Part 1 PRESENTATION AND SCOPE _____________________________________________________________

1.1 Scope These certification rules NF047 concerns the appliances fed with hot water or steam at temperatures below 120°C. On this day, these rules apply to the following products: - Radiators fed with hot water, - Wall-mounted convectors fed with hot water, - Radiators or convectors with fans-assisted, - Mixed radiators, - Ceiling-mounted radiant panels fed with hot water. The definition of each product and the certified characteristics can be found in the appendices of part 9.

1.2 Who can apply for the NF mark and why? These rules are open to any applicant whose products fall within the above-defined scope and meet the technical requirements described in part 2 of this document: - definition of applicants / mandated bodies / distributors:

1 – Applicant / holder: A legal entity that provides control and accountability for compliance with all requirements specified in the NF 047 mark standard. These requirements cover at least the following steps: design, fabrication, assembly, quality control, marking, packaging and introduction onto the market, and specify the critical points of each step. Any legal entity can claim the right to use the NF mark, if it meets at least one of the following three conditions: *intellectual ownership of the product, *fabrication (includes fabrication/assembly, quality control, marking and packaging), *distribution of the products. Any contractual ties between the applicant / holder and the service provider, to whom one of the requirements is subcontracted, must be defined in the form of a subcontracting contract between the two parties, as defined in part 8. In particular, this contract must specify the service provider's commitment to meet the applicable requirements of these rules.

Page 6: CERTIFICATION RULES OF THE MARK · -the NF mark Part 2 What requirements have to be satisfied? - for the product - for the quality management system - for marking Part 3 How is certification

Certification Rules NF–047 Page 6 of 63

2 – Mandated body: Legal entity or private individual located in the EEA which has a representative function of the applicant/holder outside the EEA and has a contractual and written power of attorney from the applicant/holder stating that it can act on its behalf and specifying in what framework (missions and associated responsibilities and financial aspects, claims, certifying body contact, among others) in the NF mark certification process in accordance with the provisions of the certification rules. The mandated body may be the distributor or the importer; its various functions are clearly identified.

3 – Distributor: Legal entity distributing the products of the applicant/holder that does not modify the product with regard to NF mark requirements. The types of distributors can be the following:

- distributors who do not intervene technically on the product and distribute the product under the holder's trademark,

 distributors who have no technical intervention on the product and distribute the product with a change of trademark. In this case, it is necessary to maintain the right to use or to apply for the right to use, if the applicant does not wish that explicit reference to the applicant/holder be made. In the latter case, the respective responsibilities are defined by contract and the agreement of the applicant/holder must be in writing,

 distributors who intervene technically on the product must apply for the right to use and are considered as applicants in their own right.

1.3 The NF mark Created in 1938, the NF mark is a registered collective certification mark that certifies the conformity of products with the applicable national, European and international standards, which may be completed by additional specifications, under the conditions defined in the certification rules. The mark is awarded by AFNOR Certification and its network of partners, which form the NF network. The NF mark is a voluntary product certification mark that meets the requirements of the French Consumer Code, in particular by involving the interested parties in the validation of the certification rule , by defining the rules applying to product markings and by communicating clearly and transparently on the main certified characteristics. The right to use the NF mark is granted on the basis of compliance with one or more standards and more generally with the entire rules, for a product coming from an applicant and a designated design and/or manufacturing and/or marketing process. Awarding the right to use shall under no circumstances substitute the legal responsibility of the company holding the right to use the NF mark by the responsibility of EUROVENT CERTITA Certification. The NF mark checks the characteristics for the protection of the safety of persons and property, suitability for use and the durability of products, and any other additional characteristics that differentiate the product on the market.

Page 7: CERTIFICATION RULES OF THE MARK · -the NF mark Part 2 What requirements have to be satisfied? - for the product - for the quality management system - for marking Part 3 How is certification

Certification Rules NF–047 Page 7 of 63

Unanimously recognised by economic players, consumers, public authorities and institutions, the NF mark has acquired an indisputable reputation that has been rewarded by the very status as a "very well renowned mark" in France. This renown is based on:

• compliance with standards, a symbol of the consensus reached between the interested parties,

• the guarantee of quality, safe and high-performance products that have been tested and checked,

• the will to meet the changing needs of the markets,

• confidence in the robustness of the certification process resulting in the award of the mark (thoroughness, transparency and impartiality, command of the processes),

• confidence in the competence and impartiality of the bodies that award the mark. The operation of the NF mark relies on a network of mandated certifying bodies, technical secretariats, laboratories, inspection bodies, auditors and recognised regional technical experts that, along with AFNOR Certification, make up the NF Network. In accordance with the General Rules of the NF mark, AFNOR Certification has appointed EUROVENT CERTITA Certification, the certifying body, to manage the mark NF-047. EUROVENT CERTITA Certification is answerable to AFNOR Certification for the operations with which it is entrusted and which are covered by a contract with AFNOR Certification.

