Executive Yuan announces new
Cabinet
With a view to promoting policies
that better meet public expectations
while enabling seamless administrative
continuity, most Cabinet officials will
remain at their posts, the Executive
Yuan announced today.
Cabinet appointees had all resigned
on Monday, December 1 to take
responsibility for ruling party defeats in
the November 29 local elections.
Minister of Science and
Technology Chang San-cheng will
become the new vice premier. The
Executive Yuan said that Chang is an
information technology (IT) expert
from the private sector. He has a
practical background in engineering,
science and technology, IT and
management and is a seasoned
communicator and coordinator.
Together with new Premier Mao
Chi-kuo, Chang will plan and execute
government affairs with a pragmatic
and forward-looking perspective,
officials said.
In order to strengthen policy
coordination and promotion in
environmental protection and
sustainable development, Political
Deputy Minister of the Environmental
Protection Administration (EPA) Yeh
Shin-cheng, an environmental expert,
has been named a minister without
portfolio.
The new minister of the Coast
Guard Administration, Wang Chung-yi,
was promoted from deputy minister.
According to the Executive Yuan,
the new Cabinet expects to promote its
administrative policies with “the
simplicity and practicality of an
engineer and the precision and
efficiency of a manager,” as well as “a
humble, respectful and communicative
attitude.” Increasing the welfare of all
Taiwanese people will be the Cabinet’s
top priority, and it aims to lead
Taiwanese society steadily forward.

Oil price closes below $US60 a barrel
THE price of oil has fallen below
$US60 for the first time since July 2009
and ended trading in New York at
$US59.95 a barrel.
Benchmark US crude oil dropped
US99c, or 1.6 per cent.
Oil has fallen steadily for nearly six
months, and is down 44 per cent since
reaching a high for the year of
$US107.26 in late June.
Brent crude, the international
benchmark, fell by US52c, or 0.8 per
cent, to $US63.72 a barrel.
The drop is a result of rising global
oil production, especially in the US, at
a time when global demand has
weakened because of slowing
economies in Asia and Europe.
The price collapse has pushed
down prices for petrol, diesel and other
fuels, lowering expenses for drivers,
shippers and airlines.
But it has sent the prices of energy
company stocks spiraling lower.

New climate change plan agreed by
over 190 nations
The world's worst polluters agree
to a new plan to tackle climate change,
but some environmental campaigners
are scathing about the deal.
A UN deal on climate change has
been hailed as an "important
breakthrough" for requiring developing
countries, and not just rich ones, to
control their greenhouse gas emissions.
New compromises were struck
between emerging and developed
nations over how to tackle climate
change, with both China and the US -
two of the world's biggest polluters -
content with the new deal.
Governments will need to submit
new plans early next year for dealing
with greenhouse gas emissions.
These will then form the basis for
global agreement at a summit in Paris
at the end of the year - but this means
that most decisions on how to tackle
climate change will be delayed for a
year.
Samantha Smith from conservation
group WWF was highly critical of
successive drafts of the agreement at
Lima, saying: "We went from weak to
weaker to weakest."
The final agreement was reached
after two days of extra talks following
two weeks of negotiations which came

close to collapsing.
There had been concern that early
drafts imposed too much of a burden on
developing countries like China and
India compared with the rich.
The deal satisfied the US, which
said it was time for fast-growing
economies to put a halt on rising
emission levels.
China is the biggest emitter of
greenhouse gases, ahead of the US, EU
and India.
The prospect of a UN deal
imposing requirements on all nations
marks a significant shift from the
Kyoto Protocol of 1997, which only
requires rich nations to cut their
emissions.
A climate change report in
November warned the world
faces "severe, widespread and
irreversible" effects if moves were not
made to drastically cut greenhouse gas
emissions.
Solutions are available to cut
emissions by 2020, but the pledges
made by countries to cut greenhouse
gases are not enough, said the
Intergovernmental Panel on Climate
Change (IPCC).
About 80 per cent of greenhouse
gas emissions in recent decades was
carbon dioxide from fossil fuels and
industrial processes, the IPCC said.
It added that power from
low-carbon energy sources, including
renewables and nuclear power, would
need to be scaled up from 30 per cent
of electricity generation now to more
than 80 per cent by mid-century to limit
rising temperatures.
Christiana Figueres, the UN's
climate chief, said the new Lima
approach to tackling climate change
was "a very important breakthrough".
But Jagoda Munic, chairperson of
Friends of the Earth International,
said concerns that the talks would be
unable to deliver "a fair and ambitious
outcome" had turned out to be
"tragically accurate".

