    regulations.

    Ourobjectivesareto:

    Provide safe places of work and healthy working environments for our

    employees,contractorsandusersofourfacilities.

    Reduce and ultimately prevent injuries at work places by developing safe

    workingpractices,trainingemployeesinthepracticesandmonitoringtheresults

    ineachdepartment.

    Promotehealth, safetyandenvironmentalprotectionasan integralpartof the

    dutiesofmanagementalongwiththeeducationofallemployees.

    Supply appropriate information, instruction and training to promote a high

    degree of awareness of health, safety and environmental concerns and the

    responsibilityofeachemployeetopreventinjurytothemselvesandothers.

    Complywithall lawsand regulations coveringoccupationalhealthand safety

    andtheenvironment.

    Develop and implement policies and procedures designed to promote safe

    workingpracticesandenvironmentalprotectionandencouragehealthyandsafe

    operatingconditionsinallcompanies.

    Implement practices and procedures for the use, handling, storage and

    transportation of materials and substances and to eliminate discharges and

    omissionsthatcouldharmtheenvironment.

    TheCompanyshall:

    Complywithlocalregulations.

    EnsurethatallpersonnelunderstandtheirspecificHSEresponsibilities.

    Encourageallpersonneltotakeanactiveparttowardstheimprovementofthe

    HSEprogram.

    EnsurethatallmanagersandsupervisorsactivelycarryouttheintentoftheHSE

    policy.

    WorkwithandcontributeconstructivelytoHSEinitiativeswithintheindustry.

    ConductHSEauditsoftheCompanyactivitiesonanongoingbasisandpublish.

    Continuetocomplywiththegoverningenvironmentalandhealthregulations,andwhereappropriate,reducingwaste,emissions,anddischarges.

    ProvideemployeeswithrequiredHSEtraining.

    TheCompanyshallprepareandimplementanHSEplantofacilitatetheprocedures

    listedabove. ThisHSEProceduresManualisarecordoflearningabouthowbestto

    preventaccidentsandinjuries. Noteveryhazardthatoccursindailyactivityis

    included,butareasofgreatestexposureareaddressed.

    MANAGEMENTRESPONSIBILITY2.1 ManagementResponsibility

    TheGeneralManagerisultimatelyresponsiblefortheCompanysHSEperformance.

    Heshallensurethatallpersonnel,whomanageandareinvolvedinoperations,comply

    withtheHSEaspectsoftheProgram.

    2.2 SupervisorResponsibility

    Although the success of any safety program requires the combined efforts of

    management, supervisors, and theworker, the supervisor is the keyman. It is the

    degree towhichthesupervisorapplies the intentof theprogramand theprinciplesof

    safety thatgoverns the success of thisprogram. Safety is an area ofmutual interest

    betweenthe

    supervisor

    and

    the

    worker,

    and

    the

    supervisor

    must

    lead

    the

    way

    in

    developingtheHSEprogram. Someofthesupervisorsresponsibilitiesare:

    Alwayssetagoodexampleforsafety.

    Giveadequatesafetyinstructiontoeachandeverynewemployee.

    Ensure theunderstandingby all employees that theviolationof established safe

    workpracticesisaviolationofcompanyrules.

    Promotetheproperuseandcareofprotectiveequipmentoneachjob.

    PromptlyreportallinjuriestotheOperationsManagerordesignatedSafetyOfficer.

    Conductroutinesafetyinspectionsofhisareaforunsafeconditionsandprocedures,

    andensuretheproperuseandmaintenanceofprotectiveequipment.

    InitializeandforwardallnecessaryaccidentreportstotheOperationsManageror

    designated Safety Officer, such as:Accident Report,NearMiss Reports,Unsafe

    ConditionReports,etc.

    2.3 Security&SafetyManager

    ThecoordinationofthecompanysHSEprogramshallbetheresponsibilityoftheSecurity

    &SafetyManager.Dutiesinclude:

    Advisingandmakingrecommendationstoallsupervisorypersonnelinthe

    company. Monitortheoverallsafetyprogramandhelpidentifycriticalareas.

    Manageandcomplywithlocalandindustryspecificsafetyandenvironmental

    reportingrequirements.