2.4 Requirements for quality management

2.4.1 Purpose

The applicant/holder and their distributors are each responsible, as far as they are concerned, for the right to use the NF mark for the product being considered. The applicant/holder shall take every step necessary to guarantee the compliance of the product with these certification rules on an ongoing basis. This paragraph defines the minimum provisions that the manufacturer shall set up in terms of quality management so that the products covered by the NF mark are produced at all times in accordance with this certification rules. The requirements specific to the products are also defined in part 9. Paragraph 2.4 constitutes the audit standard. The quality system is partly based on the manufacturer setting up a series of organisational provisions to control the compliance of the products delivered with standards and additional specifications, where applicable. These provisions are described in paragraphs 2.4.2 and 2.4.3. These provisions can be completed by specific requirements related to the type of product certified. Certification Rules NF–047 Page 11 of 63

The manufacturer must set up a documented inspection plan that must, as a minimum, include the inspections and tests described in the following paragraphs and the complementary requirements defined in part 9. The frequency of the sampling is determined at the manufacturer's initiative and must be representative of the quantity of products manufactured. If the inspection frequencies are specified (hereafter or in part 9 relating to the products), then they must be taken into consideration in the manufacturer's inspection plan. However, the manufacturer is free to define stricter frequencies.

The inspection results must be recorded in registers or other documents kept for this purpose and retained in accordance with a documented procedure.

The tolerances applying to the dimensional inspections of the product shall be shown on the manufacturer's drawings and/or the inspection instructions. These tolerances shall not exceed the tolerances specified in the standard applicable to the product in question or specified on part 9.

2.4.3.1 Acceptance inspection of the components and raw materials

The requirements applying to the acceptance inspections of each product type are included in part 9.

2.4.3.2 Inspections during production

The requirements applying to the acceptance inspections of each product type are included in part 9.

2.4.3.3 Leak and pressure resistance tests

The tests described below are applicable to all the products covered by this application, apart from mixed radiators. The leak test requirements for mixed radiators are defined in part 9, appendix D.

- Leak tests: The manufacturer must perform a leak test on each individual products by subjecting them to a pressure at least 1.3 times the maximum pressure declared by the applicant/holder. The test pressure must not be lower than 5.2 bar. A pressure gauge, having at least an accuracy of ±5%, must be installed on each test bench that is readily visible to the operator during the test operations. The test can be made with water or air under pressure: . For test using water, the pressure has to be maintained during 10 seconds into the product, after stabilisation of the pressure. . For test using air, the pressure has to be maintained during 3 seconds into the product, after stabilisation of the pressure.

- Pressure resistance tests: Once a week and on each production line, the manufacturer must take an product measuring at least 500 mm in length and subject it at least to a test pressure 1.69 times the maximum operative pressure declared by the applicant/holder. The product is compliant if it does not leak. The test can be made using water or air. The pressure has to be maintained into the product during 2 minutes and checked by a pressure gauge having at least an accuracy of ±5%.

Page 12: CERTIFICATION RULES OF THE MARK · -the NF mark Part 2 What requirements have to be satisfied? - for the product - for the quality management system - for marking Part 3 How is certification

Certification Rules NF–047 Page 12 of 63

In the case of design or towel radiators produced with steel tubes, the frequency of check can be reduced as followed: Level 1: once a week and per production line. . After 6 conforming consecutive tests go through the level 2. Level 2: Once per two months and per production line. After 3 conforming consecutive tests go through the level 3. Level 3: once per each 6 months and per production line. From the first result observed non-conforming, the level 1 has to be applied immediately.

