Workingtwelve hour days, seven days a week foreighteen consecutive days, theycompleted the assessment on time and inan exemplary fashion.

AES eliminates the cost ofpreparation and handling of the Shipper’sExport Declaration, the largest datacollection program in the Department.

The Consulate was be-sieged on a daily basis by extremelyabusive mobs numbering up to 15,000.He was successful in keeping the localguard force at their posts, safeguardingConsulate personnel and their property.During the crisis, he assisted Americancitizens outside the Consulate inmaintaining communication with theirfamilies and officials in Washington.

Hurricane Mitch Reconstruction Team

The Hurricane Mitch ReconstructionTeam, also comprised of staff from O/S,NIST and NOAA, is honored for itsswift and decisive response to thedevastation caused by the hurricane inCentral America during the week ofOctober 27, 1998. The disaster resultedin 10,000 deaths and left one-tenth ofthe region’s population homeless. Thisresulted in widespread damage to theeconomy. The Team was successful injump starting the weakened economiesby attracting public and private sectorfunding for reconstruction efforts. TheTeam also assisted the region inimproving its disaster preparedness anddisaster response efforts.

They also negotiated acomprehensive agreement on certainRussian steel products. Theseagreements reversed the unprecedentedsurges in low-priced steel imports fromRussia. The comprehensive agreementwill not only prevent circumvention ofany Russian steel antidumpingsuspension agreements but provideprotection for the U.S. steel industry andAmerican steelworkers against futuresurges.
