants also need to be good multitaskers and skilled in one-handed operations such as folding stroller while holding baby, bag and other paraphernalia, feeding banana while speaking to

other moms and instructing maid at home over the phone, typing an email while reading bedtime stories to child, skateboarding while balancing the child on one hand and four tea cups in another. Ok so I made the last one up but I

am quite sure there is some super multitasking mother somewhere in the world who can do just that.

For details regarding timings, rates and job satisfaction about the Pick up Service you could speak to some mommies themselves. They are found quite easily in parks, school bus stops and these days in summer near the swimming, art, craft, tennis and a million other camps.

The perks of the job include almost nothing, unless you count hanging around aimlessly or finishing up your grocery shopping while junior does his training as a perk. Be warned that the job also has a good ability to play havoc with your mind as the brat whines about not wanting to go for Karate class, making you wonder if you are being the pushy mommy type. So you pull him out of it only to have him complain that AAAAAAALL his friends go for Karate and he is the only one left out. This of course makes you wonder yet again if you are a good mommy at all and if you understand your child.

Our suggestion: Do not think. It interferes with the core job on hand which is to be pick up/shuttle service for child during summer vacations, along with other unsaid but built in responsibilities like being the in-house chef, emergency playmate, boredom reliever and anytime cleaning service. With such a massive job profile, when is the time to think?
