MOSUL, Iraq – Two Tennessee National Guard soldiers from Murfreesboro’s 269th Military Police Company have been awarded Purple Hearts for injuries sustained while serving in Iraq. Spec. Caleb Dutton of Mt. Juliet and Spec. Robert Fletcher of Rogersville were both injured when a 55-gallon drum fi lled with explosives detonated near their patrol on March 25. The soldiers were presented their awards in a July 21 ceremony by Lt. Col. Efrin Delacruz, commander of the 607th Military Police Battalion, to which the 269th is assigned. Delacruz thanked the two guardsmen

for their “bravery, courage, and service,” pointing out that the Purple Heart is one of military’s oldest and most prestigious awards, established by Gen. George Washington during the Revolutionary War. Six Purple Hearts have been awarded to members of the 269th MP Company since they were deployed in November 2008. The four previous awards were given to soldiers attacked by gunmen while inspecting an Iraqi Police Station in Mosul in February. The unit is scheduled to return to Tennessee in November 2009.

While offi cial numbers are diffi cult to nail down due to several factors, a Wilson County Schools representative said Tuesday that since the beginning of school she has been made aware of 14 students diagnosed with the H1N1 virus – and 13 of them are in Mt. Juliet. According to Donna Lawson, school nurse coordinator for Wilson County, it is diffi cult to get correct numbers for confi rmed cases of H1N1 – commonly known as “swine fl u.” “ S o m e doctors are not doing cultures and suggesting it is H1N1 or if cultures are taken it is for Infl uenza A and if this comes back positive, the doctors are telling parents they suspect it to be H1N1,” Lawson said. “There are many cases of fl u which are confi rmed with cultures, but with cases that are doctor confi rmed to be H1N1, we have had 13 students in Mt Juliet schools and 14 cases for the county.” Lawson said this time of year is early to have cases of fl u, “but we expected cases to start earlier than last year.” She said she expects the number of students and faculty in Wilson County schools to rise as fl u season nears, but an immediate impact could come from one of the county’s most beloved yearly events – the Wilson County Fair. “The number will increase as we continue into the school year and the Fair this week may impact the numbers. There are so many people in close contact at the fair where hand washing is limited, sharing of food or drink may occur, and the students resistance may be compromised with less sleep, since they are staying at the fair later at night.” Lawson said parents and staff are concerned as to the best way to prevent the spreading of the fl u and other illnesses throughout the schools. “We sent home a letter from the State of Tennessee Department of

Health with information about the fl u as well as sent a notice to parents with web sites to check for updates, such as www.state.tn.us/health or www.fl u.gov,” Lawson said. “The school buildings are being cleaned and disinfected and the nurses are teaching classes to the students on hand and health hygiene to try to avoid the spread of any illnesses. We are fortunate in Wilson

County to have a nurse in each school, so they are able to assess and send students home with symptoms of illness.” Lawson said school offi cials are following the CDC guidelines and the recommendations of the private physicians as to the length of time students should be out of school. If a student or staff has the fl u, the recommendation is to stay out of school for 24 hours after fever free without taking fever reducing medications, but physicians may want students out longer depending on their symptoms. Students and staff who are well may attend school, even if others in their home environment have symptoms. When symptoms develop, staff and students are encouraged to stay home and not spread the illness to others. “Symptoms we are seeing are headaches, fevers of 100 or higher, coughing or sore throat. These symptoms could also be related to allergies, so the best way to determine the cause of the illness is to visit the doctor.” Caring for the students and staff at school is a cooperative effort with the school system keeping the buildings clean, educating on good health habits, and sending home those that exhibit symptoms of illness,

Lawson noted. Parents can help with keeping children home when they are ill and reporting this to the schools. Also the seasonal fl u vaccine is available and recommended by the CDC for all students and staff every year. As far as how Wilson County compares with surrounding counties with reported H1N1 cases, Lawson said that through

talking with nurses in other school systems “it appears we are less in fl u cases then surrounding counties, but I do not have numbers on that. I truly believe having nurses in the schools helps us in caring for ill students quicker, separating them from other students and educating healthy practices.” For more information on the Infl uenza A virus subtype H1N1, or

To the Editor, In your August 12, 2009 article, I found it interesting that the city representatives pushing the implementations of traffi c cameras declined to identify at what intersection the “22

cars running a red light in an eight hour period” occurred. Supposedly they failed to identify them because the project is in the early stages. I suspect they chose to not identify the intersection because it could be a

marketing nightmare once Mt. Juliet citizens realize that the intersections in question are the ones leading to their actual neighborhoods. Michael SowellMt. Juliet, TN

