CSC to conduct HorticultureCensus of Himachal PradeshSHASHI PAL JAINNEW DELHI, AUG 19

CSC SPV, under the Ministryof Electronics & IT, has signedMoU with the Department ofHorticulture, Government ofHimachal Pradesh forconducting the HorticultureCensus of the State. TheHorticultural Census willcollect information regardingfruit cultivation and otherhorticultural activities toprovide a comprehensive anddetailed picture of thehorticultural sector of the state.It is the only source of detailedproduction data forfloriculture, nursery, andspecialty crops for the entirestate and is of utmostimportance to improve thehorticultural economy of theState. As per the MoU, CSCSPV will assist the Horticulture

Department to carry out censusin a systematic way through thelast mile network of CommonServices Centers in the State.CSC will develop an onlineplatform for carrying out thecensus. It will organizetraining sessions for theenumerators engaged in thecensus and will complete thesurvey within a year. Lasttime, the Horticulture Censusof Himachal Pradesh wasconducted in the year 1982. Inthe last 40 years, this is firsttime that such a census will beconducted through CSCs.VLEs will conduct the surveyin all the 12 districts of theState. The completehorticultural land and activitieswill be covered under thesurvey. Himachal Pradesh is theonly State in the country whose89.96 per cent population livesin rural areas.

Number of Corona patientson rise in Pathankot

The number of corona patients isincreasing in the district.In the reportreleased by the Health Department,corona virus infection has beenconfirmed in nine people on Thursday.These include six school children. At thesame time, five people have alsorecovered. In the released report, 32positive cases are active inside thedistrict. CMO Dr. Harvinder Singhappealed to everyone to follow theguidelines of the government.After theconfirmation of infection among thestudents, the district administration hasclosed Badhani and Lamini school forfourteen days under SOP (StandardOperating Procedure). The HealthDepartment has also intensified sampling

after the infection increased inchildren.Earlier, where there was anaverage daily sampling of four hundred tofive hundred children, now more than onethousand children are being sampleddaily so that all government and privateschools of the district can be covered atthe earliest. Sampling has been done in 25schools out of 154.There are 73 primary-middle, 34 high and 47 senior secondaryschools in the district, in which more than36 thousand children study. Apart fromthis, there are about 270 private schoolswhere more than 45 thousand childrenstudy. Last year all schools were closeddue to Corona and online education wasbeing done. Amidst the relaxation, anorder has been issued to open the school,under which sampling of children hasbeen done in 25 government schools ofthe district so far.

He said that the senior officialsof Railways Department have as-sured that they would completetheir part of Pakhowal Road RUB-2 would be completed by August

31, 2021. Williamjit Singh, deputychief engineer (Construction Divi-sion) of the Northern Railways,said that during the second wave ofCovid pandemic, the constructionwork got delayed because therewas no supply of oxygen cylindersthat are required for cutting ofsteel.

However he has assured thatthe railways part on the RUB-3would be now completed by Au-gust 31, 2021. Bharat BhushanAshu said that the construction ofPakhowal Road ROB and RUB-1

is also going on in full swing. It ispertinent to mention that the con-struction work of a Rail OverBridge (ROB) and two Rail UnderBridges (RUBs) is going on in fullswing in the city.

The construction of a RailOver Bridge (ROB) and two RailUnder Bridges (RUB’s) onPakhowal Road has been a longpending demand of the city resi-dents. This joint project is wortharound Rs 120 crore and wouldprovide much-needed respite fromtraffic congestion to the city resi-

dents. He said that during themeeting with the Union RailwaysMinister in April this year, he hadassured that this project would becompleted at the earliest and haddirected the Railway staff to pre-pare a time schedule and later sub-mit progress report along withphotographs every four weeks. Heassured the residents that this proj-ect is close to his heart and wouldbe completed within the set timeframe as he is personally monitor-ing it on daily basis.

He informed that the ROBwould be 839.83 meters in lengthand would be constructed fromSidhwan Canal side towards HeroBakery side, along Pakhowal Roadover existing Railway Track, theRUB 1 would be 458.20 metres inlength (from Hero Bakery side to-wards Sidhwan Canal side, alongPakhowal Road under existingRailway Track), whereas the RUB2 would be 1018.46 metres inlength. Ashu said that this projectwould prove beneficial for arearesidents who currently suffer dueto traffic congestion on PakhowalRoad. He said that this project wasone of the main promises that hehad made with the residents ofLudhiana (West) constituency andhe would personally supervise it.

