06101 POLICY

A. The NOAA Corps leave, liberty, and administrative absence policies for NOAA Corps officerswill be consistent with the policies of other uniformed services as required by law. Thepolicies in this chapter will provide NOAA Corps officers the opportunity for periods of restand relaxation from the work environment. (33 U.S.C. § 3071(a)(1); 10 U.S.C. Chapter 40;37 U.S.C. Chapter 9, and Leave and Liberty Policy and Procedures, DoDI 1327.06.)

06102 DEFINITIONS

A. Absent Without Official Leave (AWOL) is an unauthorized absence from duty.(NCD 07405)

B. Adoption Event is when a NOAA Corps officer(s) adopts a child under 18 years of age,including, an infant adoption, an intercountry adoption, or an adoption of a child with specialneeds (as defined in section 473(c) of the Social Security Act (42 U.S.C. 673(c))). Adoption ofmultiple children under 18 years of age that occur within the same 72-hour period will betreated as a single Adoption Event.

C. Advance Leave is leave granted a NOAA Corps officer, with pay and allowances, prior toits actual accrual based on the reasonable expectation that the amount advanced will beearned prior to the NOAA Corps officer's separation. A negative leave balance at the timeof separation from active duty shall be considered excess leave and will require a collectionor recoupment of pay and allowances from the NOAA Corps officer. Advance Leave shallbe limited to the minimum amount needed and may be granted within the followinglimitations:

1. Advance Leave shall normally be limited to 30 days to avoid an excessive negativeleave balance.

2. Advance Leave that exceeds 30 days must be authorized by the Director, NOAACorps.

D. Birth Event is any live birth of a child(ren) to a NOAA Corps officer or their spouse.Multiple births resulting from a single pregnancy (e.g. twins or triplets) will be treated as asingle Birth Event so long as the multiple births occur within the same 72-hour period.Multiple births that do not occur within the same 72-hour period will be treated as separateBirth Events.

E. Birth Parent is a NOAA Corps officer on qualifying active duty status whose pregnancyresults in live birth.

F. Convalescent Leave is a period of authorized absence granted to NOAA Corps officerswhile under a medical professional’s care, receiving treatment, not fit for duty, and coveringmedically prescribed convalescent and recuperation in accordance with Part 4 of this chapter.Convalescent Leave is not chargeable to the NOAA Corps officer’s leave account.

G. Earned Leave is also referred to as Accrued Leave. (DoDI 1327.06) Earned Leave describesthe amount of leave accrued to a NOAA Corps officer’s leave account as of any given date.By law, the account balance of Earned Leave must be reduced to 60 days at the end of eachfiscal year. (10 U.S.C. § 701(b))

H. Emergency Leave may be granted for a personal or family emergency requiring the NOAACorps officer's presence. Leave granting authorities may authorize Emergency Leaveverbally and/or after the fact, provided the leave is properly documented upon the NOAACorps officer's return to duty. Emergency Leave is chargeable to the officer’s leave account.

I. Maternity Convalescent Leave is a type of Convalescent Leave designed to allow the BirthParent time to recover from childbirth. It is not chargeable to the officer’s leave account.Only a Birth Parent may receive Maternity Convalescent Leave, and such leave must begranted without regard to subsequent entitlement to caregiver leave.

J. Parental Leave is a combination of the three types of non-chargeable leave associated with aBirth and/or Adoption Event to include Maternity Convalescent Leave, Primary CaregiverLeave, and Secondary Caregiver Leave. (10 U.S.C. § 701(i)(j); NCD 06111)

K. Primary Caregiver is the parent with the primary responsibility for caring for a child in thecase of a qualifying Birth or Adoption Event. When both parents are NOAA Corps officers,they shall determine which one shall be deemed the Primary Caregiver and the SecondaryCaregiver.

L. Primary Caregiver Leave is a period of non-chargeable leave, up to 42 consecutive days (6weeks), granted to the designated Primary Caregiver for the care of a new child as a resultof a Birth or Adoption Event.

