If you would like to get involved with Downtown Programming please contact Special Events Coordinator, Melanie Terry, at 864.278.9678 or [email protected] City Council approves purchase of facility at 450 Wofford Street for new fire station Spartanburg City Council voted 6-1 to approve a $4.3 million purchase of the former Integral Solutions proper- ty at 450 Wofford Street with an eye towards converting the structure into a new central fire station. Council mem- ber Sterling Anderson voted against the purchase. Initially included as part of the proposed fiscal year 2019-2020 city budget, Council voted to remove the fire station proposal along with a millage increase meant to partially fund the facility. Council member Sterling Anderson put forth the amendment removing the fire sta- tion plan from the budget, citing concerns over the three mills property tax increase (amounting to $12 on a home valued at $100,000) as well as the planned renovation of the former Integral Solutions building. Anderson has stat- ed throughout the process that he favors constructing a new fire station instead of renovating the facility. As part of negotiations with the property owner, the City was able to negotiate the purchase price down from it's initial $4.5 million to the approved $4.3 million. City Manager Chris Story has previously said that either a millage increase or a reduction in city services would be needed in order to fund either the renovation or new construction for a fire station. Council members Sterling Anderson and Jamie Fulmer have both stated their opposition to any millage increase to fund the sta- tion, and Story said at Monday's meeting that several options for funding the new fire station will be presented to Council in the coming weeks. A new option for the Fire Department will be needed soon, as both the City Police Department and City admin- istrative staff will be vacating the current City Hall within the next few years as part of a joint facilities agreement with Spartanburg County. In 2017, Spartanburg County voters passed a 1 percent sales tax increase to fund a new County Courthouse and new facilities for Spartanburg County Administration, City Hall, and the respective police agencies for both County and City. However, fire department facilities were not included in the referen- dum, leaving the City to fund a new fire department facil- ity on its own. From the American Counseling Association Most of us like to hear our- selves talk. We enjoy sharing information about ourselves, our jobs, and our recent activ- ities. And there's nothing wrong with that, unless we spend so much time talking that we forget to actually lis- ten to what others are sharing. Being a good listener is an essential skill in maintaining strong personal relationships, whether with relatives or with our friends. Yet, too often we tend to believe that solid relationships just seem to happen. Having good friends takes some work and effort on our part, and a major element in building those relationships is learning how to listen. Most of us have probably had the experience of having a friend clearly demonstrate he or she really wasn't listen- ing when we had shared something important with them. Their words or actions indicate that what we had to share simply wasn't heard or understood. Sadly, many of us do the same thing without realizing that we've put listening to what a friend is communicat- ing on automatic, mainly hearing the words but not registering the meaning. That can be a real problem when what is being shared is truly important to the person talk- ing to you. So how do you become a better listener? A good start- ing point is to pay attention to how others listen when you have something significant to share. Try to note what a good listener, someone you appreciate, says or does to indicate that they're paying attention to you and what you're saying. Next, do the same type of observing with someone who doesn't really seem to hear you when you share some- thing important. How do they show they're not really pay- ing attention? Are they dis- tracted? Evaluate if your own actions favor those of the good or poor listener. If your listening needs improvement, it isn't difficult to become a good listener. Start by simply listening more than you speak when someone is communicating something important. Don't interrupt with your own sto- ries and ideas, even if you think your experience is sim- ilar. Instead, take time to seek clarification if things were said you didn't understand, and show you're paying attention by feeding back key parts of the conversation. At the end, try to summarize what was shared to demon- strate you heard and under- stood the key points. The Spartanburg Chamber building, at 105 N. Pine St., will be reno- vated over the coming months. During construc- tion, the Spartanburg Chamber, Spartanburg Convention & Visitors Bureau and Spartanburg Economic Futures Group will operate from the for- mer Brown and Brown Insurance offices, directly next door at 103 N. Pine St. A. “We host all kinds of people at our facility – local partners, visitors and economic development prospects from all over the world,” said Spartanburg Chamber President and CEO Allen Smith. “Addit- ionally, 40,000 vehicles pass our building every day. The time has come to invest in a facility that rep- resents the growth and momentum of our commu- nity. The Executive Board and staff are incredibly excited about being a part of another key gateway improvement and the opportunity to better showcase Spartanburg to a growing audience.” Renovating the Cham- ber-owned building at 105 N. Pine St. was deter- mined to be the most cost- effective option. McMillan Pazdan Smith architects have worked with the executive board and staff to determine a modern design that encourages collaboration and provides visitors a warm impression of the community. “The updated facilities will be more welcoming, accessible and comfort- able for all parties,” said Chris Jennings, executive vice president of the Spartanburg Convention & Visitors Bureau. “Both Spartanburg and our organization are overdue for a facility that provides a real southern welcome to the community.’” The Spartanburg Cham- ber offices were closed Thursday Aug. 1, and Friday Aug. 2 in prepara- tion for the move to the Brown and Brown build- ing. AUGUST 8, 2019 Chesnee High School’s Connor Bloomfield will be featured on the big screen in the heart of New York City as a part of the National Down Syndrome Society’s (NDSS) annual Times Square Video pres- entation on September 14th. The video helps kick off Down Syndrome Awareness Month on the morning of the NDSS Buddy Walk® in New York City. Connor’s photo was selected from thousands of photos submitted from around the world. “We were ecstatic,” said Michelle Bloomfield about her son’s picture being selected for the dis- play. Bloomfield said she is excited about going to New York City to repre- sent Connor. The photo that was cho- sen was of Connor gradu- ating from Chesnee High School this past May. The photo was posted on our D2 Facebook page. “We were so proud of him. His whole family was there,” Bloomfield said. “Everyone wanted to share in his celebration. He was so proud of himself and that made us even more proud of him.” Bloomfield said the pic- ture of Connor captures the joy he has felt while being a student in D2. From Hendrix Elementary to Boiling Springs Elementary to Rainbow Lake Middle and finally to Chesnee High School, Bloomfield says her son has felt loved and valued. “All the way from pre- school to today, he has had some wonderful teachers. They have really helped him reach beyond what we thought he could,” Bloom- field said. “We were con- cerned when he was younger. But once he was expected to do more, he took that as a challenge, and he has grown by leaps and bounds.” Connor will return to D2 this fall and continue to receive services to prepare him to transition to the workforce. Bloomfield said she’s excited that he will continue to be sur- rounded by the Difference Makers that have given him so much independ- ence. “They have believed Connor could achieve and they helped him do it. They have been his biggest cheerleaders.” “Every year, NDSS reminds the world in a big way about the gifts that people with Down Syn- drome bring to their com- munities through a special video presentation on a jumbo screen in the heart of Times Square. The fea- tured photographs high- light children, teens and adults with Down syn- drome working, playing and learning alongside friends and family. These collective images promote acceptance and inclusion, which is the foundation of NDSS and the National Buddy Walk® Program. City Council approves purchase of facility at

