Call to Order & Introductions

Chairman Andrew Lyons called the meeting to order at 12:15 p.m. Chairman Lyons welcomed Mark Adel to the meeting. The Board was reminded he was part of the member spotlight the Chamber was focusing on all year.

Membership Spotlight

Mark Adel thanked everyone for the opportunity to present today. He explained he was the franchise owner of the Liberty Tax Service on Hwy 5. He continued by indicating he was quite busy since it was tax season, especially with all of the new tax laws that had been implemented at the state and federal level. He indicated he enjoys being a member of the Chamber and has been active on several committees including the Ambassadors Committee. He indicated he was also a member of the Pinehurst Business Guild which was going through a transitional process. He stated he hopes the shift to the new organization provides some collaborative efforts between the Chamber and the new organization.

Agenda:

Approval of Consensus Agenda The first order of business was approval of the consensus agenda starting with the February Board minutes. Chairman Lyons asked if anyone had any questions or concerns regarding the minutes. There were no questions raised. Chairman Lyons continued on to the financials. Linda stated she noticed a few errors in the financials and will be advising Brian of these posting errors. In addition she reminded the Board that the MYP funds cannot be touched. Also noted was the fact that the Chamber Champions contributions were done. Currently she stated they are at $22,000. There was s drop with BB & T in contributions. CenturyLink completely pulled out and First Citizens and St. Joseph of the Pines did not indicate their donation level to date. Jeffery Hutchins stated a meeting would be put together with the new financial partner but he felt confident the financials were in good order. There were no additional questions. Lastly was the update on membership. Chairman Lyons stated he was pleased to see only a

handful of members were listed on the AR Report. Linda stated this was in part due to the backlog of billing but the staff was diligently working on catching this up so a larger amount of members could be reflected on the AR reports in the future. She also stated there while there were only 4 new members for the month there were several that had been invoiced and the Chamber was waiting on payment. Claudia Miller asked if the goals for the month could also be listed on future reports. Linda stated she would add these figures as requested. Michael asked the Board to please thank these individuals for joining when you are out and about. Linda reminded the Board she will email the new member listing so that thank you notes or phone calls could be placed by each of them. Claudia made a motion to approve the consensus agenda. Michael Gorenflo seconded. The motion carried.

Additional Items Linda Parsons informed the Board there were two legislative items that were up for discussion at today’s meeting. She was going to be asking for approval of support of these two items. She explained the first issue related to the need for the federal government to properly fund infrastructure in the US. This initiative was being led by ACCE, the national organization the Chamber is a member of. She reminded the Board the Chamber has already signed on to the state alliance regarding the need for infrastructure funding improvements. Chairman Lyons asked for a motion to approve the ACCE infrastructure letter of support. Jeffrey made a motion to approve that the Chamber become a part of the ACCE coalition and send this letter. Claudia seconded the motion. The motion carried. The second piece of legislative support was a resolution backing healthcare related legislation as requested by FirstHealth of the Carolinas. Linda stated there were two specific areas the executive committee wanted her to research – the CON issue and provider-led capitated Medicaid Delivery and financing system. Linda explained she did speak to Robbins, May and Rich on the issue since they sit on the board of the hospital. In addition she did some research on the issue which was distributed at the meeting. Finally she stressed the fact that FirstHealth is a strong financial supporter of the Chamber and felt it was important to support this resolution. She explained FirstHealth was looking for support from the business community regarding Medicaid reform. There are two options that the General Assembly is considering. One would be a provider led program where hospitals and physicians actually take on the risk for the Medicaid program. That is really the capitated option – simply put, providers would get a capitated rate to care for a certain number of Medicaid beneficiaries. She continued by indicating the other option is to contract out the Medicaid program to a large national insurer. That means an out of state insurer would manage the Medicaid program. After much discussion the Board determined it was important to support this request. Chairman Lyons requested a motion to approve the resolution. Jeff made the motion. Al O’Connell seconded. The motion carried. Michael asked if either of these positions were going to be publicized. Linda explained she was waiting to hear back from FirstHealth on how they were going to publicize this. In addition she indicated the infrastructure legislation would be publicized. Discussion on Mission and Vision.

Linda reminded the Board they were continue to work on a new mission and vision statement. The board members discussed the various versions that had been presented over the last few weeks. The statement that was agreed upon as the new Mission Statement was: To foster a vibrant business community. They determined to drop the words, through advocacy, education, and connecting people. Anita Holt stated

that an organization can create an environment. Jeff stated all businesses are based on relationships. Michael suggested the statement not be passive. It was determined the statement could read “Fostering a vibrant business community or to foster a vibrant business community” based on the context it was being used. Andi Korte stated the board managed to get the statement under 7 words and that it was great. Mike Murphey stated it was a more personal and relatable statement. Chairman Lyons asked for a motion. Claudia motioned to approve “We foster a vibrant business community” as the new mission statement for the Chamber. Jeff seconded. The motion cared.

Linda stated since they were so successful with the mission statement today they would table the discussion for the vision statement and revisit it in the coming months.

Discussion Items:

Building Update

Linda indicated there was no major update on the building. She was in the process of securing committee members for the two committees that had been identified.

President’s Report:

Linda stated the Annual Banquet was a success! Andi Korte mentioned Sandhills Community College loved the new format. Michael stated the process for the 50th Anniversary of the chamber would need to begin since that will occur in 2017. Linda agreed.

Linda advised the Board that interviews were in process. She stated to hopefully have a new employee on staff by April.

She reminded all board members of the upcoming events.

Other Business

Chairman Lyons reminded board members that the next meeting would focus on the book Race to Relevance. Robert Nunnaley asked what the membership goal was for the next 5 years. Linda stated this has not been identified. Carla Williams asked when the leadership training was going to occur. Linda stated the company has changed and the event will now be a ½ day program on the 9th of October. Carla stated they may be able to assist with hosting this event.

Parsons, President and CEO Phone: 910.692.2936 Email: [email protected] More than 250 Chamber Urge Congress to Fund Transportation SOUTHERN PINES, NC - The Moore County Chamber of Commerce was pleased to join more than 250 local, regional and state chambers of commerce urging Congress to resolve the impending insolvency of the Federal Highway Trust Fund, and to pass a long term federal transportation authorization bill. The Moore County Chamber understands infrastructure investment is an important economic issue. Without a sustainable source of funding, the Federal Highway Trust Fund will be in a deep deficit that will require major cuts, or potential halts, in highway and transit projects which would jeopardize much needed economic and job growth to our communities. “We know a reliable and resilient transportation network is vital to the economy,” says Linda Parsons, President and CEO of the Moore County Chamber of Commerce. “We need a sustainable and reliable source of funding to grow jobs and keep the country moving.” Increased transportation costs continue to impact the business community. As further support from the business community for a long-term solution, The Moore County Chamber of Commerce was pleased to join Chambers of Commerce in 42 states by sending a letter to Congressional House and Senate Republican leaders and the chairmen of each chamber’s transportation committee, urging them to make passing a long-term extension of the Highway Trust Fund and reauthorization of the surface transportation bill “a top legislative priority.” “After several years of Band-Aid approaches to funding America’s transportation infrastructure, it’s time to find a solution for the benefit of all U.S. businesses that play a role in driving our economy in the right direction.