M. Regular Leave is the authorized absence of a NOAA Corps officer from a place of duty,chargeable against the NOAA Corps officer’s leave account.

N. Secondary Caregiver is the parent who is not designated as the Primary Caregiver.

O. Secondary Caregiver Leave is a period of non-chargeable leave, up to 21 consecutive days(3 weeks), granted to the designated Secondary Caregiver for the care of a new child as aresult of a Birth or Adoption Event.

P. Sick in Quarters (SIQ) is a period of authorized absence during which a NOAA Corpsofficer is temporarily incapacitated because of acute illness or injury, or is excused fromduty for treatment, including self-treatment at home, in quarters, or other non-hospitalfacility. SIQ is not chargeable to the NOAA Corps officer’s leave account.

Q. Terminal Leave is a period of authorized absence through the date of retirement orresignation, without the necessity of returning to the last duty station and is chargeable tothe NOAA Corps officer’s leave account. Terminal Leave must be approved by theDirector, NOAA Corps. Leave continues to accrue during periods of Terminal Leave.

06103 AUTHORITY TO GRANT LEAVE

Regular Leave is an authorized absence from a place of duty, chargeable against the NOAA Corps officer's leave account. Regular Leave is accrued at the rate of two and a half days a month except for periods of active duty of less than 30 consecutive days or when in a non-pay status. When service begins or ends on an intermediate day of the month, Regular Leave will be credited for the fractional part of the month according to the following table:

A. A NOAA Corps officer who does not take leave when the opportunity is afforded shall becounseled regarding leave programs and policies. The NOAA Corps officer should becautioned that such refusal will result in the loss of any Earned Leave above 60 days at theend of each fiscal year.

B. Leave granting authorities may grant leave and liberty to NOAA Corps officers under theircommand subject to the limitations prescribed in this Directive.

1. Leave may be granted for up to 30 days. Longer periods of leave, not to exceed 90days total, require concurrence by the head of a Line or Staff Office and the Director,NOAA Corps’ approval.

2. Convalescent Leave may not be granted without a recommendation by a competentmedical authority, and the Director, NOAA Corps’ approval. The Director, NOAACorps may delegate this authority.

3. SIQ may be granted for up to seven consecutive days by a leave granting authority.If a NOAA Corps officer requires an absence for a period longer than sevenconsecutive days, the NOAA Corps officer shall confer with the Director, OMAOHealth Services (OHS) and seek approval for Convalescent Leave.

06104 LEAVE SCHEDULES

A. Leave granting authorities shall establish annual leave programs that will provide NOAACorps officers the opportunity to take leave within the constraints of operationalrequirements. These programs should encourage NOAA Corps officers to use leave as arespite from the work environment.

B. In order to maximize the use of leave, leave granting authorities shall place particularemphasis on granting leave in the following circumstances:

1. Upon Permanent Change of Station (PCS).

2. After periods of particularly arduous duty and/or extended periods of deploymentfrom permanent duty stations, or when there is evidence of deteriorating health ormorale.

3. During traditional national holiday periods.

4. When NOAA Corps officers or their families have been personally affected bynatural disasters.

5. During the processing period incident to separation from active duty, or uponretirement, when requested.

06105 LEAVE IN CONJUNCTION WITH TEMPORARY DUTY (TDY)

A. Leave may be granted in conjunction with TDY whenever requested and operationallyacceptable with the approval of the NOAA Corps officer’s leave granting authority. Theamount of leave to be granted is subject to the limitations prescribed in NCD 06103.

B. Great care shall be taken to ensure that when leave is granted in connection with TDY, it isclear that the TDY is mission essential, that there is no additional cost, obligation, or risk to theGovernment, and that all travel is conducted in accordance with the Joint Travel Regulations.

C. Leave taken in conjunction with TDY shall be documented on NOAA Form 56-12 andalso on the travel order to ensure no cost to the Government.

