Priority Description
1. Program Operations and Management Manage the program (includes staffing, training, equipment testing, and other program support costs)
2. Equipment to Ensure 100% Screening Compliance
Procure and deploy Transportation Security Equipment (TSE) to maintain 100% screening compliance
3. Critical Operational Projects Execute unforeseen and urgent projects to quickly remedy unacceptable safety issues or security vulnerabilities
4. Fulfillment of Existing Obligations Fulfill projects with executed Letters of Intent (LOIs) or Other Transactional Agreements
(OTAs) Purchase and install equipment required for those projects
5. Threat Detection Capability Development Develop threat detection algorithms DOES NOT include the deployment of these capabilities
6. Recapitalization or Upgrade of Equipment Due for Useful Life Replacement
Replace or upgrade aging machines that have reached the end of useful life Deploy new threat detection algorithms and Risk Based Security (RBS) capabilities Upgrade network equipment in support of capability enhancements

Reimbursement Step Date
• Transmits Reimbursement Review and Validation Plan for In-line Baggage Screening Systems to Congress July 2016
• TSA posts application and instructions to FedBizOpps.gov July 22, 2016
• Initial applications due from airports October 20, 2016
• TSA reviews all applications and notifies airports if the project is valid or invalid December 19, 2016
• Applicants with valid projects provide invoicing and construction documentation for a detailed review January 2017
• TSA evaluates all valid projects to determine eligible reimbursement amount October 2017
• TSA develops prioritized airport reimbursement list November 2017
EDS Certification and Independent Carrier Systems (ICS) Totes
EDS units will be certified with ICS tote as a configurable item
The totes themselves do not receive a certification
EDS OEMs responsibilities during tote certification process: Coordinating the submission of their system with a specific tote configuration for certification Maintaining the certified configuration of their EDS
Tote OEMs responsibilities prior to certification process: Coordinating with EDS OEMs on data collection and testing prior to submission

Planning Guidelines and Design Standards (PGDS) v6.0 Industry Collaboration
The PGDS Industry Working Group (IWG) and TSA Technical Review Committee (TRC) have continued their collaboration over the last 2 years 50 industry participants from OEMs, designers, consultants, airlines, and airports 10+ representatives from various stakeholder groups within TSA
Over 300 comments were received from the industry since publication of v5.0 161 comments were received on v5.0 157 additional comments were received on the preliminary draft of v6.0 28 comments were received on the final draft of v6.0
Multiple collaboration sessions were held to discuss and adjudicate comments 19 TSA TRC meetings to facilitate v6.0 4 joint TRC/IWG meetings to facilitate open dialogue regarding comments
PGDS v6.0 is expected to be published by September 2017
