6. Project

Descriptions:

� As part of further strengthening the training and development of the

people in the BPPS organization, it will be crucial to provide a

systematic operational experience sharing platform, particularly on the

new comers in Black Point Power Station (BPPS). Following 17 years of

extension operation experience in BPPS, we have already collected

many good experience and knowledge sharing materials in our hand. It

becomes necessary to develop a more systematic and reliable

experience sharing platform for all operators.

� This is part of our overall training program to increase young engineer’s

operational competence. The project is to re-build our existing

experience sharing platform by collecting different team’s idea/opinion

in defining an intelligent and feasible experience sharing framework.

� The project will make use of our new web-based knowledge

management portal software together with some power plant

knowledge for enhancing the existing experience sharing system.

���� Automatic Voltage Regulation (AVR) plays an important role in

transmission transformers. Due to inevitable load changes from

demand side on a random basis, output voltage of the transformer has

to be maintained by an on-load tap changer (OLTC).

���� While raising/lowering tap of OLTC is controlled by AVR in normal

practice, triggering criteria of AVR such as desired voltage value,

bandwidth, and delay time etc have to be reviewed individually for

each substation because of unique load profiles and AVR response with

respect to different settings.

Objective(s):

The primary delivery of this project is to design, develop, implement, test

and deploy a generation and emission optimization and fuel forecast

system with state-of-art technology. Users will use the GEOFF system to:

���� Optimise the generation operation plan so as to minimise the fuel cost

under various constraints;

���� Integrate the current standalone systems to a common business

planning platform for GBG users to streamline the generation

operation planning with consistency and transparency.

6. Project

Descriptions:

Business Strategy Department (BSD) in Generation Business Group (GBG) is

responsible for the planning of generation utilization and fuel consumption

to meet the future electricity demand and emission regulation. All key

business activities including Annual Business Plan, Audit Review and Tariff

Review are reliant on the study results of generation utilization and fuel

consumption planning. GEOFF project is designed to

���� Replace obsolete GENSIM and Emission Forecast with the advanced

generation dispatch optimization tool including optimization modeler

and optimization solver.

���� To integrate the new generation dispatch optimization tool with the

other systems such as ICMS and EMIS.

���� To develop the data management, information analysis and report

capabilities.

���� Implementation, configuration, customization, testing and rollout of

the GEOFF system.

� There are currently two independent telemetry systems within the

distribution network – one for the provision of remote monitoring and

control on the 11kV plant equipment (CRTU), while the other one is to

collect the current measurements on LV feeders (LRTU). These two

systems have similar architecture and would result in substantial cost

savings if the two telemetry systems can share a single communication

infrastructure.

� This project aims to integrate the telemetry data from CRTU and LRTU

at customer substation level so as to allow the integrated data be

relayed from the customer substations to primary substation through a

single communication infrastructure.