06106 TERMINAL LEAVE

Terminal Leave may be granted when requested in order to prevent the loss of leave and to minimize Accrued Leave as a NOAA Corps officer is separating or retiring. If such leave is requested, the NOAA Corps officer must be in receipt of separation or retirement orders and have completed all administrative processing prior to commencing or while on Terminal Leave. The separation or retirement date must occur immediately following completion of the authorized leave period.

06107 LEAVE ACCURAL FORFEITED

A. Leave does not accrue during periods of:

1. AWOL.

2. Active duty less than 30 days.

Periods listed above are deducted from active service on a day-for-day basis.

06108 LUMP SUM LEAVE PAYMENT

A. During a career in the uniformed services, each commissioned officer, except as listed in NCD06108 (D), is entitled to payment for unused Earned Leave. A NOAA Corps officer cannot bepaid for more than 60 days of unused Earned Leave. (37 U.S.C. § 501). Settlement of unusedEarned Leave will be on the basis of basic pay only.

B. Payments for Earned Leave in the case of a NOAA Corps officer who dies while on activeduty, or in the case of a former NOAA Corps officer who dies after retirement or dischargeand before receiving that payment, shall be made in accordance with 10 U.S.C. § 2771.

C. Lump sum payment for unused Earned Leave may be used to liquidate debts to theUnited States Government. (34 Comp. Gen. 504; DoD Financial ManagementRegulation, Volume 7A, Chapter 35)

D. The following are not entitled to a lump sum payment:

1. NOAA Corps officers discharged under other than honorable conditions. (37 U.S.C.501(e)(1))

2. NOAA Corps officers serving on active duty for periods of less than 30consecutive days.

3. NOAA Corps officers retired and continued or recalled on active duty without abreak in active service.

4. Survivors of a NOAA Corps officer put to death as lawful punishment for a crime.

5. A NOAA Corps officer accepting another commission via inter-service transfer toany uniformed service. (37 U.S.C. § 501(b)(2); 10 U.S.C. § 716)

06109 APPLICATION FOR LEAVE

A. NOAA Form 56-12 (Request and Authorization for Leave) shall be used for requesting,authorizing, and accounting for all leave except leave authorized or in conjunction withPCS orders.

B. The NOAA Corps officer shall prepare NOAA Form 56-12 and distribute as follows:

1. Keep an approved authorization in their possession at all times while on leave. Retain acopy for their own personal records.

2. Provide a copy of the leave form to the supervisor before departing on leave. Thesupervisor must retain a copy for their records.

C. The leave granting authority is to complete block 13, 14 (if necessary), and 15, certifyingleave taken. Upon completion of leave, the NOAA Corps officer ensures the leave request issubmitted, within five days, to the NOAA Corps Payroll Unit.

D. When leave is approved in conjunction with PCS orders, the NOAA Corps officer shallsubmit a copy of the PCS order, complete with all endorsements, to the NOAA Corps PayrollUnit to ensure proper documentation and accounting of leave taken. When leave is taken inconjunction with TDY orders, the NOAA Corps officer will submit NOAA Form 56-12 to theNOAA Corps Payroll Unit for proper documentation and accounting of leave taken.

06110 COMPUTATION OF LEAVE USED

A. Leave granting authorities shall not authorize commencement of leave before termination ofthe NOAA Corps officer's working hours on a day of duty. The day of departure from theduty station is considered a day of duty not chargeable to leave, if the NOAA Corps officerdeparts at close of business. If no duties are scheduled for that day (i.e., Regular Liberty),leave may commence anytime during the day. The day of return from leave (includingweekends and holidays) shall be counted as a day of duty if the NOAA Corps officer returnsbefore the commencement time of liberty expires.

B. NOAA Corps officers may not take partial days of leave.

C. Use of Regular Leave shall be calculated based on the actual date of departure on leave andactual date of return from leave, regardless of the amount of leave authorized.

