The meeting was attended by about 175 people and about 14% of our homes voted in the election (either via early voting, proxy voting or by meeting attendance). For this election we had five neighbors who volunteered to run for the CCHOA Board of Directors. These neighbors were Matt Cano, Mike Price, Scott Dorf, Marty Gibbs and Bill Gammon. We should all thank these folks for their offer of service to Circle C Ranch. All five of them represented themselves and the neighborhood well both before the election and during our annual meeting. Matt Cano and Mike Price were elected to serve as CCHOA Directors for three years. The Board looks forward to working with Matt and Mike. You can see more election results in a separate article. We also offered twelve amendments to the CCHOA Bylaws. All of the amendments passed. Dear Neighbors,Thanks very much to those who participated in our annual election and homeowners meeting. The meeting was attended by about 175 people and about 14% of our homes voted in the election (either via early voting, proxy voting or by meeting attendance).

For this election we had five neighbors who volunteered to run for the CCHOA Board of Directors. These neighbors were Matt Cano, Mike Price, Scott Dorf, Marty Gibbs and Bill Gammon. We should all thank these folks for their offer of service to Circle C Ranch. All five of them represented themselves and the neighborhood well both before the election and during our annual meeting.

Matt Cano and Mike Price were elected to serve as CCHOA Directors for three years. The Board looks forward to working with Matt and Mike. You can see more election results in a separate article.

We also offered twelve amendments to the CCHOA Bylaws. All of the amendments passed. Most of the amendments were simple corrections to the existing documents—i.e. one corrected the address of the Association, one corrected a reference to the Travis County Clerk and one made the language of the Bylaws themselves gender-neutral. There are several amendments that are worth describing in more detail.

March Board MeetingSubmitted by Quentin Fennessy

The March board meeting was brief. Steve Shannon of BFI explained the rate increase and described their ongoing problem with fee collection from Circle C homeowners. We decided to replace the shade tarp at the south end of the pool (This work is still not done—it has become more complicated.) Our revenues exceeded expenses for 2004 by $142,000. We allocated $25,000 of the excess for general amenity improvements. Susan Hoover reported on the progress of replacing photinia around the neighborhood, and presented the framework for the long-term landscape improvement plan. We discussed the damage to the Slaughter/Mopac monument and why the repair was taking so long—and the reason for the delay was rain, rain and more rain. The damage was caused by an automobile accident and has since been fixed.

Circle C Landscape Update Submitted by Susan Hoover, Circle C Landscape

We are very busy on the commons areas of Circle C this time of year. The results of the early Spring work are finally upon us. Over the past month, the landscape crew has fertilized all of the commons areas, done a lot of trimming and weeding, and are adding to our existing native plant beds throughout the neighborhood. Some of our favorite perennial plants are listed below. They are well suited to the Central Texas Hill Country environment, a drought resistant and provide blooms even through the hottest part of the year. Knock Out Rose—we introduced these on the commons areas last year. If you like the looks of a traditional rose with virtually no care, this is the one for you. These ended up blooming late into December and popped out early this spring. They require no special care at all. Salvia Greggi (Autumn Sage) These shrubs grow to about 2.5 feet, are nicely shaped and produce small blooms in a variety of colors. They need to be trimmed back in late January. Mexican Bush Sage. Those nice spiked blue/purple blooms and its distinctive leaf make are good in the back of a garden border. Blackfoot daisy. For the front of the border, this sprawling little white daisy does the job.

Verbena. This is a flowing plant that can add bright color to your garden. Coming in purple and hot pink, among others, it stands out. It is a big attractor for the dragonfly hummingbird, a little tiny hummingbird that looks like a dragonfly. Mexican Mint Marigold. If you like a nice bright yellow long bloomer, these plants are hardy and keep blooming all summer and fall. The above plants are all good in our hot Texas sun. Next month, we will discuss some good shade varieties.

Community Fire Ant Prevention The first two weeks of May are devoted to Community Fire Ant Prevention in Circle C. At this time, the CCHOA encourages each of you to treat your yards with a fire ant bait product. The Travis County Extension Bureau encourages communities to work together to treat fire ants, which has been found to be highly effective when the entire community participates. For more information on Fire Ant Treatment and choices on methods and products go to www.fireant.tamu.edu, the site sponsored by the Texas A & M extension service. This year, we will be using a relatively new product on the commons areas called Top Choice. It has been found to be highly effective and lasts a year.

We have heard from the City of Austin that the traffic study on Spruce Canyon has been completed. Based on the City’s parameters, 30 mph speed limit signs will be erected in the near future. We all need to be mindful that school lets out in a few weeks and many many more children will be out and about. Thanks to the Circle C Safety Committee for requesting the traffic study.

We would like to encourage all residents to help keep Circle C Ranch a beautiful place to live by doing the following:

1) Make sure that no one in your family throws their trash out the car windows. It takes about 3 hours daily to pick up street trash in Circle C.

2) Take your newspaper plastic bag with you when you walk your dog and please scoop the poop on the commons areas. Slip the bag on like a glove, scoop the poop, turn it inside out over your hand, tie it in a knot and throw it in your trashcan when you return home. We have had a lot of complaints about this. Be nice to your neighbors and pick up after your dog.

3) Please do not tape signs to the street light and street sign poles. Removal strips the paint, takes time to take them down and trashes out the neighborhood.

Job Definition Plans, organizes, and controls the budgeting, staffing, and administration for the Association’s swim center (pool). Reviews, schedules, and conducts regular maintenance of pool and pool area and supervises lifeguards and other water safety staff. Conducts regular tests of water quality to ensure a safe swimming environment. Plans and coordinates other community events as designated by community management or BOD.

