overviewJackson State University, founded in 1877, is a historically black, high research activity university in Jackson, the capital city of Mississippi. Jackson State’s nurturing academic environment challenges individuals to change their lives through teaching, research and service. Officially designated as Mississippi’s Urban University, Jackson State continues to enhance the state, nation and world through comprehensive economic development, health-care, technological and educational initiatives.

The only public university in the metropolitan area, Jackson State’s main campus is located near downtown with five satellite locations throughout the metro area. Washington Monthly magazine annually ranks JSU among the nation’s top colleges for social mobility, research and service. JSU was named an Apple Distinguished School for 2013-15 and 2015-17 for uniquely implementing technology into the curriculum. The university is accredited by the the Southern Association of Colleges and Schools Commission on Colleges and offers bachelor’s, master’s, specialist-in-education and doctoral degrees.

Designated by the Carnegie Foundation as a research-intensive university, JSU offers more than 90 bachelor’s, master’s, and doctoral degree programs ranging from Art to Urban Studies. Jackson State University’s instructional program is comprised of highly qualified faculty members who serve as academic advisors and are engaged in community service and research. The student/faculty ratio is approximately 16:1.

Academic programs are complemented in several ways, including summer programs for high school students, distance learning courses, the Division of Undergraduate Studies, the Honors College and multidisciplinary research centers.

HISTORY

Jackson State University has a distinguished history, rich in the tradition of educating young men and women for leadership, having undergone seven name changes as it grew and developed. Founded as Natchez Seminary in 1877 by the American Baptist Home Mission Society, the school was established as Natchez, Mississippi “for the moral, reli-gious and intellectual improvement of Christian leaders of the colored people of Missis-sippi and the neighboring states.” In November 1882, the school was moved to Jackson; in March 1899, the curriculum was expanded and the name was changed to Jackson College.

The state assumed support of the college in 1940, assigning to it the mission of training teachers. Subsequently, between 1953 and 1956, the curriculum was expanded to include a graduate program and bachelor’s programs in the arts and sciences; the name was then changed to Jackson State College in 1956.

Further expansion of the curriculum and a notable building program preceded the elevation of Jackson State College to university status on March 15, 1974. In 1979, Jackson State was officially designated the Urban University of the State of Mississippi. Presently, Jackson State University, a public, 4-year coeducational institution, is supported by legislative appropriations supplemented by student fees and federal and private grants.

Building on its historic mission of empowering diverse students to become leaders, Jackson State University will become recognized as a challenging, yet nurturing, state-of- the-art technologically-infused intellectual community. Students and faculty will engage in creative research, participate in interdisciplinary and multi-institutional/organizational collaborative learning teams and serve the global community.

OPPORTUNITYThe Mississippi Board of Trustees of State Institutions of Higher Learning invites nominations and applications for the position of President of Jackson State University. The Board of Trustees seeks a dynamic, creative, and accomplished leader with vision, a record of scholarly accomplishment and integrity who can build upon the success of the University in continuing to enhance the state, region, and nation through comprehensive academic, research, and public service initiatives.

Founded in 1877, JSU has a rich heritage as a historically black university. A doctorate granting public institution of higher learning, JSU, with an enrollment of 9,800 students, educates a diverse student population from across the nation and many foreign countries by providing a broad range of baccalaureate programs and a variety of master’s and doctoral programs in its six colleges. As the urban university in the state, JSU emphasizes public service programs designed to enhance quality of life and seek solutions to urban problems in the physical, social, intellectual, and economic environments. Located in Jackson, the capital city and the cultural, political, geographic and business center of Mississippi, the campus is a scenic 125-acre tract only five minutes from downtown and less than 20 minutes from Jackson International Airport.

As the University’s chief executive officer, the President reports to the Commissioner and is responsible for implementing System policies and effective management of the institution; sustaining and enhancing the institution’s mission and overall operations while fostering and building upon the existing traditions, distinctiveness, and strengths of the University; providing overall leadership and direct supervision of the vice presidents and selected executive administrators; working with a wide range of internal and external constituents, especially alumni; providing leadership in the development of high-qualityacademic programs, overseeing the University budget, and securing external resources.