Taiwan, Poland sign youth exchange
agreement
South Korea's central bank low
Taipei, Nov. 5 (CNA) Taiwan and
Poland have signed an agreement on
youth cultural and educational

exchanges that paves the way for a
working holiday program that is set to
be launched early next year, the
Ministry of Foreign Affairs said
Wednesday.
The signing of the agreement took
place earlier that day and the working
holiday program is scheduled to take
effect next January after the two
countries finish follow-up
administrative procedures, the ministry
said in a statement.
Under the terms of the agreement,
Taiwan and Poland will each allow an
annual quota of 200 citizens aged 18-30
to travel and work in each other's
country for up to one year, according to
the ministry.
"The program is expected to
increase mutual understanding among
the people of both sides and to promote
tourism, cultural and youth exchanges
and cooperation," it said.
Poland is the seventh European
country and the 12th worldwide to have
inked a working holiday agreement
with Taiwan, the ministry said.
The other 11 are Germany, Ireland,
Belgium, the United Kingdom,
Hungary, Slovakia, Australia, Canada,
Japan, South Korea and New Zealand.
Located in the heart of Europe,
Poland has a population of about 38
million. It is bordered by Russia to the
north, Belarus, Lithuania and Ukraine
to the east, the Czech Republic and
Slovakia to the south and Germany to

EU’s Juncker proposes $380 billion
investment plan
Jean-Claude Juncker, the president
of the European Union's executive
branch, is proposing a 315 billion euro
($380 billion) investment plan to boost
the bloc's flagging economy with some
21 billion coming from EU institutions.
The new European Commission
president said Wednesday that the
long-awaited plan is centered round EU
guarantees that should entice private
investors to fund projects benefiting
education, transport, the digital
economy and the environment.
He said the European Investment
Bank will be the "prime mover" in
delivering seed money for those
investments that would not occur if
only private resources were available.
Juncker said every euro invested could
generate investment of about 15 euros.
Juncker said a message needs to go
out to the people of Europe and the rest
of the world: "Europe is back in

Rouble suffers biggest one-day fall
since 1998 as oil slides
The rouble suffered its biggest
one-day decline since 1998 as oil prices
continued to fall on Monday, escalating
fears about the Russian economy.
The currency slid almost 9%
against the dollar before rallying after
suspected central bank intervention.
Russia is heavily dependent on
revenues from oil exports, making its
currency vulnerable to falling prices.
Brent crude hit $67.53 a barrel, the
lowest it has been since October 2009,
before regaining some ground.
It was just above $70 in late trading
on Monday, while US crude was at
$66.34 a barrel, having hit an intraday
low of $63.72 - the lowest since July
2009.
Russia is the world's second-largest
oil exporter, with oil and gas
accounting for 70% of its exports and
half of government revenues.
Oil prices have fallen by more than
a third since the summer, while the
rouble is down nearly 40% against the
dollar since January.
The economy has also been hit by
western sanctions imposed on Russia in
retaliation for its annexation of Crimea,
and support for separatists in parts of
eastern Ukraine.
The currency regained some
ground to be at 52 roubles against the
dollar and 64 against the euro, still
down some 4% for the day at the end of
the main trading session in Moscow.
Traders said the afternoon rally
pointed to intervention by Russia's
central bank, which declined to
comment. The central bank has not
intervened in the foreign exchange
market since 10 November, saying it
would do so only if it considered the
rouble's fall a threat to financial
stability.
Ksenia Yudayeva, deputy chairman
of the central bank, tried to reassure
traders by saying there was sufficient
liquidity in currency markets and that
the bank had prepared new economic
forecasts based on a price of $60 a
barrel.
Laura Lambie, senior investment
director at Investec Wealth &
Investment, said the Kremlin may
privately welcome a weaker rouble