    Keepmanagementinformedofthesafetyperformanceofthevariousdivisionsand

    recommendappropriateactionstoimproveperformance.

    Developandimplementsafetytrainingprograms.

    Administerandreporttomanagementonthestatusofworkerscompensation

    claimsandpropertydamageinsuranceclaims.

    2.4 EmployeeResponsibilityChaguaramas Terminals Limitedmanagement and supervisors expect the individual

    employeetocooperateineveryrespectwiththecompanyssafetyprogram,sothatthe

    daytodayoperationsmaybe carriedon in suchamanner,as to insure the safetyof

    himself, his fellow employees, the client and company property. Therefore, each

    employeeischargedwiththefollowingresponsibilities:

    Observeallsafetyrulesandregulations.

    Reportanyunsafeconditionsorpracticestoyoursupervisor.

    Knowhow

    to

    perform

    jobs

    assigned

    and

    perform

    them

    properly.

    Donotundertakeanyjobyoudonotunderstandaskyourimmediatesupervisorif

    thereareanyquestionsoranydoubt.

    Wearanduseallsafetyequipmentrequiredbythejobtobeperformed.

    Participateinsafetymeetingsheldbyyoursupervisor.

    Reportallinjuriesimmediatelytoyoursupervisor.

    Cooperatewithsupervisorwheninjuryandaccidentinvestigationsarebeingmade

    sothataccidentcausescanbedeterminedandcorrectiveactiontaken.

    Reportanyandalldefectivetoolsorequipmentimmediately.

    2.5 HSEMeetings

    RegularHSEmeetingsshallbeheldatallcompanyworksitesinaccordancewith

    Companypolicy.Thefrequencyofthemeetingswillbecontingentupontheparticular

    activityorrisk,andorclientrequirements.Tailgatemeetingswillbeheldbeforethestart

    ofeachshift,andwhenevertheworkprocesschangessignificantly.Routinesafety

    meetingswillbeconductedatleastoncefortnightly.

    2.6 InternalAudit

    TheCompanyshallconductinternalHSEauditsinaccordancewithSection11ofthis

    manual,toensurethatallaspectsoftheHSEmanagementsystemarebeingadheredto.

    TheCompanyHSEManagementSystemshallbesubjecttoregularreviewby

    managementpersonnel. Thesereviewswilltakeplaceeveryfourmonthsandwillbe

    documentedandsharedwithallmanagershavingresponsibilityfortheHSEProgram.

    Allrecordedaccidentsandnearmisseswillbereviewedbyuppermanagementweekly.

    LEGISLATION3.1 HSELegislation&IndustryCompliance

    Thecompanyshallcomplywithallrelevantlocal,industryspecificregulations.

    TheCompanyconsidersthefollowingrecognizedorganizationsregulations,guidelines,

    andadditionalmaterialsrelevanttotheCompanysoperations:

    OccupationalSafetyandHealthAdminstration(OSHA)

    UnitedStatesCoastGuard(USCG)

    InternationalMaritimeOrganization(IMO)

    Thecompanyshallcomplywithrelevantlocalandinternationalshippingregulations.

    AllvisitingvesselswillalsoberequiredtoadheretotheseregulationsinconjunctionwiththeCompanyHSEProgram.

    HSEDOCUMENTATION&RECORDS4.1 HSESystemDocumentation

    TheHSEProgramiscomprisedofthefollowingdocumentationsystem:

    TheHSEPOLICYManualwhichstatestheCompanyspolicyandobjectives,and

    whichdefinesthemethodbywhichtheCompanyshallcomplywiththeoverall

    intentoftheHSEProgram.

    TheHSEProceduresmanual,whichhasbeendevelopedforthoseactivities

    posingthegreatestrisktohealthandsafety. Theseproceduresdefine

    responsibilitiesandactionstobetakentominimizetherisk.

    TheJobSafetyAnalysis(JSA)isaseriessafeworkinstructionstodefineeachstep

    ofaparticularactivityperformedwithinthecompany.Alsoincludedinthisarea

    arethoserecognizeddocumentsthatcomplementtheCompanyHSEprogramsuchastheauditformandthesafetyproceduremanual.

