INTRODUCTION The CI Financial Reports Stage 1 release is the first of a series of reports that have been developed by the CI Reference Group.

The aim of these reports is to provide clear and easy to read project financial information.

These reports provide the current financial position of a project, subprojects together with a whole of life budget summary and project transaction listing.

The next suite of CI Financial Reports, to be released in Stage 2 (mid- late 2015), will have project based forecasted data by financial year and project year to allow for scenario planning. The 2015 release is dependent on the development of financial forecasting module TM1.

CI FINANCIAL REPORTS STAGE 1 RELEASE CIFR Stage 1 Release includes four reports:

Stage 1 Report Description

CI Project Portfolio Financial Summary

• Contains a list all projects and subprojects held by Chief Investigator in the Chief Investigator’s name

• Provides summary financial information from the start of the project to the current financial period

• Shows funds available now – Current Available Funds and funds available based on total grant funds – Projected Available Funds.

Subproject Financial Summary

• Lists the main project account, and all subprojects that collectively make up one project

• List the Chief Investigators responsible for the project and subprojects

• Provides summary financial information from the start of the project or subproject to the current financial period, with Current and Projected Available Funds.

Project Life Financial Summary by Budget Class

• Provides a summary of income and expense by budget categories from the start of the project to the current financial period.

• Quick reference showing: the current financial status of the project, % of funds spent, and Current and Projected Available Funds at this point in time

Project Transactions • Lists project transactions for the current period, and project commitments for the whole project (except for salary commitments, which only extend to 31 Dec of the year).

• Provides a description of the transactions for the current period (income or expense) and relevant budget class.

• Quick reference showing, for, the current period: opening balance, income and expense transactions, and closing balance.

SECTION 2 – CI FINANCIAL REPORT Frequently Asked Questions 1. Why were the Chief Investigator Financial Reports developed?

Financial reports are detailed and complex in nature and 2013 ANU Administrative Services Survey responses showed research financial information needs to be more transparent and easy to use. One survey response reflects some frustration with current project financial reporting, i.e. “…financial reporting is really unintelligible for some of us at the ground level …It would be great to improve this…”.

Finance Managers and Chief Investigators have differing needs in how financial information is structured and organised, and the CI Financial Reporting Project was initiated to develop project management reporting that meets researchers’ needs.

2. Who are Chief Investigators and why are the reports called Chief Investigator or CI Financial Reports? Chief Investigator was selected as a term to refer to academic personnel responsible for the delivery of research projects and their financial management. It reflects other titles used such as Primary Investigator or Lead Researcher. CI is an acronym for Chief Investigator and often used in its abbreviated form when referring to Chief Investigator Reports. (The term Reports in this document is also used to refer to the CI Financial Reports.)

3. What are the CI Financial Reports and why would I want to use them? CI Financial Reports (Reports) provide a summary view of a project’s financial situation. The Reports are structured to provide financial information in a clear and intuitive structure that is easily understood.

The reports highlight the ‘bottom line’ for each project and subproject. It provides Chief Investigators with information allowing them to easily assess and monitor the financial health of their projects.

4. Who designed and developed the CI Financial Reports? A CI Reference Group was established to define the CI Financial Report requirements to ensure they meet the needs of Chief Investigators managing research projects within ANU.

The CI Reference Group (the Group) comprises twelve academics with representatives from all Colleges, with varying financial reporting needs driven by differing project size, number of projects and complexity. The CI Reference Group has the authority to decide the structure and content of the Reports.

The CI Reference Group used a green field approach with the CI Financial Reports design based on project financial management needs rather than current financial system constraints.

The CI Reference Group designed a suite of ten financial reports of which four are able to be released now as Stage 1 Reports.

Assisting the CI Reference Group in the design and development of the Reports included personnel from the Service Improvement Group, Finance and Business Services, College Finance areas, Research Services Division and Performance Planning and Measurement Division.

