In addition to CICC’s primary mission of legislative and regulatory advocacy in the California statehouse and regulatory agencies, we are actively engaged with the California Office of Emergency Services, U.S. Department of Homeland Security (DHS), the FBI, and InfraGard Chapters across the state in a proactive effort to emphasize protection of critical infrastructure, and compliance with the federal Chemical Facility Anti-Terrorist Standard (CFATS). On the following pages you will find a brief description of CICC and its mission, the benefits of membership, a list of member companies and the leaders within the organization. A new member application form and an annual membership dues calculation worksheet are also included for your review. Please note that no amount of CICC membership dues is used to support or oppose political parties, candidates or ballot initiatives. CICC does, however, sponsor a separate stand-alone Political Action Committee (PAC) registered with the California Secretary of State. Participation with The Good Chemistry PAC as it is known is entirely voluntary and is not a requirement for membership in CICC. Included in the packet for your additional consideration is a letter describing CICC’s Good Chemistry PAC. CICC members meet remotely twice a month via GoToMeeting to discuss pending legislative and regulatory activities as well as safety & security issues. The Chemical Industry Council of California

The Chemical Industry Council of California (CICC) is a voluntary non-profit

501(c)(6) trade association incorporated in the State of California with its

headquarters in the greater Sacramento metropolitan area. It is comprised of large

and small chemical manufacturers and processors, chemical distributors, other

chemical trade associations, users of chemicals and providers of services to the

chemical industry throughout California. CICC members operate more than 100 in-

state facilities, including: manufacturing plants, research laboratories, sales, service

and distribution centers, chemical transportation groups, engineering firms and law

firms.

CICC's California members account for annual sales in excess of $3 billion; and

directly employ more than 5700 workers with combined annual payroll $283

million. An additional 11,000 indirect jobs are created by CICC member companies

with a combined annual payroll of some $360 million.

The Mission of the Chemical Industry Council of California is to seek to provide an

effective means for individual companies and organizations engaged in the

commerce of chemicals to combine their talents and resources to build

understanding and support [among legislators, regulators and the public] for sound

public policies that affect the chemical industry in California.

CICC strives to:

Alert member companies regarding public attitudes and governmental

intent in matters affecting the industry;

Provide a forum for member discussion and review of public policy issues

important to the industry;

Provide timely and reliable information regarding the industry to

members of the Governor, State Legislature, and various state agencies

Respond to the public and media need for reliable and useful information

about the chemical industry in California;

Speak out on behalf of the industry regarding the importance of chemicals

to the quality of life and the state's economy;

Promote a coordinated chemical industry response on public policy

issues and effective participation during the development of legislative and

regulatory measures related to chemicals and science policy.

“Good Chemistry PAC” A Political Action Committee of the Chemical Industry Council of California

MEMORANDUM – January 01, 2016

Those of us who have worked in the chemical industry have for years witnessed the increasing legislative

and political pressures on our business. Whether your company manufactures or distributes chemicals in

California or simply markets and sells products in-state, you’ve experienced firsthand the competitive

public policy issues that continue to drive up the costs of doing business in California.

To support California candidates for state elective office, who value scientific approaches to legislation

and regulation, the Board of Directors established a political action committee dubbed the Good

Chemistry PAC. Under California law, corporations may contribute directly to a PAC. Company

contributions to the Good Chemistry PAC are entirely voluntary and are not tax deductible. Good

Chemistry PAC retains the services of J. Richard Eichman, CPA, an outside professional accounting firm,

to serve as PAC Treasurer. The firm is charged with conducting all monetary transactions and filing

quarterly reports with the California Secretary of State as required by state law. Companies contributing

to Good Chemistry PAC generally have no additional reporting requirement as long as their aggregate

contributions to state and local elections, including ballot initiatives, are less than $10,000 per year.

Company contributions to Good Chemistry PAC are separate and apart from membership dues. No

portion of annual membership dues is used to support candidates or ballot measures.

The Steering Committee, comprised of the CICC Executive Committee members and other contributors

invites you to join them in the Good Chemistry PAC. The Committee asks you, on behalf of your

company to consider a separate corporate PAC contribution. PLEASE PLEDGE TODAY – DO NOT
