13.01 Opening and Overview of the Agenda DD2 (Peter Blattner) opened the meeting at 09:10 and welcomed the division members and the guests. Attendees to the meeting observed a duration of silence in respect for Dr Gerhard Rösler, who passed away late last year. Note: Some additional items were covered in the meeting that were not in the published agenda, namely: 13.06.16 and 13.07.09 through to 13.07.12.

13.03 Division Director's Report DD2 gave a summary (tabled) of activities in the 7 months since last meeting:

• Review of D2 documents was undertaken

• TC2-71 CIE standard o Close collaboration with CEN TC 169 WG7 (EN13032-4) o Many measurement laboratories were involved (NMIs/industry) o Includes state-of-the-art measurement techniques o Currently in WD ballot, EN13032-4 evolves in parallel o There are 2 new EC regulations, the standard is needed urgently

• Preparation of Centenary meetings

13.03.01 News from CIE CB, BA-/ DD-Meetings DD2 gave a summary (tabled) of recent news and outcomes from CB/BA/DD meetings.

• 2 new liaisons/MOUs: o ILDA (International Association of Lighting Designers) o GLA (Global Lighting Association)

• President-elect for 2015-2019 is Yoshi Ohno

• Past-president Franz Hengstberger has now left the board

• BA approved a new form of publication: Technical Note (TN). o Will be freely available for download from the CIE website o May be prepared by a TC or a reportership to get information out quickly o Has balloting to ensure quality

• BA approved new Associate Division Director (ADD) Dr Hiroshi Shitomi

• [Maybe of interest to D2] New TC in D1 TC1-91 Skin Colour Database. Involves uncertainties, so we request D2 be involved in this TC

• BA approved new D2 officers o Tony Bergen (AU) – Division Secretary o Armin Sperling (DE) – ADD

• Proposal to differentiate between Technical Reports and Standards in terms of speed and process

• Decision to replace unanimity for TC ballot for CIE Standards with consensus (in line with ISO Procedures):

o two thirds majority o only one vote per country o Division member to appoint who is “head of delegation” in case of multiple TC members

from same country o [Note: For technical reports, if there are problems reaching unanimity, then there is the

possibility for referring to the independent review panel. In addition minority opinions can be included in a technical report, but not in a standard.]

• New by-laws approved, including updated process for NCs in arrears. If a country is suspended or expelled, then country members lose their privileges including voting rights, TC chairmanship and positions on board.

• Further discussion on and updating of the Code of Procedure, proposal sent, comments collected.

• Publications update: o Four new/updated publications in the past year. o Many publications are sold without the 2/3 discount, hence possibility to encourage these

people to become NC members o CIE 198 is popular

• New developments in publications o Application to include CIE publications in the Book Citation Index

o Perhaps also Proceedings Citation Index o Cooperation with German BEUTH Verlag o New products such as (single) multiuser PDFs and a PDF-print bundle

• Joint TCs o There are increasing activities between divisions (eg: health issues, flicker, mesopic),

hence inter-divisional JTCs are now available. o Also inter-organisational JTCs between CIE and other organisations.

13.03.02 Outcome CIE Strategy Workshop 19th, 20th November 2012 DD2 gave a summary (tabled) of outcomes from the CIE Strategy Workshop

• The board and stakeholders had a strategy workshop in Manchester in 2012

• Many strategic goals established for 2013-2018, including “To be faster and more relevant without sacrificing quality”

• Also action planning goals established

13.03.03 ISO/TC/274 “Light and Lighting” DD2 gave a summary (tabled) of the design and intention of this new ISO TC.

• New ISO TC was proposed by the German standards organisation

• This TC will be for applications rather than fundamentals

• CIE decided to work with this to try to gain from this

• Preparing for constitutional meeting on July 2, 2013 in Berlin

• CIE GS will be chairing this TC.