    TheCompanyrecordsandforms(accidentreports,Investigationreport,Vehicle

    AccidentReport)whichsupportanddocumentcompliancewithregulationsand

    clientrequirements.

    4.2 DocumentationControl

    TheSecurity&SafetyManagershallberesponsibleforthecontrolandmaintenanceof

    HSEdocuments. Thisincludesfilingtheannualandmonthlyreports,environmental

    reports,

    client

    reports,

    and

    Company

    statistics.

    HSE

    records

    will

    be

    kept

    on

    file

    in

    accordancewithlocallawandindustrystandard. TheperiodofretentionofallHSE

    documentswillbeinaccordancewithlocalregulations. Allrevisionsandupdateswill

    betheresponsibilityoftheSafetyOfficer.

    4.3 ManagementofChange

    Thecompanyoperatesinabusinessenvironmentwherechangeisinevitable,asaresult

    oftechnologyandareasofoperations. EachchangemayintroducerisktotheCompany,

    whichcanimpacttheHSEperformance. TheCompanyshallintroduceproceduresas

    theneedbecomesapparenttoidentify,monitorandcontrolchange,toensurethatrisks

    arekepttoanacceptablelevel.TheseprocedureswillbedocumentedintheHSEProceduresManualanddisseminatedtoallaffectedemployees.

    Anychangeassociatedwithaspecificoperationwillbeapprovedbytheonsite

    supervisor,inconjunctionwith,thePortManager. Thesupervisorinchargeofthe

    operationinconjunctionwiththeoperationsmanagerwillhavetheauthoritytoremove

    personnelwhodonotcomplywiththestandardoperatingprocedures,includingsafety.

    Anychangeassociatedwithequipment,asregardstosafety,mustbeapprovedbythe

    PortManager.

    HEALTH,SAFETYANDENVIRONMENTAL PROCEDURES5.1 General

    AllcompanyoperationsshalladheretotheHSEProceduresManual. Healthandsafety

    guidelines,safetyrulesandclientregulationsmustbetakenintoconsideration.Where

    thereisaconflictinvolvingoperationalrequirements,themorestringentofthetwo

    safetyruleswilltakeprecedent.IfaconflictinvolvinganHSEpracticecannotbe

    resolvedtheappropriatemanagermustbenotifiedimmediately.

    5.2 Health

    Itisacompanypolicythatallemployeespassamedicalexamination,workfitness

    evaluation,andrandomdrugscreening. Employeesmayberequiredtohaveamedical

    examinationonotheroccasionswhenitisjobrelatedandconsistentwithbusinessactivity.Suchoccasionsmayarisewhenthereisapotentialforexposuretotoxicor

    unhealthfulsituations,orwhenthereisaquestionconcerninganemployeesabilityto

    performjobduties.

    5.3 SubstanceAbuse

    CompliancewiththeCompanysDrug&AlcoholFreeWorkplacePolicy(HSE

    ProceduresManual)shallbeaconditionofemployment. Wearecommittedtoadrug&

    alcoholfreeworkplace.Thisisachievedbythemaintenanceofanactiveantidrugand

    anti

    alcohol

    plan.

    Any

    on

    duty

    employee

    (or

    contractor)

    with

    a

    detectable

    level

    of

    alcohol,drugsorcontrolledsubstancesisprohibitedfromperformingserviceforthe

    Companyandwillnotbepermittedtoremainatwork.

    5.4 SafeWorkPractices

    Fieldemployeesworkinanenvironmentofpotentialriskfromdangerousmachinery,

    materials,fire,weatherandotherconditions. Safeworkingpracticesmustbefollowed

    atalltimes. Safetyproceduresandguidelinesofparticularimportanceare:

    5.5 MinimumRestPeriod

    Personnelmayworknomorethan16continuoushours.Thistimeshallcommenceat

    theinitialtimeofarrivalontheworksite,andshallincludeallstandingbytimeaswell

    asparticipatinginoperationsor,anycombinationofsame.After16continuoushoursof

    performancesuchpersonsmustbeprovidedaminimumof10consecutivehoursaway

    fromtheworksiteandengagedinnoalternateworkactivity.