The successful candidate must be an innovative leader with a passion for providing higher education opportunities to diverse populations. Preferred candidates should have demonstrated skills as a visionary leader and strategic thinker. He/she must possess energy and integrity, a commitment to student learning, growth and development as well as the intellectual, analytical and personal qualities for embracing and advancing existing and new University programs, expanding academic facilities, and building partnerships with business, government and philanthropic organizations. He/she must also have excellent interpersonal and communication skills; a strong commitment to advancing the use of technology; the ability to sustain and enhance the fiscal integrity of the University; recruit, retain, and evaluate a qualified and competent administration, faculty and staff; and work in a complex and dynamic environment.

university structureThe Board of Trustees • The Board of Trustees is the constitutional governing body of the State Institutions of Higher Learning. There are 12 members, all appointed by the Governor, with four members from each Supreme Court district. The members serve in staggered terms of nine years.

• The Board Office, located in the Education and Research Center of Mississippi, is responsible for policy and financial oversight of the eight public institutions of higher learning.

• The Commissioner of Higher Education is responsible for assisting the Board in the administration of the Board’s policies and bylaws. Divisions of the Commissioner’s Office include academic and student affairs, construction and physical affairs, finance and administration, and research and planning.

• The Board oversees degree-credit courses, research and public service activities and programs at the eight public universities, including the University of Mississippi Medical Center, the Mississippi State University Division of Agriculture, Forestry and Veterinary Medicine and 23 satellite centers throughout the state. Available programs range from a variety of undergraduate disciplines to most professional fields. All eight universities offer master’s level programs, six have programs at the education specialist level and five offer doctoral-level programs

Division of Institutional Advancement • The mission of the Division of Institutional Advancement at Jackson State University is to work collaboratively to secure financial resources to support its annual fund, student scholarships, faculty/staff development, the endowment, and other institutional priorities and campaign initiatives, strengthen alumni ties and encourage lifelong support of their alma mater, and foster quality communications, internally and externally, to keep stakeholders accurately informed about institutional achievements and our continued educational excellence.

• The Division of Institutional Advancement strives to achieve its mission through rigorous fund development, stewardship, alumni and donor relations as well as a university-wide marketing communications focusing on consistent messages and branding, public affairs, publications, and web online communication. Division of Academic and Student Affairs • The Provost and Senior Vice President for Academic and Student Affairs is the chief academic and strategy officer for the University. All academic and related units, (including the colleges and departments, the library, undergraduate studies, graduate studies, enrollment management, international initiatives, faculty development, academic program development and review, and academic diversity) report to the Provost. Additionally, the Provost administers the budgets of these units to further mission and goals of Jackson State University.

• The Provost provides oversight to special academic programs including the Honors College, University College, the Center for University Scholars, the Richard Wright Center for Writing, Rhetoric, and Research, and centralized advising for the First Year Experience. Other units under the supervision of Academic Affairs include the Center for Distance Learning and Instructional Technology, Extended Learning, and the initiatives for community college partnerships. The Division of Academic and Student Affairs also conducts planning and assessment activities, provides reports to external boards and accreditation agencies, and ensures continuance of regional accreditation for all of the University with the Commission on Colleges, Southern Association of Colleges and Schools, along with discipline-specific accreditation for academic programs.

• The Provost oversees academic and budgetary policy and priorities, ensures the quality of the academic and academic support programs, and maintains an environment for educational excellence through faculty involvement in teaching, research, and service, along with appropriate academic advisement. The Provost also has oversight responsibility for recruiting, hiring, retention, performance of faculty and academic administrators, and for the promotion and tenure process.

Division of Research and Federal Relations continued

• The Division supports the President’s Office in identifying and acquiring resources for special initiatives to advance the mission of the university. It works in collaboration with all divisions and units to promote JSU’s vision. Administrative oversight within the Division includes the areas of Sponsored Programs, Research and Scholarly Engagement, major research centers and programs, Title III programs, federal congressional initiatives, and other research and development strategic initiatives.

• The Division serves as a leader in promoting excellence among all university scholars and is recognized as a model in developing multidisciplinary collaborations throughout the campus, local, national, and international communities. The Division promotes innovation, academic entrepreneurship and scholarly engagement, with a focus on service to the university and its scholars.

• Administrative staff engages with program officers and funding agencies, builds strategic alliances and collaborations, develops close relationships with faculty researchers, and highlights the work of student/faculty research teams. The staff uses a transparent pipeline of the entire proposal development and project management process, from concept development and proposal submission to project implementation and research sustainability.

Division of General Counsel • The Division of the General Counsel’s mission is to efficiently, reliably, and professionally provide the University with legal representation based on knowledge of the law, sound reasoning, and impeccable integrity, and to ensure University compliance with all federal, state, and local laws, with an emphasis on minimizing the University’s legal exposure.