2.4.3.4 Paint inspections

The methods used for the preliminary treatment and paint (or any other finish, such as chrome, polishing, etc.) must cover all of the exterior surfaces of a protective coating in touch with the air. - Painting process: At least once a week, the manufacturer must perform periodical inspections all along the painting process, from the surface treatment of the products to the paint curing oven. The gradient of temperature of each oven of polymerization must be monitored at least once a year to guarantee a good quality of cooking of the final paint. The records have to be kept. - Thickness of the painting on the product: The manufacturer shall once a day and per painting line verified at least the finish coating thickness. The level of acceptance criteria must be documented. For the products covered by the standard NF EN 442-1 §4.2 (see the edition of the standard in §2.2 of this rules), the requirement of reaction to fire must be respected.

- Cross-cut test: On painted products that are ready to be installed, the resistance of the paint to separation must be tested according to the standard NF EN ISO 2409. If the result is in the classification 0 or 1, as defined in table 1 of this standard, then paint is compliant. Inspections must be made at least once a day. - Corrosion test in salt spray atmosphere: Once a year tests are performed on one product selected after the process of the paint. For all products covered by the scope of these Rules, excepted for the cast iron radiators painted only with priming coat against the corrosion, a corrosion test in salt spray atmosphere has to be performed in accordance with the standard ISO 9227 (see the edition of the standard in §2.2). After 200 hours of test, the conformity is reached if there is not on the surface of the appliance, without stripe on the appliance for the necessity of test, damage on the coating surface such as, flakes, blisters, cracks, superficial rust points. Corrosion and detachment test of the coating on the appliance, with stripes realized in accordance with the standard ISO 9227 (see the edition of the standard in §2.2 of this rules), shall be made until 350 hours and beyond if the manufacturer wishes it. A measure has to be made at least at 200, 250, 300 and 350 hours. The evaluation of the results are made in accordance with the technical specifications of the manufacturer.

Page 13: CERTIFICATION RULES OF THE MARK · -the NF mark Part 2 What requirements have to be satisfied? - for the product - for the quality management system - for marking Part 3 How is certification

The test in wet atmosphere is allowed until 30/06/2017, excepted in the case where the manufacturer changes the surface treatment process of the appliances and/or of the painting.

2.4.3.5 Inspection of the NF mark on the products

The manufacturer must inspect the NF mark, (as define §2.5.3.1), in order to make sure that they are legible just after the painting process and that only certified products are marked. These inspections must be made at least once a day.

2.4.3.6 Document control

In order to guarantee that the data is compliant and that the requirements applying to the documentation defined in paragraph 2.5.3.3 and in part 9 are met, all the manufacturer's documents (in hardcopy or electronic format) mentioning the certified characteristics must be checked by competent persons before they are released. The holder shall also ensure that it controls its applications for the right to use the NF mark, in order to inform EUROVENT CERTITA Certification of any modification of elements forming them, particularly if they affect the certified features (for example: thermal outputs, gradients, maximum working pressure, etc.).

2.4.3.7 Inspections on the finished product

In the product audits, the manufacturer must periodically inspect samples (at least once per month) to check that the products are compliant. Inspections must be made of: - The conformity of the stacking of the products according to the documented instruction; - the check of the storage condition to guarantee the integrity of the products - the conformity of the markings with the product, - conformity of the products with the labelling requirements, according to the standard applicable to the

product. If the maximum working pressure and/or thermal output and/or the characteristic equation are indicated, the conformity of these indications must be checked,

- presence and legibility of the NF mark, - presence of any visual faults in the paint.

2.4.3.7 Processing of complaints

The manufacturer must take actions to manage complaints by customers about the certified products. The processing of complaints and any subsequent actions must be recorded and preserved.

Page 14: CERTIFICATION RULES OF THE MARK · -the NF mark Part 2 What requirements have to be satisfied? - for the product - for the quality management system - for marking Part 3 How is certification

Certification Rules NF–047 Page 14 of 63

2.5 Marking Marking is an integral part of the certification of a product. Beyond the identification of a certified product and its traceability, the marking of a product with the NF logo ensures better protection of the users and facilitates the defence of holders against misuse and fraudulent imitations. The reproduction and display of the AFNOR, AFNOR Certification and EUROVENT CERTITA Certification logos is strictly forbidden without the prior approval of these bodies.