450 Wofford Street for new fire station

Spartanburg City Council voted 6-1 to approve a $4.3million purchase of the former Integral Solutions proper-ty at 450 Wofford Street with an eye towards convertingthe structure into a new central fire station. Council mem-ber Sterling Anderson voted against the purchase.

for its first service of meals

to Greenville County stu-

dents on July 31, at

Travelers Rest United

Methodist Church.

The donation by the

Riley Fellows gives

Greenville County Schools

its second food truck serv-

ing free, nutritionally bal-

anced meals to children

during the summer

months.

“The generous gift of

this incredible new food

truck will allow us to con-

tinue to expand the reach

of our Seamless Summer

Feeding Program by

adding mobile routes into

the Berea and Travelers

Rest communities,” said

Joe Urban, Director of

Greenville County Schools

Food and Nutrition

Services.

“During the regular

school year, the new food

truck will service Berea

More families have a plan to pay for college(StatePoint) College may

be getting more expensive,

but new research suggests

that more families are

preparing to meet those

costs one way or another.

Eighty percent of fami-

lies say they are confident

in how they paid for col-

lege last year, and nearly

half have a plan to pay for

all years of college, accord-

ing to “How America Pays

for College 2019,” a recent

study from Sallie Mae and

Ipsos, an independent glob-

al market research compa-

ny.

All this preparation could

be attributed to the fact that

the overwhelming majority

of families recognize the

value of higher education,

with 90 percent of families

agreeing college is an

investment.

“The individual and

socio-economic benefits of

a college education are

clear, so it’s particularly

gratifying to see that fami-

lies continue to view col-

lege as a worthwhile

investment,” says

Raymond J. Quinlan, chair-

man and CEO, Sallie Mae.

