CENTRE FOR INTEGRATED EMERGENCY MANAGEMENT (CIEM)

Centre for Integrated Emergency Management (CIEM) is a multidisciplinary research centre at the University of Agder, Norway. The centre conducts research on the potential of information and communication technologies for improving the efficiency of emergency preparedness and management through integration of information from different data sources. Modern communication devices like smartphones include integrated sensor technology that enables automatic collection of relevant data from the emergency area. Together with information contributed from the public through social media, this can support situational awareness, coordination and decision-making.

To contribute to solving the challenges related to this, CIEM has established a team of 20 researchers from the domains of computer science, information systems and social science. These include leading experts in wireless sensor and communication networks, artificial intelligence, human-centered sensing, social media analytics, decision support, information management, and technology adoption and diffusion.

CIEM focuses on global, national and local research problems, and collaborates with public and volunteer emergency responders, industry, and research groups in Norway and internationally.

iTRACK: Integrated system for real-time tracking and collective intelligence in civilian humanitarian missionsFunding: EU’s Horizon 2020 Project Period: 2016 -2019 Coordinator: CIEM. Partners: 12 partners including universi-ties, companies and the UN organization World Food programme (WFP).

Aim: The number of significant attacks on aid workers recorded across the globe is rising. This project will build the iTRACK system, an integrated intelligent real-time tracking and threat identification system to improve protection of responders and assets, and provide information manage-ment and logistics services such as real-time information updates and analyses as well as navigation, routing and scheduling.

Aim: Effective EU support to a large external crisis requires new approaches. In response to this challenge and to identified user and market needs from previous projects, Reaching Out proposes an innovative multi-disciplinary approach that will optimize the efforts, address a wide spectrum of users and maximize market innovation success. The developed system including tools will be tested in three different situations; epidemics in West Africa, earthquake in the Jordan Valley and flooding in South-east Asia.

Smart Mature Resilience (SMR)Funding: EU’s Horizon 2020 Project Period: 2015–2018 Coordinator: TECNUN Universidad de Navarra, ES. Partners: 13 partners.

Aim: The project will make urban communities more resilient to disasters and climate change. Smart Mature Resilience (SMR) will in cooperation with selected cities in Europe develop guidelines and tools to make cities more resilient. Kristiansand municipality is participating in the project.