• The DGC seeks to minimize the University’s human, financial, and legal exposures to loss. The DGC works to accomplish this by assisting the University’s Risk Manager with the following: • Identifying and evaluating risks; • Establishing policies, procedures and programs to ensure loss control; • Providing “best practices” in areas of risk; • Training and educating University departments with respect to insurance and appropriate claims reporting requirements; • Providing advice regarding ways to reduce risk with programming including off-campus activities; and • Reviewing contracts to ensure that appropriate protective clauses are included, and that the contracts meet legal sufficiency.

College of Business • The College of Business (authorized July 1, 1972) provides an outstanding management education to a diverse student body which includes those from historically disadvantaged backgrounds. The College produces ethical, technologically advanced, diverse global leaders who provide creative business-centered solutions that promote economic and social advancement.

• The College of Business (CoBiz) delivers its academic programs through four departments– Accounting; Economics, Finance, & General Business; Entrepreneurship & Small Business Management; and Management & Marketing. The College offers the Bachelor of Business Administration with seven concentrations, two masters programs–Master of Business Administration and Master of Professional Accountancy, and the PhD in Business Administration with majors in Accounting, Economics, and Management. Minors in Business Administration, Finance, and Marketing are offered to non-business majors.

• Student success is augmented through services of the Center for Academic and Professional Success (CAPS), which oversees the delivery of the College’s Professional Development curriculum, coordinates the College’s Internship programs, and advises student organizations. CAPS also houses the Career Services Office.

• The Center for External Relations coordinates sponsored research, executive education, and advancement/development activities of the College, while the Small Business Development Center (SBDC) offers business counseling to existing and prospective small businesses. The Center for Research in Economic Education and Literacy in Finance (CREELF) provides an academic resource for public and private schools, K-12 teachers and students, and adult learners in the Urban Central Mississippi area. The College houses a state-of-the-art Trading Room.

Academic Excellence

• The College of Business is accredited by the Association for Advancement of Collegiate Schools of Business (AACSB). AACSB accreditation differentiates business and accounting programs from those at other institutions in terms of quality, rigor, and relevance. Only six percent of business schools worldwide are accredited by AACSB International.

• The College is also accredited by the Network of International Business Schools, an association of business schools from around the world which believe that the internationalization of business and the globalization of the economy are essential elements in the evolution of managerial practices. NIBS Accreditation makes a firm statement of an institution’s international vision to students, faculty and partner schools throughout the world.

• In addition to 40 full-time faculty members, the college has frequent visitors and lecturers from business, government, and nonprofit organizations who share their insight and experience. Students have regular opportunities to interact with academics, top researchers, executives, and managers from businesses and industries in the Jackson Metropolitan area and around the nation.

College of Liberal Arts • The College of Liberal Arts (CLA) at Jackson State University promotes and supports significant research, innovative scholarship, and creative expression in the arts, humanities, social and behavioral sciences. By offering a rich array of undergraduate and select graduate programs, the CLA provides a diverse and engaged student body with an outstanding education founded on nurturing relationships between students and distinguished faculty. Academic Excellence

• The mission of the School of Journalism and Media Studies (SJMS) is to provide academic excellence in the areas of media production, multi-media journalism and integrated marketing communication. The School provides students with theoretical and hands-on training needed to become expert media and communications specialists, coupled with the core principles of good journalism and digital communication.

• The SJMS offers a Bachelor of Science Degree in Mass Communication in the following sequences: - Multimedia Journalism - Media Production - Integrated Marketing Communication.

• Courses relate to specializations in electronic communication (television and radio broadcasting), multimedia journalism, photojournalism, editing, graphic design, reporting, feature writing and marketin/public relations. As the School expands, concentrations in advertising and sports media will be added.

• SJMS consists of full-time faculty members with expertise in various areas of media and communication, adjunct faculty who are current or former media practitioners, and professional media managers. Current enrollment is approximately 250 undergraduate and 44 graduate students.

• The School has three labs: video, design, and journalism which allow students to complete multi-media projects with distinction in a timely fashion. In the undergraduate program students write, edit, and produce content for the closed-circuit and commercial television stations as well as participate in practicum experiences at the on-site radio station. Students also gain hands-on reporting, news and feature writing and photojournalism managing and working with the campus newspaper and eXperience Magazine. Students are expected to complete practicum with all on-campus media prior to participating in an internship program that places students in a wide variety of media outlets throughout the United States.