27 new covid casesfound in HamirpurPANKAJ BHARATIYAHAMIRPUR: There is no let-up inthe new COVID cases in theHamirpur district of HimachalPradesh. Twenty-seven new positivecases have been detected in thedistrict during last twenty-four hourssaid a spokesman of the Healthdepartment today. He said that out of1,059 samples that were testedtoday, 27 were found infected. Thespokesman said that while eighteencases were found through Rapidantigen test, nine through RT-PCRtest. He said that most ofthe cases had been reported fromthe rural areas whereas therewere very less cases in the urbanareas including major touristplaces which indicates that therehad been no impact of touristflow to different parts of theState. He said that socialgatherings, marriage functions,feasts etc. were the main reasonsbehind spread of this pandemic.Chief Minister said that therewere adequate oxygenatedgeneral beds, oxygenconcentrators, testing kits andventilators and the work onsetting up of 28 additional PSAplants was in progress. The work

on eight PSA plants had alreadybeen completed and ten morePSA plants would be completedby 31st August, 2021. Jai RamThakur directed the districtadministration of Kullu, Mandi,Shimla, Chamba and Kinnaur tomake provision for testing oflabourers keeping in view the ongoing apple season in variousparts of these districts. ChiefMinister said that the StateGovernment would soonconsider to impose furtherrestrictions and reopening ofschools to check further spreadof covid-19. He said that theState had performed well invaccination drive with zeropercent wastage. However, therewas need to intensify thevaccination drive as this was the

strongest measure to contain thisvirus. He also stressed that thedistricts should focus on themaintenance of roads andpreparation for smooth plying ofvehicles during the apple season.Chief Secretary Ram SubhagSingh directed the districts thatkeeping in view the rise in covid-19 cases in rural areas,panchayats and Sub Divisionallevel teams should be mademore active and there was also aneed for micro planning. He saidthat a Covid Officer should bedeployed on 10-12 panchayatsfor monitoring of covid-19 casesin these panchayats. COVID-19: India logs 36,401 new casesAGENCYNEW DELHI, AUG 19

India has added 36,401 newCOVID-19 infections, taking thetotal tally of cases to3,23,22,258, while the death tollhas climbed to 4,33,049 with 530more fatalities, according toUnion health ministry dataupdated on Thursday. Thenational recovery rate hasimproved to 97.52 per cent, thehighest since March last year,according to the data updated at8 am. The ministry said thatactive cases have declined to3,64,129, the lowest in 149 days,and comprise 1.13 per cent of thetotal infections, the lowest sinceMarch last year.

A reduction of 3,286 caseshas been recorded in the activeCOVID-19 caseload in a span of24 hours.

The ministry said that18,73,757 tests were conductedon Wednesday, taking the totaltests conducted so far fordetection of COVID-19 in thecountry to 50,03,00,840.

The daily positivity rate hasbeen recorded at 1.94 per centand it has been less than three percent for the last 24 days, it said.

The weekly positivity ratehas been recorded at 1.95 percent and it has been below threeper cent for the last 55 days,according to the ministry.

The number of people whohave recuperated from thedisease has increased to3,15,25,080, while the case

fatality rate stands at 1.34 percent, the data stated.

Cumulatively, 56.64 croreCOVID-19 vaccine doses havebeen administered under thenationwide vaccination drive sofar. India's COVID-19 tally hadcrossed the 20-lakh mark onAugust 7 last year 30 lakh onAugust 23, 40 lakh on September5 and 50 lakh on September 16.

October 11, crossed 80 lakh onOctober 29, 90 lakh onNovember 20 and surpassed theone-crore mark on December 19last year.

A total of 4,33,049 deathshave been reported so far in thecountry, including 1,35,413 fromMaharashtra, 37,061 fromKarnataka, 34,610 from TamilNadu, 25,077 from Delhi, 22,787from Uttar Pradesh, 19,049 fromKerala and 18,325 from WestBengal.

The ministry said that morethan 70 per cent of the deathsoccurred due to comorbidities.

"Our figures are beingreconciled with the IndianCouncil of Medical Research,"the ministry said on its website,adding that state-wisedistribution of figures is subjectto further verification andreconciliation.

Medical Saga at SRM- Rare Nasal tumour removedfrom 4-year-old girl child in two precision surgeries

KATTANKULATHUR, AUG 19

A rare nasal tumour in a four-year-old girl child, which had blockedboth her nasal passages and wasmenacingly extending into her lefteye, has been remarkably removed intwo well spaced-out precisionsurgeries in a first-of-its-kindmedical feat at the SRM MedicalCollege Hospital and ResearchCentre, Kattankulathur, near here.

This was a medical saga over asix-month period since the femalechild was brought by her parents tothe Hospital's ENT Out-PatientDepartment with complaints of nasalblockage, snoring, protrusion of theleft eye and excessive tearing fromleft eye since infancy.

