Changes to Credit Bridge Local agencies can earn credit on the cost to replace or rehabilitate bridges that are on non-federal aid routes. This credit can then later be used to reduce the local match on a bridge project that is eligible for federal aid. With enough credit, the local construction match can be reduced from 20% of construction costs to 5% on a federal aid project. MAP-21, the federal surface transportation law, has changed the eligibility requirements for the credit bridge program. The major changes are: the maximum sufficiency ratings for replacement and rehabilitation projects have been eliminated, the bridge does not have to be classified as structurally deficient or functionally obsolete, and a statement that the bridge is not expected to become deficient in the next ten years after completion of the work is no longer required. DBE Goal Setting Has Changed ODOT has changed the procedure for obtaining a Disadvantaged Business Enterprise (DBE) goal for local let projects. The goals are now determined by a committee that meets biweekly. DBE goals are specified for local let projects that cost $500,000 or more so if your project meets this threshold, submit
the final estimate to your District 10 project manager several weeks before submitting the final plan package to avoid delays. Upcoming committee dates are August 7 and 24, September 4 and 18, and October 2 and 23.
FREE School Signs! The Safe Routes To School program will provide free flat sheet signs for school zones along county, township, city or village roads. Participation in the Safe Routes To School program is not required to
receive the signs. For a location to be eligible, the school must have at least one grade of kindergarten through 8th grade that attends the school. The local community must supply the labor and any posts and hardware necessary for installation. This program will be available until the end of 2013. Appendix C
contains simplified
pavement buildups for short length projects (less
than 300 feet long). Many LPA projects are bridge
replacement projects on low traffic volume roads
with limited amounts of pavement construction.
Appendix C can be used on these projects to
almost instantly specify the pavement buildup.

award the project and the low bid is balanced,
responsive and not from someone barred from

Project Spotlight: City of Athens’ Columbus Circle
The City of Athens recently improved access to several business locations, including a new
assisted living facility, by constructing a 0.30 mile long roadway to provide a loop road with two
connections to Columbus Road. The project was funded in part with access road construction
funds from the Appalachian Regional Commission. The project was divided into two construction
contracts so that one segment of the roadway could be built while right of way was still being
purchased for the other segment. The construction contract for Phase 1 was $293,324.
Phase 2 was $226,756. The City of Athens let the contracts and provided all construction
inspection except for compaction testing.
