President's Message
G B Stern said “Silent gratitude is not much use to anyone”. And I agree. I want to shout out loud….That we are here today because of the generosity of Dr. D'Monte and his family.
Dear Members, I also want everyone to know and hear how much the support and co-operation of each of you, means to me.I want our Trustees, Darryl, Ajit and Roger. I want my colleagues on the Managing Committee, I want the entire staff of this august Institute to know how much they mean to me. Ajit, Cornel, Leon and Denita - you have taught me, nay - educated me, in the administration, organization and technical fields.
These years have been a great learning curve and friendship based on respect and understanding. To each one of you, in the words of Nicholas Sparks….”Thank you all for coming into my life and giving me joy. Thank you….”
It is now time to give you an insight on the “Happenings” of the year gone by. An excellent and eventful year!
Our Treasurer has worked hard to save us lakhs of rupees in Municipal Property Tax. Kudos to Mr. Cornel Gonsalves, Corporator, Asif Zakaria and our very own member and Corporator Karen D'Mello. The Electrical Audit is now complete and the results bear witness to the efforts of the Managing Committee –realignment of meters, switch over to LED lights, tight control / discipline in consumption –our Gymkhana has saved lakhs of rupees in reduced billings.
The Membership Committee has completed the task of inducting new members; 300 applicants in all “Classes” of “Membership. This is possibly the best that could be done, given the tight constraints of space.
Our Trustee, Mr. Roger C.B. Pereira and his team are tirelessly involved in what promises to be… as Roger says, “A world class quality extravaganza”, to celebrate the '80 years' of The Bandra Gymkhana. This Show spread over 3 days is expected to be the best that any Gymkhana.
2
(at least in India) has ever put up. (Most of the participants including technical and 'back stage' will be Gymkhana members).Thumbs up to Roger and his Merry Band. Friends, do make it a point to 'Save the Dates'…. 21st October-- to 23rd October, 2016.
2015-16 was a year dedicated to major repairs and maintenance. The swimming pool underwent major maintenance / repairs and is now refurbished and good for at least a decade. The building too has undergone a few major repairs; besides the usual maintenance work…..This is a continuous process….. The Rink Football and Rink Hockey tournaments received good response with several teams contesting to 'bag the Winner's trophy'. Congratulations Leo, Derrick and your team for successfully conducting these tournaments. The Gymkhana as in the past uses the 'Big Screen' for International sports events like Cricket and Football. We are now installing 'Dish TV' as 'stand by' for uninterrupted viewing. to avoid glitches due to Cable failure.
The Restaurant continues to be 'The Jewel in the Crown'. It's ever- growing patrons from all over the city keep showering accolades for the ambience, the quality of food and, of course, the service. There never is a dull day in the restaurant. Indeed it is a 'happening place'. Leon, our Food and Beverages Secretary deserves a huge applause.
The Senior Citizens are having a Ball !! The Secretary and his team are always coming up with new and innovative ideas of entertainment and merriment. Congrats. The 'Wednesday Nite' and Friday 'VJ Nite' continue to draw crowds. It is indeed a pleasure to participate as well as watch the dancers and their intricate dance steps.
As a part of our social responsibilities; The Bandra Gymkhana arranged talks by eminent personalities on health and other allied subjects. We are presently in the process of installing a compost and crusher machine, to help clear the wet garbage, thus helping to keep our environment 'pests free'.
'Rainwater Harvesting' is another such environment centered project being undertaken. We are also busy exploring the possibility, feasibility and viability -both technical and financial- of installing 'Solar power and lighting', which if successfully implemented would not only help in reducing 'Carbon points' but also reduce the ever-growing electricity cost.
3
The Bandra Gymkhana Christmas and New Year dances are the city's most sought after entertainment events. Congrats Ryan and Dr. Cheryl.
The 'Christmas Bazaar'….Is the “talk of the town”…..It continues to be ….A huge crowd puller. Congratulations to Gordon Athogiaus and Joan Buckenham.