The girl's medical historyrevealed that a biopsy done on herwhen she was ten months old inanother hospital, had diagnosed avery unusual tumour-Myofibroblastic tumour-, and thechild had undergone 30 cycles ofchemotherapy. Despite thetreatment, the tumour had grown and

blocked both nasal passages. It hadalso extended into the poor girl's lefteye and was displacing it "outwardsand downwards". FurtherInvestigations by expert doctors atSRM revealed a very extensivetumour in the left nasal cavity withextension into the left eye, engulfingthe left eyeball and displacing theeye outwards. The team of doctors,including Prof. Lt. Col. Dr. A.Ravikumar, Dr. Shivapriya, Dr. B.Gayathri, Dr. Radhakrishnan,Departments of ENT,Anaesthesiology & Opthalmology,SRM Medical College Hospital andResearch Centre, first did a very fineprocedure on the girl child onFebruary 5, 2021, so that the tumourwas 'debulked' using a nasalendoscope and only a small incision

externally. This first procedure wasnecessary as the tumour had becomehard in the wake of thechemotherapy and had madedissection difficult. After wideningthe nasal airway, doctors decided tostagger the second operation,pending confirmation of thediagnosis by histopathologicalexamination of the excised tissue.The histopathological examinationconfirmed it as 'Myofibroblastictumour', a very rare type ofmalignancy, especially in a child andthat too in the nose. Only 23 suchcases have been reported so far.

Subsequently, on July 6, 2021,the team of doctors performed thesecond operation on the girl child toremove the tumour extension intoher left eye, as that was exertingpressure and displacing the eye. Itwas a very delicate procedure donesuccessfully by the doctors team atSRM. Then, the doctors removedthe remaining tumour in the 'frontalsinus and orbit' encircling the eyeendoscopically, in combination witha small incision above the eye.

Further, we must alsoon-board corporate India toadopt 'One Sport - One Corpo-rate'.

Across the world, corpo-rates are at the forefront in ex-tending support to budding tal-ent, building leagues, enhanc-ing the fan experience, market-ing as well as merchandisingto enhance the financial kitty ofplayers. The success of corpo-rates with Cricket over theyears is a case study to point.Additionally, the sponsorshippattern has transitioned fromFMCG brands to new FinTechunicorns. This can be a win-win for players, corporates and

the game itself.Another important aspect

to promote and amplify sportsand talent acquisition in thecountry is by building a grass-roots sporting culture. For this,it is imperative to expand thecalendar of various games atthe local, state and nationallevel. India needs 'RegionalLeagues' in every sport thatwill provide an opportunity foryoung athletes to hone theirskills through the year at vari-ous levels, build a competitivespirit as well as enhance thesports ecosystem and infra-structure in the country. These measures will fillthe gap between interest andparticipation going forward.

One of the things that hashelped Indian sports is the em-phasis on quality and globalstandards. The conventionalroute was bureaucratic andtiresome; this has changed in

Modi government, where eventhe Prime Minister prefers todirectly receive feedback fromthe players themselves. Whilemeeting the Tokyo 2020 con-tingent, he asked them to keepsharing their views on ways tostrengthen sporting infrastruc-ture. Be it Mirabai or MaryKom, the PM has personallyensured they got the besttreatment during their injuries.

One of the other issuesimpacting Indian sports is(ironically) the rise of moderntechnology. Narendra Modihas addressed this in his book'Exam Warriors' and also dur-ing his 'Pariksha Pe Charcha'Townhall programmes. Hetalked about giving as muchimportance to the playing fieldand the play station. Modi hasnot dismissed the advent ofmodern technology. He hassought a healthy balancewhere the human element ofsports- teamwork, together-ness are maintained. Further-more, the National Education

Policy also consists of mecha-nisms that will make sports ed-ucation an attractive option. Inthe years to come Manipur willget India's first sports universi-ty, which will be a boon to ath-letes and specially harness therich sporting legacy in theNortheast.

Tokyo 2020 was anOlympics of many firsts for In-dia. We won our first Gold inathletics, the Hockey team didwonders and there were suc-cesses in other sports such asdiscus throw, golf, fencing, etc.The Target Olympic PodiumScheme, Khelo India and theFit India Campaign have laidthe foundations for greatersuccess.

Take charge of theclimate problem

All of humanity contributes to the climatechange problem. All of us alive at a givenpoint in time consume, and our consumption

has a carbon footprint. However, consumption isnon-uniform — higher-income consumers have larg-er footprints, including carbon. Economic inequalityand carbon inequality go hand-in-hand. Rich peoplein every country have contributed more to globalwarming than the poor. In fixing the problem, therich must bear greater responsibility as well.Wealthy people everywhere must adopt lifestylechanges to reduce greenhouse gas emissions, but itis unlikely that they will do so on their own. Shouldthe wealthy be coerced? Probably not. Then how dowe bring about lifestyle changes among the wealthythat create a smaller footprint while, at the sametime, increasing the consumption of the poorest tobasic subsistence levels? How about letting the mar-ket address the problem of economic inequality andcarbon inequality?