because it helped to counter lower oil
prices.
Globex Bank senior trader Igor
Zelentsov said in a note: "Support for
the rouble at present can only come
from stabilisation of the oil price. Other
factors now look secondary and of little
significance."
OPEC maintains output
The latest falls in the oil price
follows OPEC's decision last week not
to cut output and leave its production
target at 30 million barrels a day.
Saudi Arabia, the cartel's biggest
producer, said on Monday that it was
content with the decision to maintain
output despite a supply glut and
plunging prices.
Amrita Sen, Energy Aspects' chief
oil analyst, said: "The market is still
very much in panic mode. Once we get
over the panic, Brent prices will
probably stabilise at around $65 to $80
a barrel in the short term."
Eugen Weinberg, a Commerzbank
analyst, said: "The market is still
looking for a new equilibrium below
$70 [a barrel], which is a little
surprising given that with the current
prices much of the shale oil production
in the US, or part of it, will be
unprofitable."
Malaysia's oil-dependent ringgit
also suffered heavy losses, while the
yen hit a seven-year low against the
dollar and Nigeria's naira was down 2%
to a new record low against the
greenback.
China slows
The slide in oil prices was
compounded by China's factory activity
slowing by more than expected in
November, with the official purchasing
managers' index (PMI) dipping to 50.3
in November from October's 50.8,
closer to the 50 point mark that
separates growth from contraction.
The fears of declining demand
from China also sent copper prices to
their lowest level in four-and-a-half
years in London and hit shares in
mining companies.
Neil Williams, chief economist at
fund manager Hermes in London, said:
"Over-optimistic global growth
forecasts have been pared back, and
probably rightly so, and also China has
come back on to the radar. And that of
course has become a big driver for a lot
of commodity prices."
Adding to the gloom were figures

showing that eurozone manufacturing
growth stalled in November as new
orders fell at the fastest pace in 19
months, despite heavy price cutting.
The final PMI reading for the
manufacturing sector in November
came in at 50.1, the lowest number
since June 2013.
Chris Williamson, chief economist
at survey compiler Markit, said: "The
situation in euro area manufacturing is
worse than previously thought... there
is a risk that renewed rot is spreading
across the region from the core."
Meanwhile, Moody's downgraded
its credit rating for Japan on Monday,
citing "rising uncertainty" over the
country's debt situation and prime
minister Shinzo Abe's faltering efforts
to boost growth, with an election a
fortnight away.
The ratings agency cut Japan's
rating by one notch to A1 from Aa3,
after the economy sank into recession

Tabaré Vázquez Reclaims
Presidency in Uruguay Election
Uruguayan voters elected Tabaré
Vázquez as president on Sunday in a
show of support for the leftist coalition
that has governed the country over the
last decade, presiding over robust
economic growth and a pioneering set
of socially liberal laws, including a
state-controlled marijuana market.
Dr. Vázquez, 74, an oncologist and
former president from 2005-10,
defeated Luis Lacalle Pou, 41, a leader
of the conservative National Party who
had vowed to scale back the
legalization of marijuana in the small
country of 3.4 million people. Mr.
Lacalle Pou called Dr. Vázquez on
Sunday night to congratulate him after
several unofficial exit polls showed Dr.
Vázquez winning by a comfortable
margin. Official results are expected on
Monday.
The election came after a stretch in
which Uruguay’s president, José
Mujica, 79, a former guerrilla, raised
the country’s profile with legislation
that legalized abortion and same-sex
marriage and created the marijuana
market. He is set to leave office with
high approval ratings.
Dr. Vázquez is more moderate than
Mr. Mujica, having vetoed an abortion
law during his first term as president.
He has also expressed opposition to
parts of the marijuana law, a position
shared by many Uruguayans as broad

skepticism persists over the project.