    5.6 PersonalProtectiveEquipment(PPE)

    TheuseofPPEshallbeincompliancewithlocalandindustryrelatedregulations.

    PersonnelshallbeissuedthenecessaryPPEfortheoperationtobeperformed.

    EmployeeswillalsoreceivetraininginaccordancewithOSHAPPEregulations

    consistingof:limitationsofPPE,donning,maintenance,inspection,andwhentowear

    thePPE. AllPPEshallmeetANSIstandards.

    UseofPPEwillbemandatoryandunderthecontroloftheonsitesupervisoras

    outlinedintheHSEproceduresmanual.

    5.7 Smoking/NonSmoking

    Ourbuildingsaresmokefreeareas.Otherworkplacesutilizedesignatedsmokingareas

    foremployeestosmoke. Theonsitesupervisorwillhaveinformationregardingthe

    smokefreeareasandappropriatesignsshallbeposted.

    ENVIRONMENT6.1 EnvironmentalProtectionPlan

    Thecompanyrecognizesandiscommittedtopromotinggoodenvironmentalpractices.

    ThecompanyinaccordancewithitsEnvironmentalPolicy,WasteManagement,and

    PollutionPreventionPlanwill:

    Ensurethatallwastematerialsarestoredanddisposedofaccordingto

    regulations.

    Recycleanduserecyclablematerialswhenpossible.

    Usefuelsandchemicalthatareenvironmentallyacceptable.

    Minimizewastebyintroducingawastefreeprocess,wherepossible.

    Utilizecosteffectivesolutionsforcoolingandlightingrequirements.

    Conductoperationsinsuchamannerastominimizetheimpactonwildlife.

    RISKCONTROL7.1 RiskAssessment

    TheCompanyshallidentifyanddocumentHSErisksinordertopreventandcontrolthe

    risk.Asaminimum,theriskassessmentwillincludeconsiderationofthefollowing:

    Natureofwork

    Locationofwork

    Potentialforexposuretoworksitehazards

    Potentialconsequencesofincident(environmental,legal,ordelayinoperations.

    Insomecasestheriskorhazardcanbeidentifiedbyobservation.Inothercases,

    measurementssuchasnoiselevels,orgasdetectorsmaybenecessarytodeterminethe

    levelofrisk. Emphasiswillbeplacedonareasofoperationsorproceduresthatareidentifiedashavingthepotentialforgreatestseverity.

    7.2 RiskControl

    Whenrisksorhazardshavebeenanalyzedandassessed,decisionscanbemadeabout

    controlmeasures,whichmustbetakenintoaccount.Thefollowingriskcontrol

    principlesshallapply:

    Eliminateorminimizetheriskbysubstitutingsaferoperationalprocedures.

    Use

    engineering

    controls.

    Minimizetheriskbytheuseofpersonalprotectionandequipment.

    EmployeesinvolvedintheseareasofoperationswillreceiveappropriateHSEtraining,

    participateinsitespecificsafetymeetingsandreviewjobsafetyanalysis(JSAs)that

    applytotheparticularriskorhazard,onaregularbasis.

    EMERGENCYPROCEDURES8.1 EmergencyProcedures

    Thecompanyshallestablishemergencyproceduresatallworklocations. Theseshall

    definespecificresponsibilitiesforthemanagementofaresponsetoanemergency.The

    companyshallalsoprepareinterfacedocumentslinkingtheHSEemergencyprocedures

    toitsclientvesselsandwhereappropriate,totheclienttoensurethatresponsibilitiesare

    known.

    Thecompanyshallprovidetrainingintheseprocedurestoallrelevantpersonnelin

    accordancewiththeHSEProceduresManualandSection10ofthismanual.

    8.2 EmergencyDrills

    Emergencydrillsshallbeheldmonthly,anddocumented. Thesedrillswillconsistof

    manoverboard(dockside),firedrills,spillcontainmentdrills,andHAZMATdrills.

    CORRECTIVEANDPREVENTIVEACTION9.1 CorrectiveandPreventiveAction

    Correctiveandpreventiveactionshallbetakenatanystageofanactivitytoeliminate,

    orreducetoanacceptablelevel,risktothehealthandsafetyoftheCompanys

    employeesandotherpersonsforwhomitisresponsible. Thisincludestheriskof

    damagetotheenvironmentandharmtowildlife.

