Rules and Regulations for “Crick- IT” Inter league Knockout 2015(CIL KO) Entry Fee and Trophy details:
The entry fee for KO per team is $50.
Winners and Runners Trophy.
Individual prizes/recognition:
Best Batsman of the tournament.
Best Bowler of the tournament. Tournament Format:
1) All matches will be played with the "Hard Tennis"(Red) cricket ball
(with an exception of any matches played under lights).
2) Balls will be provided by CIL.
3) All the matches will be played on baseball field.
4) The tournament will be played as a knock-out game. Winning team will qualify to play next round. If there is a “Tie”, then super over will be conducted.
5) Umpires for all the matches will be duly assigned by CIL. Please see
page 14 for umpiring duties and rules.
6) All the matches should be played only on the allotted time & Date/venue.

7) Ground(s) will be reserved by CIL and schedule will be published based on ground’s availability.
8) Request’s for rescheduling matches will not be entertained.
9) If there is a rain interruption/ wet field due to overnight rain on scheduled date/time, matches will be rescheduled on reserve days. If matches cannot happen even on reserve days, then to announce the joint winners two teams will be selected based on NRR provided all the teams have played at least the first round.
10) One player can play for only one team in the tournament. If it comes
to the organizer’s notice that a team has a player who has played for
another team in the tournament, then both the team will be penalized.
The penalty could be letting the opponent team a bye. This is completely
the committee’s discretion.
11) Home and visiting team will be assigned by the committee. a) Home team will have an advantage to spin the toss. b) Home team will have an advantage to take the dug out behind the wicket keeper.
12) A player can be part of playing IX only if his name is available in the
team roster (which can be updated till day before 1st round).
13) CIL will coordinate the schedule and enter scores/net run rates.

Scorecard:
Make sure the scores are tracked correctly. It is umpires’ responsibility
to share the actual Scorecard or snap shot of the scorecard (of both the
teams) to CIL.
Match Format/Game Rules: 1. Playing team(s) need to bring bat/kit.
2. Each game shall be played between two teams of nine players each.
3. Each game will have 10 overs per side. 4. Mandatory Power play for first 2 overs will be used and the batting team captain can chose a power play over between overs number 3 and 8. Over numbers 9 and 10 can NOT be power play overs in any circumstances. If the batting captain doesn't use the batting power play by end of 7th over, the 8th over will be an automatic power play over.
a. Only two fielders will be allowed outside the circle. The circle dimensions will be marked. If this rule is violated then the umpire will call a no ball.
b. The two fielders can be anywhere on the field. However at any point there should not be more than 4 fielders on any side (offside/leg side). The violation will result in a no ball. Field Restriction: At any point there should be two players inside the power play circle. Also the maximum number of fielders that any side (off or leg) can have is 4. Wicket keeper should be present all the time.
5. Each bowler can bowl a maximum of 3 overs.

6. The overs shall only be bowled from one end of the pitch, as determined.
7. There will be no LBWs. However, leg byes will be permitted as long as
there is no deliberate padding by the batsman.
8. No last man batting is allowed. 9. At any point, there should not be more than 4 players on either
side of the pitch (Offside or leg side).
10. A ball bowled shall be deemed a wide, by the umpire, if At the point at which it crosses the batsman (in normal batting stance
and hasn't touched the ball). It is more than one Bat in length away from the middle stump on
the offside, or if It’ on the leg side of the batsman and away from
Leg stump.
The umpire has the final word on each call. However, the
umpire/captains shall mark the pitch with a chalk (or tape),
measuring 36 inch one Bat from the middle stump on the off side
area of the batsman to help make the decision easier. 11. A ball shall be deemed a no-ball if:
The bowler has over-stepped the popping crease, i.e. entire foot
should be outside at the time of landing, or
The back leg should be considered for a no ball for return crease
(side lines).