Our Honorary Secretary Denita Gomes and her team need to be congratulated for yet another successful Elocution Competition.-the 69th Annual Competition. Every year, the standard is soaring and the competition getting more exciting, thus making judging extremely difficult. Yes, it has been a successful and wonderful year and the credit for this must go to my entire team. They have done a superb job!! However, if there are any short comings? It is I, your President who must be held responsible…..
Dear members, with your support and co-operation the Bandra Gymkhana remains ….Simply the Best. Finally in the words of William Shakespeare –“I can no other answer make but thanks and ever thanks”.
Ladislaus PereiraPresident

MINUTES OF THE 79TH ANNUAL GENERAL MEETING OF THE BANDRA GYMKHANA HELD ON 27 SEPTEMBER 2015 IN THE
BANDRA GYMKHANA HALL AT 10.00 A.M.
The President, Ladislaus Pereira, welcomed members to the 79th Annual General Meeting. He proceeded to say a prayer for deceased members, and offered a benison to Dr. D. A. D'Monte, whose altruism made The Bandra Gymkhana possible. The President also said a prayer for the meeting to proceed with decorum, good humour, humility; and for members to refrain from indulging in personal attacks and character assassination.
He then took up the first item of the agenda, which dealt with confirmation of the Minutes of the 78th Annual General Body Meeting held on 28th September 2014. Warren Fernandes asked for a clarification as to why the election of the President and Managing Committee were taking place simultaneously, as Rule 21 seemed to suggest otherwise. In reply thereto, Ajit Rodrigues, Trustee, explained that the system was changed sometime in the seventies / eighties to avoid misuse of power and the procedure for issue of ballot papers is being done by the Election Officer.
The President took up Item One on the Agenda. To read and confirm minutes of the 78th Annual General Body meeting held on 28thSeptember 2014 and stated since the same was on the Notice Board and circulated it was deemed to be read. The resolution to confirm the minutes of the 78th Annual General Body meeting held on 28th September 2014 in respect thereof, proposed by Denita Gomes and seconded by Ryan D'Monte, was carried unanimously with 109 in favour and none against.
The President then went on to Item 2 of the Agenda, which was proposed by Denita Gomes and seconded by Naomi Fernandes and read as follows:-To receive and adopt the Managing Committee's Report for the period 2014 - 2015". The resolution in respect thereof, was carried unanimously with 122 in favour and none against.
ITEM 3 read as follows:
"To adopt the Audited Balance Sheet as on 31st March 2015, and the Annual Statement of Accounts for the year ended on that date,
and the Report of the Auditors.”
The resolution in respect thereof was proposed by Cornel K. Gonsalves and seconded by Naomi Fernandes.
Cornel K. Gonsalves informed members that only one query had been received from Mr. Warren Fernandes before the due date, and he had duly replied to it; so it was deemed to be approved.
8
The President thus put the resolution to the vote and the same was carried unanimously with 132 in favour and none against.
The President then took up Item 4 of the Agenda, which read as follows:-
"To appoint a firm of Auditors till the conclusion of the next Annual General Body meeting and fix their remuneration for the year 2015
- 2016."
The following resolution in respect thereof was moved by Cornel K. Gonsalves and seconded by Samir D'Monte:
"RESOLVED THAT S. M. Lasrado and Co. be and is hereby appointed as the Auditors for the period 2015-2016 at a remuneration of Rs.43,000/- plus Service tax, for the main Bandra Gymkhana Account'.
"FURTHER RESOLVED THAT S. M. Lasrado & Co. be and is hereby appointed to handle the Tennis Court Accounts at a remuneration of Rs.4,500/- plus Service tax."
The President put the resolution to the vote and the same was carried unanimously with 157 in favour and none against.
The President then went on to Item 5 of the Agenda, which read as follows:
"To consider any resolutions of which Notice is given under Rule 25(e) to the Hon. General Secretary before 6.00 p.m. on Monday,
21st September 2015.