    AformalcorrectiveactionreportmaybeinitiatedasaresultofaninternalHSEaudit,or

    inresponsetoanHSEproblemidentifiedinthenormalcourseofbusiness.

    TRAINING10.1 Training

    TrainingisanessentialpartoftheCompanysHSEmanagementsystem. Itisthe

    CompanypolicythatallemployeesshallbeprovidedHSEtrainingappropriatetotheir

    employment. TheresponsibilityforstafftrainingisthatoftheDepartmentManagers.

    TheSecurity&SafetyManagerwillassistandcounselDepartmentManagersintheHSE

    trainingmatters.

    TheCompanyshallprovide:

    Trainingtocoveralllevelsofstaff.

    Asystemfortheidentificationoftrainingneeds.

    Analysisofspecialtrainingneeds.

    HSErefreshertrainingonaperiodicbasis.

    10.2 SafetyOrientation

    AllnewandcontractemployeeswillreceiveanHSEorientationwhichincludes

    familiarizationwiththeHSEProceduresManual.Thisorientationprogramis

    supplementedwithHSEtraining,whichisappropriatetothelevelofemployment.

    Theorientationwillprovideemployeeswithbasicpracticalunderstandingofthe

    companyssafetyrequirements,thegeneralhazardsandrisks,andaccidentand

    emergency

    procedures

    that

    apply

    to

    their

    specific

    work

    location.

    Employeeswillberequiredtoattendallsafetymeetingspertinenttotheirareaof

    operations.Asupervisorwillconductthesafetymeeting.Thecontents,date,andwho

    attendedwillbedocumentedonaCompanysafetymeetingrosterform.

    10.3 FirstAid

    AllemployeeswillbetrainedinfirstaidandCPR.Refreshertrainingshallbeprovided

    biannually.Thecompanyshallundertaketomaintainanacceptablestockoffirstaid

    suppliesandequipmentforemergencyuse.Thisshallbetheresponsibilityofthe

    Security&SafetyManager.

    10.4 FireFighting

    TheCompanysupportsandencouragesdefensivedriving. Allemployeesrequiredto

    driveaCompanyvehiclewillberequiredtoparticipateinaCompanysponsored

    defensivedrivingcourse.

    HSEMONITORINGANDREPORTING11.1 General

    TheCompanysannualHSEPlanshalloutlineitsproposedactionsfortheyearahead

    andspecifictargetsforHSEmanagementandperformance. TheCompanyshall

    maintainahierarchyofreportingtoensurethatHSErelatedissuesaremonitoredatall

    levelsoftheorganization.

    TheHSEperformanceshallbeaddressedandpublishedinthefollowingformat:

    HSEmeetings

    Quarterlymanagementreview

    AnnualManagersmeeting

    11.2 HSEAudits

    Auditsshallbeconductedonaperiodicbasis.Theresultsoftheseauditsshallbe

    documentedinaccordancewiththeCompanydocumentationplanSection4ofthis

    manual.

    Auditsshallbeconductedbyappropriatelytrainedpersonnel.Specificjobsiteswillbe

    audited.Someofthepotentialareassubjecttoauditswillbeworkshops,material

    storageareas,andtheofficeenvironmentTheSafetyOfficerwillassesstheauditresults

    and

    forward

    to

    management,

    who

    shall

    take

    prompt

    action

    to

    correct

    any

    HSE

    deficiencies. Responsibilityforcorrectiveactionswillbeassignedanddocumented.

    11.3 HSEStatisticalData

    TheSecurity&SafetyManagerwillberesponsibleforcompilingandreportingofthe

    statistics,andkeepmanagementabreastofthesestatisticsonaregularbasis.These

    statisticsareavailabletoclientsbyrequest.

    11.4 IncidentReporting

    TheCompanyshallrequirethatallHSEIncidentsbereportedimmediately. Incidents

    mustbeturnedintotherespectivesupervisorforreviewandforwardedtotheSecurity

    &SafetyManager. TheseIncidentReportswillbekeptonfileinaccordancewithHSE

    Documentation&Recordspolicyofthismanual.