5. Why are only four CI Financial Reports being released now? The four Reports being released have been amended to provide financial information that does not rely on forecasting data, as it is not currently available in the finance system.

The CI Financial Reports require changes to the finance systems to provide future year budgeting and forecasting for each year of a project. Finance and Business Services is in the process of enhancing the finance systems to be able to provide the information required for the CI Financial Reports.

In 2015 the finance system enhancements and development of the reports will be complete.

CI Financial Reporting Project Stage 2 Reports refers to the release of the additional six reports and re-release of the four Stage 1 Reports. The current four reports will have additional forecasting information included.

6. What are these four CI Financial Reports? The four reports being released in Stage 1 of the CI Financial Reporting Project include:

I. Chief Investigator Portfolio Financial Summary

Contains a list of all projects and subprojects held in the Chief Investigator’s name and provides a summary of the financial information associated with each project and subproject from its start date to the current financial period.

II. Sub Project Financial Summary

Contains a Financial Summary of a project and its subprojects, irrespective of whether they are in the same CI’s name, from the project start to the current financial period.

III. Project Life Budget Class Summary

Provides a summary of a project’s income and expense financial information, broken down by budget category, from the start of the project to the current financial period.

IV. Transaction Report

Provides a list of income and expense transactions for the current period and any known future commitment transactions for the life of the project.

7. Why release these CI Financial Reports now, why not wait till 2015? Releasing the initial four Reports provides an opportunity for Chief Investigators, College and School personnel to try the Reports and provide feedback on how the reports can be improved for the future. This release allows greater consultation with the broader university community regarding the development and delivery of these Reports.

It is important to remember that these Reports are being developed based on the Chief Investigator financial reporting requirements.

8. What if I am not a Chief Investigator and want to suggest report changes or other reports? All suggestions for CI Report improvements are very welcome.

It is recognised that while the CI Financial Reports are focussed on meeting Chief Investigators’ needs, they are also for use by people assisting and / or supporting Chief Investigators in project financial management.

9. How can I provide feedback? ANU Insight management information system is used by Performance Planning and Measurement (PPM) Division to produce and deliver the CI Financial Reports.

If you have a suggestion to change an existing report, or idea for a new report, please send this in an email to [email protected].

Your suggestions will be reviewed by all or either the Project Manager, CI Reference Group in conjunction with Finance and Business Services and Performance Planning and Measurement.

10. Where does the information for the CI Financial Reports come from? The CI Reports are produced in the ANU Insight which is the ANU information intelligence management system. The Insight system is able to take information from different ANU enterprise systems, such as ANU Finance System ESP, ANU research management system (ARIES) and HR system; and combine this information to produce more comprehensive reports.

The CI Reports utilise ARIES data in providing ARIES ID, Project Names, and Project Start and End Dates and Donor Reference Numbers.

The CI Reports utilise data from the ANU Finance System ESP to populate the report with the required financial information allowing report calculations. The Chief Investigator is identified by information in ANU Finance System ESP.

11. What accounts do the CI Financial Reports include? The CI Financial Reports are the first stage in the development of project management reporting. They report information for projects with

Special Purpose Funds: S accounts – restricted research project accounts, and Q accounts – consultancies and other project accounts.

They do not include R accounts – Recurrent Accounts as the ANU Finance System is currently unable to link R accounts with Chief Investigators or their Projects. Finance and Business Services is working to develop solution for the release of Stage 2 Reports.

12. I am a Chief Investigator, when and how will I receive these Reports? The CI Reports are produced at the end of the financial period (every four weeks). You have to be provided with access to be able to receive or view the reports in the ANU Insight system.

Every Chief Investigator will receive an email from the ANU Insight system which contains the CI Project Portfolio Financial Summary Report which lists all projects and subprojects in the Chief Investigator‘s name.

This email has a link to the Insight system that will take you directly to your reports in the system.

Chief Investigators with 5 or less projects will receive their project reports via email. The Insight team is working to reduce the number of emails to one or maximum 2 emails per Chief Investigator.