D. For computation of leave used in conjunction with liberty refer to NCD 06205.

06111 PARENTAL LEAVE

A. Policies and standards relating to Maternity Convalescent Leave and Caregiver Leave forNOAA Corps officers upon a qualifying Birth or Adoption Event. (10 U.S.C. § 701,10 U.S.C. § 704(a) and Leave and Liberty Policy and Procedures, DoDI 1327.06)

1. Parental Leave includes Maternity Convalescent Leave and Caregiver Leave.Maternity Convalescent Leave is designed to allow the birthparent time to medicallyrecover from childbirth. Primary and Secondary Caregiver Leave is intended toprovide the caregivers the opportunity to continue bonding with their new child(ren).

2. Birth or adoption of multiple children (including twins, triplets, etc.) which occurwithin 72 hours of each other are considered a single event.

3. All leave granted under this section is non-chargeable and cannot be sold at any timeor create another benefit.

4. All leave granted under this section may be used in conjunction with chargeable andother non-chargeable leave.

5. Maternity Convalescent Leave, Primary Caregiver Leave, and Secondary CaregiverLeave each must be used in a single consecutive increment but are not required to betaken consecutively if more than one type is applicable.

6. Any leave granted under this section not used upon release from active duty or oneyear after the Birth/Adoption Event must be forfeited, regardless of when the leave wasrequested, granted, or started.

7. No leave granted under this section to a NOAA Corps officer may be transferred toanother NOAA Corps officer.

8. No active duty NOAA Corps officer’s involuntary separation or retirement orders willbe delayed to allow the NOAA Corps officer to use the entire amount of ParentalLeave.

9. Only one parent may be considered a Primary Caregiver for a single Birth or AdoptionEvent.

10. Only one parent may be considered a Secondary Caregiver for a single Birth ofAdoption Event.

11. In the case of a dual uniformed service couple adoption or birth, one member will bedesignated the Primary Caregiver and the other the Secondary Caregiver, to bedetermined by the couple.

12. No NOAA Corps officer may receive both Primary and Secondary Caregiver Leave forthe same Birth/Adoption Event, but a NOAA Corps officer may be considered PrimaryCaregiver for one event and Secondary Caregiver for another event. Underexceptional circumstances, a NOAA Corps officer may receive Secondary CaregiverLeave and then be designated as a Primary Caregiver under NCD 06111(A).

13. All Birth Events using a surrogate must be treated as an Adoption Event underNCD 06111(A).

14. Designations of Primary and Secondary Caregivers shall be made as soon aspracticable, and under normal circumstances, NOAA Corps officers will inform theircommands of these designations at least 60 days in advance of a qualifying event.

15. NOAA Corps officers who take leave under this section who are not eligible for suchleave will have the amount charged from their chargeable leave balance.

16. NOAA Corps officers are not eligible for Primary or Secondary Caregiver Leave in thecase of a qualifying Birth Event where the parental rights are terminated or surrenderedbut may still qualify for Maternal Convalescent Leave under Section 06111(C).

B. Leave granting authorities may grant prenatal Convalescent Leave without the Director,NOAA Corps’ approval for periods up to a cumulative total of 30 days after certifiednecessary by a medical officer or practicing physician. Prenatal Convalescent Leave forgreater than 30 days must be reviewed by the Director, OHS, and approved by the Director,NOAA Corps.

C. Maternity Convalescent Leave is a convalescent period immediately following pregnancy andchildbirth.

1. Only a Birth Parent may receive Maternity Convalescent Leave, and such leave mustbe granted without regard to subsequent entitlement to Caregiver Leave.

2. Maternity Convalescent Leave must start on the first full day following the date ofdischarge or release from the hospital (or similar facility) where the birth took place.

3. Maternity Convalescent Leave of up to 42 consecutive days (6 weeks) may berecommended by the Director, OHS, and approved by the Director, NOAA Corps.

