Resolution In Support of City of Austin Proposition 1 SPECIAL MUNICIPAL ELECTION MAY 7, 21! "#EREAS the mission of the Austin Chamber of Commerce is to provide leadership that facilitates the creation of a prosper ous regional economy; and, "#EREAS technologic al innovation is a hallmark of the Austin region’s economy, a reputatio n that must be proactively and collaboratively cultivated by City and Business leaders while addressing the needs of taxpayers and diverse industry sectors; and "#EREAS regulation and oversight of private enterprise is a necessary function of government, an eort that must be balanced with the need to support a vibrant economy; and "#EREAS recent Austin City Council actions related to oversight of ransportation !etwork Companies, some of which may be seen as burdensome overregulation, acts as a disincentive to investment that will negatively aect Austin’s rep utation as an incubator of creative and entrepreneurial talent; and "#EREAS ransportation !etwork Companies successfully operated under guidelines set forth under "rdinance !o# $%&'&%&()%*+ from "ctober $%&' to ebruary $%&(, rules that provide a framework for best practices; and "#EREAS additional regulations promulgated by "rdinance !o# $%&-&$&.)%.- that mandate, inter alia, /ngerprint)based background checks do not substantially protect the health, safety, or general welfare of the people of Austin beyond those oered by "rdinance !o# $%&'&%&()%*+; and "#EREAS ransportation !etwork Companies provide a valuable public service by reducing the number of intoxicated drivers on our city’s streets; and "#EREAS ransportation !etwork Companies create economic opportunity by giving private citi0ens the tools to access a stable source of income; and "#EREAS ransportation !etwork Companies expand mobility options, complement our region’s high capacity transit network, and provide a reliable alternative to the single occupant vehicle; and T#ERE$ORE %E IT RESOL &E' that the Austin Chamber of Commerce support s the 1roposition & referendum to enact common sense !C regulations on the 2ay ., $%&( ballot# T#ERE$ORE %E IT $URT#ER RESOL &E' that the Austin Chamber of Commerce supports a consistent regulatory environment across the entire ride)for)hire industry, including taxi and livery service providers, by re3uiring uniform standards for driver background checks#