Carbon dioxide emissions are the primary driverof global climate change. It is well accepted that toavoid the worst impact of climate change, the worldneeds to urgently reduce emissions. But global dis-cussions regarding how this responsibility is to beshared have yielded little. Nor have courts across ju-risdictions been able to usher in the required changein spite of a few judgments against governments andcorporations. It is us, all individuals who consume,who need to be active participants in the solution,and not countries or corporations that have been thetarget of climate change negotiations and lawsuits.

The current per capita carbon dioxide emissionis 4.79 tonnes. For the sake of argument, let us pre-sume that the members of the United NationsFramework Convention on Climate Change agree tofreeze per capita carbon dioxide emissions at thislevel, effective 2025, by when global carbon emis-sions must peak. During this intervening period, twothings need to happen: a mechanism put in place totrack every adult individual’s carbon dioxide emis-sion, and the establishment of a global carbon trad-ing platform for individuals, the ultimate consumers.The Paris Agreement target of a global average tem-perature rise well below two degrees Celsius by theend of this century is a political decision. In the last11,700 years or so, humans have experienced a rela-tively stable environment with minor changes in cli-mate and thrived like never before.

New clues regardingformation of solar system

Astudy of the Ophi-uchus star-formingcomplex has offered

new insights into the condi-tions in which our own so-lar system was born. Thefindings of the study werepublished in the journal'Nature Astronomy'. A re-gion of active star forma-tion in the constellationOphiuchus is giving as-tronomers new insights intothe conditions in which ourown solar system was born.

In particular, the studyshowed how our solar sys-tem may have become en-riched with short-lived ra-dioactive elements.

Evidence of this enrich-ment process has beenaround since the 1970swhen scientists studyingcertain mineral inclusionsin meteorites concludedthat they were pristine rem-nants of the infant solarsystem and contained thedecay products of short-lived radionuclides.

These radioactive ele-ments could have beenblown onto the nascent so-lar system by a nearby ex-ploding star (a supernova)or by the strong stellarwinds from a type of mas-sive star known as a Wolf-Rayet star.

The authors of the newstudy used multi-wave-length observations of theOphiuchus star-forming re-gion, including spectacular

new infrared data, to revealinteractions between theclouds of star-forming gasand radionuclides producedin a nearby cluster of youngstars.

Their findings indicat-ed that supernovas in thestar cluster are the mostlikely source of short-livedradionuclides in the star-forming clouds.

"Our solar system wasmost likely formed in a gi-ant molecular cloud togeth-er with a young stellar clus-ter, and one or more super-nova events from somemassive stars in this clustercontaminated the gas whichturned into the sun and itsplanetary system," said co-author Douglas N. C. Lin,professor emeritus of as-

tronomy and astrophysicsat UC Santa Cruz. "Al-though this scenario hasbeen suggested in the past,the strength of this paper isto use multi-wavelengthobservations and a sophisti-cated statistical analysis todeduce a quantitative meas-urement of the model'slikelihood," he added.

First author JohnForbes at the Flatiron Insti-tute's Center for Computa-tional Astrophysics saiddata from space-basedgamma-ray telescopes en-able the detection of gam-ma rays emitted by theshort-lived radionuclidealuminum-26. "These arechallenging observations.We can only convincinglydetect it in two star-forming

regions, and the best dataare from the Ophiuchuscomplex," he said.

The Ophiuchus cloudcomplex contains manydense protostellar cores invarious stages of star for-mation and protoplanetarydisk development, repre-senting the earliest stages inthe formation of a planetarysystem.

By combining imagingdata in wavelengths rang-ing from millimetres togamma rays, the re-searchers were able to visu-alise a flow of aluminum-26 from the nearby starcluster toward the Ophi-uchus star-forming region.

"The enrichmentprocess we're seeing inOphiuchus is consistent

with what happened duringthe formation of the solarsystem 5 billion years ago,"Forbes said.

"Once we saw this niceexample of how the processmight happen, we set abouttrying to model the nearbystar cluster that producedthe radionuclides we see to-day in gamma rays," headded.

Forbes developed amodel that accounts forevery massive star thatcould have existed in thisregion, including its mass,age, and probability of ex-ploding as a supernova, andincorporates the potentialyields of aluminum-26from stellar winds and su-pernovas.

The model enabled himto determine the probabili-ties of different scenariosfor the production of thealuminum-26 observed to-day.