4. Additional Maternity Convalescent Leave specifically recommended in writing by themedical provider for the officer to address a diagnosed medical condition will berecommended by the Director, OHS, and approved by the Director, NOAA Corps.The full period of extended Maternity Convalescent Leave shall be taken prior to anyCaregiver Leave and the amount of the Caregiver Leave shall be reduced one day foreach day of additional Maternity Convalescent Leave taken (i.e. that portion of theperiod Maternity Convalescent Leave that is in excess of 42 days).

5. Birth Parents on Maternity Convalescent Leave may, with their physician’sconcurrence, terminate their leave status sooner.

D. Primary Caregivers may receive up to 42 consecutive days (6 weeks) of non-chargeable leaveapproved by the NOAA Corps officer’s leave granting authority. No NOAA Corps officerwill be designated as a Primary Caregiver unless specifically prescribed in this section.

The following NOAA Corps officers may be designated as a Primary Caregiver:

1. The parent with the primary responsibility for caring for a child in the case of aqualifying Birth or Adoption Event.

2. A NOAA Corps officer who is co-parenting with a NOAA Corps officer who has beendesignated the Secondary Caregiver.

E. Secondary Caregivers receive up to 21 consecutive days (3 weeks) of non-chargeable leaveapproved by the officer’s leave granting authority. No NOAA Corps officer will bedesignated as a Secondary Caregiver unless specifically prescribed by this section.

The following NOAA Corps officers may be designated as a Secondary Caregiver:

1. A NOAA Corps officer whose wife is the birthparent.

2. A NOAA Corps officer in a dual uniformed service marriage and the other member inthe marriage is the Primary Caregiver.

06201 POLICY

A. NOAA Corps officers are on duty 24 hours per day, every day, except during authorizedperiods of leave or liberty. The conditions and limitations of the eight-hour workday and40-hour work week, along with other Civil Service practices, do not apply to NOAA Corpsofficers. This freedom from the legal limitations of "normal" working hours permitssupervisors to schedule officers for various periods of duty when necessary or desirable. ANOAA Corps officer is considered to be in a liberty status when not on duty or approvedleave.

B. Liberty is not chargeable as leave.

06202 AUTHORITY TO GRANT LIBERTY

A. Individuals authorized to grant leave are authorized to grant liberty.

06203 REGULAR LIBERTY

A. Under normal shore duty working conditions, Regular Liberty is granted from the end ofthe workday to the commencement of the next workday. On weekends, Regular Libertycommences at the end of the workday on Friday and expires with the commencement ofthe workday on the following Monday. For NOAA Corps officers on shift work,equivalent schedules should be arranged, though the days of the week may vary. Federalholidays are considered Regular Liberty periods. Periods of Regular Liberty shall notexceed 96 hours (four days) in length, except in the case of federal holidays, weekends,and periods specifically extended by the President.

B. Center Commanding Officers and Line Office Liaison Officers have the authority toestablish a liberty and/or recall policy, stated in terms of time required to return to a dutystation and/or distance traveled from a duty station, which meets organizational readinessrequirements. This authority may be further delegated.

C. Commanding Officers and Aircraft Commanders may prescribe further limitations toRegular Liberty based on operational circumstances.

D. Regular Liberty may be taken in conjunction with leave (preceding or following theauthorized period of leave) provided regional and time constraints on Regular Liberty aremet.

E. Periods of Regular Liberty bracketed by leave (for example, Saturday and Sunday is leaveif leave is taken both on a Friday and the following Monday) shall be charged to leave.

06204 SPECIAL LIBERTY

A. Special Liberty is a period of liberty that may be granted at the discretion of the leavegranting authority for circumstances outside of Regular Liberty. Leave grantingauthorities may grant Special Liberty for any period of four days or less. Special Libertyshall not exceed 96 continuous hours (4 days).