The first resolution was proposed by Warren Fernandes and seconded by Mark D'Sa and read as follows:-
'RESOLVED THAT the Gymkhana must open another category under Rule 4[b] of membership as Corporate Membership, like done by most other Clubs/Gymkhanas'.
'FURTHER RESOLVED THAT a CHANGE REPORT be submitted to the Joint Charity Commissioner for approval'.
The President ruled the said resolution Out of Order on the ground that it contravened the provisions of the Indenture of Lease and Rules 4 and 33. Moreover, a "Change Report" would not be applicable as The Bandra Gymkhana is not a 'Public Trust' and this has been amply clarified in our letter dated 17/9/2015 circulated to all members by the Hon. General Secretary Mrs Denita Gomes and Cornel K. Gonsalves.
9
The second resolution, proposed by Warren Fernandes and seconded by Lionel Athaide read as follows:-
RESOLVED THAT the Hon. General Secretary of the Bandra Gymkhana 'RESOLVED a must be a person from the East Indian Community.’
The President ruled the said resolution Out of Order on the ground that it was not in keeping with Rules 4 and 18.
The third resolution, proposed by Warren Fernandes and seconded by Christine Menezes read as follows:-
"RESOLVED THAT non East-Indian Catholics be given a different class of membership and not be put in same category as non-Catholics, (Goans, Mangaloreans, Anglo-Indians). Catholics must be charged less than non-Catholics for membership.’
'FURTHER RESOLVED THAT non East-Indian Catholics be considered as a separate category under Rule 4 [b] and Rule 4 [b] i.’
'FURTHER RESOLVED THAT this modification in terms of the lease deed be sent to the Registrar - Co-operative Societies, as stated in Clause 9 of the Indenture dated 03.10.1934".
The President ruled the said resolution out of order on the ground that it was not in keeping with Rule 4.
The fourth resolution, proposed by Warren Fernandes and seconded by Lionel Athaide read as follows:-
'RESOLVED THAT the Process of Elections be made transparent and fair by ensuring that on collection of the Ballot paper the member deposits the ballot box immediately before leaving the polling booth."
The President ruled the above resolution out of order; and said that he was incensed that the integrity of the election process be impugned thus.
The fifth resolution, proposed by Warren Fernandes and seconded by Mark D'Sa read as follows:-
'RESOLVED THAT the Managing Committee are not allowed to reserve more than one table per Managing Committee Member for any of the functions of the Gymkhana, particularly, the Christmas Dance and New Year Dance'.
10
The sixth resolution, proposed by Warren Fernandes and seconded by Christine Menezes read as follows:-
'RESOLVED THAT the Gymkhana must be made Child-friendly by having a Kid's Corner.'
The seventh resolution, proposed by Warren Fernandes and seconded by Christine Menezes read as follows:-
RESOLVED THAT Members are not made to stand in long queues for booking of Christmas and New Year Dances and tickets should be sold using e-ticketing and bookmyshow.com.'
The eighth resolution, proposed by Christine Menezes and seconded by Mark D'Sa read as follows:-
'RESOLVED THAT Chaat, Fish, Live-Dosa Counters be introduced.’
'FURTHER RESOLVED THAT the Contractor be different from the Food & Beverages Contractor with a purpose to enhance variety, create competition and reduce prices.’
'RESOLVED THAT Smart cards & biometric technologies be used as entry points to the Gymkhana and to all sections.’
'FURTHER RESOLVED THAT the Managing Committee explore the use of the smart card technology for payment of all services to the Gymkhana."
The President clubbed the above resolutions together and ruled them out of order as they were nugatory. He said that as a matter of practice Managing Committee members were only allowed to book one table. A propos the kids' corner, he said that the same had been considered but space constraints had not made it possible. He further explained that e-ticketing for the dances was not possible as the same had to be stamped by the Entertainment Tax Officials. As for chaat and dosa counters, the same had been introduced by different caterers at different times. Regarding smart cards, the same was under consideration.