2.5.1 Reference texts The French consumer code Article R433-2 (decree 2016-885 on 29/06/2016) of the French Consumer Code (on 26/10/2016) stipulates that: "When reference is made to certification in advertising, on labelling or the presentation of any product or service, and in commercial documents of any kind relating thereto, the following mandatory information are provided to the consumer or user:

• the designation or company name of the certifying body or the collective certification mark,

• The name of the certification referential used,

• The manner in which the certification rules can be consulted or obtained." Moreover, the purpose of indicating the main certified characteristics is to make the technical characteristics to which the NF mark applies more transparent for consumers and users. It adds value to the certification and its content. A “certified characteristic” is any technical characteristic whose content is checked within the scope of the NF mark. For the purposes of these certification rules, the certified characteristics are defined in the appendices of part 9. General Rules of the NF Mark The purpose of the marking rules given below is to guide the holder in complying with the regulation requirements and the NF certification requirements. The general rules of the NF mark specify the conditions of use, of validity and the penalties in the event of improper use of the NF mark.

Without prejudice to the sanctions laid down in the general rules of the NF mark, any incorrect announcement of the certified features and any fraudulent use of the NF logo expose the holder to lawsuits for fraud and/or misleading advertising. Information related to the certified products are available on the website www.marque-nf.com or www.certita.fr. They cover notably: - Product identification; - NF047 Rules; - Holder identification; - Certified characteristics;

Page 15: CERTIFICATION RULES OF THE MARK · -the NF mark Part 2 What requirements have to be satisfied? - for the product - for the quality management system - for marking Part 3 How is certification

Certification Rules NF–047 Page 15 of 63

EUROVENT CERTITA Certification provides, on request, information regarding the validity of a given certification. When the holder provides copies of certification documents, it has to be reproduce integrally.

2.5.2 The NF logo

The NF logo shall assure the identification of all certified products. The holder commits to respect the style guide of the NF mark. The NF logo and the style guide can be obtained from EUROVENT CERTITA Certification (see contact details on the cover page). The NF certified product must bear a designation and identification distinct from non-NF certified products. The holder must only use the NF logo to distinguish certified products, without risk of any possible confusion with other products, particularly with non-NF certified products. Holders are advised to submit all documents (hardcopy and electronic) containing the NF mark to EUROVENT CERTITA Certification in advance, in order to avoid any risk of misinterpretation and errors that could require the holder to correct its documentation and withdraw any incorrect documents from circulation.

2.5.3 Marking process This paragraph describes both the process for affixing the NF logo and the marking of essential certified characteristics. In order to meet the requirements of article R433-2 (decree 2016-885 on 29/06/2016) of the French Consumer Code (on 26/10/2016), the mark must be produced as follows, whenever this is technically possible: - For the radiators fed only hot water heating:

Cast iron or aluminium: Markings made in the foundry, preferably near a coupling. - Indications to appear on the product The product is marked in accordance with the marking conditions defined in paragraph 2.5.3, along with the holder's identification number, which may be followed by the identification number of the production unit, if the NF mark recognises several sites. The holder receives his identification number with the certification of admission to the right to use the NF mark. - Marking difficulties

In case of technical impossibility, the mention relate on the type of product (title under the NF logo) thus this related at EUROVENT CERTITA CERTIFICATION and this on the web site address www.marque-nf.com can be omitted, if these markings are not technically possible. If they are present, then these markings must be clearly legible. The minimum permissible markings are:

NF 047 / XXX(*)

(*) Holder's identification number. However, due to the specific nature of the NF 047-certified products, the following exceptions to the above-mentioned requirements are permitted: - the requirement for the minimum size of the standard logo defined in the style guide is replaced by the notion of legibility. - moulded or stamped markings will be corrected when a new tool is installed. When the holder experiences difficulties in meeting the above requirements, the planned type of marking is subject to prior approval by EUROVENT CERTITA Certification. The request must explain the reasons and the planned marking project. The following requirements must be met when self-adhesive labels are used:

- They must withstand a minimum temperature of 110° C, - The adhesive must withstand the variations in temperature of the product, - The NF logo (as defined in paragraph 2.5.3) must withstand attack by solvents that are regularly used. The holder's application for exception must be accompanied by the label supplier's specifications, including details of the temperature limits. The holder must provide a commitment to meet the second and third requirements.

2.5.3.2 - Marking on the packaging of the NF certified product or on supporting

documentation (including labels) Displaying the NF mark on packaging and/or the documents accompanying the certified products is a means of promoting NF certified products. Therefore, holders of the NF mark are strongly advised to also display the NF mark on the packaging and/or the documents accompanying the certified products. In addition to the NF mark defined in 2.5.3, and at the very least, the reference and trade name of the certified product must also appear on the packaging.

2.5.3.3 - Marking on documentation (technical and sales documents, labels, posters, advertisements, websites, etc.)