On average, families

report spending $26,226 on

college in academic year

2018-19, with a sizeable

portion of costs -- 43 per-

cent -- covered out-of-

pocket through income and

savings.

Scholarships, grants, and

gifts -- used by 82 percent

of families -- covered 33

percent of costs, and that

“free money” can be espe-

cially important, both

logistically and psycholog-

ically, opening doors to

opportunities that would be

otherwise unavailable and

even making a difference

in the way students view

the college experience as a

whole.

The study also found that

while borrowing covered

24 percent of overall col-

lege costs, 57 percent of the

families who borrowed to

pay for college say they

had always planned to do

so as part of their paying-

for-college strategy. What’s

more, many families are

getting a head start on pay-

ing their loans back, with

41 percent making pay-

ments on student loans

while the student is in

school.

Families are being proac-

tive in other ways, too.

Seventy-seven percent of

families completed the

Free Application for

Federal Student Aid

(FAFSA) for the 2018-19

academic year. Completing

the FAFSA is the first step

in receiving a financial aid

award letter from schools.

Of those who filed for the

2019-20 academic year, 25

percent did so in October,

the first month the applica-

tion is available. On the

other hand, the majority of

families waited until

January or later to file,

potentially missing out on

free money for college.

Charlotte, N.C. - New in-

vehicle infotainment tech-

nology has the potential to

increase comfort and extend

mobility for older drivers,

but first it has to stop dis-

tracting them. On average,

older drivers (ages 55-75)

removed their eyes and

attention from the road for

more than eight seconds

longer than younger drivers

(ages 21-36) when perform-

ing simple tasks like pro-

gramming navigation or tun-

ing the radio using in-vehi-

cle infotainment technology,

according to new research

from the AAA Foundation

for Traffic Safety. Taking

your eyes off the road for

just two seconds doubles a

driver’s risk of a crash.

“Voice-command func-

tions found in new in-vehi-

cle technology are intended

to help drivers by keeping

their eyes and attention on

the road,” said Tiffany

Wright, President of AAA

Carolinas Foundation for

Traffic Safety. “Unfortunate-

ly, the complexity and poor

design of some of these sys-

tems could cause more harm

for older drivers, in particu-

lar, instead of helping them.”

By 2030, more than one in

five drivers on the road will

be over the age of 65. With

seniors becoming the fastest

growing demographic in the

U.S., finding ways to design

technology to improve their

comfort and safety is critical

and may hold the key to

enhancing the safe use of

this technology for all driv-

ers.

In North Carolina in 2018,

there were 46,524 reported

crashes involving a driver 65

and older resulting in 305

senior driver fatalities,

according to the NCDOT.

The AAA Foundation for

Traffic Safety partnered with

researchers from the

University of Utah to test the

visual and cognitive demand

created by infotainment sys-

tems used by participants in

two age groups (21-36 and

55-75). Researchers found

that the technology created

potentially unsafe distrac-

tions for all drivers, though

this safety risk is more pro-

nounced for older adults,

who took longer (4.7-8.6

seconds) to complete tasks,

experienced slower response

times, and increased visual

distractions.

The complex design of the

technology created

increased visual and cogni-

tive demand for older driv-

ers. For example, some sys-

tems included multiple

menus and cumbersome

voice command functions

that significantly reduced

older drivers’ ability to easi-

ly complete seemingly sim-

ple tasks.

Specific design changes to

in-vehicle infotainment sys-

tems, like improving voice-

command technology, sim-

plifying software menus,

removing complex center

console controls, and posi-

tioning system controls to

allow drivers to keep their

eyes on the road, would bet-

ter meet the needs of older

adults and make the systems

safer for all drivers.

Whether you purchase a

new vehicle, or rent one

while traveling, AAA rec-

ommends that all drivers,

especially older drivers,

keep the following tips in

mind:

* Avoid interacting with

in-vehicle infotainment

technology while driving

except for legitimate emer-

gencies.

* Practice using the voice

command and touch screen

functions when not driving

to build comfort in case

emergency use is required.

* Avoid vehicles that

require use of a center con-

sole controller when using

the infotainment system.

These kinds of systems are

especially distracting, and

potentially dangerous.