• Subcommittees proposed: o SC1 for co-ordination of CIE standards, this will help streamline the voting process for

joint CIE/ISO standards. o SC2 for light and lighting product and system application standards. o [Note: the structure is only proposed but it will be discussed at the constitutional meeting

mentioned above]

• The TC is designed to be complementary to CIE, not overlapping Some division members expressed their concerns that the ISO TC will take on a role that should be taken by CIE in some fields. DD2 agreed that the ISO TC will have some impact on the work of the CIE; however the risks are minimized if CIE is able to deliver the standards in reasonable time. Furthermore, the ISO TC is chaired by CIE GS, hence CIE has some influence on the ISO work. Finally the ISO TC represents an opportunity for CIE to spread their knowledge wider and in particular to have closer contact to the ISO TCs dealing with light and lighting.

13.03.04 International Year of Light DD2 gave a summary (tabled) of the plan to have an International Year of Light in 2015.

• Idea planned to have an International Year of Light in 2015

• To highlight the importance of light and optical technologies

• Currently at UN general assembly in New York

13.03.05 IEA/GLA/CIE workshop, 7 to 8 March 2013 Tokyo Tony Bergen gave a summary (tabled) of the outcomes of this meeting.

• CIE GS Martina Paul and Tony Bergen attended this workshop (Tony as D2 / TC2-71 representative)

• The main outcome desired was that the new CIE Draft Standard Test Method for photometry of LED lamps, luminaires and modules would be the basis in future of all testing and recommendations from the IEA 4E SSL Annex

• The outcome was successful; they plan to use the CIE (draft) standard for any future inter-laboratory comparisons.

13.04 D2 Administration DD2 gave a summary (tabled) of D2 administrative matters

• Formal proceeding for balloting was decided in Hangzhou meeting

• New TC proposals for this meeting will not be decided at this meeting (except one): they will be decided by email ballot.

• Important to remember that division members are representing their country consensus view, not necessarily personal view.

• For TC ballots, the responsibility is the TCC; CD and other ballots are responsibility of CB

• Collaboration tool is available and should be used for all formal correspondence such as drafts, minutes, agendas etc. (quick emails for exchanges of ideas without use of collaboration tool are of course OK).

o It is also possible for a TCC to appoint a TC secretary to manage the documentation on the collaboration tool

o TC status reports are mandatory annually – even if it is “no progress”. o It is up to the TC to determine how best to manage their documents, including naming

conventions etc. o To edit a document you can download then edit then upload again – the original

document will stay.

• WebEx is also available to schedule real-time online meetings.

• The following points were proposed by CIE GS at the DD meeting for discussion in the division: o Quality assurance:

� List of TC members must be validated before going to TC Ballot

• Must be at least 5 people from 5 different countries (CIE member countries) at all times

� Latest draft should not be older than two years � TC ballots and the participation must be documented (official templates are

available) � DE to properly review the document before sending to CB � CB may decide to reject the document if too much editing is required � TC Chair has maximum of one month to respond to any comments on the drafts � If these steps cannot be properly followed then the CB may decide to close the

TC o Resource management:

� Only one TC per TCC

• Suggestion: if one TC is in CD then perhaps the TCC should be allowed to chair another TC

� We will maintain an official list of “TC Collectors” and notorious non-deliverers � TCC has the right to reject application for TC membership � Proposal for a requirement that there be at least two meetings per year � Comment: need to have a bit of flexibility in the timing in some circumstances � Comment: it is important to have principles and have clear reasons for the

principles o Prioritising our work

� Prepare TC proposals well before the discussion takes place, make a proposal

for the potential impact for the work � Division should have a strategy, determine what is needed and expected from

us. � Conditions for new TCs:

• Title, ToR, 5 persons of 5 different member countries

• Work plan

• Summary of the motivation for the TC

• [Note: during this meeting it was discussed that there will soon be a “TC impact form” available and the meeting agreed by consensus that new TC proposals should also include this form]

• D2 ballot procedure as previously discussed

• A short discussion took place and members agreed to consider the points proposed as recommendations and exceptions should be possible.