If a Chief Investigator has 5 or more projects they will receive an email with the CI Project Portfolio Financial Summary Report and will need to access their reports via the link in the email.

The reports can be accessed at any time from the ANU Insight Web Portal.

A step by step guide on how to access the reports will be provided.

13. I assist Chief Investigators in managing their projects, how can I see the Reports? Once you have access to the Insight system you will be able to access the Chief Investigator Reports. A notification will be emailed each period advising that the Reports are available.

14. How do I get access to the Insight system to see/ receive the CI Reports? If you are a Chief Investigator an ‘Insight Access’ email will be sent to you asking you to agree to terms and conditions in use of the financial information in Insight system.

Once you provide a reply email acknowledging agreement to the conditions of use, access will be provided. You will be notified once your access is activated.

If you are a professional staff member you will need to request access via an email to the ANU Insight team at [email protected]. Access needs to be requested at Manager level or above nominating the potential users and providing their position and their university identification number.

15. I am working on a project and have been receiving project financial reports however I am not the Chief Investigator. Will I receive the CI Reports for the project? All CI Financial Reports for a project are sent to the Chief Investigator only. If the project has a subproject in your name you will receive CI Reports for the subproject.

The options available for you to receive CI Reports for the project include:

the Chief Investigator forwarding the reports to you, or you could apply for access to the CI Reports in the Insight system.

Chief Investigator advises ANU Insight team at [email protected] that you require access to Project Reports; providing your name and university identification number and the GLC codes of the projects to be accessed. (The project GLC code is provided in the project CI Reports or can be obtained from your local Finance Officer)

An ‘Insight Access’ email will be sent to you asking you to agree to terms and conditions in use of the financial information in Insight system.

Once you provide a reply email acknowledging agreement to the conditions of use, access will be provided.

You will be notified once your access is activated

16. Does the current Financial Management Reports (FMR) produced by Finance and Business Services have the same financial information as the CI Financial Reports? Both of these reports are based on finance data from the ANU Finance System ESP, however they differ in structure and the level of financial information provided. The CI Reports provide information at the highest level and do not currently have the ability to show detailed information, e.g. drilling down in the Budget categories.

This will change in Stage 2 Reports, with forecasting information and the ability to see all financial data associated with a project. Report interrogation, customised report creation and drill down features will be available with the release of Stage 2 Reports.

17. Will I still get the current financial reports (FMR) that Finance sends? A decision about distributing two sets of reports, the SPF FMR and CI Reports, is being finalised and this question will be answered shortly.

18. What if I want to see all of the projects for a Centre of Excellence or a Program? At this point the CI Reports are produced on an individual project level or a summary of projects under a Chief Investigator’s name.

Finance and Business Services is developing the capability of the Finance System to identify/ link all projects within a Centre of Excellence or Program of work and through the Insight system provide a range of reports. This will occur in Stage 2.

19. Why can I run the reports for CI’s other than myself? The ANU Insight system contains a significant amount of data, some of which contain personal or confidential information. Because there is currently no identifiable HR transactions or other data deemed sensitive available in the reports, the Ci Financial Reports have not been restricted in terms of access which is consistent with the ANU’s policies of transparency regarding financial reporting.

However, all users of the system are only entitled to access reporting and data that is relevant and required for undertaking their role and responsibilities at the ANU. Further to ensure the privacy and confidentiality of your reporting data as a Chief Investigator and to meet the ANU’s privacy and confidentiality compliance requirements, the ANU Insight system, like all ANU systems containing private and confidential data, is enabled to log a history of everyone who

accesses the portal or reports. In addition, the University’s code of conduct applies to all work undertaken within and when using content from the ANU Insight system.

SECTION 5 – CI REPORT SPECIFIC FAQs Chief Investigator Report Information

20. Where does the CI Financial Report information come from? The Chief Investigator Financial Reports comprises information from the University’s research management system and financial system. Insight, the University’s information management system, uploads the data from both systems allowing the merging of information from two separate enterprise systems.

