TO: Keith Schnarre, Presiding Commissioner Karen Miller, District I Commissioner Skip Elkin, District II Commissioner

FROM: Michael H. Mallicoat

SUBJECT: Administrative Authority to Purchase Laptop Computers, Personal Computers, Peripherals and Printers from Cooperative Contracts for FY05

The purpose of this request is to seek administrative authority for the lnformation Technology Department to purchase laptop computers, personal computers, peripherals and printers from cooperative contracts for the fiscal year 2005. The department's current authority expired 12/31/04. Cooperative contracts include the State O/WVT), NACo and WSKA. This type of request has been made and approved for each of the past 5 years.

Following are excerpts from commission minutes a few years ago:

"Commissioner Miller stated this is the third year that the department is requesting the ability of the department to purchase these products from State contract, in an as needed basis. This is efficient and is cost effective for the County. There are three cooperative contracts, two are national, and the other is state. The Purchasing Department is in agreement that this is the best way for the County to go.

Commissioner Elkin stated he spoke with Melinda Bobbitf about this and she told him that there could be up to two hundred bids, from across the nation, for these items.

Commissioner Miller stated it is hard to know if someone has the support to be able to fulfill the bid. Many times John Patfon, County Counsel, has had to help the County get out of contracts because people were not able to meet the contract that was signed. This is the best solution as fast as technology moves.

Commissioner Miller moved to approve the request from the Information Technology Department for Administrative Authority to purchase laptop computers, personal computers, peripherals and printers from cooperative contracts for the fiscal year 2002.

Commissioner Elkin seconded the motion. There was no discussion or public comment. The motion passed 2-0."

A commission order was passed last year to cover FY04. The same reasons still apply for the need to have this Administrative Authority granted for FY05.

Thank you for your consideration.

CHAPEL HILL ROAD

PROJECT DESCRIPTION

July 29,2003

The Chapel Hill Road project extends westward from Scott Boulevard approximately 5,000 feet and connects into Gillespie Bridge Road. The alignment is shown on the attached. The project will provide for at least a two-lane facility constructed to minor arterial standards as shown in the adopted Major ThoroughfarePlan. The. project will indude signals at the east end at Scott Boulevard which will indude geometric improvements to Scott Boulevard at Chapel Hill Road and major storm drainage work immediately west of Scott Boulevard. Daniel Boone Little League facilities will have to be addressed during the conceptual and design processes to adequately accommodate their needs. Re-tnnnedion at the west end into existing Gillespie Bridge Road east of the bridge will include work in an area of very rough topography.

This alignment serves a developing area and will reduce trips along the existing Gillespie Bridge Road alignment Additionally, if any delays are encountered along Interstate 70 in the form of accidents or work-related delays, this enhanced Chapel Hill Road alignment along with Gillespie Bridge Road to the west will provide a good alternate a&ss during those short periods of time. This roadway provides connectivity between the urban city area and the area outside the ab developed as urbanlrural fringe areas. The owners of propertyldevelopers may provide some of the project funding in terms of right of way dedication, although these assurances have not been formalized as yet

The cost estimate for the project is outlined below: -