Minimum Qualifications• High school diploma, GED, or equivalent• Three years of progressively responsible experience at a pool facility

including at least two years of management. • Must have a current Pool/Spa Operators License• Water Safety Instructor • Lifeguard Instructor• Lifeguard or National Pool and Water Park Lifeguard License • First Aid/CPR certificate• Red Cross AED and O2 Administration certification/training• Red Cross (or equivalent) Preventive Disease Transmission

training• Demonstrated ability to supervise• A valid, unrestricted Texas driver’s license and availability of

personal vehicle.• At LEAST ONE of the following: Certified Pool Operator (CPO),

Aquatic Facilities Operator (AFO), or YMCA Aquatic Facilities Operator.

Preferred Qualifications:• College Degree in recreation or related field. • At least one year of programming experience. (Ex. scheduling swim

lessons, planning private parties, coordinating/scheduling swim lessons, swim teams, recreational swimming, lap swim, etc.)

• CPR for Professional Rescuer

Essential Functions:1. Develops and conducts training and testing programs for pool

staff.2. Supervises pool staff and facility. Selects, schedules, evaluates and

disciplines employees. Reviews action with Board of Directors as necessary.

3. Responsible for training and evaluating swimming instructors. 4. Ensures that all appropriate credentials are maintained by pool

staff.5. Responsible for the pool facility and ensures that the physical

structure, equipment and water quality are up to standard. Identifies maintenance and repair needs, and makes arrangements for needed repairs/maintenance.

6. Develops water related programs for the general public, businesses and special interest groups.

7. Ensures that all pool related paperwork is completed and processed correctly. Communicates with licensing and certifying agencies.

8. Oversees collection of pool user fees, statistics and related documents.

9. Deals with the public, board and various people as required. 10. Coordinates purchasing equipment for programs and maintaining

the inventory.11. Performs lifeguarding and instructing duties as necessary.

Other Functions:Other related duties as assigned.

Hours:Required to work a minimum of 40 hours a week. Weekends and holidays are required during the summer month. Must have ability to work flexible hours to meet needs of community as defined by the BOD. Set daily work hours, “office hours” that neighborhood associate members, BOD members and contractors can set up appointments. Must be able to attend all regularly scheduled BOD meetings and other events as assigned.

The CCHOA received a report of a child being bitten by a rattlesnake in the undeveloped area near South Bay. Please be alert, watch your children and pets, and educate their children about snakes in our area. Snakes are coming out of hibernation this time of year. If you are hiking in any areas around Circle C or if you back to a drainage or naturalized area, be on the alert for snakes. Tips:• Wear shoes, do not wear sandals or go barefoot in naturalized areas.• Look for snakes sunning themselves on rocks, or around rocks

and piles of debris.• Take a hiking stick on your hike. Be aware and listen for snakes.

Avoid them at all costs. Rattlesnakes are not aggressive, but will defend their area. Do not try to catch, tease or engage a snake.

If you are bitten by a rattlesnake: Seek emergency care immediately. You must go to a hospital emergency room to receive the anti venom. The doctors will need to confirm the type of snake bite you have, so a description of the snake will be helpful. Do Not employ the following methods:• Do Not put ice on the bite.• Do Not cut the wound open and try to suck out the venom• Do Not use a tourniquet. There are many internet sites which provide information about rattlesnakes and their bites.

On April 2nd, a group of 17 volunteers participated in a week-end seminar to learn about Austin’s new Water Quality Protection Lands (WQPL), and the history of the Slaughter Creek tract, in particular. They included 7 neighbors from here in Circle C Ranch. The Austin Water Utility department oversees about 11% of the sensitive land over the aquifer that flows into Barton Creek (17,000 acres), reserved just for providing clean water for the Edwards Aquifer. They chose The Hill Country Foundation to interview volunteers and then to conduct training sessions for them. The property opened up for the first guided tours, on April 16th, in conjunction with the first Austin Nature Day (see www.AustinNatureDay.org). Look for more guided tours and other activities coming up, including trail building and various restoration projects. Announcements can be found on the CCHOA Forum (www.circlecranch.info/forum). We need more local volunteers to conduct the activities there and on other properties. Please contact the City of Austin (Water Dept) or CCHOA if you are interested and can devote a little of your time.

1. All the carpet is pre-treated. The pretreatment spray is our own special combination of all purpose carpet cleaner, degreaser, deodorizer and color brighteners. This is applied at high pressure and high temperature to help disove embedded soils.

2. All stains and spots are pre-treated. Pre-treatment helps to remove tough stains that often do not come out with regular cleaning. This may include rust, blood, urine etc.

This leaves the carpet soft and soil resistant, as left over resudue are the number one cause of re-soiling.

5. Grooming. Grooming helps to restore the pile and gives the carpet a brand new look.

This club is dedicated to people who have done triathlons, are training for their first triathlon, or are just curious about what triathlon is all about. So far we have about twenty-five members and growing! We have an on-line forum for members to post training schedules, event reviews, ideas for the club and more. While it may sound daunting, it is actually quite fun and exhilarating when you complete your first event! The neat thing about triathlon is you start out S-L-O-W. Initially you should strive to just go a certain time period at a pace slow enough to have a conversation. If you are out of breath, you are definitely going too fast. Slow down, enjoy the scenery, and watch your body transform from couch potato to triathlete. As with all new exercise routines, it is best to consult with your physician prior to beginning.