The ball is a full-toss above the waist height of the batsman - in
normal stance, or
The ball is over the shoulder of the batsman after one bounce.
There is no warning for a No ball over the shoulder.
Only no ball because of overstepping the popping crease will
result in a Free Hit. For any other No balls free hit is not
applicable.
o The umpire can give no ball for crossing or touching his back foot over the return crease (the side lines). However this no ball will not result in Free Hit
Off a free hit delivery, the batsman cannot be out except for run out.
The fielding positions cannot be changed and it should remain the same if its same batsman as before the free hit was given, however if batsman changed due to a run or run out fielding position can be changed
If a free hit delivery is also called for an over stepping No ball, then one more free hit will be given
A free hit delivery will be counted as a legal ball if there is no violation of No ball/Wide ball rules
12. Substitute fielder shall be permitted only for an injured player - if he
cannot return to the game. A substitute player cannot bowl or bat or be a
wicket keeper. A Maximum of one substitute player shall be allowed at any
given time.

13. If a fielder retires in the middle of the match for some overs, then the
player has to spend a minimum one over on the field before he can bowl.
14. By Runner - If opposition captain agree then an injured player can be
allowed to have a runner when batting.
A player acting as a runner for a batsman should be member
of batting team and if possible should have already
completed batting in that innings.
The regular run out and stumping rules are applicable to the
player acting as a runner 15. Wicket keeper is allowed to bowl and he can do it any time 16. Playing IX for a match from both sides needs to be entered in scorecard and shown to umpires/opponent team captain before toss. Maximum of 2 players (apart from playing IX) can be used as substitute per side in each match whose names also need be submitted to umpires during that time. 17. If a batsman is injured or falls ill while batting or in case of unavoidable situations while playing, he may retire and resume his innings at the dismissal or retirement of another batsman. If he cannot return by the end of the innings, the batting side must close its innings after all other batsmen are dismissed (excluding the not-out batsman) and his innings is to be recorded as ’Retired – Hurt’ (same as ‘Retired Not-out’).
18. If a batsman retires for any other reason than the ones mentioned in point 16, he may resume his batting only with the consent from umpires. If for any reason he does not resume his batting, his innings is to be recorded as ‘Retired-Out’.

Ground/Field Rules
1) All the CIL reserved matches will be/should be played at CIL assigned ground.
2) Leaning on or touching the fence while catching.
A fielder may take a catch leaning/touching the fence which
Otherwise would have been a direct hit/going over for 1D, 2D
or 4D. This catch is valid.
For regular boundary, if the fielder touches the fence, then it’s not a valid catch.
3) Ball getting stuck in the Fence:
If the ball gets stuck in the fence then batsman will be
awarded the runs that are declared as a result of either
direct hit to the fence or ball going over the fence in the
area where ball is stuck.
In the area where we have declared runs for both “Direct
Hit to the Fence” and “Ball going over the Fence”, Runs
given for “Direct Hit to the Fence” would be considered.
4) Players shall be allowed to use any regulation cricket equipment
including gloves (batting and keeping), pads (leg and elbow), loin
guards, etc.
5) Players are not allowed to wear metal spikes. Spring stumps must be used.
6) Each Team has to pick up their trash after their match and should
leave the ground in similar condition in which it was before the
match.

7) CIL will take disciplinary action in the event any Team fails to follow this.
8) Smoking or consumption of alcohol on the field or on the premises including the parking lots and the area surrounding the fields is prohibited and all the park rules apply while playing. If penalty issued by park management/someone else, CIL is not responsible for the same.

Additional Rules
1) Both wide-balls and no-balls shall count as 1 extra run and an extra
ball will have to bowl in the over. Any runs (byes, leg-byes, etc)
scored off wides or no-balls will be credited as well.
2) A batsman can be, stumped off a wide ball and run-out off a
wide or a no ball.
3) If a bowler bowls a ball that makes two bounces before the bowling
crease on the batting side i.e. the stumps on the batting side, then the
ball may be called a Dead ball by the umpire. Any kind of batsman
dismissal, scoring rule is invalid with Dead Ball. An extra ball should be
bowled. No runs will be counted for dead ball.
4) In a situation where all the stumps are knocked down and the
batsmen are looking to run an extra run (in an over throw situation), if
there is a possibility of a run-out again - the fielders have to fix at least
one stump back in an upright normal position and then knock the
stumps down again or carry one of the stumps together with the ball in
hand. In case of spring stumps, the stumps need to be on upright
position or can be considered as Single stump