Saudi would consider output cut if
Russia, others join in - official
Saudi Arabia would only consider
cutting production if other countries,
including non-OPEC producer Russia,
joined in limits, former Saudi
intelligence chief Prince Turki bin
Faisal said on Tuesday.
"The Kingdom is not going to give
up market share at this time for
anybody and allow producers whether
in Russia, Nigeria, Iran and other
places to sell to Saudi customers
because we cut our production," Prince
Turki said during a visit to London.
"If there is a reasonably guaranteed
oversight of production quotas – if they
ever are agreed with and someone can
definitively say there will never be
under-the-table selling of the oil from
these other countries – maybe then I
think Saudi Arabia and other oil
producers would be willing to cut down
production," he said.
"But we have tried that in the past
and unfortunately other producers took
advantage," the prince added.
Oil has fallen since June to reach its
lowest since October 2009 on Monday
as new supplies of high-quality, light
crude from North America
overwhelmed demand, which in turn
has suffered from slower economic
growth in China and Europe.
The Organization of the Petroleum
Exporting Countries had been expected
to trim output last week to try to
rebalance the market but agreed to
maintain existing production targets.
Prince Turki said the Kingdom had
accumulated sufficient financial
reserves over recent years to finance
requirements even if oil prices fell.
"I see no immediate crisis for Saudi
Arabia in the coming couple of years or

The 12th Taiwan-Peru Joint
Business Councils Meeting was held on
November 12, 2014 at Conference
Room #5, 2F, TWTC Exhibition Hall in
Taipei, Taiwan. The Peruvian
delegation was led by Mr. Jose Rosas,
General Manager of Lima Chamber of
Commerce. The Taiwan delegation was
headed by Mr. Fred P. C. Huang, Vice
Chairman, Chinese International
Economic Cooperation Association
(CIECA). A total of 70 participants
from Taiwan and Peru attended the
meeting. Mr. Phillip Wen-Cheng Chen,

The plenary session provided the
delegates a forum to discuss possible
areas for cooperation. The meeting

ROC-Korea and Korea-Taiwan
Business Councils was held on
November 19, 2014 at Banquet C, 33F,
Taipei World Trade Center Club in
Taipei, Taiwan. The Korean
delegation was led by Mr. Kwang-Joo
Choi, Chairman of Korea-Taiwan
Business Council, the Federation of
Korean Industries (FKI). The Taiwan

The FTA between Taiwan and
Chile was planned to be singed this
year. Both parties put a lot attention on

the FTA topic. Chairman Wang hoped
that the FTA could be singed as soon as
possible. The signing of the FTA can
further strenthen the bilateral business
between two countreis.
For the past few year, electricity
demand in Chile has been getting
higher and electricity price increased
dramatically. This year CIECA brought
photovoltaics producers to explore the
green energy market. During the visit,
the delegation also visited the Chilean
Solar Energy Association (ACESOL),
Electronic Industries Association in
Chile (AIE) and National Chamber of
Commerce (CNC).

Summary of Exports and Imports for
November 2014
Highlights
For the month of Nov. 2014, total
exports expanded 3.7% year on year to
US$ 26.68 billion. However, total
imports rose by 5.1% from a year
earlier to US$ 22.46 billion. The trade
balance of this month was favorable,
amounting to US$4.22 billion.

In Nov. 2014, comparing with the same
month of last year, exports of electronic
products, basic metals and articles
thereof, machineries grew by 10.2%,
9.5% and 7.3% respectively, however
exports of plastics & rubber and articles
thereof, chemicals declined 4.6% and
1.7% separately.

