When a Judge Himself Commits Crime , When a POLICE Himself robs , Murders ….
The public servants & the government must be role models in law abiding acts , for others to emulate & follow. if a student makes a mistake it is excusable & can be corrected by the teacher. if the teacher himself makes a mistake , all his students will do the same mistake. if a thief steals , he can be caught , legally punished & reformed . if a police himself commits crime , many thieves go scot-free under his patronage. even if a police , public servant commits a crime , he can be legally prosecuted & justice can be sought by the aggrieved.
just think , if a judge himself, that too of apex court of the land himself commits crime - violations of RTI Act , constitutional rights & human rights of public and obstructs the public from performing their constitutional fundamental duties , what happens ?
it gives a booster dose to the rich & mighty , those in power , criminals in public service to commit more crimes.
Chief Justice of India , Supreme Court of India is the last savior for public who are suffering injustices at the hands of powers that be , whose fundamental rights & human rights are violated. But inspite of repeated appeal for justice CJI & SUPREME COURT OF INDIA turned their blind eye , became deaf , mute spectator. CJI , SCI let down the suffering masses.
CJI & SCI are hand in league with criminals and are operating cunningly without leaving a trace of evidence. So they cann’t be legally prosecuted. Due to intentional negligence , failure of duties , TACIT SUPPORT by CJI & SCI judges many criminals have escaped , sample of which :
1. Master minds of Late PM Rajiv Gandhi Assassination case.
2. God fathers of Forest brigand Veerappan.
3. Huge robbery took place within RBI.
4. Many Police who are themselves Criminals in Khaki , are not prosecuted for the murders , torture they committed , for the bribes they received. BUT ARE POLICING , PROSECUTING OTHERS.
5. Many Judges who are themselves CRIMINALS are not legally prosecuted for the crimes they committed. BUT ARE JUDGING OTHERS.
6. Big Industrialists of Reliance Industries , RPG Enterprises , others have committed huge crimes involving crores of rupees and still continuing crimes.
7. Top executives of MNC Union Carbide & DOW Chemicals escaped from law after committing man slaughter.
8. Land grabbing worth Billions of rupees took place with TACIT SUPPORT of Judges , Police.
9. Loot of natural resources worth Billions of rupees took place with TACIT SUPPORT of Judges , Police.
10. The crusader , human rights activist , web journalist who raised his voice seeking justice was assaulted , facing life threat , his livelihood destroyed , his news paper closed down , accreditation to journalist & his web news paper denied , he is followed , monitored by criminals that be. The persecutors are not yet prosecuted.
11. What action has been taken by police , state governments concerned and apex court with respect to the murders of whistle blowers , RTI Activists and journalist ? casewise.

13. Protection of common people , public is a state subject & police must do their duty to protect citizens. Nowadays Police few police themselves are becoming a threat by working in league with the criminals. What action taken by apex court against duty failing police in the cases mentioned below. When every organ of the government fails to safeguard constitutional , fundamental rights of a citizen , It becomes the sworn duty of SUPREME COURT OF INDIA to step in and protect the citizens & their fundamental rights , human rights. However when the supreme court judges themselves fail in their duties , what action is taken against such duty failing judges , casewise ? The duty failure of the SCI judges indirectly aids criminals to do more crimes and act of failure , negligence by judges thereby amounts to COLLUSION with CRIMINALS.

When a commonman goes to police station either as a complainant or witness or defendant / accused police question him , enquire his antecedents to know whether the person in question is leading a honest life. In the same way before court during case proceedings , lawyers , judge question the person in same way to ascertain his antecedents. In turn why cann’t the same person is not allowed to question the police , investigating officials , lawyers & judge to ascertain their antecedents , to make sure no match fixing is done ?

I have sent numerous appeals to CJI , SCI through post , e mail , web since 1993 regarding crimes , specific crime cases , no action by CJI or SCI. In some criminal cases which has been brought to their earlier notice , CJI & SCI could have prevented it , prevented the crimes from happening , but they didn’t. They let the crime happen & let it continue till date. They might have received something in return for favoring the criminals. Let the almighty give dog’s death to such former CJIs and their family members who thrive like PARASITES on BRIBEs & Public Money without properly doing public duties. CJI is not answering our RTI questions properly nor admitting , acting on our PILs. He is not even replying to our show cause notices.
