    In an exclusive interview to New Europe, 20 days after her arrival in post, she points to awin win situation where European reconstruction can benefit from Chineseinvestment while China can benefit from its cooperation with Europe.

    Promoting comprehensive and mutually beneficial cooperation is obviously her mainpriority in Brussels, and she points out that like Europe, we are also entering a newperiod. Among others, negotiation and conclusion of a comprehensive China-EU

    Investment Agreement would be mutually beneficial, offering each side what it needs,financing for Europe and quality for China.

    We are in a position to invest in infrastructure, she stresses, adding that areas of cooperation are not limited to official exchanges but also people to people ones.

    Just prior to my appointment to Brussels, I attended the 16th China-EU Summit inBeijing, celebrating 10 years of China-EU comprehensive strategic partnership. On thisoccasion, China and the EU also agreed upon a 2020 Strategic Agenda for Cooperation.This Agenda 2020 marks the beginning of a new era for our bilateral relations. Theyare, in my opinion, now defined by the following features:

    First of all, it is clear that enhancing our bilateral ties is today more important than ever.China is the biggest developing country in the world, and the EU is the largest groupingof developed countries. As such, China and the EU are two major global players andhuge markets, sharing extensive common interests in an age of profound globalchanges, sluggish economic recovery and looming hotspots. We have a responsibility towork together and bolster our cooperation for world peace, stability and prosperity.

    Secondly, the potential for pragmatic cooperation is enormous. Both China and the EUare at pivotal moments in their development, and there are opportunities to deepencooperation across the board. With over 90 cooperation initiatives, Agenda 2020 willstrengthen our bonds of common interests. It will also help us achieve the targets of both Chinas 12th Five-Year Plan and Europes 2020 strategy, and give new impetus toEuropean integration and Asian regional cooperation.

    Thirdly, cultural exchanges are today more extensive and more intensive than in thepast. China and Europe are two ancient civilizations, whose populations combined

    today account for half of the worlds total. To advance people-to-people exchangesthethird pillar of bilateral relations we are exploring new possibilities for cooperation inthe fields of culture, education and youth, and enhancing dialogue for greater mutualunderstanding. We are also working on facilitating travel between China and Europeancountries.

    The final main feature of China-EU relations is the vibrancy of our collaboration onglobal issues. Henceforth, as two important powers in a multi-polar world, China andthe EU will intensify dialogue and cooperation on international and regional issues,

    work together to address common challenges and make the international system more just and equitable.

    In order to turn the Agenda 2020 into action, Ambassador Yang notes that

    for the first time it outlines concrete steps to help synergize the respective developmentof China and the EU, and our future pragmatic cooperation. In this sense, it has greatstrategic importance. China is willing to intensify contacts and discussions with the EU,launch concrete joint cooperation projects and deliver results as soon as possible.

    In my opinion, we can focus on the following areas:

    First, moving forward negotiations on an investment agreement. There is still hugeuntapped potential for two-way investment. Concluding such a deal will put in placepolitical and legal safeguards for mutual investment and provide a level-playing field.

    Second, upgrading our commercial ties. After fast growth over recent years, ourcommercial ties are currently facing a bottleneck. This can be resolved by unleashingthe potential of cooperation in finance and service. We hope that the EU will easerestrictions on high-tech exports to China. In addition, it is important that we settletrade frictions through dialogue and consultation and establish an early warningmechanism for possible future trade disputes.

    Third, exploring new areas of cooperation. We should promote cooperation in the fieldsof urbanization, science and technology, culture and sustainable development. Weshould also work to identify new opportunities to scale up our cooperation.

    On Monday, 27 January, the 4th High-Level Strategic Dialogue is to be held in Brussels.This Dialogue, says the Chinese Head of Mission, plays an important role in enhancingstrategic trust and furthering coordination between China and the EU in internationalaffairs. In 2014, we are entering into a new decade of comprehensive strategic

    partnership. At the same time, we will see a new round of comprehensive reform inChina. The upcoming Fourth High-Level Strategic Dialogue will be the first of a series of high-level meetings this year. China hopes that the in-depth dialogue will help buildconsensus on how we should move forward with bilateral relations and internationalissues of mutual interest. We hope the meeting will also serve to create synergies in ourefforts to implement Agenda 2020, thereby sustaining the healthy development of bilateral relations for an even more rewarding decade to come.

    Answering to concerns about the ultimate goal of Chinese investment and the leverage

    they may offer on European affairs, Ambassador Yang believes that any such concernsare unfounded and are based on past history.

    All draw lessons from imperialist history. But China, as a socialist state with Chinesecharacteristics and committed to peaceful development, is determined not to repeathistory. China is different. China will share, because this is our philosophy shestresses.

    Recognising history and drawing lessons from it leads to the question of friction in therelationship between China and Japan.

    Japan never came to terms with their aggressive history. They try to deny history andrevise their own pacifist constitution.

    We mean what we say. Good relations with Japan should be based on recognition of

    history and drawing the right lessons from history, she says, noting that Japan has notdone that and is, instead, repeating past mistakes.

    A recent visit by the Japanese Prime Minister, Shinzo Abe to the Yasukuni Shrine,produced strong reactions in China, but also in South Korea and other Asian countries.Ambassador Yang explains why:

    Yasukuni Shrine is no simple temple. It represents a tool historically used to preachaggressive war and inculcate militarism in the people of Japan. Yasukuni still honors 14Class-A war criminals and over 1,000 Class-B and Class-C criminals from World War II.The issue of Yasukuni Shrine is, in essence, about whether the Japanese government isready to fully recognise and repent for the dark episodes of the countrys aggressivecolonial history. Prime Minister Shinzo Abe, by visiting to the Shrine, challenged thepost-WWII order underpinned by the victory of the anti-fascist forces, and upheld sinceby the Charter of the United Nations. This has raised a fundamental question: is the

    One can well imagine how people here would react if a European leader were to payhomage to Nazi war criminals. Similarly, Abes visit to Yasukuni Shrine is totallyunacceptable to the peoples of those Asian countries once subjected to Japanesemilitary aggression and colonial rule. It is for this reason that China, other Asiancountries and even the international community have condemned his visit in so harshterms.

    It is of great concern to China and other Asian countries that, since taking office, ShinzoAbe has been maneuvering to revise Japans pacifist constitution and rearm thecountry. In the 2014 Action Plan recently adopted by Japans ruling Liberal DemocraticParty, the pledge to never again wage war was deleted. All these moves signaldangerous internal developments in Japan and a serious threat to regional peace andsecurity. Japans failure to repent its aggressive history cannot fail to raise alarm bellsamong all those who are committed to global peace and stability.

    As Japan's pacifist constitution was the result of WW2 and largely of US influence,Ambassador Yang was asked if China's concerns are shared by the US, a country heavilyinvolved in the region and a big Pacific power.

    The US is aware of the dangerous situation. Japan is challenging the establishedinternational order. Lately the LDP of Japan, for the first time, did not mention its pledgeof never again waging war.

    Japan has the habit of creating issues and then use them for its own purposes, sheadds.

    This is a dangerous trend in our own neighbourhood, and we know the consequenceswill be very dramatic if we are not able to articulate a stronger response.

    As to the European Union, Ambassador Yang expresses the hope that member stategovernments will come out more strongly to express their concerns. Fascism and