21. What is a GLC (Code)? GL refers to General Ledger in the ANU Finance System ESP and is a unique identification code attributed to each project and subproject.

22. What does Current Available Funds mean? Current Available Funds provides the financial position of the project at the end of the financial period selected, and is calculated by subtracting Expenses Paid To Date and any outstanding Commitments, from the Income Received To Date. The salaries Commitments are only provided to the end of the financial year (31 December) for the selected year.

23. What does Projected Available Funds mean? Projected Available Funds provides the future financial position of the project at this point in time i.e. as at the end of the financial period selected. It is calculated by subtracting Expenses Paid To Date and any outstanding Commitments, from the Revised Funds Awarded. The salaries Commitments are only provided to the end of the financial year (31 December) for the selected year.

24. Why do I see negative values in the Portfolio and Subproject reports ‘Income to be Received’ and ‘Projected Available Funds’ columns? If data in the systems is missing, not updated or incorrect you will see data missing labels and/or some negative values in the financial calculations within your report.

This is a new world for research ‘S ‘ fund accounts and ‘Q ‘ fund accounts based reporting and as such review and/or correction of missing or erroneous data is part of the ongoing development of our financial administration and reporting capabilities.

This ‘clean-up’ process will take a little while to complete. Finance areas will establish programs to best assist in resolving these issues to ensure future reporting is accurate and meaningful for the management of your grants. This will ensure a solid foundation for the Stage 2 Chief Investigator Financial Reports that will contain forecasting by financial year and project year.

Negative Values You May See In Your Reports

Your Portfolio Financial Summary and Subproject Financial Summary reports may identify some negative values, particularly under the headings Income to Be Received (column C) and Projected Available Funds (column H).

Negative values in these columns may arise from any one, or a combination of the following.

Income to Be Received has a negative value:

1. The Revised Funds Awarded is not entered into the finance system – this may occur particularly in Q Fund accounts, where in the past entering Q Budgets were optional and as such no detail was entered into the finance system.

This issue can be resolved by entering budget value into the finance system noting that at the time of applying for the Q Fund account budget information was included in the application form; or

2. The Revised Funds Awarded has not been updated in the finance system – this may have arisen from not entering updated information into the finance system relating to a variation in funding provided or indexation.

This issue can be resolved by amending the Revised Funds Awarded value in the finance system budget. Any increase should be supported by evidence from the appropriate funding body; or

3. Income Received to Date – (indicates that income has been recognised in the account) is over and above that identified in the Revised Funds Awarded – this could be ok and rectified by taking actions identified at 1 or 2 above. Alternatively income may have been credited/ recognised in this account incorrectly and as such is to be re-directed to a correct account.

Projected Available Funds has a negative value

This can arise from:

A. The outcome of any of the three, Income Received to Date, negative values listed above; or

B. Incorrect Expenses Paid to Date - may indicate that expenses have been incorrectly recognised in this account. This issue can be resolved by reviewing the expenditure recognised in the account and transfer to the correct account if an error in recognition has been identified; or

C. Commitments (also known as encumbrances) may not have been amended to reflect an actual expense against the original commitment has occurred i.e. recognition of duplicate expense value. This is resolved by reviewing the current commitments listed against the account and removing those no longer required.

25. Why can’t all the salary commitments for my project be provided? These CI Financial Reports use financial information currently in the ANU Finance System ESP. The ANU Finance System ESP does not record any salary commitments further than the current financial year. Stage 2 CI Financial Reports will be able to show all salary commitments recorded for the whole life of a project.

26. What does the blue and red squares on the Project Life Financial Summary by Budget Class Report (AKA Budget Summary Report) mean? The Budget Summary Report has a Quick Reference Guide table titled Current Financial Position To Date.