Thereby CJI is aiding criminals , anti nationals , terrorists and underworld mafia. Hereby , I do appeal to you take action against the erring CJI and accord legal sanction to criminally prosecute chief justice of india and to transfer the complaint to respective jurisdiction police for investigation & legal prosecution. SHOW CAUSE NOTICE TO CJI
We the sufferers of Injustices , suffering public WISH DOG’S DEATH TO CORRUPT JUDGES , CORRUPT POLICE & THEIR FAMILY MEMBERS WHO THRIVE ON BRIBES. In the court of Almighty , God there is no match fixing , we pray to that almighty to give dog’s death , death , suffering due to accident , kidney problem , heart problem , etc to corrupt judges , corrupt police & their family members who shamelessly thrive on bribes , looted public money. They must not have sudden death , they must suffer for months before death. Then alone they will realize the pain of the public.
We whole heartedly salute honest few , honest judges , honest police & honest public servants who are tirelessly upholding rule of law inspite of many obstacles , threat to themselves. We pray to almighty to give strength , health , wealth , longevity to such honest persons.

One of the favors enjoyed by Judges for favoring criminal nexus of ruling politicians , tacitly aiding the crimes of ruling government is the discretionary allotment of sites to judges by the government.
I don’t know whether secretariat staff of CJI office & DARPG / DPG officials are forwarding my appeals for justice , e-mails to you or not. They will be held accountable for their lapses if any. This notice is against the repeated failure of constitutional duties & indirect collusion with criminals by previous CHIEF JUSTICEs OF INDIA. Notice is served against them , to the office of CJI , NOT personally against you. At the individual level I do whole heartedly respect Honourable Justice Shri T S Thakur .

In india democracy is a farce , freedom a mirage. the most basic freedom RIGHT TO INFORMATION & EXPRESSION , is not honoured by the government,as the information opens up the crimes of V.V.I.Ps & leads to their ill-gotten wealth. To my numerous appeals , HRW’s appeals to you ,you have not yet replied. If i am repeatedly called to police station or else where for the sake of investigations , the losses i do incurr as a result like loss of wages , transportation , job , etc must be borne by the government. prevoiusly the police / IB personnel repeatedly called me the complainant (sufferer of injustices) to police station for questioning , but never called the guilty culprits even once to police station for questioning , as the culprits are high & mighty . this type of one sided questioning must not be done by police or investigating agencies . if anything untoward happens to me or to my family members like loss of job , meeting with hit & run accidents , loss of lives , etc , the jurisdictional police together with above mentioned accussed public servants , Chief Justice of India & Jurisdictional District Magistrate will be responsible for it. Even if criminal nexus levels fake charges , police file fake cases against me or my dependents to silence me , this complaint is & will be effective.
if anything untoward happens to me or my dependents , the government of india is liable to pay Rs. TWO crore as compensation to survivors of my family. if my whole family is eliminated by the criminal nexus ,then that compensation money must be donated to Indian Army Welfare Fund. afterwards , the money must be recovered by GOI as land arrears from the salary , pension , property , etc of guilty judges , police officials , public servants & Constitutional fuctionaries. Journalist Burned Alive By Police After Exposing Corrupt Politician

(ANTIMEDIA) Uttar Pradesh, India – An Indian journalist was reportedly set on fire after exposing a corrupt politician in Uttar Pradesh, a state located in northern India. After
accusing a cabinet minister in the state’s legislative assembly of land grabs and involvement with illegal mining, reporter Jagendra Singh was doused in petrol oil and burned
alive. He died in the hospital on Monday from burns covering 60% of his body, leading to murder charges against the politician and several police officers involved.
Singh ran a small, online newspaper and published short reports on his public Facebook page. After publishing several reports on Dairy Minister Ram Murti Verma on May
30, police and other “goons” were allegedly sent to his home in Sahajahanpur.
A spokesperson for the local police claimed, “There was a case against Jagendra Singh. We tried to arrest him but he committed suicide.” They failed to identify the allegations
against him.
Singh’s family maintains that he was set on fire by the government agents who came to his home. His wifesaid, “the inspector and others barged into the room and poured petrol
on him and set him ablaze.” She alleged that he had been assaulted previously for making reports, but police ignored his complaints.
As the Times of India reported,
“Singh had written extensively about the plight of an Aganwadi worker who had told a court recently that she had been gang-raped by the minister and some of his
henchmen. In his dying declaration, cops said, the journalist blamed Verma for ordering the attack and narrated how a similar attempt had been made on his life on April
28.”