13.04.01 D2 All Experts Room DD2 gave a summary of the intention of this CollTool room

• Exchange of information/communication for people other than TCCs, division members, etc.

• Includes public information, ~ six emails per year

13.04.02 New D2 officers DD2 announced the retirement of two long-term Associate Directors and summarised their CIE careers (tabled) and announced the new appointments to the D2 management team.

13.05 Division Editor’s Report DD2 read the Division Editor’s Report (tabled)

• Important Note: DE uses the collaboration tool to check TC activity.

• The meeting acknowledged the important work Jim does and the prompt manner in which he responds.

13.06 Progress Reports Technical Committees

13.06.01 Overview of the Status of TCs DD2 summarised a spreadsheet (tabled) showing the status of all TCs.

13.06.02 Future of TC2-28

• At last meeting this TC was given the automatic procedure for closure if not nearly completed, subject to review at this meeting.

• Questionnaire sent to TC members and other experts (12 sent, 5 responses): o Mostly considered out of date (4-1) o 3 people interested in contributing significantly, 1 interested, 1 not interested o 2 people offered to co-chair o Generally considered to be useful and worthwhile, but a lot of updating is needed.

• Several possibilities to move forward: o Take the key points and issue a TN (short and quick), then new TC that would expand on

that TN in order to produce a TR (New Zealand has some interest in chairing) o Put document into archive, which would be a shame given that the document contains so

much important information.

• Proposal to close the TC, create a reportership to produce a TN and make recommendations for the new TC.


13.D02 13.06.02 To close TC2-28 All


13.D03 13.06.02 To create a reportership, with Teresa Goodman as reporter, to write and issue a TN summarising the key points of the TC2-28 draft report and make recommendations for a new TC to expand on the information contained in that TN.

13.06.03 Reconfirmation of TCC of TC 2-29

• TCC George Eppeldauer has been in place for four years, needs reconfirmation (or otherwise) according to the COP.

• No communications in the past year

• No formal members registered on collaboration tool

• Consensus is that it is very important that it will not be ready to be finished within one year

• It was reported that the TCC’s work situation has changed which makes it difficult to contribute time to the CIE work

13.D04 13.06.03 • Confirm TCC of TC2-29 for six months;

• TCC must update the membership list and register members with CollTool

• TCC must prepare a workplan

• The TCC Richard Distl has been in place for four years, needs reconfirmation (or otherwise) according to the COP.

• No TC meeting has been scheduled at this meeting due to the lack of input and short time since last meeting.


13.D06 13.06.05 Confirmation of TCC of TC2-50 for another four years

• TCC passed away late last year

• DD sent questionnaire to TC members and experts (15 sent, 9 responses) o Large variation of opinions on relevance, mainly that the document is outdated or that the

needs of industry have changed o No offers to take up TCC, four interested in contributing

• There was considerable work done several years ago, but little in the past year, still several sections missing entirely

• There should be new information soon, due to a European collaborative project (EMRP IND52) which will be finished soon. The topic of the report is needed in the industry.


13.D07 13.06.06 Close TC2-53, save the current draft in archive and input it into the EMRP IND52 project. Create a reportership on the topic.

13.06.08 Discussion on TC 2-60, Resignation of TCC

• The TCC Emma Woolliams recently sent a letter of resignation o The document had already been at committee ballot stage o Subsequent information has come which requires significant editing of the document

• Jim Gardner offered to take on the chair to completion, to make the document consistent with current sampling theory.

• Many opinions that the document should not go too much into sampling theory and the advanced methods and that we should accept this as an “interim” report, not targeted at a high level.


13.D09 13.06.08 Change TCC of TC2-60 to Jim Gardner All

• The meeting thanked Emma Woolliams for her hard work on this TC over many years.

