Chartered Institution of Civil Engineering Surveyors (ICES) for the Royal Institution of Chartered professional organization s, was established in 1969 and headquartered in the United Kingdom, is a non-profit nature, internationally renowned civil engineering and Project Management Institute, provides a measure of global industry engaged in civil engineering division of the various international professional standards, education and training for civil engineering industries, enjoys high reputation in the international community.
ICES sought to encourage and regulate the professional aspirations of quantity surveyors and land surveyors working within the civil engineering sector and to increase the value of their services to the public. These surveyors had developed a distinctive expertise and understanding of the special surveying requirements of the civil engineering industry which was not recognized at that time by any of the existing professional bodies.
Since its conception, ICES has gone from strength to strength with an ever-increasing membership and is now a registered educational charity promoting the profession throughout the world. In 1992, ICES became the first associated institution of the Institution of Civil Engineers (ICE) and together formed two joint boards to provide and disseminate surveying knowledge and expertise; the Geospatial Engineering Board and Commercial Management Board. ICES also has reciprocal membership agreements in place with the ICE.

President’s Speech for Hong Kong DinnerIt gives me very great pleasure to be able to join you tonight at the ICES annual dinner 2016 of the Hong Kong Region.
During my 30-year career with Arup I was fortunate to work on a number of interesting and prestigious projects. One such project was here in Hong Kong where I was seconded out to the then Provisional Airport Authority, to work on the very first site preparation contract to create the airport platform for the Hong Kong International airport at Chek Lap Kok in the South China Sea. That involved setting up the contract for dredging the sand from beneath the silt on the seabed and reclaiming rock blasted from the nearby uninhabited Brothers islands. The rock, together with the sand, was then used as the footprint upon which the airport was built. Consequently, it is particularly pleasing for me to be able to return to Hong Kong to see and make use of the completed project. Furthermore, it was here in Hong Kong that I can honestly say that, although the work was extremely challenging, I spent some of the happiest and most satisfying time of my career as a civil engineer and contracts surveyor.
Our institution has been built with a simple vision; to be the leaders in our specialised areas of expertise of commercial management and geospatial engineering, and to strive in all that we do to maintain and improve that position.
Since taking on the role of president and having the opportunity of meeting with many of you around the UK and overseas, it never ceases to amaze me that within our institution we not only have the people, the skills, the expertise, the passion and the capability to succeed in the future, but also a culture which is unequalled in terms of being incredibly professional and also friendly and supportive — characteristics we must never lose.
Our strength is our focus and I am delighted that during the year we have successfully elevated the status of the civil engineering surveyor, whereby we are now seeing our commercial managers and geospatial engineers becoming chartered engineers of the Chartered Institution of Civil Engineering Surveyors. In the year ahead, we will build on this achievement and introduce the opportunity for you to attain the incorporated engineer and engineering technician grades of professional registration.
Our members expect this institution to be run in a responsible, sustainable and transparent manner. In return, we have been rewarded by your incredible energy and effort in promoting national and regional events in support of continuing professional development. This has increasingly been delivered in collaboration with other professional bodies and organisations, complementing the joined-up approach the construction industry is rightly moving towards.
I firmly believe we have the right team to deliver the service that members expect and deserve. The challenge we now have is to build on the position which we have all worked so hard to achieve and ensure ICES continues to lead the way. I do hope that you enjoy reading this address and that it reinforces the value we place on you, as a member, in us all being able to make a difference in support of the public and the construction industry.
In conclusion, I ask you all please to spread the word about our forward-looking institution and ensure your colleagues are made aware of this and in so doing decide to join us.

