TheApplicantisanationalwindandsolardeveloperwiththeabilitytolocateprojectsofthis

typeinotherstateswithintheUnitedStatesandotherregionswithinTexaswithfavorablewind

characteristics.TheApplicantisactivelyassessinganddevelopingotherprojectsthatare

competingforlim

itedinvestmentfunds.WithTexaswholesaleelectricitypricesalreadybelow

theinternationalaverage,itisnecessarytolimitthepropertytaxliabilitiesforawindprojectin

ordertobeabletoofferelectricityatpricesthataremarketabletoTexascustomersat

competitiverates.MarketssuchasCaliforniathathavestatewideavailablesubsidiesfor

renewableenergyprojects,andwhichhavehigheraveragecontractedpowerrates,offeran

attractiveincentivefordeveloperstobuildprojectsinthosemarketsoverTexas.

ThepropertytaxliabilityofaprojectwithouttaxincentivesinTexaswouldreducethereturnto

investorsandfinancierstoanunacceptablelevelattodayscontractedpow

characteristics.TheApplicantisactivelyassessinganddevelopingotherprojectsthatare

competingforlim

itedinvestmentfunds.WithTexaswholesaleelectricitypricesalreadybelow

theinternationalaverage,itisnecessarytolimitthepropertytaxliabilitiesforawindprojectin

ordertobeabletoofferelectricityatpricesthataremarketabletoTexascustomersat

competitiverates.MarketssuchasCaliforniathathavestatewideavailablesubsidiesfor

renewableenergyprojects,andwhichhavehigheraveragecontractedpowerrates,offeran

attractiveincentivefordeveloperstobuildprojectsinthosemarketsoverTexas.