In Nov. 2014, comparing with the same
month of last year, imports of
electronic products, basic metals and
articles thereof grew by 22.5% and
16.4% respectively, however imports of

Taiwan Halal products certified by
UAE
To help promote Taiwan’s products
in the Halal market, the Taiwan Halal
Integrity Development Association
(THIDA) has recently made a
significant breakthrough by helping
companies obtain a key Halal
certification provided by the UAE.
Through THIDA’s efforts, there are
now 310 companies who have obtained
the UAE Halal certification. The UAE
is a leading economy in the Middle
East, so the certification is an important
step forward for the makers of Halal
products in Taiwan to further develop
their presence in the region, including
Saudi Arabia, Kuwait, and the
neighboring Gulf markets.
The potential of the Halal market
is enormous. According to a 2012
report by the Pew Research Center, the
Muslim market is consisted of over 1.6
billion consumers, which is nearly a
quarter of the world’s population.

OPEC won’t stop US oil production
growth
U.S. oil production could increase next year
to levels not seen since the 1970s, despite
OPEC's efforts to muscle out American shale
producers.
While U.S. oil production is predicted to rise
by another million barrels a day during 2015
from the current 9 million barrels a day,
forecasts are coming down on expectations
that OPEC's unwillingness to cut production
will keep a lid on prices well into next year.
Lower prices limit new drilling and hit
high-cost wells first.
Saudi Arabia may continue to stay away
from cuts even if prices continue to move
lower: OPEC's biggest producer now expects
Brent crude to stabilize at around $60 a barrel,
which is a level the Saudis could withstand,
according to a Dow Jones report.
But analysts say the U.S. industry, which has
turned around its fortunes with new
technologies in less than a decade, is expected
to drill the most-efficient wells, and
production will continue to grow—even with
lower prices. There is also a gusher of new
offshore oil production The Fed in its last
Beige Book made note of the fact that drilling

activity in shale production districts remained
steady even with a sharp drop in crude prices.
North Dakota showed an increase in
November, and the Fed said officials there
expect production to continue increasing over
the next two years.
Citigroup analysts also expect
production to rise, and in 2015, it should be in
line with the 1 million barrels a day of

Taiwan ranks as U.S.’s 10th
– largest
trading partner
Taiwan ranked as the 10th-largest
trading partner of the United States for
the first 10 months of this year,
according to statistics released Tuesday
by the U.S. Department of Commerce
(DOC).
According to the Bureau of the
Census of the DOC, two-way trade
between Taiwan and the U.S. totaled
US$56.4 billion, up 7.1 percent from a
year earlier.
In the 10-month period, Taiwan's
imports from the U.S. rose 6.6 percent
from a year earlier to US$22.27 billion,
while Taiwan's exports to the U.S. grew
7.4 percent from a year ago to
US$34.15 billion, the statistics show.
In the 10-month period, Taiwan
enjoyed a trade surplus of US$11.88
billion with the U.S., up 8.9 percent
from a year earlier, the data indicates.
The Taipei Economic and Cultural
Representative Office in Washington
said that Taiwan's ranking on the U.S.
trading partner list rose one notch in the
10-month period from the 11th position
seen in the first nine months.
The office said the statistics show
that Taiwan has forged closer business
ties with the U.S. and that Taipei and
Washington have built the best-ever
trade relations.
In addition to the closer ties with
the U.S., the office said, Taiwan also
plays an important role that the world
cannot ignore in business exchanges
across the Taiwan Strait and even in the
Asia-Pacific region.
Therefore, the office said that
Taiwan's participation in the proposed
Trans-Pacific Partnership (TPP) trade
bloc will make the agreement more
complete.
Taiwan has repeatedly expressed its
wish to join the proposed U.S.-led TPP,
which is currently being negotiated by
the U.S. and 11 other countries -- Japan,
Australia, Peru, Malaysia, Vietnam,
New Zealand, Chile, Singapore,

Canada, Mexico and Brunei.
In the same 10-month period,
bilateral trade between the United
States and China totaled US$483.6
billion, making Beijing the second-
largest trading partner of Washington,
according to the trade data.
In the period, exports from the U.S.
to China hit US$99.60 billion, about
4.47 times Taiwan's sales to the U.S.