5) Mankadding is NOT allowed. However umpire can warn and give
out if it’s more than 1 times by non-striker and appealed by the
opposite team player/captain.
6) Its umpire responsibility to ask the bowler if they didn’t tell “Guard”
before the over starts/side change. No ball will not be rewarded if the
bowler didn’t tell “Guard”.
Rain Intervention rules/unavoidable circumstances When there is a rain intervention or if there are any unavoidable
circumstances during the middle of match and if the situation is not ideal to
continue the play, then that particular match will be called off. Captains
need to make a call whether or not to wait until the rain stops/continue the
match/decide based on pitch conditions etc. In the event of rescheduled match due to above instance, then it will
be a re- match/re-toss. Super Over rules
SUPER OVER will be used when the match result is a tie.
In the event of a tied match - when both teams have an identical
number of runs at the end of the allotted overs - the winner shall be
determined using SUPER OVER.
A new toss will be done for Super Over and will be called by the team
captain who did not call at the match toss.

Each team decides a bowler to bowl and three batsmen to bat
during one over named as the super over. This need to be provided
before the toss.
The same ball used in the match/innings will be used in super over.
The umpires will decide which of the ball (from either innings).
Team A will score some runs in the first over and team B
needs to chase it successfully to win the Match. In case, it is
unable to chase, team A wins.
In case scores are level, the team hitting maximum sixes in
the match (super over included) will win. If it is also the
same, then team with maximum four wins the match.
If still the same then the team that got higher number of wickets will be considered as winner.
If still same, then one more super over will be played
(above rules will be applicable)
No last man batting will be allowed for Super Over.
If two batsmen are out then the team is considered all out for Super Over.
Runs scored/wickets taken in Super Over will not be considered
for individual player statistics.

Start Time and Duration
CIL Match Play Times are all EDT.
The toss shall be conducted no later than 5 minutes before the
match start time if both teams present on the ground.
Immediately following the toss, the toss-winning captain MUST let the opposing captain and umpire know of his team’s decision right then and there
Umpire/scorers need to specify this in the score sheet and it will
help to track. At the time of the toss, if one of the teams is not ready
to play, which means at least 6 players are not present and
accounted for at the ground, then the toss will be awarded to the
team that is ready to play.
After the toss is over, if a team is still not ready to play 10 minutes
after start time, the defaulting team shall lose an over for first 10
minute delay and another over for next 5 minute delay. If a team is
not ready to play 15 minutes after start time (two overs loss is
maximum penalty) the match & points will be awarded to the
opponent team, provided the other team is ready to play.
The neutral umpire/CIL will make the final decision. It will be
considered as forfeit.
A team can start playing with minimum 6 players in field. However a
player has to join the team before the completion of 3 overs
otherwise he cannot bat or bowl.

If both teams are not ready to play 30 minutes after start time,
then the match will be counted as a loss for both teams, and no
points will be awarded to both the teams.
In case of a delayed start, both the captains should agree to the
start time of the game and the number of overs to be bowled per
innings. Since it is a reserved field reservation time needs to be
considered.
The maximum overs per inning cannot be modified once the game has started.
At least one party (any playing team captain) should complain to
CIL to take necessary action. Umpiring Rules
Umpires for all the matches will be duly assigned by CIL.
Umpiring for first match will be done by CIL.
Winning team has to provide 2 umpires for officiating immediately
following game, failing which the defaulting team will be deemed to
have withdrawn from the tournament.
For Semi-finals and final, losing team on day 1 will need to do
umpiring.
Umpire’s decision is final and Umpire's decision will be always final
(in case captains cannot reach an agreement).
The neutral umpire(s) is/are the sole judge(s) of fair and unfair play.

