DIFFICULTIES ENCOUNTERED IN PREPARATION THE NATIONAL COMMUNICATION AND LESSONS

LEARNT IN OVERCOMING THESE DIFFICULTIES

Introduction• Burundi has started her Second National

Communication on climate change in October 2006 and finished it in November2009.

• At the COP 16, the Burundi’ s Second National Communication has been presented in a Side Event on the 4th December 2011.

• In few days, Burundi will start the Third National communication on climate change because funds are already available.

I. DIFFICULTIES ENCOUNTERED IN PREPARATION THE NATIONAL

COMMUNICATION• On Greenhouse gas Inventories- Data of 2000 year were not available, especially for

Forest sector( worse archiving),- Some Experts who have elaborated the first national

communication on climate change have moved to other jobs ( Lack of technical expertise),

- The Inventory has been elaborated in different sectors but Experts have taken a long time to finalize it because they were not available

I.DIFFICULTIES ENCOUNTERED IN PREPARATION THE NATIONAL

COMMUNICATION• Mitigation AnalysisThe main problem we have on this section is the use of

Models including the model LEAP in energy sector• Vulnerability and Adaptation Assessment,- The data on climate, including the climatic Projections

are basic and used by other sectors.- Many climatic stations have been destroyed during the

war,- The lack of explicit guidelines,

• In General, experts tend to copy and paste the First National Communication,

II. LESSONS LEARNT IN OVERCOMING THESE DIFFICULTIES

• On Greenhouse gas Inventories- We decided to take 2005 as the reference year in

our SNC,- We have organized a national workshop and an

expert of the First National Communication has trained new experts,

- In the third national communication on climate change, experts will confirm their availability

II.LESSONS LEARNT IN OVERCOMING THESE DIFFICULTIES

• Mitigation AnalysisThere is need of guidelines on the models to be

used in that section in the 6 UN languages. countries could improve their mitigation projections.

With Leap, experts have been reinforced in capacity by a Burundian senior expert, but they steel need to be trained again.

II. LESSONS LEARNT IN OVERCOMING THESE DIFFICULTIES

Vulnerability and Adaptation Assessment,- Many stations have been improved and many

projects have included in their activities the capacity building of The Burundi Geographic Institute to improve climatic data.

- The National Communications support Programme could support developing countries and supply explicit guidelines on that section,

II. LESSONS LEARNT IN OVERCOMING THESE DIFFICULTIES

• In General, experts tend to copy and paste the First National Communication,

The coordinator, when elaborating TORs must be clear to avoid that.

ConclusionAs it has been done in Pretoria in 2006 for the

Second National Communication on climate change, the National coordinators need to be trained before starting the Third National Communication on climate change.