Singh’s son’s account of the June 1st burning is similar to that of his wife. They “ barged into our house and questioned my father about the posts. They started beating him up, ”
he said. “They poured petrol over him and set him on fire.”
Singh spent a week at a hospital in Lucknow, the capital of Uttar Pradesh, before succumbing to his injuries. Verma and four or five others have been arrested and charged with
various crimes:
“Sections 302 (murder), 504 (insult with intent to provoke breach of the peace), 506 (criminal intimidation) and 120 B (criminal conspiracy) of the IPC.”
Verma is accused of ordering the attack, as Singh alleged before he died.
Currently, news organizations are reporting conflicting details. The Independent and theGuardian reported charges against six individuals—including Verma—while theTimes of
India reported five. Additionally, theGuardian may have incorrectly identified Verma, referring to him as “Ram Murti Singh Yadav.” The Guardian also reported that no arrests
had been made, conflicting with theTimes of India’s account.
Regardless of the details, it remains that a journalist was—save the flimsy excuse of suicide from authorities—murdered for exposing corruption. That a politician has the power
to silence dissent with death is a sobering reminder of the dangers that come with speaking truth to power.
According to the Committee to Protect Journalists, a non-profit organization, 34 journalists in India have been killed with a “motive confirmed” since 1992. In 2012, for example,
a journalist and his family were murdered after he reported on corrupt police officers.
Amnesty International has demanded a thorough investigation into Singh’s death. “This horrific attack highlights the dangers that journalists can face in doing their
jobs,” said Shemeer Babu, Amnesty’s program director in India.
47 policemen jailed for life for killing 10 Sikhs in 1991 Pilibhit fake encounter case
Pilibhit: Justice in the 1991 Pilibhit fake encounter case in which 10 Sikhs were gunned down by a team of Uttar Pradesh police has been finally delivered. All 47 policemen
convicted in the case have been sentenced to life imprisonment by a Special CBI court.
Terming the encounter fake, CBI Special Judge Lallu Singh had held the 47 policemen guilty on Saturday. Twenty policemen who were present in the court were sent to jail. The
court has issued arrest warrants against the remaining convicts.
The original chargesheet had held 57 policemen guilty, of which 10 died during the trial that went on for 25 years.
The incident took place on July 12, 1991. A luxury bus carrying Sikh pilgrims was stopped in Badaun district of Uttar Pradesh and 10 of the passengers were offloaded. They were
then divided into different groups and taken to different police station areas. All the 10 Sikhs were then killed by the policemen.
The police had then claimed that these men had criminal cases against them and claimed to have recovered arms and ammunition from their possession.
But the prosecution proved that the motive behind the killing was to get rewards for killing terrorists, said reports.

Indian journalist murdered with his family

An Indian freelance journalist was found murdered in his house, along with his wife and two teenage children, on Saturday (18 February).
The Indian Editors Guild believes the killings of Chandrika Rai, his wife, Durga, and their children, Jalaj and Nisha, were linked to Rai's work as a journalist.
Rai, who wrote for two Hindi-language dailies, Navbharat and Hitavada, had most recently been investigating illegal coal-mining activity near his home in Umaria in the state of
Madhya Pradesh.
But there is also a belief that his murder could be linked to his allegation that police officers had been protecting two suspects in a kidnapping case. Police further mentioned
that Rai might have been involved in a personal land dispute.
Whatever the case, the editors' guild has called on the state government to "unravel the conspiracy behind the murders."
Rai, 42, and his family were bludgeoned to death and each of their bodies were found in separate rooms.
Whistleblower Exposes India’s Murderous Cops
In 1994, a Punjabi cop filed a lawsuit against his colleagues accusing them of the secret torture and killing of innocents. Now,
as his case is finally being heard by the Supreme Court, a new documentary traces his long fight for justice.
From 1991 to 1993, an Indian cop named Satwant Singh Manak claimed that he witnessed colleagues in the Punjab police force
torturing and killing more than a dozen unarmed individuals. Corruption was rampant in the force at that time, and human rights groups
like Human Rights Watch and Ensaaf reported that the Punjab police disappeared and executed thousands of individuals. Finally, after
the death of a teenager, Manak decided to report the killings to his superiors—and thus kicked off a two-decade process of retaliation
and court cases that culminated in Manak’s appeal to the Supreme Court of India this April. Now, a new documentary, The Last Killing
—out on May 23—traces the story of Manak and the lives of the alleged victims on whose behalf he’s fought for so long.