This table contains summary information and uses colour to show where certain financial information exists within the report

In the table ‘Income Received to Date’ is shaded blue with the same blue shading applied to the Income ‘Income Received to Date’ in the Income Total Column.

In the table ‘Expenses Paid To Date and Commitments’ is shaded red with the same red shading applied to the ‘Expenses Paid To Date’ and ‘Commitments; in the Income Expenditure Column.

27. When is a project Active vs Inactive? Research Accounting will open (activate) a General Ledger Code (GLC) once the ARIES record for the project has been completed and an APOLLO has been submitted. An APOLLO is completed by either research or finance administrators following the completion of the research agreement.

Once the final financial statement has been sent to the donor and the account has a nil balance, Research Accounting will request an APOLLO to close the account. Once a few final checks are completed the GLC will be closed (inactivate).

28. What is the difference between Report As At date and Report Run date? The Report As At date is the date that the financial data in the report is up to and this will also be a financial period end date. For example, if the report as at date is 8 June 2014, the financial data in the report is from the start date of the project up to 8 June 2014.

The Report Run date is the date the report was run. If we ran the report in the above example on 15 August 2014, the report run date would show 15 August 2014. By showing a report run date, a user is able to tell when a report was run.

29. What if as a Finance Manager I have an account number to look up but do not know the CI’s Name? As a finance manager you will be able to access the ANU Project table within the ANU Finance System ESP where you can find out the name of the CI.

If you do not have access to this information you can contact Research Accounting in Finance and Business services who can supply you with this information.

30. Can a closed grant have a balance other than 0? Yes it can. There are 2 reasons why an inactive account can have a balance. The first is where Research Accounting has suspended the account to stop further transactions at the request of a finance manager or where the account has been suspended pending final wrap up (such as final payment or return of unspent funds).

The second is where an ANU system that can post to the ANU Finance System ESP without restriction (including HR system and parking system) has put an amount to a closed account.

Before an account is officially closed, Research Accounting will ensure that the account has a zero balance.

SECTION 6 – CI FINANCIAL REPORT TERMS

Annual Budget An estimate of income and / or expenditure for the ANU Financial Year that forms the budget.

Aries ID Aries record identification number

Budget An estimate of income and / or expenditure for a set period of time most often for the ANU Financial Year.

Budget Class (BC) Budget Class describe specific groups of similar income types or expenses The Budget Class Codes group together Natural Accounts of the same type to simplify reports from the system. For example, BC05: Travel and Field Survey Expense is made up of the different international and domestic travel related Natural Accounts.

Commitments Refers the commitment of funds (also known as an encumbrance) such as salary encumbrances for the year (ending Dec 31) and/ or purchase orders that will be incurred in the future. Commitments also include manual commitments such as collaborators/ external researcher payments.

Commitments as at Date Date that a commitment (also known as an encumbrance) should be/ is realised and should no longer be considered a commitment; i.e. salary payment. Some commitments may appear on reports far beyond their the commitment date which should trigger some investigation

Current Available Funds Current Available Funds provides the financial position of the project at the end of the financial period selected, and is calculated by subtracting Expenses Paid To Date and any outstanding Commitments, from the Income Received To Date. The salaries Commitments are only provided to the end of the financial year (31 December) for the selected year.

Current Engagement Personnel employed by the ANU

Current Termination Date Date as defined in the HR System as the date a person's employment with ANU ceases

Donor Ref # The reference used by the funds provider to identify the grant in their records

Employee Name Formal name as per HR System

Employee UID ANU HR Identification number issued to each employee

Closing Balance The net $ amount, positive or negative, remaining at the end of a period / year of a project

Project End Date Completion date of the project as recorded in the Aries system

Subproject The subproject shares in the income and/or expenditure of the project. A subproject can be created as a way to manage funds and/or to provide another researcher part of the funds awarded to deliver a part of the project.

A subproject account is linked to a main project through the addition of a 2 digit number to General Ledger Code (GLC)

Transaction A record in the financial system that represents the monetary impact of buying or selling an item.