It is umpires responsibility to check that CIL provided balls have been
used in both the innings. Always new innings should start with new
ball. If new balls have been used in the middle of an innings (ball lost,
broken) by the playing team(s), please notify CIL on the same.
In case of a potential or real dispute regarding a hit for 4/6 runs
and/or a catch at the boundary, fielders are advised to stay put and
help the umpire make the decision by holding their ground. Benefit
of doubt shall always go to the batsman.
There is no place for any act of violence on the field of play. CIL
reserves the right to decide the penalty against the team(s) and/or
player(s) and/or umpire(s).
The neutral umpires are empowered to oversee the behavior of the
teams during the game. In case of dissent shown by any player during
the game such as using abusive language, fighting on the field, too
many appeals to the umpires, vehemently disagreeing with the
umpires decision, the umpires reserve the right to call the captain of
the team involved in such an act and warn the particular player
involved. If the umpire gives 2 warnings to a player and if it continues
for the 3rd time, the player would be sent out of the game and he
cannot be replaced by a substitute nor can he bat if he hasn’t done
so already. In case of the team being a batting team and if the
batsman has already finished his batting and if such a scenario has
been reported by the umpire, the player will be banned from playing
the next game. If it is a batting team and if it is during a playoff game,
the team will be penalized 1 over of play.

It is umpires responsibility to call both the captains for toss (5
minutes before the start time) and ensure there are no delays to
start the game as per the schedule. IN case an umpire did not arrive
before or on time of the game start, his team will be penalized. CIL
advice both team to file a complaint on Umpires availability.
The umpire(s) may intervene at any time and it is the responsibility of
the captain(s) to take action when required. Umpires must intervene
for:
o Deliberate wasting of time by either team.
o Damaging the pitch by either team.
o Dangerous or unfair bowling by either team. Batsman can
report to both umpires if the bowling action looks like chucking
and umpire can review the action and make a final call if the
bowler can continue bowling or not.
o Tampering with the ball by either team.
o Any other action that the umpire(s) may consider to be unfair.
In case of time delays, when the ball is lost or a player is injured, it is
the duty of the neutral umpire to make note of the time. It is a good
practice for both captains to also make a note and remind the
neutral umpire. Either way, the neutral umpire’s decision, as in all
cases, will be final or no requests can be made to reconsider time
delay issues.
Umpires are solely responsible to ensure that no side intentionally or
unintentionally causes significant delay to the game in progress.
Umpires should also take the delays due to rain, bad light, lost ball,

and injury on the field into consideration before making a decision if
a bowling side needs to be penalized for slow over rate.
In the absence of an assigned umpire the teams have an option to
provide their own umpires, agreeable to the opposite captains, and
play the game.
Once a batsman is declared out by the umpire, umpire can revoke
the decision before batsman gets out of the field or the fielding
captain can recall the batsman.
Umpires MUST sign a completed scorecard and ensure that both
captains also sign it.
The square-leg umpire shall be a playing member of the batting team
(unless there are 2 neutral umpires from the designated umpiring
team)
If the square-leg umpire from batting team appears to have made a
clear error in judgment, then the official CIL umpire has the authority
to reverse that decision. If the official umpire finds the square leg
umpire to be incompetent, he may request to have him replaced
Umpires can change position between each over (this is not
mandatory CIL rule) and this can be decided based on their ease.
If a game is played under protest, this should be mentioned on the
report. Any and all other issues (e.g., delays, misconduct, umpire
incompetence, smoking etc.) must also appear on the score sheet.

Team captains may lodge a complaint with CIL committee in case
they are not satisfied with the standard of umpiring (only if umpire is
officiating under the instructions of CIL).
No one is allowed on the field during play other than the batsmen,
the fielding side and the officials. In case of an injury or substitution
or bringing in drinks or equipment, the umpire must be notified. In
case of any arguments/conflicts/for any appeal only the team
captains are allowed to come inside the field and talk with umpires.
We advise all the Umpires to keep a hard copy/soft copy of CIL rules
while umpiring.
