LABORATORY SERVICES Laboratory services plays a crucial role in commercial

transactions. At key locations such as Russia and

Ukraine CIS Commodity Inspection Services have

established Laboratories focusing on testing of grains,

feed stuff and vegetable oils. Existing CIS laboratories

are gradually upgraded meeting the requirements of

our Clientele and reducing turnaround times.

In Holland CIS Commodity Inspection Services run their

own laboratory which acts as the group’s knowledge

centre offering testing services for grains and feed

stuffs. The laboratory is equipped with latest equip-

ment and offers determination of moisture, protein

(Kjeldahl), falling number, wet gluten, gluten index and

grading.

ISO 9001:2008 SUCCESFUL CERTIFICATION

We are proud to announce that CIS Commodity

Inspection Services succeeded to prolongate the

ISO 9001 certification. DNV GL audited according to

ISO 9001:2008 and approval has been extended for

the next year. The ISO 9001 certification is applicable

to commodity inspections, Pre-shipment inspections,

laboratory services and global marketing.

The annual surveillance audit (the quality system of

CIS Commodity Inspection Services has been

implemented since 1st of October 1988) ensures that

relevant processes within the company are running in

accordance with the internationally recognized norm.

Processes are improved continuously. The new version

of ISO 9001:2015 shall replace the existing ISO

9001:2008 standard in 2018. In 2017 and 2018 we

shall work on the necessary adjustments of the current

quality system of the company to meet the quality

standard of ISO 9001:2015.

COMMODITY INSPECTIONS

The commodity shall be inspected prior to shipment

either at the premises of the supplier and/or at the port

of loading and/or port of discharge. The inspection

shall seek to ensure strict conformity of the commodity

with the agreed upon specifications.

Our services are always adapted to our client’s need

and include:

• Inspection and acceptance of ship holds, hatch

covers

• Establishment of intaken/outturn weight by means

of draft survey

• Sampling during entire loading and/or discharging

operations and preparation of contractual samples

• Supervision throughout loading/discharging

• Speeding up loading and/or discharging operations

• Conducting neutral analysis

• Check of packing and marking

ANALYSIS

Laboratory testing and analysis play a crucial role in

commercial transactions and in assessing international

quality standards for products and materials.

At key locations CIS Commodity Inspection Services

have established laboratories specialised in grain

and feedstuff testing. The list of locations is growing

steadily. The laboratory at Berkel and Rodenrijs, The

Netherlands, acts as the group’s knowledge centre

offering testing services for grain and feedstuff. The

laboratory is equipped with latest state of the art

equipment and offers swift determination of important

parameters such as protein (Kjeldahl), falling number,

wet gluten, gluten index and grading.

MAIN CHARACTERISTICS SCOPE OF ACTIVITIES

Scope of work under CMA services:

• Preliminary inspection of the storage facility assur-

ing suitability for storage of goods

• Supervision of stacking/storing of goods into a

warehouse or silo

• Issuance of warehouse or silo receipts

• Daily verification of the commodity condition and

quantity stored

• Supervision of inbound/outbound movement of

the commodity upon receipt of appropriate written

instructions

• Recording and reporting of in/out movement of the

commodity

STOCK MONITORING AGREEMENT (SMA) SERVICES

CIS Commodity Inspection Services also provides stock

monitoring services for verification of quality and quan-

tity of commodities stored in warehouses and silo. The

Stock Monitoring Agreement is signed between the

parties involved in the stock monitoring. The commodi-

ties under SMA are generally not held under exclusive

custody. The documents related to commodities stor-

age/movement are verified and validated by the SMA

provider (inspection company). The in/out movement of

commodities supervised. All recordings are maintained

and reported on daily/periodic basis.

TRADE FACILITATION SUPPORT SERVICES

CIS Commodity Inspection Services provides trade fa-

cilitation support services in selective regions where CIS

have their own offices. Such trade facilitation support

services includes Collateral Management Agreement

(CMA) services and Stock Monitoring Agreement (SMA)

services.

COLLATERAL MANAGEMENT AGREEMENT (CMA) SERVICES

CMA services are formed between a financier (bank)

if goods are pledged to bank and finance transactions

are involved between Bank and owner of goods whose

goods are pledged to bank, a depositor/borrower

(owner of the goods pledged to bank), the collateral

manager (inspection company) and the warehouse

provider (storage provider for Third party storage).

Collateral Management Agreement (CMA) is signed

between parties as referred to above either tripartite

or quadripartite. CMA services facilitate the import and

export of trade of agricultural and other commodities.

Under CMA, the physical commodity is received into a

storage facility such as warehouse or silo and retained

under exclusive custody until the collateral manager is

instructed by the bank or the borrower to release (par-

tially/totally) the commodity.