The film, directed by Satinder Kaur and produced by Ensaaf, follows Manak’s saga back almost three decades ago, when he decided to
join the Punjab police force as a bright-eyed cadet. It didn’t take long for Manak to witness the rot at the core of the institution. From
1991 to 1993, Manak says he watched, horrified, as fellow officers brutally beat, tortured and executed some 15 individuals—including,
he says, Kulwant Singh, a young Punjabi.
Manak decided to speak out and inform his superiors of the alleged killings—an act that led to his own detainment and, reportedly, his
torture. After keeping him in illegal detention for 42 days, the Punjab police filed legal cases against him, accusing him of carrying an
unlicensed weapon, theft, and firing on a police party with intent to kill—all false charges, Manak says. He was released on bail and
promptly filed a lawsuit in October 1994 against his colleagues, accusing them of torturing and murdering 10 individuals.
As a known whistleblower on human-rights violations, Manak became a target for the police force’s ire. In the film, Manak describes
how he spent the next several years on the run while the police persecuted his family back home. Officials picked up Manak’s father
and detained him on trumped-up charges; Manak says they tortured him so severely, he ultimately succumbed to his injuries at home.
Despite all the threats and challenges, Manak refused to withdraw his case and continued to pursue his colleagues through the Indian
justice system. In 2008, a judge from the High Court of Punjab & Haryana finally ordered the Central Bureau of Investigation (CBI) to
look into the deaths. For the first time in many years, Manak had reason to hope. His relief was short-lived, however; the State of
Punjab quickly appealed the decision and the case languished for another five years.
The Last Killing captures Manak’s interactions with family members of the Punjab police’s alleged victims and his efforts to organize
these families to attend the hearings at the Punjab & Haryana High Court in 2013, nearly 20 years after he first filed his case. These
moments in the documentary are particularly poignant, especially as family members reconcile Manak’s role as a former police officer
seeking justice for their loved ones.
The hearings lead to a devastating turn of events: On November 26, 2013, a two-judge bench of the Punjab & Haryana High Court
reversed the original decision, which had ordered the CBI to investigate the claims of extra-judicial torture and killings, and further
ordered Manak to pay a fine to each of the accused officers.
In a particularly poignant moment in the documentary, after Manak has been ordered to pay the police for his claim, he states firmly: “I
will not be intimidated. I will not be scared, nor intimidated, nor sold.”
Manak’s unwavering dedication, coupled with his insider knowledge about the human-rights abuses in Punjab, carry the viewer through
the The Last Killing. The opening scene of the film illustrates the methodical and gruesome nature of the abuses. Manak describes how
the police officers would dispose of the “disappeared” in order to avoid detection: before throwing a corpse in the river, the officers
would sever the head and remove the intestines so the body would not float and be found.
This opening scene gives a sense of the unimaginable brutalities that Manak says he witnessed and has worked tirelessly to address.
As the film follows Manak’s journey over the past two decades and chronicles the challenges he faces in finding justice for the families
in his community, the viewer is left wondering about the state of justice in India and the independence of the judiciary. If the judicial
system in the world’s largest democracy fails to punish illegal police killings in the light of overwhelming evidence and eyewitness
accounts, one cannot help but ask questions about impunity, violence targeting minorities, and human-rights issues in modern India. As
we learn in The Last Killing, these questions go beyond the so-called “Decade of Disappearances” that plagued the state of Punjab
during late 1980s and early 1990s; the fact that Manak’s case remains unresolved reminds us that the stifling cloud of impunity
continues to hang over the Indian state.
On April 2, 2014, Manak appealed his case to the Supreme Court of India. The appeal includes an affidavit that details Manak’s
personal experiences of police torture as well as his account of his father’s death as a result of police torture. The Supreme Court’s
decision on this case will shed light on how seriously India takes its obligations to protect human rights.