Chairlady MessageIt is my great pleasure to welcome you here this evening to join the Annual Dinner of the Chartered Institution of Civil Engineering Surveyors Hong Kong Region. I would like to wish all guests and members a very happy and healthy 2016.
I’m most grateful and honor to continue my second year of Chairmanship.
Tonight, it is our honor and great pleasure to have our Guest of Honor Mr. MA Siu-cheung, Eric JP, Under Secretary for Development of Hong Kong Special Administrative Region (SAR) Government in joining our ICES Annual Dinner. Also, we have our President Mr. David Loosemore and our CEO Mr. Bill Pryke from the UK Headquarter sharing our joy with us.
Our theme for our Annual Dinner tonight is “Traditional and Modern”, I’m most appreciate we have invited most of our Surveying Captain of Industry representatives to join us for being the witnesses of how a modern construction mode being inspired by the traditional construction mode.
Throughout 2015 ICES (HK) continued to organize professional CPD events, technical visits and social events such as Surveyor Cup, Surveyor Day and Dragon Boat Carnival participation among HKIS, RICS, HKIES and ourselves, all these events tightened the connections between our members and members of other professional institutions and public at large.
We also maintain and enhance the network between other institutions locally and internationally. We have visited China, Malaysia and Taiwan to attend the construction conferences last year and we will continue to maintain close relationship with HKIS, HKIUS and PEJUTA (Malaysia) with existing collaboration agreements. During the previous year, we have also built up close relationship with ASEANFLAG to facilitate our members on One Belt One Road development by supporting its event and council meeting participation etc. We shall continue to increase closer ties with the industry locally and internationally by signing agreements with various organizations. New Memorandum of understanding will be signed during the event tonight with various organizations.
We continue to participate in various social issues. ICES supports the government’s proposal on the development of land supply strategy to build up land reserve and meet long-term demand. With respect to the Security of Payment Legislation, ICES is in discussion with the Development Bureau in organizing a briefing session in collaboration with the Development Bureau which will be open to all members in hope of enabling all members to voice out their opinions and concerns of the Legislation.
By our continuing efforts in bringing more benefits and wider recognition in the local and international construction industry, we see growth in our local membership and China Region as well. Currently we have approximate 600 local members and 400 China Region’s members and we see there is a continuous and fast growing in the members’ numbers in this two Regions.
In the implementation and development process of “One Belt One Road” Policy, The belt and road belongs to Mainland China and the world as a whole. It definitely belongs to Hong Kong and brings about long term growth to us as well. Hong Kong positioned itself as a connector and converter between the Mainland and the West. Meanwhile, Hong Kong Government is actively promoting the development of “One Belt One Road”. Hong Kong has set up a “Belt and Road” office to carry out studies and coordinate work among government, departments, the Trade Development Council and organizations. A HK$200 million fund will be allocated for the professional service sector to build ties and cooperation with One Belt, One Road countries. The Chief Executive of Hong Kong also wants Hong Kong to entice students in One Belt, One Road nations to study undergraduate courses in the city, as he announced the launching of a HK$1billion scholarship program. It will educate local students about the concept through study and cultural exchanges.

NOV 2014As mentioned by a local reporter: “The belt and road is like opportunities falling from the sky for Hong Kong”. Hong Kong is blessed with various advantages in the face of the initiative. In terms of industry sector, infrastructure may be the first stage in the development of the Belt and Road Initiative.
However, ICES (HK) will also play a more proactive role in the Belt and Road co-operation platform. Hong Kong Region has inherent background from its UK borne country and close relationship with Mainland China and South East Asia countries which facilitate us for being a connector and convertor by implementing “bringing in, going out” strategy, making our industry reaches international professional level.
Hong Kong Region will continue to work closely with China Region and the Global BIM Centre of Excellence (CoE) for joint events in Hong Kong, Macau, Mainland China and Malaysia to strive for excellence in Civil Engineering Surveying and BIM Technology.
Finally, I would like to thank for the past Committee members for their time and professionalism to Hong Kong Region, and to contribute your professional expertise to the institution to work towards our goals of the Hong Kong Region’s objectives.
I would like to extend my sincerely thank to the AD Sub-committee Chairman, Dr. King Wong and the team with your tremendous effort and tiredness support in making this successful event happen.
In 2016 we will take another big step forward towards being a professional institution, respected the world-over, with world-class capabilities that all members value.