John Kerry urges Taiwan to step up
efforts on market reforms
U.S. Secretary of State John Kerry
recently reiterated that Washington
welcomes Taipei's interests in joining
the proposed Trans-Pacific Partnership
(TPP), but noted that Taiwan needs to
step up efforts on reforming its
economy, according to the American
Institute in Taiwan (AIT).
Kerry made the remarks Nov. 8 on
the sidelines of the Asia-Pacific
Economic Cooperation (APEC)
meetings in Beijing, while meeting
with Taiwan's former Vice President
Vincent Siew, who was appointed as
the special envoy of President Ma
Ying-jeou to attend the APEC summit
from Nov. 10-11, the AIT said in a
statement received Saturday.
During the meeting, Kerry and
Siew discussed Taiwan's aspirations to
improve its economic integration with
partners in the Asia Pacific region, the
statement said.
Taiwan is America's 12th largest
trading partner and Kerry welcomed
Taiwan's interest in joining the TPP, a
proposed trade bloc led by the U.S.
But he also noted that "Taiwan will
need to make progress on market and
investment reforms and demonstrate its
commitment to high-standard trade
liberalization," according to the AIT
statement.
The TPP is being negotiated
between the U.S. and 11 other countries:
Australia, Brunei, Canada, Chile, Japan,
Malaysia, Mexico, New Zealand, Peru,
Singapore and Vietnam.
Meanwhile, both Siew and Kerry
welcomed the strong bilateral economic
and people-to-people ties between
Taiwan and the U.S.
Kerry noted "the importance of the
Taiwan Relations Act (TRA) in
strengthening those ties over the last 35
years and reaffirmed the United States'
commitment to upholding its
obligations under the TRA," the
statement said.
The TRA, enacted by the Congress

in 1979 when the U.S. severed official
ties with the Republic of China and
established diplomatic relations with
the People's Republic of China, obliges
the U.S. to help defend Taiwan.
During the meeting, Kerry also
expressed the U.S.'s gratitude for
Taiwan's contributions to the ongoing
efforts to combat the outbreak of the
Ebola virus in West Africa, to defeat the
militant group Islamic State of Iraq and
the Levant (ISIL), as well as its
contributions to assisting refugees who
have been displaced by that conflict in
the Middle East, the statement said.
Siew arrived in Beijing on Nov. 8,
when he met with Kerry, who was in
Beijing to attend the APEC Ministerial
Meeting last week.
During the Siew-Kerry meeting,
both Taiwan and the U.S. also agreed to
continue pushing for bilateral
cooperation in various areas, Taiwan's
Ministry of Foreign Affairs said Friday.
This was the third year in a row in
which a similar Taiwan-U.S. meeting
has been held on the sidelines of the
APEC summit, which the ministry
described as an example of the close
ties between Taipei and Washington.
It said Taiwan will continue to
advance its relations with the U.S. in
the areas of politics, economy and
security, and will continue to make
efforts to maintain peace and stability

ITRI, Media Tek named among Top
100 Global Innovators
Taiwan's state-funded Industrial
Technology Research Institute (ITRI)
and mobile chip designer MediaTek Inc.
were named Thursday among the Top
100 Global Innovators by major mass
media and information firm Thomson
Reuters.
Asia is home to the lion's share of the
top 100 innovators for the first time this
year, with 46 companies on the list
hailing from the region. Of these, 39
are based in Japan, four are in South
Korea, two are from Taiwan and one is
from China.
North America follows with 36,
down from 46 last year, of which 35 are
domiciled in the United States and one
in Canada. Europe contributed 18
honorees, with the largest
representation coming from France
with seven, Switzerland with five, and
Germany with four.
Now entering its fourth year, the
program honors the 100 most
innovative organizations globally as

measured according to a series of
patent-related metrics: overall patent
volume, patent grant success rate,
global reach of the portfolio and patent
influence as evidenced by citations.
The intense competition in the
smartphone arena is clearly apparent in
this year's Top 100 Global Innovators
list, with many of the major players in
the smartphone patent wars making the
cut -- Apple Inc., Microsoft Corp.,
Samsung Electronics Co., Google Inc.
and BlackBerry Ltd.
"By focusing exclusively on
quantitative analysis of global business'
intellectual property portfolios, we are
able to identify not only what
companies are inventing the most, but
also how aggressively they are
protecting those inventions," said Basil
Moftah, president of Thomson Reuters
IP and Science.
"This list of 100 companies
represents the absolute vanguard of
innovation -- the organizations that are

The semiconductor and electronic
components industry continued to lead
all other industry sectors in the 2014
list, with 21 representative companies.