The ninth resolution, proposed by Christine Menezes and seconded by Warren Fernandes read as follows:-
'RESOLVED THAT the Annual Report be sent by Post or Courier to Members to their registered address.'
Both the President and Darryl D'Monte, Trustee, explained that the decision to do away with reports being sent by post or courier was a corollary of the
11
"Go Green" initiative to curb unnecessary use of paper. The Report was sent by email and put on the Gymkhana website. If members so desired, a hard copy could be collected from the Gymkhana office.
The tenth resolution, proposed by Warren Fernandes and seconded by Mark D'Sa read as follows:-
'RESOLVED THAT the Bombay East Indian Association be given an office space in the Bandra Gymkhana premises.'
RESOLVED THAT the Managing Committee explore possibilities of providing the Bombay East Indian Association an office space in the Bandra Gymkhana premises.'
In reply thereto, the President said that the objects of the Bandra Gymkhana, as more particularly enunciated in the Indenture of Lease, did not provide for any allotment of office space to a third party, and more so we were not the owners of the property the owner of the lease hold plot was The Salsette Catholic Co-operative Housing Society Ltd. and the land has been leased to the Trustees to run the Bandra Gymkhana hence, the resolution was ruled out of order.
In respect of the books as per Rule 22 (d) and Rule 25 (e) wherein once posted on the Club Notice Board it is deemed to be duly served.
The eleventh resolution was proposed by Lionel Athaide and seconded by Warren Fernandes and read as follows:-
'RESOLVED THAT in addition to the existing benefits to Senior Citizens over 75 years, a subsidy of 50 percent be provided to all Senior Citizens attaining the age of 60 years and who have been a member for more than 10 years so that they can make use of the Gymkhana facilities and not only keep them occupied after retirement but also keep them in good health.'
The President ruled the above resolution out of order on the ground of financial constraints and some of these facilities have already been extended to our Senior Citizen members. On both the proposer and seconder trying to justifying the same by trying to state that sum of the Mutual Funds be put in Fixed deposits the Treasurer reminded both of them to understand that Fixed Deposits attracted a 30 % Tax while mutual funds did not. The President had already given his decision and there would be no further discussions on the same.
He then read out the final items of the Agenda, which dealt with the conduct of the elections.
12
ITEM 6 read as follows:
To elect the President for the year 2015-2016 from the list of the following nominations:- Mr. Godfrey D'Mello, Mr. Trevor Fernandes and Mr. Ladislaus Pereira.
ITEM 7

Kudos goes to Deanne Rodrigues for her endeavours in the Senior Doubles Championship Mark Dharmai who won in the BWF Para-Badminton World Championship – Stoke Mandeville, England and has won accolades for the country in respective tournaments. Mr. Anis Badami also won the Doubles Runners-up trophy in the Mumbai Suburban District Association Tournament held at Juhu-Vile Parle Gymkhana.

The current union budget has increased the service tax. It must be mentioned here that Cornel K. Gonsalves duly assisted by Municipal Councillor, Asif Zakaria argued the high rate of Property Taxes by the Assessment Department and reduced it by over Rs.39,77,547/- thus
17
bringing a saving to the institution over a six year period. All BMC taxes are paid upto date including income tax.

PROJECT & PLANNINGHon. Secretary – Leon Curzai
Extra tables have been provided in the pavilion. Maintenance is an on-going process and we recently had to do the elevations on the St. Andrew's Road side. By installing LED lights, we have brought down the cost of electricity. A motorized floor cleaner/ dryer machine has been purchased for the badminton hall. CRZ restrictions currently have bogged down our expansion plans, however, we are working on the same. We have taken the initiative of making additional rain-water harvesting pits to replenish the ground water. As part of our expansion plans, we have now bought an automated compost machine and crusher.