Why is Mount Juliet a one road town? Has anyone noticed that everything in this city is on one road? I

own a small piece of land on Clemmons Road, it is dead in the middle of town and inside the city limits for many years. We do not have running water, elect (sic), sewer, nothing, we might as well be on Mars. When we try to bring business to our road we are told it would be too much traffi c, yet these same people vote yes to put everything on the most heavily congested, accident prone strip of road in the city. A three year old survey, (before Providence, Lowes, and Wall Mart) (sic) showed that there was (sic) 86 cars of MJR for every 1 on Clemmons road. That number is more likely to be over 100 to 1 now. With the reverse L almost half way completed and a future bypass to the new Beckwith

interchange I feel our commissioners should start looking to get traffi c off of MJR. Mount Juliet is a city that desperately needs some elbow room. Are we going to fool around and let Lebanon sneak right up to the back door of city hall? I appreciate our mayors efforts and the improvements that have been made in the last few years, she has worked very hard for all of us and brought great changes to our city, I just feel its time to stop piling on one road. If we are serious about moving some of the traffi c off of MJR then lets do it. Lets put the YMCA or other business on this new road and give MJR a break.

In a last-minute move – one of several in past commission meetings – Mt. Juliet Mayor Linda Elam suspended the rules in order to in t roduce a n ord inance concerning businesses in the heart of Mt. Juliet, which narrowly passed with a 3 – 2 vote. At the end of Monday night’s scheduled city commission meeting, during which most of the items were deferred, Elam made a motion to suspend the rules and introduced an ordinance to amend the city’s zoning ordinance 2005-09, commonly known as the Town Center Overlay ordinance, to become optional rather than mandatory. Elam said the ordinance is being “revised to be less stringent” on business owners and future developers. She said the zoning is not yet prepared to come forward but business owners can’t sell without knowing the overlay. A main focus of revising the district zoning was the recent offer of a Mt. Juliet businessman to buy the property commonly known as the old Mt. Juliet Elementary School property, located at the corner of N. Mt. Juliet Road and Division. Elam said revising the ordinance would “allow to go through with the purchase.” The area is currently zoned Commercial Town Center, or CTC, which is the strictest common straight zoning in the city. The Town Center Overlay Committee recently determined that “it is no longer necessary and appropriate for the Town

Center Overlay Ordinance to remain as mandatory requirements of the Mt. Juliet Zoning Ordinance, but that making the TCO optional will provide needed fl exibility of design.” And according to

many local business owners and leaders it’s not the lifting of the Town Center Overlay that is the issue – many have complained of its strictness and additional expense to developers – it’s the way the ordinance is tacked onto the end of a published agenda and pushed through that is unfair to local business owners. “I left work and checked the agenda, specifi cally to see if there was anything about the Town Center Overlay,” said one local business leader who wished to remain anonymous. “There was nothing on the agenda about it. Then I hear the next day that it was passed on fi rst reading. I know I would have liked to have known about it, and been able to hear the discussion, but if the rules are going to be suddenly suspended and issues like this pushed through, how are we to know about it? How can we show up and be included in the decisions that are driving our local economy and business development if they (city offi cials) don’t let the public know what’s going on?” Another Mt. Juliet business owner said that while she wasn’t unhappy that the Town Center Overlay could be made optional – she called it “oppressive and expensive”

– she wasn’t surprised that Elam suspended the rules and tacked on the agenda item. “Am I surprised? Of course not. This has happened several times before – with guns in parks,

with the s e w e r billing issue – I know people who were told o u t r i g h t that their

back sewer bills would not be discussed at the city commission meeting, and

JENNINGS, Paul E. Paul E. Jennings, age 56, a native of Kingsport, TN and a resident of Hermitage, TN died Tuesday, August 18, 2009. One way or another, a giant fl ag pole with an American fl ag could be the next iconic symbol of Mt. Juliet if city commissioners approve a site plan recommended by city planning commissioners last week. A plan to have a cell phone tower belonging to Wireless Properties, located at 555 Pleasant Grove Road in Mt. Juliet, redesigned as a fl ag pole was unanimously approved for a positive recommendation by the Mt. Juliet Planning Commission on Thursday night, with Commissioner Art Giles recusing himself from the vote. The 180-foot pole has fi ve broadband antennas and should be suffi cient to provide service for the area “for many, many years