It is the duty of Supreme Court of India to Protect , Guard the constitutional rights , fundamental rights of every Indian citizen . Since 25 years I am appealing to SCI about
issues concerning public welfare , national security , etc and as a result suffering injustices , my constitutional rights , human rights are repeatedly violated but SCI is mum
even when repeated appeals were made to it. Paradoxically , after these appeals for justice , I have suffered more injustices , attempts on my life were made , physically

1. Facts of the case:
"Power will go to the hands of rascals, , rogues and freebooters. All Indian leaders will be of low calibre and men of straw. They will have sweet tongues and silly hearts. They will
fight among themselves for
power and will be lost in political squabbles . A day would come when even air & water will be taxed." Sir Winston made this statement in the House of Commons just before the
independence of India & Pakistan. Sadly , the forewarning of Late Winston Churchill has been proved right by some of our criminal , corrupt public servants.
2. As a result of fighting for public causes , public good I have individually sufferred numerous injustices and still sufferring injustices. My newspaper publication was illegally
closed down , my web news paper not given with press accredition , my job oppurtunities in RBI Note press , PES Engineering college , NIE Engineering college , Mysore district
court , etc snatched away illegally , I was beaten up , attempts on my life were made even after bringing threats to my life were brought to notice of supreme court of india. See
how duty duty conscious our supreme court judges are ? all these sufferrings for public causes I have raised & to silence me.
2. Question(s) of Law:
Are police & Judges above law ? Can Judges & Police Comitt crimes , go scot free ? Can Judges & Police intentionally neglect ( to aid criminals ) their duties , while shamelessly
drawing tens of thousands of rupees monthly salary & perks on time without fail from public exchequer.
3. Grounds:
Requests for equitable justice , Prosecution of corrupt public servants , corrupt judges , corrupt police. Request for supreme court orders to judges & police to perform their
duties properly.
4. Averment:
Hereby , I do request the honorable supreme court of India to consider this as a PIL for : “writ of Mandamus” and to issue instructions to the concerned public servants in the
following cases to perform their duties & to answer the questions.
Read the actual case details at following web pages involving judges & police in crimes. The criminal network , corruption net work , MAFIA of Judges & Police is strong ,
whenever one of their members is accussed , others white wash , bury the case in the name of investigation. Transparent , impartial investigation as in the case of common man
is not at all done.
We respect the honest few in judiciary , police & public service. Those honest few are also becoming parties to crime by becoming silent , by not doing their duties , by not
arresting their corrupt colleagues. Their by they are covering up crime & aiding criminals to commit more crimes.
Due to these type of corrupt judges & corrupt police innocents, commoners land in jails and some are even hanged for crimes not commited by them , while the rich crooks
roam free.
The corrupt judges & corrupt police are shameless people , parasites in our society. They take tens of thousands of rupees monthly salary & perks from our money , tax payer’s
money and still don’t do their duties properly. The judges give sermons , judgements running into hundreds of pages when their own folk is in the dock , caught for crimes they
intentionally fall silent. The police use filthy language , use 3rd degree torture against commoners , innocents when their own folk is in the dock , caught for crimes , dacoity they
don’t use filthy language nor they use 3rd degree torture . Even in fit cases where alleged Judges & Police can be given death sentence , they are spared , why ?
Please don’t send police again to my home neither refer my case to police. They don’t have practical powers to inquire high & mighty judges. They will come to my home , call
me to police station , will take a statement from me & will close the file by sending it to head quarters. This has happened previously number of times. If you are honest in
intent , Please constitute an impartial , transparent empowered Inquiry committee to deal this case.
The judges , police & public servants intentionally delay taking action in cases and withhold giving information in time , so that evidences are buried in time , gets destroyed and
time lapse occurs resulting in the case becoming time barred. Some of PILs submitted by us are 20 years old concerning national security and I was also eligible for free legal aid
at the time of application - still the judges & police didn’t take appropriate action however they shamelessly took thousands of rupees salary , perks from our money. Till date no
justice in sight instead more injustices meted out to me as a result of this crusade. THESE INCAPABLE JUDGES & POLICE ARE UNFIT FOR THE POSITIONS THEY OCCUPY , IF THEY
CANN’T PROVIDE JUSTICE ATLEAST GIVE ME MERCY DEATH.