Taiwan shines in invention fairs in
Hong Kong and Kuwait
Taiwan outperformed other countries at
two invention shows this past week,
one in Hong Kong and one in Kuwait.
Taiwanese inventors took home 52
golds, 21 silvers and five bronzes at the
2014 IDC International Invention and
Design Fair in Hong Kong, which ran
from Thursday and wrapped up
Saturday.
Among the winners, a solar-powered
street lamp-like device that can prevent
smog and kill germs won one gold and
one special award. The device makes
use of ultraviolet light to kill germs
while also purifying the air, helping to
ensure cleaner air if installed every five
kilometers along a road.
Chinese environment authorities in
Beijing and Shandong have expressed
interest in the patented product, which
sells for NT$30,000 (US$964) per unit,

Innovation and Invention Society.
In Kuwait, Taiwan garnered 19 awards
and two special awards in the
International Invention Fair of the
Middle East, which opened Thursday
and brought 150 inventors from 25
countries.
A tumbler-like container that keeps tea
leaves and water separate, removing the
need for both a teapot and cup,
attracted the most attention and netted a
gold and a special prize.

Google outlines ‘mobile first’ vision for
Asia
At its annual Asia-Pacific media
conference in Taiwan on Tuesday,
Google Inc. outlined the increasing
importance of Asia and its
transformation into a "mobile first"
world.
The company said at the Google
Mobile First conference that Asia's
dependence on mobile devices is
growing, underlined by the many Asian
countries, such as Malaysia and
Vietnam, where smartphones are the
only connected device owned by more
than 24 percent of the population.
"We're going from a Web-first
world to a mobile-first world," Google
Executive Chairman Eric Schmidt said
during a video conference call.
Many of Google's hardware
devices and applications are now being
designed to cater to Asian user needs,
the company said at the media
gathering, which drew more than 200
journalists from Taiwan and 13 other
Asia-Pacific countries.
Google showcased its newly launched
Nexus 6 smartphone and Nexus 9 tablet
that run on its latest Android 5.0
Lollipop operating system, along with
several smartwatches based on
Google's Android Wear platform and
the US$100 Android One affordable
phone.
Among these Android devices, the
Android One smartphones are
manufactured in partnership with
Taiwanese chip maker MediaTek Inc. to
provide quality and affordable phones
in several developing markets in Asia,
where people earn as little as US$250
per month, Google said.
According to data compiled by
market research firm Canalys, 673.7
million smartphones were shipped in
the Asia-Pacific region in 2013,

outpacing the 283.3 million units
shipped in the United States, and the
firm said great growth potential
remains.
On the software side, there are
increasing numbers of mobile users in
Asia who are watching videos,
listening to music or playing games on
their smartphones, said Chris Yerga,
Google vice president of engineering
and head of Google Play in Asia Pacific.
In Japan, for example, nine of the
10 most popular Android free apps are
games, while 65 percent of mobile
users in Thailand and 64 percent in
China are playing games on their
smartphones, Yerga said, citing
Google's consumer barometer survey.
Also, the number of Korean
developers on the Android platform has
grown three-fold over the past two
years, ranking South Korea as one of
the top five countries in the world in
terms of the number of developers on
Google Play's app store, he said.