B. Special Liberty shall be requested using NOAA Form 56-12.

C. Special Liberty and leave shall not be combined in continuous absence from the dutystation. Special Liberty and leave shall not be effective in succession throughcommencement of one immediately upon return to duty from the other.

D. When an extension of an authorized period of Special Liberty is requested such that theentire period of authorized absence will exceed 96 hours, the entire period of theauthorized absence must be charged as Regular Leave to the officer’s leave account.

06205 COMPUTATION OF LEAVE USED IN CONJUNCTION WITH LIBERTY

A. Periods of Regular Liberty bracketed by Regular Leave (for example, Saturday and Sundayif leave is taken both on a Friday and the following Monday) shall be charged to RegularLeave.

B. Regular Liberty followed or preceded by Regular Leave may be charged to RegularLeave, depending on liberty limitations.

06301 POLICY

A. Proceed Time is a period of authorized absence in conjunction with the execution ofPermanent Change of Station (PCS) orders for NOAA Corps officers to attend to theadministrative details involved in disestablishing and/or establishing a residence. ProceedTime is not chargeable as leave or travel time. Unless prohibited in NCD 06301(B), amaximum of four days of proceed time may be authorized:

1. For NOAA Corps officers with dependents, whenever dependents are relocated inconjunction with a PCS or the NOAA Corps officer is transferred to or from aPermanent Duty Station (PDS) where Government quarters are not utilized at thenew PDS.

2. For NOAA Corps officers without dependents, whenever transferred to or from aPDS where Government quarters are not utilized.

B. Regardless of other considerations, Proceed Time is not authorized when:

1. Under Permanent Change of Assignment (PCA) orders when the new assignmentis in the same area as the previous assignment and does not require a move ofhousehold goods. (NCD 05404)

2. A NOAA Corps officer’s household goods are not relocated and the NOAACorps officer either utilizes government quarters at the new PDS or continues tocommute to the same residence after reporting to the new PDS.

3. Incident to reporting for active duty and assigned to the NOAA Corps officer’sfirst PDS.

4. Incident to separation or retirement.

5. Specifically precluded in the PCS orders.

6. In conjunction with orders that have a no-cost to the Government provision.

06302 PROCEED TIME WHEN PCS INVOLVES TEMPORARY DUTY

A. When a NOAA Corps officer is detached from one PDS, ordered to another PDS and isassigned temporary duty en route at one or more places, Proceed Time is authorized onlyonce. It may be taken any time between detachment from the old PDS and before reportingto the new PDS, if the reporting date permits.

B. When the PCS orders of a NOAA Corps officer already traveling (at any point betweenduty stations) are modified or the un-executed portion canceled, the original orders and themodification or cancellation shall be considered as one set of orders for the purpose ofProceed Time. The NOAA Corps officer will be entitled to only one period of ProceedTime, provided the reporting date permits.

06401 SICK IN QUARTERS

A. Sick in Quarters (SIQ) includes any period during which a NOAA Corps officer istemporarily incapacitated because of acute illness or injury, is excused from duty fortreatment, including self-treatment at home, in quarters, or in another non-hospitalfacility.

06402 SIQ RESPONSIBILITIES

A. A NOAA Corps officer incapacitated for duty because of acute illness or injury isresponsible for notifying his/her supervisor (leave granting authority) of the circumstancesas soon as possible and for documenting the NOAA Corps officer’s whereabouts andhis/her SIQ status.

B. A NOAA Corps officer's supervisor (leave granting authority) is responsible for ensuringthat authorization of SIQ is reasonable in the given circumstances.

1. SIQ may be granted for up to seven consecutive days by leave granting authorities.If a NOAA Corps officer must be absent for a period of longer than seven days,he/she must confer with the Director, OHS, and seek approval for ConvalescentLeave.