to come,” according to a representative. The fl ag will be illuminated at night. The site plan for Providence Vet Center, located on Belinda Parkway, was also unanimously approved. A sign variance request by attorney Yancy Belcher, located at 2036 N. Mt. Juliet Road, to remove Main Street District Overlay requirements was deferred due to the possible removal of those overlay requirements. Under the current ordinance the planning commission does not have permission to grant a sign variance. Also deferred was a review of the Final Master Development Plan and Preliminary Plat for Paddocks Phase 2b, located on N. Mt. Juliet Road. Review of the fi nal plats for several Providence phases were unanimously

approved. A Land Use Plan Amendment from Neighborhood Commercial to Medium Density Residential and Rezone request from RS-40 to RS-20 for the Mary Jane Poindexter property, located at 138 West Division Street, was approved by a vote of 4 – 2 for a positive recommendation to the city commission, with Lori Landry and Larry Searcy voting against. Nancy Poindexter, of Gallatin, wants to place a prefabricated, modular home on the property in order to live closer to her mother. Numerous items on the consent agenda were unanimously approved. That’s a shame, but I’m not surprised at her (Elam) just ‘suspending the rules’ to get this through. Seems like business as usual.” The ordinance to make the Town Center Overlay optional rather than mandatory was approved on fi rst reading by a vote of 3 – 2, with District 3 Commissioner Ed Hagerty and District 2 Commissioner Will Sellers voting against. In an ordinance concerning the Board of Commissioners Policy and Procedures Manual, Elam attempted to double her salary against that of the commissioners, netting her $600 per year compared to commissioners’ $300 per year, $1,000 per year for “education” compared to $500 per year for commissioners, and $50 per month for a gas allowance compared to $25 for commissioners. District 4 Commissioner

City Attorney Jason Holleman said that MTAS (Municipal Technical Advisory Service) guidelines recommend a reimbursement program in which city offi cials would keep track of mileage accrued while on city-related business, keep receipts and be reimbursed. Elam said she can’t keep up with mileage and wanted to be able to “affi rm” she used that amount of gas money instead of keeping track of it. The ordinance passed on fi rst reading as amended by a vote of 3 -2, with Sellers and Bradshaw voting against. The only other business items on the agenda were, after lengthy discussion, deferred: an ordinance to adopt a new Title 3 to the Mt. Juliet Code in reference to Animal Control (deferred since May) and an ordinance to include the City-owned property located on York Road as part of the Mt. Juliet park system. Elam suggested using 64 of the total 66 acres as “passive” park areas for wildlife preservation and bird watching. The other two acres are currently being

used by the Public Works Department and as a fi ring range.

Refl ections from anOld Friend

What an Awesome Place to Call Home I got to thinking recently after completing a year long leadership program just how blessed we are to call Mt. Juliet home. As part of the leadership program I got to spend time in twelve other counties over a year long period. As a result, I got to compare these other communities to ours. Needless to say, I came away feeling even better about Mt. Juliet. Of course this could be because I’m so partial to Mt. Juliet. But the more I thought about it the more I realized just how blessed we all are. Every corner I turn in Mt. Juliet fi nds yet another reason to love Mt. Juliet and its residents even more. I have a personal pride and built in protection mode for Mt. Juliet and its residents. Say one bad thing about Mt. Juliet and you’ll hear ten positive things about Mt. Juliet from me. Now that’s an ear full for those of you that know me well. I just love this place and its people. The wonderful thing about Mt. Juliet is that it only gets better with time. Our residents have worked hard to make Mt. Juliet what it is today and its now our time in the sun. Many others are now coming to learn and love what others have known for years, that Mt. Juliet is the greatest place to live in the world. Let’s continue to build upon our wonderful heritage by supporting each other and our business community. As I’ve mentioned before, this is one message I can’t let get stagnant. Like an old house in a subdivision, if we let one window get and stay broken in one house, then before you know it all of the windows will be broken. We must maintain our image, character, integrity, charm, southern hospitality, support for one another, and loving hearts to keep Mt. Juliet on the right course. Mt. Juliet’s in store for some wonderful things if we work together as a team. Our team is Mt. Juliet and we must support our team and all of its players to stay on the course of victory. What an awesome place to call home and share with my family, friends and visitors.