SCOPE OF ACTIVITIES SCOPE OF ACTIVITIES

PRE-SHIPMENT INSPECTIONS (PSI)

Pre-shipment inspection services are designed to

protect the interests of buyers in their international

purchasing programs.

The intervention is an essential part of an international

transaction where documented proof of quality and

quantity are a requirement of the payment terms.

Our network which covers the main key trading centers

in the world offer an unrivaled level of service by using

well trained and professional specialists dedicated to

independent quality and quantity control.

This service starts at the production stage or earlier and

continues through to final checking prior to shipment.

Our Inspection Certificates are internationally accepted

by banks, governments and considered by international

traders and manufacturers as a verification of the

quality and quantity of the material purchased.

Typically a service portfolio would contain one or more

of the following services at a supplier’s manufacturing

or loading location:

• Verification of raw or semi-manufactured materials

• Sampling and analysis

• Staged production inspection

• Determination of quantity

• Labeling and documentation control

• Witnessing in-house tests

• Finished product inspection

• Packing and marking inspection

• Supervision of stuffing into containers

• Photographic reporting

• Complete final reporting

Commodity Inspection Services into a letter of credit a

client can make payment subject to issuance of a clean

inspection certificate and so reduce the risk involved

with international purchases.

TECHNICAL INSPECTIONS

Scope of work which may incorporate any or all of the

following beneath listed services.

VISUAL INSPECTION

Visual inspection of the material/equipment for quality,

workmanship, defects and cleanliness of work.

DIMENSIONAL CHECKS

Carry out checks to ensure that material/equipment is

dimensionally in accordance with approved drawings.

COMPLIANCE WITH SPECIFICATIONS AND

DRAWINGS

Welding procedures, welder qualification, coating,

rating, material certificates, shop procedures, etc.

shall be verified for compliance with specifications,

drawings and standard industry practices.

WITNESSING

Witness (non-)destructive and chemical testing of

materials, mechanical run test, functional test, vibration

test, noise emission test, electrical performance test,

etc.

VERIFICATION OF DOCUMENTS

Verify, review and/or approve all documentation

required in the purchase orders such as test certificates,

examination reports, test procedures, etc.

PACKING AND MARKING INSPECTION

REPORTING

Submit detailed reports of all services performed.

Inspection activities for each purchase order will be

reported separately.

INSPECTION CERTIFICATE

Issue an inspection certificate immediately after all

inspections are completed stating that the equipment

or material is in strict accordance with the requirements

of the purchase order.

SCOPE OF ACTIVITIES INSPECTION FIELDS

CU TR CERTIFICATION

As from 1992 Russian law came into force making

it mandatory that a wide range of products bound

for the Russian Federation is tested and certified in

accordance with national GOST standards. As of 2013

with the creation of the Customs Union (CU) between

Russia, Kazakhstan and Belorus, a new common

standard was introduced which is based on “Technical

Reglementations (TR)”.

The new CU TR system comprises both Declarations

of Conformity and Certificates of Conformity, each

with their own conditions. There are several Technical

Regulations one may have to comply with, of which the

main ones (in the industrial field) are:

• TR 004 : LVE

• TR 010 : mechanical

• TR 012 : Ex

• TR 020 : EMC

• TR 032 : pressure

The new CU TR documents replace the former GOST R,

RTN “Permit to Use” and GOST Ex certificates.

It is of great importance to involve a well experienced

certification company who can guide you through what

is the best solution for your specific situation.

The main steps to obtain the CU TR certification are as

follows:

1The client exporting to either country of the

Customs Union instructs us to determine applicable

certification. The following information is to be pro-

vided to us by the client:

• the exact description, name, type, composition

of the product

• type of required certification (single shipment or

type certification)

• the quantity of the product in case of a single

shipment

• name and particulars of the manufacturer of the

product

• operating instructions, if applicable

• the custom code of the product

The applicable procedure and our subsequent offer

will be given to client for their review and acceptance.

2We evaluate the quality of the product, review test

reports and other documentation according to the

relevant CU TR standards. In most cases no physical

inspection nor testing is required. In some case an

audit may be required by experts of a Customs Union

notified body which if required will be fully handled

by us.

3Issuance of the the required certification.

4Product passes the customs without delay and/or

problems and may be taken into operation or sold to

consumers at the final destination.

PATTERN APPROVAL (METROLOGY)

For measuring equipment used in the Customs Union a

Metrology certificate is a compulsory document. This

so-called “Pattern Approval” can be issued for any

kind of measuring equipment. Existing internationally

recognized certification facilitates the issuance of a

Metrology certificate.
