Things To Remember • Courses culminating in a state assessment must have:
• a roster record with a reporting date of 2015-06-30
• and at least one assessment (evaluation) record.
• All other courses (e.g. P.E., art, music), should have a roster record with a reporting date of 2015-06-30.
• No Staff Student Course records need to be reported for summer school.
• Substitute teachers, including long-term substitutes, are not subject to APPR but staff student course records accurately reflecting the time a long-term substitute instructs a class should be reported. This information is important for connecting student outcomes to principals.
Things To Remember
• A Student Class Grade Detail record must be submitted for all students in who have a Staff Student Course record, unless all of the following are true:
• No grade or other outcome is awarded for the class;
• No credit is earned for the class; and
• The linkage is not reflected on the student's report card or transcript.

Teacher Student Roster Verification Report (TSRV)
• Allows teachers to view their district reported course and course section data and to report any discrepancies to the District Data Coordinator.
• Primary use is to allow teachers to view their data prior to June submission of TSDL data.
• Currently teachers can use this report to verify their rosters during pre- and post-testing season.
Teacher Student Roster Verification Report (TSRV)
• Following on the heels of the ePMF collection:
• Teacher TAA (Teacher Access & Authorization) accessibility quotient should be quite high.
• Teachers may be encouraged to access TAA and the TSRV regularly.
• Getting teachers to review their data in the TSRV now and through the testing period can minimize discrepancies now and for the June TSDL submission and certification.
TSRV/TSDL Local Policies
• Now may be a good time to review or institute District TSRV/TSDL data verification policies.
• For example, does your district require teachers to “certify” or otherwise sign-off on their TSRV data?
• Has your district crafted a certification/sign-off document for teachers? Therein outlining the steps for accessing the TSRV as well as tips regarding what to check and who to contact if discrepancies are noted.

Even if the student left in the middle of the school year they should remain on your roster with start and end dates reflecting the time they were enrolled in your class.

What is a CTE Program? Definition:
• CTE programs are comprised of at least three CTE courses, or units of study.
• Includes the content of a Career and Financial Management (CFM) course.
• Programs can be comprised of courses from a single CTE content area, or from a combination of content areas.
• Common CTE programs are:
• 3 or more courses including CFM offered in the home high school.
• 3 or more courses including CFM offered in a BOCES or Technical HS.
• 3 or more courses that has been ENDORSED by SED to provide a CTE endorsed HS diploma that include CFM and/or integrated academics that are offered in home high schools, BOCES or Technical HS.

What is a CTE Student? • A student that is enrolled in ANY course that is part of a CTE
program – at any location.
• A student can start a CTE course as early as grade 9.

• The school district accountable for the student is responsible for CTE reporting even if the district’s students attend a CTE program at another program service provider (e.g., BOCES or another district).
Who is the Service Provider?
• The agency that operates the CTE program is the service provider.
• A school district offering CTE for its own students would be both the district responsible for reporting these program service records and the program service provider.

How Many Different Programs Should Be Reported?
• Students who transfer from one CTE program to another during the school year or enroll in more than one CTE program during the school year must be reported with a separate record for each program if they are in programs provided by two different service providers.
• For example, two service records would be required for a student enrolled in business education in his or her high school and in computer information technology at a BOCES.

• But, if a student is in programs from two of the main content areas within the school district, the code to be reported should be the one in which the majority of the student’s time is spent.
• If the student spends equal times in both programs, choose one CIP code.

State Reporting Timelines • February 26 • ELL/LEP data must be loaded into SIRS by this date for the NYSESLAT
testing contractor for test labels.
• We still have no codes or exit dates for the new “optional” exit criteria for ELL’s.
• If a student is exited in the middle of the year, they are still counted as ELL for this year. Next year may be different.
• March 19 • Staff Student Course needs to be loaded for those students taking CC
Geometry and ELA Regents. The vendor DRC needs to print separate answer sheets for Standard Setting . Only a few districts will be chosen.
• March 26 • Second data pull for the BEDS Day Enrollment Reports
• SIRS 312, 313, 314, 316)
• Compare to the “.1” reports which are the January Snapshot.

Regents Only Accelerated Students
• A score of 65 or higher will be considered Level 3 – Full Credit for accountability for the school where enrolled (MS). No credit for less than 65.
• Students who take a Regents Exam ONLY, they must take another Regents or approved alternative in grade 9 or after. A 65 or higher on the second Regents exam will earn the HS full credit.
• If the student does not take another math Regents or approved alternative, the student will be recorded as a Level 1 for accountability purposes.
• If a grade 7 or 8 student takes a math Regents ONLY, the student will appear on the Grades 7 and/or 8 mathematics Tested/Not Tested L2RPT as Not Tested.

• Students who responded to at least one test item on the assessment will receive a valid score.
• To receive a valid score the grade of the student and the grade level of the test need to match. We see this error frequently with ungraded students.
• An ungraded student whose date of birth indicates she/he should take the Grade 3 ELA assessment but who is reported with a Grade 4 ELA assessment will receive a final score of “999” and a standard achieved code of “97”, indicating administrative error.

Accountability: Validity Rules Absent: • Students who are absent for any part of the test should be
given the opportunity to make up the session they missed.
• Absent for any session or any parts or the entire test must be reported at the local level with a final score of "999" and a standard achieved code of “99”, indicating no valid score, whether or not there are any response records.
• Counted as not tested in verification reports and for accountability calculations.
• If a student leaves in the middle of a session and is not able to make up, school officials must decide whether to consider the student absent or to calculate a final test score and performance level by assigning 0 credits for the incomplete parts.

Federal Data File Submission • The EDFacts Initiative - Information and Reporting
Services (IRS) reports about 150 data elements to the Federal Government through EdFacts.
• Some examples of what they submit:
• A list of schools and LEAs
• Student enrollment
• FRPL
• SWD

• This is reported for all Public Schools and Charters.
• This is collected in aggregate down to the building level

Smart Schools /Governor’s Bond Act $2 billion provided to school districts to build 21st century learning environments so students graduate with the skills needed to succeed.

Funding:
• Allocations have already been calculated.
• This is a reimbursement model. Districts must spend the money and then put in for reimbursement.
• If the allocation is not used in one school year, it can be carried over to the next school year.
Submission and Application Process:
• Application will be done through the Business Portal.
• The Smart Schools Review Board plans to establish submission guidelines and more detailed requirements and submission dates to be released in early 2015.
Projects that would be eligible for funding include:
• School safety (including surveillance, access controls, and emergency notification).
• Physical construction or modernization of Pre-K facilities.
• Installation of high-speed broadband or wireless internet connectivity for schools and communities.
• Learning technology equipment or facilities, including whiteboards, desktops, laptops, servers, and tablet computers.