I ,NAGARAJA.M.R. hereby do declare that information given above are true to the best of my knowledge & belief. If i am repeatedly called to police station or else where for the
sake of investigations , the losses i do incurr as a result like loss of wages , transportation , job , etc must be borne by the government. prevoiusly the police / IB personnel
repeatedly called me the complainant (sufferer of injustices) to police station for questioning , but never called the guilty culprits , rich crooks , criminals even once to police
station for questioning , as the culprits are high & mighty . this type of one sided questioning must not be done by police or investigating agencies . if anything untoward happens
to me or to my family members like loss of job , meeting with hit & run accidents , loss of lives , death due to improper medical care , etc , the jurisdictional police together with
above mentioned accussed public servants will be responsible for it. Even if criminal nexus levels fake charges , police file fake cases against me or my dependents to silence me ,
this complaint is & will be effective.
If I or my family members or my dependents are denied our fundamental rights , human rights , denied proper medical care for ourselves , If anything untoward happens to me
or to my dependents or to my family members - In such case Chief Justice of India together with the jurisdictional revenue & police officials will be responsible for it , in such
case the government of india is liable to pay Rs. TWO crore as compensation to survivors of my family. if my whole family is eliminated by the criminal nexus ,then that
compensation money must be donated to Indian Army Welfare Fund. Afterwards , the money must be recovered by GOI as land arrears from the salary , pension , property , etc
of guilty police officials , Judges , public servants & Constitutional fuctionaries.
The Petitioner has sent many letters / appeals / petitions to supreme court of india & other courts through e-mail , DARPG website & through regular mail requesting them to
consider those as PILs. But none ofthem were admitted , even acknowledgement for receipts were not given. See How duty conscious ,our judges are & see how our judges are
sensitive towards life , liberty of citizens , commonmen & see howcareless our judges are towards anti national crimes , crimes worth crores of rupees. That the present
petitioner has not filed any other petition (which are admitted by courts) in any High Court or the Supreme Court of India on the subject matter of the present petition.
PRAYER:
In the above premises, it is prayed that this Hon'ble Court may be pleased:
a . Hereby , I do request the honorable supreme court of India to consider this as a PIL for : “writ of Mandamus” and to issue instructions to the concerned public servants in the
following cases to perform their duties & to answer the questions.
b . to pass such other orders and further orders as may be deemed necessary on the facts and in the circumstances of the case.
c. To legally prosecute the public servants who are responsible for not giving press accreditation to my web news papers , myself as a journalist and responsible for closure of my
news papers.
d. To legally prosecute authorities of M/s RPG Cables Ltd , who denied job opportunities to me under the behest of criminals responsible for late PM Rajiv Gandhi assassination
case.
e. To legally prosecute authorities of M/s PES College of Engineering , who denied job opportunities to me under the behest of criminals responsible for late PM Rajiv Gandhi
assassination case.
f. To legally prosecute authorities of M/s National Institute of Engineering , who denied job opportunities to me under the behest of criminals responsible for late PM Rajiv
Gandhi assassination case.

questions given to them by the petitioner.
n. To conduct an impartial , transparent supreme court monitored enquiry into cases mentioned by me.
o. To admit all PILs filed by me in larger public interest.
p. To initiate criminal prosecution of public servants , police & judges who are trying to cover up crime and criminals by denying me information , by not taking action on our
appeals , PILs.
q. To award me a compensation of RUPEES TWO CRORES towards the losses I have sufferred and injustices I am still going through for fighting for public causes.
r. To recover compensation amount as land arrears from guilty police , guilty judges & guilty public servants individually.
s. To permit me to work in the investigation team , to assist them in investigation subject to conditions .
t . to pass such other orders and further orders as may be deemed necessary on the facts and in the circumstances of the case.

Crusaders against Corruption: List of Whistleblowers in India
India is the largest democracy in the world and some of the biggest organizations in the world are managed by the Indian government. After independence, India inherited a lot of functionality and laws from British. Over a period of time these laws and procedures seemed to be ineffective in handling big public departments. From time to time people have raised their voice against the corrupt activities in governmental offices and contracts. In India, laws are often misused to provide advantage to a group of people. “Whistle Blower” is a person who exposes any kind of information or activity that is deemed illegal, dishonest, or not correct within an organization. Here we are presenting some whistle blowers who fought against illegal and corrupt system and suffered heavily.