Taiwan food companies seeking to
enter regional market
Nearly 50 Taiwanese companies,
including some food makers, are
participating in an investment fair in
the Thai capital in a bid to break into
Southeast Asian markets after a spate of
tainted oil scandals at home.
The event, organized by Taiwan
External Trade Development Council
(TAITRA), has drawn more visitors and
buyers than expected, Hou Wen-chin,
deputy director of TAITRA's Market
Development Department, said Monday.
Henry Chen, Taiwan's
representative to Thailand, said in an
address at the opening that Taiwan
businesses should grab the opportunity
to gain footholds in Thailand before
edging into other markets in the region,
where an ASEAN Economic
Community will be established by the
end of next year.
Although Thailand is currently
under martial law, the people's daily
lives have not been affected, Chen said,
adding that fine Taiwan-made products
would undoubtedly do well in the local
market.
Chen Yi-jun, general manager of
Taichung-based Wanyi food company,
said she is not familiar with Southeast
Asian markets but hopes to test the
water during the trade show.
Among the products on display by
her company, she said, the beef
products were the least popular. But

FTA with New Zealand serves
Taiwan well: minister
Economics Minister Duh Tyzz-jiun said
Saturday that trade between New
Zealand and Taiwan had jumped by
more than 15 percent since a free trade
deal took effect between the two
countries.
Furthermore, the agreement on
economic cooperation with New
Zealand (ANZTEC), which became
effective last December, has made other
countries more willing to discuss an
free trade agreement (FTA) with
Taiwan and dissipated some people's
doubts and anxiety, Duh said in a TV
interview broadcast that day.
New Zealand's exports to Taiwan
rose by 24 percent and Taiwan's exports
to that country have increased by 15
percent since the implementation of an
FTA between the two countries, Duh
pointed out.
In response to a question on how to
strengthen Taiwanese firms' quality and
competitiveness, Duh said local
companies need to possess the core
competence to compete with their
counterparts globally. By signing an
FTA, competent firms will benefit and
become more competitive.
But one cannot help incompetent
firms even if Taiwan signs as many
FTAs as possible, Duh noted.
He made these statements during
the interview focusing on the upcoming
signing of the China-South Korea FTA.
Some 56 percent of Taiwan's
exports enter China tariff-free, but
about 31 percent of Taiwan's industrial
products are exported to China under a
tariff of 5 percent or more, Duh
explained.
The firms that are impacted by
tariffs of at least 5 percent are mostly
small and medium enterprises, and the
majority of them are located in central
and southern Taiwan.
During the Asia-Pacific Economic
Cooperation (APEC) summit held
earlier this month in Beijing, a roadmap
proposed by China for a Free Trade

Area of the Asia-Pacific (FTAAP)
among the 21 Pacific Rim economies,
including the United States, China,
Japan, South Korea and Taiwan, was
approved.
Duh said Taiwan would like to join
the negotiations in both the
U.S.-proposed Trans-Pacific
Partnership (TPP) and the China-led
Regional Comprehensive Economic
Partnership (RCEP), once the
first-round negotiations are completed
for either one of them.

implementation of the FTAAP will not

Acer aims to be among top 5
smartphone vendors in Taiwan in
2015
Taiwanese computer maker Acer
Inc. launched its second octa-core
smartphone in Taiwan Tuesday as part
of an effort to be ranked among the top
five smartphone vendors in its home
market next year.
Acer has set a target of selling
100,000 smartphones in Taiwan this
year, a 67 percent annualized growth
from 60,000 units sold last year, said
Towny Huang, president of Taiwan
operations at Acer.
With the aim of increasing its
ranking to the top five in Taiwan from
the current 15th place, Acer will strive
to double its annual smartphone
shipments in 2015 to 200,000 units
locally, Huang told reporters at the
launch of the Acer Liquid Jade S.
He said Acer has launched four
new smartphones in Taiwan this year
and will bring a higher number of
models to the local market next year,
targeting mainly the price band of
NT$5,000-NT$7,000
(US$160-US$224).
The Jade S is a 5-inch Android
smartphone that sports Taiwanese chip
designer MediaTek Inc.'s MT6752M
octa-core 1.5GHz processor, 2GB of
RAM, 16GB of internal memory, a
13-megapixel main camera and 4G LTE
connectivity.
The new handset will go on sale
Dec. 18 at NT$6,990 through
Chunghwa Telecom Co., Taiwan's
largest mobile carrier.