Research Compliance • The role the Research Compliance Unit at Jackson State University is to protect the rights, dignity, health, safety and privacy of research subjects, the welfare of animals and the integrity of the environment. The Unit also works to protect the health, safety, rights and academic freedom of researchers and the reputation of the University in regards to properly conducted, high quality research.

• These policies and procedures apply to everyone engaging in research at Jackson State University, whether their current place of work is within or outside University premises. This includes, but is not limited to, faculty, staff, students, visiting researchers, principal investigators, those with honorary posts, and collaborating partners, sub-contractors, and recipients. It is the responsibility of the principal investigator to ensure that all researchers involved in the project are aware of and comply with the policies and training requirements of the University and federal funding agencies. The committees supported by this unit include the Institutional Review Board (IRB) and the Institutional Animal Care and Use Committee (IACUC)

Technology Transfer, Licensing and Commercialization • The Division of Research and Federal Relations manages the technology transfer, licensing, and commercialization process at Jackson State University. The Tech Transfer Unit assists faculty, staff and students in identifying research with potential commercial interests and help to develop strategies for how to exploit these interests.

• Strategies may include: - Patenting, copyrighting and trademarking novel, non-obvious and useful ideas; - Seeking licensing opportunities - Promoting start-ups

• The Unit also manages the university’s intellectual property portfolio, establishes collaborations between industry and JSU researchers on SBIR and STTR projects, and facilitate the process of obtaining Mississippi Urban Research Authority (MURA) approved status to have material and financial interest in companies.

Title III Programs • The Institutional Aid-Title III Program at Jackson State University provides administrative oversight to three grants, funded by the United States Department of Education: - Strengthening Historically Black Colleges and Universities (HBCU) - Strengthening Historically Black Colleges and Universities Student Aid and Fiscal Responsibility Act (HBCU-SAFRA) - Strengthening Historically Black Graduate Institutions (HBGI) Programs

• These programs are designed to address specific developmental needs and to support strategic plan priorities of the University.

• Title III funds are authorized under Part B, Sections 323 and 326 of the Higher Education Act of 1965, as amended. The HBCU, HBCU-SAFRA, and HBGI Programs assist Jackson State University in “equalizing educational opportunities” for the populations served by providing funds to strengthen the physical plant, financial management, academic resources, and endowment.

• Grant funds are administered effectively to ensure that the goals of Title III and the University’s goal of guiding students in acquiring general, liberal, and professional education are achieved. A series of measurable objectives are being implemented through identified methods and strategies were developed to achieve anticipated results approved by the United States Department of Education. Currently, 22 activities operate in the areas of financial management, academic and academic support programs, student services, and endowment.

Center for University Scholars • Established in 2003, the Center for University Scholars promotes the thoughtful integration of teaching, learning and inquiry among faculty at Jackson State University. It is committed to cultivating faculty excellence in scholarship and teaching, to fostering intellectual and trans-disciplinary dialogue and to nurturing the next generation of world-class scholars. The Center’s operational goals are the dissemination of scholarship in peer-reviewed publications, juried exhibition and presentation at national conferences; assists faculty in submitting competitive grant proposals; encourages faculty-student research collaborations; and provides space for discussions of best practices in research and teaching.

The expenditures originating from JSU significantly increase output—the production of goods and services, jobs, and incomes in the regional economy where the university is located. • A summary of our estimates of JSU’s total economic impact in constant year 2004 dollars on output, jobs and labor income for various levels of the regional economy is as follows: - Hinds County: Approximately $148.7 million in output, 1,776 jobs, and $51.4 million in labor income. - Jackson Metropolitian Area: Approximately $170.1 million in output, 2,086 jobs, and $56.4 million in labor income. • The Music Scene - Jackson is home to more historical markers celebrating blues heritage than anywhere else in the state. You can find live music all over the city. • The Arts - Jackson is a mecca for artists to express themselves. Legendary authors like Eudora Welty, Richard Wright and Margaret Walker Alexandercalled Jackson home. A plethora of artistic expressions exist throughout the “City with Soul” even the traffic signal boxes are included. Gallery 1 is a cultural meeting place where Art educates and enlightens the community. Offbeat showcases minority artists’ work as an alter native culture store.