1: Satyendra Dubey (1973–2003) :- He was an Indian Engineering Service (IES) officer
posted as Project Director in the National Highways Authority of India (N.H.A.I) at Koderma. Indian Government led by
Atal Bihari Vajpayee had started ambitious Golden Quadrilateral project to connect all major cities of India via four and
six lane highways. At this time he was responsible for the expansion of Aurangabad-Barachatti section of National
Highway 2. He discovered that Larsen and Toubro had taken contract from Indian government and passed it to smaller
contract mafias who were incapable of handling such a large scale project. Apart from this, he noticed that proper
procedure and quality was not maintained while constructing the roads. He wrote to his senior officials in N.H.A.I and
when he didn’t get proper response he wrote directly to Prime Minister Atal Bihari Vajpayee. He requested that his
identity to be kept secret but the letter along with his bio-data was forwarded to Ministry of Road Transport and
Highways. While returning from a wedding in Varanasi he was murdered in Gaya, Bihar on 27 November 2003.
2: Shanmugam Manjunath (1978 – 2005) :- He was a manager at Indian Oil
Corporation (IOC) posted Lakhimpur Kheri in Uttar Pradesh. Manjunath was murdered for sealing a corrupt petrol
station which was selling adulterated fuel. He had sealed two petrol pumps in Lakhimpur Kheri for three months and
when they started operating again he took a surprise raid to check the quality of fuel. He was shot six times and his dead
body was found in the back seat of his car. This news created huge outcry in nation and media. Sessions court found all
accused guilty and sentenced them to death. Allahabad high court changed the verdict to life imprisonment of 5 while
acquitting the other two. Indian Oil Corporation paid a compensation of 2.6 million INR to Manjunath’s Family.
3: Narendra Kumar (1979–2012) : Narendra Kumar was an Indian Police Service
(I.P.S) officer from 2009 batch and he was posted in Morena district of Indian state of Madhya Pradesh. Morena district
is famous for fine quality of sand found in Chambal River bed which is used in construction of buildings, and in past
years illegal mining is rampant in not only Morena District but in many parts of Madhya Pradesh. Narendra Kumar was
posted as sub-divisional police officer in Morena district and he had been trying to stop illegal quarrying in the area. On
8th march he received information about illegally mined stones being carried in a tractor. He went to check if the
information was true or not. He reached the spot and asked the driver to stop but the tractor driver ignored his warning
and ran vehicle over him.
4: Lalit Mehta (1972–2008) : Lalit Mehta was a Right to Information (R.T.I) activist who
had exposed ongoing scams in National Rural Employment Guarantee Act in Palamau District of Jharkhand. Lalit Mehta
was an engineer turned social activist. He was actively involved in activities that sought to advance rural employment,
basic health facilities, right to food, and child rights. At the time he was working as full-time activist of the Right to Food
Campaign. He was also the secretary of the Vikas Sahyog Kendra (VSK), a non-governmental organization based in
Palamau. On the evening of 14th May 2008 he was travelling back to Chatarpur on his motor bike when he was attacked
and killed. The Chhatarpur Police found his mutilated body and a belt around his neck Kandaghati in Chhatarpur on
May 15. He was strangled and his face was smashed to deformed beyond recognition. It was suspected that he was
murdered by “people who siphoned off NREGS funds”. National RTI Forum started Lalit Mehta RTI Gallantry
Award, honoring his contribution in exposing scams via R.T.I.
5: SP Mahantesh : He was serving as a Deputy Director of Cooperative Audit in
Karnataka. Throug his investigation he found that there were several irregularities in land acquisition, layout formation
and allotment of sites and it involved many officials and politicians. He had prepared an audit report of the BEML
Employees’ Cooperative Society, which was accused of making improper land allotments to several influential persons.
He was attacked thrice prior to final assault that claimed his life on 15 th may 2012.On the evening of 15th may he was
driving home in his Maruti 800 when he was stopped by four assailants. Attackers first dragged him out and beat him
with iron rods and punches. When he went unconscious, his body was thrown on sharp stones. This whole accident
happened at high security zone where chief justice of Karnataka lives but according to police out of 16 CCTV cameras
none was able to record footage as it was raining heavily that day. The 48-year-old died five days later due to a cardiac
arrest.
