Hi Jamie, yes I confirm this is all OK to continue land and further planning processes with.

Thanks for the work on this.

We will be engaging with Acland based on this now.

Cheers

Hi Andrew

Amended plan attached.

I have increased the kerb radius at the pinch point and moved the boundary back to provide sufficient berm width.

Provided you're happy with this change we'll proceed with updating the subdivision plan for the site as per the

boundary shown as road to vest. 1

Hi Jamie that looks good thanks with those adjustments. Just wonder if we have got a bit of "pinch point" as below

that the road approach curvature needs to be eased a bit more which may a small impact on the land needed?

Other than that looks like we can proceed to the next stages based on your revised plan unless anyone else has

some comments.

Hi Andrew

Please see attached Selwyn Road roundabout concept with changes suggested.

The land required from Acland has been reduced to 655m2 (previously 1266m') and reduced in length to only affect

3 lots.

As mentioned in the meeting the critical factor in trying to reduce the land required from Acland is the angle

between SR Road south and Selwyn Road East. I have reduced this as much as possible to accommodate a B-train

tracking curve without significant widening of the roundabout lane.

Two 3.2m lanes have been provided in each direction. Off road provision for cyclists can be looked into at detailed

design.

Can you please review and confirm the land parcel allocated to vest as road on the HDL corner is acceptable. We can

then make the required alterations to the power design prior to installation in 2-3 weeks.

Thanks for the productive meeting Kelvin and good summary below which is appreciated. I have made a few minor

points/corrections below. Any others to make please do so.

Subject: RE: Selwyn Road Future Roundabout

Hi Andrew

Thank you, Zani & Lindsay for your time earlier today to discuss the concept of the 60m diameter (overall — central

island 35-40m as the more relevant reference) , two lane roundabout for Selwyn/Springston Rol leston intersection,

proposed for 2024-2026 (lined up for timing and funding approval for next LTP in 2024 — need to also coordinate

with the any NZTA requirements for funding — i.e. business case if >$2m).

As discussed:

• AM requested JV review concept by amending approach from Selwyn Rd east, to minimise impact on

Ackland Park land and to include dual approach lanes on the Springston Rolleston Rd approaches

• JV to consider this, tho suggests realignment of eastern approach will only tighten radius on to SR Rd

(south). JV to carry out modelling for A B Train

• On 'acceptance' of concept SDC will engage GHD to develop concept into pre detailed design phase plans .

Expecting we are cost sharing this work as would be mutually agreed.

• We can ill afford to compromise proposed design and efficiency of roundabout to lessen impact on Ackland

Park. We/SDC have one bite of the Ackland Apple here

• Wed 27 Jan, KB advised Eddie M (AP Salesperson) and Rob Preston (AP PM) of the likelihood SDC/NZTA will

require land for intersection upgrade. Lindsay to progress discussion with Rob Preston

• Agreed the current consented eng design for the upgrade of Selwyn Rd including the n/w intersection

shoulder work still stands, however SDC would like HDL to consider introducing a median island on western

and eastern approach to intersection. Likewise Ackland Park introducing a median island on the Selwyn Rd

eastern approach, for the interim (no that horse has bolted some time ago)

3

Page 4: Christina Smits - epa.govt.nz

• HDL will have approved power design amended, namely proposed eastern kiosk relocated approx. 80m to

the west to accommodate future intersection upgrade. No effect on HDL's 33kV undergrounding

• AP now looking at undergrounding 33kV line from western side of intersection. Normally Orion wouldn't

permit 33kV lines beneath roundabout, however Orion's' plan to make this line redundant 2025/26

therefore should be no issue in the 'short term'

• SDC to review speed limits on all approaches to intersection this will be based on what the surrounding

development will look like — the important thing to establish the intersection design speed — 60km/hr max

• AM pleased with HDL/DLS cooperation of assisting in traffic solutions and future planning, which will be

reflected in AM's transport report in HDL's current plan change applications yes but don't let it go to your

head O

Thank you all again for your time.

Regards Kelvin.

Hi Andrew, Lindsay

Please see the attached roundabout concept for your review before our meeting next Tuesday morning. There is

some urgency around getting these boundaries fixed as we will be getting underway with underground power installation in the area in the coming weeks.

Cheers