06403 SIQ PROCEDURES

A. Approval for pre-arranged medical services shall be obtained in advance from the NOAACorps officer’s supervisor.

B. If absence from duty due to a medical condition is likely to exceed seven calendar days, theofficer shall obtain a statement from the attending physician indicating the nature of illnessor injury and prognosis, including anticipated date of return to duty, and whetherConvalescent Leave is recommended. This statement shall be submitted to the NOAACorps officer’s chain of command (direct supervisor). The supervisor shall forward thestatement to OMAO’s Director, OHS.

06404 CONVALESCENT LEAVE POLICY

Convalescent Leave shall be granted by the Director, NOAA Corps, under the following conditions:

A. Subsequent to and because of a period of hospitalization. Hospitalization is defined asformal admission to a Military Treatment Facility or civilian hospital, or

B. The Director, OHS, considers Convalescent Leave to be necessary to the NOAA Corpsofficer’s health and recovery.

06405 CONVALESCENT LEAVE RESPONSIBILITIES

Care shall be exercised in granting Convalescent Leave to limit the duration to that which is essential in relation to:

A. Diagnosis.

B. Prognosis.

C. Estimated duration of treatment.

D. Probable final disposition of the NOAA Corps officer.

06406 CONVALESCENT LEAVE PROCEDURES

The Director, OHS, will review and recommend approval/disapproval of Convalescent Leave based on the statement from the attending physician (NCD 06403). If appropriate, the Director, OHS, shall certify that the NOAA Corps officer is not fit for duty and recommend a period of time required to enable recuperation. The Director, OHS, will forward the Convalescent Leave to the Director, NOAA Corps, for approval.

06501 ADMINISTRATIVE ABSENCE

A. Administrative absences are authorized for specific circumstances as explained in thisDirective. They may include “permissive travel” to attend or participate in activities of anofficial nature to the benefit of the mission of the NOAA Corps. Such periods may include:

1. Meetings sponsored by recognized non-federal technical, scientific, andprofessional societies and organizations, when the meetings bear directrelationship to the NOAA Corps officer's professional background or primaryduties and clearly enhance the NOAA Corps officer’s value to the service.

2. Attendance in response to a subpoena, summons, or request instead of process, as awitness at a State or Federal criminal investigative proceeding. Criminalprosecution must be of substantial public interest, such as major crimes, where theNOAA Corps officer would be an essential witness.

3. Participation in service programs that will enhance the NOAA Corps officer'sprofessional development or enhance the image of the NOAA Corps, and wherefunded TDY is inappropriate.

4. Training that may not directly benefit the parent organization but has the potentialto enhance the NOAA Corps officer's general expertise or development as amanager and officer.

5. For relocation, when the NOAA Corps officer has received formal notification of aspecific assignment that is geographically distant from the present assignmentlocation. In this specific instance, up to ten consecutive days of AdministrativeAbsence to travel to the area of the new PDS for house hunting and familiarization.

6. Attendance at a DOD sponsored Transition Assistance Program seminar when aNOAA Corps officer cannot schedule locally and when the NOAA Corps officerwill separate or retire within 180 days. (DoDI 1327.06)

7. Retiring members and members separated involuntarily may be authorized up to 20days (CONUS), or 30 days (OCONUS), of administrative absence to conduct pre-separation job search and house hunting/relocation activities prior to the effectivedate of retirement/separation. The administrative absence can be taken inconsecutive days, including weekends and holidays; or in increments, not to exceedthe authorized total based on the location of their last duty station. This absencemay not be combined with regular leave, liberty, or other administrative typeabsences to extend the authorized period. The absence may be taken in conjunctionwith terminal leave enroute to home only if the NOAA Corps officer will not returnto their last PDS. (DoDI 1327.06).

8. Other occasions as determined by the Director, NOAA Corps.

B. Administrative Absences may be authorized by leave granting authorities for purposesindicated above not to exceed ten calendar days in a calendar year. AdministrativeAbsences greater than ten days in a calendar year must be approved by the Director,NOAA Corps. Care must be taken that the absence contemplated falls clearly within thecriteria provided. If it does not, the absence shall be handled under normal leave or libertyprocedures.