6: Amit Jethwa (1975 – 2010) : He was an Indian environmentalist and social worker
and he worked actively in the Gir Forest area near Junagadh, Gujarat. During his work as a social worker he found that
illegal mining was carried out in protected areas and he charged Bharatiya Janata Party (BJP) Member of Parliament,
Dinu Solanki as main culprit. He was working as the president of the Gir Nature Youth Club and he was the one who
highlighted the use of a Chinkara deer in a scene in the movie Lagaan and opposed a Bhuj court decision which put a stay
on inquiry against the actor-director Aamir Khan. Not only this but he was also instrumental in the five-year jail term of
Bollywood actor Salman Khan for shooting an endangered Chinkara deer. On 20 th July, soon after he filed a case against
BJP MP, he had gone to meet his lawyer near the Gujarat High court in Ahmedabad. As he was leaving the complex, two
assailants on a motorcycle shot him at close range with a country-made pistol. He fought bravely with the assailants but
they were able to escape. In the initial days of enquiry Gujrat police gave clean chit to Dinu Solanki but this was severely
criticized. Later the case was transferred to CBI and in November 2013 Dinu Solanki was arrested by CBI.
7: Satish Shetty (1970 – 2010) : Satish was an Indian social activist and he was noted
for exposing many land scams in Indian state of Maharashtra. He had used the Right to Information Act to expose
irregularities in Government offices and construction work carried out in Maharashtra. Shetty was a systematic
whistleblower and he was credited with throwing light on several major land scams in the Talegaon—Lonavala regions a
famous region in Maharashtra for Real- Estate developers and retailors. He also exposed the corruption in the
construction of country’s first expressway the Mumbai—Pune expressway. In the morning of 13 th January he was attacked
by three to four masked men with butcher’s knives when he was reading a newspaper at a kiosk at around 7 on his way
home from a morning walk. The police investigations proposed a different theory for the murder, and eventually the case
was transferred to CBI.
8: Rinku Singh Rahi : He was Provincial Civil services (PCS) civil servant and he was
fighting against corruption in sponsored welfare schemes in Uttar Pradesh (UP). He was born in Aligarh and completed
his B.Tech degree in Metallurgy at NIT, Jamshedpur in 2002. In the same year, he scored All India 17th rank in GATE
but he opted for a civil services career instead. Rahi ordered an inquiry into the allocation of funds by social welfare
department in Muzaffarnagar over the last five years and he found discrepancies. Out of the allocated funds to be
distributed as part of Old-age pension scheme, money was taken for 62,447 people but only 47,707 beneficiaries received
it. There were no records for 55 million rupees distributed to 22,000 OBC students and 110 million rupees distributed to
all BPL families. He also went on hunger strike to draw attention of Akhilesh Yadav government’s reply on his pending
RTI applications. He was shot six times by local gangsters, damaging his jaw and the vision of one eye and he is currently
working as a coordinator at Bhimrao Ambedkar coaching center in his hometown.
9: Yashwant Sonawane: He was posted as Additional District Collector of Malegaon
(Maharashtra). He had received information about oil adulteration carried out at large scale in Malegaon. While going to
Nandgaon he spotted a few trucks parked in a very suspicious manner near the road side. Trucks of big oil companies
like IOC, HPCL and BPCL were parked. When he started investigating about the trucks a man named Popat Shinde,
along with his men attacked the officer, beat him up and then set him on fire. He was declared dead on arrival at the
hospital.
10: D. K Ravi (1979 – 2015): Doddakoppalu Kariyappa Ravi commonly known as D.
K. Ravi was an Indian Administrative Service officer of Karnataka cadre from the 2009 batch. He was posted as Deputy
Commissioner in Kolar district and was known as pro people administrator and started crackdown of illegal sand mining
and encroachment of government lands in Kolar and Gulbarga. Later on he was transferred to Bangalore as Additional
Commissioner of Commercial Taxes and there he prepared a list of many tax defaulters and set a target of 1000 crores to
collect from tax evading defaulters. During first two weeks of his working he collected 138 crore INR from tax defaulters
and came into lime light of many political goons. He received many threat calls from tax defaulters and sand mafia. On
16th march 2015 he was found dead with his body hanging on celling fan in his residence in Koramangala, Bangalore. The
initial police investigation, forensic and medical evidence showed it a case of suicide but then protest erupted in cities
where he worked and mass band was organized by opposition parties for handing over the inquiry to Central Bureau of
Investigation (C.B.I). On 13 April 2015 the Centre ordered a CBI probe into the mysterious death of IAS officer DK Ravi
and the case is still going on.
The list compiled by us is only a fraction of whistle blowers working in India. In recent times Whistle blowers have used
Right to Information as their prime tool to gather information about various government schemes, their expenditure and
corruption going in them. In the past five years, some 150 whistleblowers have allegedly been harassed or jailed for
exposing corruption; while as many as 20 have been killed.