• Culinary - It’s impossible to talk about the culinary scene without mentioning the phenomenal chefs and the committed Mom and Pop restaurants that have been staples in this community. This was most recently realized when Bully’s Restaurant was named a James Beard 2016 American Classic, Chef Jesse Houston was recognized as a James Beard semifinalist for Best Chef: South and Manship Wood Fired Kitchen Chef/ Owner Alex Eaton was crowned the Mississippi Seafood King! Jackson is where the influence of Grandmother’s cooking and sacred recipes meet cooking techniques learned in world-class culinary schools.

• Heritage/History - Jackson was at the forefront of so many events that have shaped America. It was the center of attention during the Civil War, in which Grant burned the city down three times. After the fires, the only things left standing were chimneys, this lead to the city’s nickname “Chimneyville.” Monumental events are recognized throughout the city with Mississippi Freedom Trail Markers. Medgar Evers served as the first Field Secretary for the NAACP in Mississippi and led the charge for voter registration that eventually cost him his life. The home where he was assassinated in 1963 serves as a museum that contains period furnishings, exhibits and family photographs. The home was used in the film Ghosts of Mississippi, which tells the story of the 1994 retrial and conviction of Evers’ murderer, Byron de la Beckwith. - Jackson is home to two Historically Black Colleges and Universities; Jackson State University ( JSU) and Tougaloo College. JSU is the Urban University that has notoriety for producing legendary athletes like Walter Payton, its world renowned band, The Sonic Boom of the South and its role in the Civil Rights Movement. Tougaloo College is recognized as “The Cradle of the Civil Rights Movement in Mississippi” because of the fundamental principles of freedom, equality and justice and America’s promise.

Opportunities and Expectations for LeadershipThe position of President is the University’s chief executive officer and chief of staff to the Board of Trustees. He/she is expected to be a creative, energetic, and accomplished leader with vision and a record of successful professional accomplishments. The successful candidate should also be intellectually grounded, administra-tively savvy, and politically astute. The president reports to the Board of Trustees. In terms of personal qualifications, the President is expected to be articulate, proficient in oral and written communication, have strong interpersonal skills, be confident and decisive, and possess a high degree of integrity.

The President is responsible for sound and effective management of the University which include the follow-ing functions: • Provide visionary leadership in the development of JSU’s teaching, research, and public service program; • Engage in strategic planning; • Manage effectively and efficiently JSU’s fiscal resources and make allocations in accordance with institutional needs; • Raise funds and generate revenue from foundations, corporations, government agencies, and philanthropists; • Interact effectively with external constituencies that will strengthen relationships and build support for the University; • Interact effectively with the Board of Trustees and promote broad participation in the University; • Work effectively with and coordinate the responsibilities of the University’s administrators, faculty, staff and alumni; • Interact and respond to the needs of administrators, staff, faculty, students and alumni; interact effectively with the University’s faculty governance system and promote broad faculty participation in University affairs; • Embrace and advance new program initiatives with community agencies, corporations, and higher education institutions; recruit and retain increased numbers of students; • Listen and communicate effectively; and possess creativity and integrity.

Qualifications and QualitiesThe successful candidate must have: • Excellent academic credentials and record of scholarship or equivalent experience and accomplishments that command the respect of the university community; • Passion for and commitment to excellence in undergraduate and graduate education; • Strong leadership skills that inspire and motivate others • Senior-level experience managing large and complex organizations with the ability to work with both internal and external constituencies including faculty, staff, students, the local community, alumni, government, the media and the general public; • Ability to prepare and implement a comprehensive and fiscally-responsible university budget; • Ability to generate resources for the university, including both public funding and private fundraising, and to connect these resources to the mission of the institution; • Ability to recruit excellent administrators as well as develop, mentor and retain a strong leadership team; • Experience working effectively with federal, state and local officials; • Commitment to a diverse student body, faculty and staff and to promoting issues of multiculturalism; • Ability to work successfully within a statewide system of higher education; • Appreciation for the importance of sustainability to the future of the university and the community; • An understanding of the values and mission of historically black colleges and universities.

Procedure for CandidacyWitt/Kieffer is assisting the Mississippi Board of Trustees of State Institutions with its recruitment of a new presi-dent for Jackson State University. The Board of Trustees has appointed the Board Search Committee, consisting of members of the Board of Trustees, to lead the search and the Campus Search Advisory Committee, a diverse mix of university stakeholders, to assist the Board. The Board of Trustees will make the final appointment. The search will provide full confidentiality to all candidates throughout the process, only announcing the Preferred Candidate when selected.

Review of candidates will begin in early spring 2017. For fullest consideration, applicant materials should be received by March 17, 2017.
