The Final Environmental Impact Statement (EIS) for the Initial F-22 Operational Wing Beddown is intended to be a reader-friendly document that clearly responds to the questions and comments raised by agencies and the public during the review of the Draft EIS. The Final EIS should be used in conjunction with the Draft EIS published in April 2001. A CD containing both the Draft and Final EIS is provided for your reference at the back of this document. 3 COMMENTS AND RESPONSES

This chapter contains comments received from federal, state, and local agencies, the general public, and Native Americans and Alaska Natives during the public comment period for the Draft Environmental Impact Statement (EIS). The Notice of Availability for the Draft EIS appeared in the Federal Register on April 27, 2001. This began the standard 45-day comment period. The comment period was extended to 60 days and closed, after 23 public hearings in 5 states, on June 25, 2001. In accordance with the National Environmental Policy Act (NEPA), public and agency comments were reviewed and incorporated into this Final EIS. These public and agency comments will be taken into consideration by the Air Force in its decision making process.

Public comment was encouraged at each of the public hearings, and in newsletters and other publications. It was noted that these comments would be published in the Final EIS (and that providing personal information on those comments was considered consent to publish it). The following presents the Air Force comment and response process.

3.1 Comment Receipt and Review

Comment Receipt: Comments on the Draft EIS included both written correspondence and oral testimony received during the 60-day public comment period. All comments received during that period are included in the Comments section.

Comment Review: In accordance with 40 Code of Federal Regulations (CFR) 1503.4, comments were assessed and considered as follows:

• Each letter or testimony was assigned an identification number and each comment letter and each individual’s oral comments was read and reviewed carefully.

• Within each comment letter or testimony, substantive comments were identified and bracketed. Three guidelines were used for determining substantive comments:

1. The comment questioned the proposed action, alternatives, or other components of the Initial F-22 Operational Wing beddown.

2. The methodology of the analysis or results was questioned.

3. The use, adequacy, or accuracy of data was questioned.

• The bracketed comments were reviewed by environmental resource specialists who drafted the responses. In some cases, similar comments were assigned the same response. If the same comment was repeated within the same letter or oral comments, it was bracketed the first time it appeared.

• The individual bracketed comments were assigned a number and a response. These responses are organized consecutively by number. The responses to comments appear in the Responses section of this volume.

Comment Organization: The comment letters are printed in numerical order and are organized into four sections:

• Written comments and submitted letters - public written comments begin with 0001.

• Native American and Alaska Native letters - written comments begin with 7000.

• Public hearing transcripts and summaries - oral comments begin with 8000.

• Agency letters - agency written comments begin with 9000.

3.2 Locating Your Comments

A directory begins on page 3-3 to locate your name. As noted on the public displays, sign-in and comment sheets, providing your name in the EIS process meant that you understood that your name and comment would be made a part of the public record for this EIS. An identification number was assigned to your comment letter and is stamped on the letter or next to your oral comments. All comments are organized according to these comment numbers in the Comments section immediately following the directions.

The directory provides an alphabetical listing of commentors by last name. Look for your last name and note the comment identification number in the fourth column. This is a number that was assigned to your comment and is stamped on your letter or next to your oral comments.

A directory is also provided for those people who signed a petition attached to a comment letter. This directory provides an alphabetical listing by last name and identifies the comment number in the last column.

3.3 Locating Responses to Comments

Air Force responses to comments are located in the Responses section of this volume. All substantive comments within each comment letter were given a response number. Substantive oral comments from public hearings were also bracketed and given a response number. Response numbers are printed next to the bracket in the right margin of the comments. Every bracketed comment has received a response. Each response is designed to be read along with the comment it addresses. Assistance with acronyms is found in the last section of this document.

Public and agency involvement is an important part of the NEPA process, and all comments are taken into consideration by the Air Force in its decision making process.

The Air Force would like to express appreciation for your comments. The fact that no responses were prepared for the many commentors who praised the F-22 and requested that the aircraft be based at a specific base does not in any way reduce the value of your participation.
