What is the CERO Certification Scheme?The Counter Terrorism Certification Board has established and maintains a voluntary and

comprehensive certification scheme -- Certified Emergency Response Officer (CERO). It grants the

CERO certification and maintains it as the recognized standard of excellence for competent security,

counter terrorism and emergency professionals.

Why earn the CERO Credential? The CERO Credential provides demonstrable proof of

knowledge, skill and experience of defined areas within the

scope of practice for the Emergency Response Officer.

Emergency Response Officers carry out activities for

handling crises when they occur, through possessing the

necessary skillsets to handle a wide variety of incidents.

These could be both terrorism and non-terrorism related,

and span all three phases of a crisis: pre-crisis, during crisis

and post-crisis.

Earning a CERO credential will demonstrate your

competency in these three main areas: pre-crisis, during

crisis and post-crisis. By understanding what actions are

required before, during and after a crisis, it is possible to

mitigate and minimize the potential losses caused by an

incident, which will result in a more positive outcome

Who is the CERO Credential intended for?• Emergency planners, emergency response coordinators and emergency managers

5 steps in order to obtain CERO certification:

1 APPLY Each candidate should meet eligibility requirements before applying for CERO certification. Passing eligibility criteria will allow candidates to move to the examination stage.

2 PREPARATION In order to prepare for the CERO exam, the Counter Terrorism Certification Board provides a few options for candidates to prepare for the exam.

3 EXAMINATION CERO examination is a standardized test administered and scored in a consistent manner to ensure legal defensibility.

4 CERTIFICATION Candidates who successfully passed the examination will receive a designation certification that is valid for two years.

5 MAINTAINING the Certification - Maintain an active certification status by recertifying every two years.

CERO EligibilityAt least five years of emergency response, safety and/or security experience

OR

In possession of a diploma from an accredited institution of higher education on Emergency Management / Preparedness / Planning, Disaster Services, National or International Disaster Relief, or related degree and have three years of emergency response experience

OR

Valid CCTP / PSP / CPP/ BCM/ AEM/ CEM certifications and have three years of emergency response experience

AND

• Be employed full-time in a role which would respond to disaster and emergencies • Valid First aid/CPR/AED/TCCC/TECC certifications • Declaration - The participant is expected to have no criminal records and would have to declare

this status during the application process.• Professional References - The participant must submit two professional references who have

personal knowledge of, and can validate the candidate’s experience, character and good standing.

CERO accreditation The Certified Emergency Response Officer program follows the requirements and those set forth in ISO 17024.

International Standard ISO/IEC 17024 is the benchmark and requirement for each organization providing certification of persons. The requirements specified in ISO/IEC 17024 aim to help personnel certifying organizations protect the integrity and ensure the validity of their various personnel certification programs.

Confidence in the respective certification schemes is achieved by means of a globally accepted process of assessment, subsequent surveillance and periodic re-assessments of the competence of certified persons.