13.06.09 TC2-65: Reconfirmation of TCC, TN on mesopic lumen

• The TCC Teresa Goodman has been in place for four years, needs reconfirmation (or otherwise) according to the COP.

• No status report has been received for this meeting

• There was a TC meeting and a workshop at the Hangzhou meeting.

• There will be two technical notes prepared.

• Suggestion that there should be a Webex meeting within six months.

13.06.10 TC2-66: Change of ToR

• The TCC was not present so this matter was not discussed

• After the ED commenting stage, the TM, VPP and GS proposed to publish the outcome of TC2-66 as an amendment to the ILV. Because the ILV is a CIE standard, the ToR of TC2-66 needs to be changed.


13.D11 13.06.10 Change ToR of TC to “To Review LED and LED assemblies related terms and definitions in other international and regional organizations and prepare a standard for CIE”

13.06.11 TC2-68: TN on Definitions

• IEC is also working on a performance standard for OLEDs, also on definitions

• Hope that IEC and CIE can achieve common definitions and perhaps create a liaison

• Intention is to produce a TN this year, also to have a TC meeting at Slovenia meeting

13.06.12 TC2-71: Status

• There were around 200 comments on the WD ballot

• The TC will meet during this meetings schedule to discuss the most contentious of these comments

After meeting info: At the TC2-71 meeting held in Paris two days after the D2 meeting, it was mainly the comments dealing with negative votes that were discussed. Because there were some quite substantial changes in the document a second WD ballot will be initiated. This second ballot will follow the new procedures agreed at the BA meeting in Paris (2/3 majority rule and 1 vote per country).

13.06.13 TC2-17: Status

• The revitalised TC is very active, there has been significant progress since the last meeting

• Currently at WD status, one person voted against, independent review panel has given the report to an external expert, the TCC implemented the changes suggested by the independent reviewer, review panel accepted the changes, the dissenting member maintains his dissent about one value in one table, independent review panel evaluating, should go to CD status within the next six months.

13.06.14 TC2-47: TC Ballot on WD: Deadline 2013-05-05

• Have had several Webex meetings over the previous few months

• The TC will meet during this meetings schedule

• Comments have been received by DE

• TC Members are asked to reply by 2013-05-05

13.06.15 TC2-37: TC Ballot on CD: Deadline 2013-04-21

• Currently in CD ballot stage, deadline 2013-04-21

• Currently waiting on the outcome of TC2-60

• TCC needs to resign because he does not have further support for CIE work

• TC is considered to be very important for evaluation of uncertainty of spectral measurement and chromaticity

• A call was made for a replacement TCC but there were no volunteers

• Richard Young indicated that TC2-51 should be finished within 12-18 months and he was prepared to act as interim chair of TC2-72 while another is sought

• Concern was raised that Richard already chairs one TC and will also be proposing another new TC at this meeting, and will thus violate the “one TC chairmanship per person” rule, however in the absence of other volunteers this was overruled.

13.07 Reporterships

13.07.01 R2-49 “Standardization of Broad-Band UV Measurements” and proposal for new TC

• The reporter George Eppeldauer requested the establishment of a new TC in line with the report, and he has received support from D2 members from several countries

• Discussion: Concern was expressed about the calibration of broadband UV meters based on radiation from a single line source. Suggestion made that 254 nm should also (or alternatively) be used. 365 nm LEDs and blacklights with 365 filters are also used in industry to calibrate meters at this wavelength. Concern was expressed that a new TC may produce a report that is contradictory to TC2-47. In addition, ISO 3059:2012 “Non-destructive testing – Penetrant testing and magnetic particle testing - Viewing conditions” prepared by ISO/TC 135/SC2 mainly covers this subject. Are we responsible for these measurements as it is UV and not visible light? Measuring the power without knowing the wavelength is not useful/relevant. Who is this report aimed at? The reporter is already TCC of one TC.

13.07.02 R2-50 “Metric for Comparison of Luminous Intensity Distributions”

• The reporter Udo Kruger spoke to his report (tabled)

• Discussion: A wider test comparison should be organised, perhaps within D2. The handling of measurement uncertainties for luminous intensity are challenging. The suggested metric should be used in TC2-62. Software will be available to demonstrate the LID comparisons, please email Udo Kruger for more details. Comment: this metric would be useful for on-going characterisations and quality rating of goniophotometers

13.07.03 R2-51 Characterization and Measurement of LED Lighting Sources with Dynamic Control and proposal of new TC

• The reporter Jiangping (Rosa) Wang made a presentation (tabled) outlining the intent of the TC.

• Discussion: Important topic, particularly given the discussion on electrical measurement. Should the study of LED control system performance be decoupled from the AC supply? Organisations such as US DOE are already asking questions about how we determine characteristics of lighting in dimmed state. Perhaps this TC should wait until the TC2-71 standard is implemented? What does this TC offer that isn’t already part of other existing test methods? Experts from other divisions should be involved. Perhaps we need more study on what gaps there are currently and therefore what problems we need to solve. What is the effect on the human needs to be separated from what is the effect on the measurement/performance. Will these products still be used and be more or less dominant in the future? So therefore is there the demand? Many of these products are not good enough to make reliable measurements. Have IEC or other organisations already worked on this?

• Discussion: there is work on-going in D1, but this focusses on the effects rather than the measurement methods. There needs to be cooperation and collaboration. We need not just descriptions of how to do measurement, but also a metric. There is also IEEE committee working on this (measurement), Yoshi Ohno is on this committee, there needs to be information flow between him and the reporter.

13.07.05 R2-53 “Glare Rating Measurement by ILMD”

Important to note that this TC should focus on the measurements and not the equipment and not overlap other TCs.

13.08 Liaisons L2-3 ISO TC 6: a written report prepared by the liaison officer Joanne Zwinkels was tabled L2-4 IEC TC 34: the liaison officer Guy Vandermeersch gave a brief verbal report. There will be a new standard released early next year. L2-7 IALA: DD and DS visited IALA at their HQ and had good discussions with IALA management and gave a presentation to their conference. They have publically available reports that can be downloaded freely. Possibility also for a MOU – to be taken up at a higher level. L2-9 PRESCO: the liaison officer Yoshi Ohno gave a brief verbal report. This has mainly been addressed in TC2-66. There are now some discrepancies again due to them making some small changes. TC2-66 is in AD stage.

13.08.01 Responsibilities of Liaison officers There is a COP for Liaison Officers. The CIE expects that its Liaison Officers for have liaison status only, not actually be members of the other organisation to avoid conflict of interest. Comment: this only applies where there is overlap and not where the two organisations have different interests.

13.09.01 New TC (TC2-77): Fundamental Concepts

• A proposal (tabled) was made by Tony Bergen for a standing TC which is geared to social interaction of D2 members at division meetings, in line with D4’s unofficial TC4-11.

• The TC would use CollTool to provide information about the social functions and assist coordination and organisation.

• Given that there is no technical content for this TC, it was decided that it should be approved at this meeting (subject to Board approval) rather than by email ballot.

13.10.01 JTC2 (CIE-CCPR)

• This JTC relates to the revision of the Principles Governing Photometry to implement the CIE mesopic system to the SI and to include other CIE standard spectral luminous efficiency functions.

• The role of this JTC is to implement CIE 191 into that document on fundamental quantities.

• A third draft is under review.

13.10.02 CIE/CCPR workshop

• The workshop convenor Maria Louisa Rastello spoke to this.

• There will be a workshop meeting this coming Monday at BIPM, primarily regarding whether to change the base unit for photometry from the candela to the lumen.

• Other topics include the mise en pratique and current activity relating to mesopic photometry.