Displaying the NF mark on the holder's documentation is a means of promoting these products. Therefore, holders of the NF mark are strongly advised to refer to it. References to the NF mark in the documentation must be made in such a manner that there is no risk of mixing up certified products and other products. The NF mark must be reproduced in the documentation and advertising materials in accordance with the conditions defined in paragraph 2.5.3. Reproduction of the NF mark, as defined in 2.5.3, on the holder's letterhead is prohibited, unless the holder has been granted the NF mark for all of its production. In all cases, the holder must request prior approval from EUROVENT CERTITA Certification. Holders are advised to submit all their documents containing the NF mark to EUROVENT CERTITA Certification for prior approval in order to make sure that this paragraph has been correctly interpreted, to avoid any risk of errors and, by the same token, to avoid the immediate recall of any material that has already been released. Specific requirements for the products are described in part 9.

Definition

- Definition of the applicant (see 1.2), - Definition of the different types of application

An application for the right to use the NF mark can be:

. an application for certification . a subsequent application for certification . an application for extension . an application for maintenance

An application for admission is submitted by an applicant who does not have the right to use the NF Mark in the application concerned. The application corresponds to a range of products resulting from a given design and/or production and/or marketing process, defined by a trade mark and/or referring specifically to the product in question and its technical characteristics. If one or more parts are subcontracted, the subcontractors agree to refrain from marketing the products under their own brand and trade name using the NF mark. A subsequent application for admission differs from the preceding definition inasmuch as it is made by an applicant who already has at least one right to use the NF mark for the application in question. Applications for extension are made by holders for a product range that has been modified or for the addition of model(s) and height(s). Applications for maintenance are made by holders for a range of NF certified products to be marketed under another brand and/or trade name, or, to replace the brand and/or trade name of the certified range, without making any changes to its certified characteristics.

Case of an application for admission

3.1 Filing an application for certification Before making the application, the applicant must be sure to meet, at the time of the application, the conditions defined in these Certification Rules, especially those in Part 2, regarding the corresponding range and sites. The applicant/holder is responsible for making sure that the regulations applicable to its product are effectively respected (for example: CE mark). It must undertake to comply with the same conditions during the entire duration of the right to use the NF mark. Applications for the right to use the NF mark are only admissible for series produced products. The applicant/holder has to make sure that his products covered by a right to use the NF mark comply with all the requirements of this NF Rules throughout the duration of the NF mark.

Page 21: CERTIFICATION RULES OF THE MARK · -the NF mark Part 2 What requirements have to be satisfied? - for the product - for the quality management system - for marking Part 3 How is certification

Certification Rules NF–047 Page 21 of 63

To support its application, the applicant undertakes, as a minimum, to:

- accept and comply with the terms and conditions set out and defined in the certification rules, and in particular:

o present for certification products that comply with the regulations in force, o implement any modification made necessary by changes to the certification rules notified

by the certification body, o use the certification mark under the conditions set out in the certification rules and for the

certified products only, o take action on the basis of decisions made by the certification body in the context of the

certification (in particular, to define and implement corrective action following a discrepancy found, or to apply a penalty decision);

- comply at all times with the certification requirements defined by the certification rules, including implementing the appropriate changes notified by the certification body;

- ensure that the certified product continues to meet the requirements of the certification rules, in particular:

o efficiently apply the internal production control system set up to meet the requirements of the certification rules;

o perform the inspections for which it is responsible so that the right to use the certification mark may be maintained;

- make all necessary arrangements for: o the conduct of evaluation and surveillance (if required), including provision for examining

documentation and records, and access to the relevant equipment, location(s), area(s),personnel, and subcontractors of the client in question;

o the investigation of complaints; o the participation of observers, if applicable;

- make statements and provide information about the certification in accordance with the scope of the certification, in particular:

o not submit counterfeit products for certification, o use the trade name of the product submitted only for products certified in accordance

with these certification rules; - not use its product certification in such a manner as to bring the certification body into disrepute,

or make any statement regarding its product certification that the certification body may consider to be misleading or unauthorized, in particular:

o not misuse the certification mark or use it in a manner that does not comply with the certification rules in force,

o not use the certification body's logo; - in the event that certification is suspended, withdrawn or terminated, discontinue its use of all

means of communication that refer to the certification, take action as required by the certification scheme and take any other required measure;

- in the event that a copy of the certification document is supplied to a third party, reproduce it in its entirety or as specified by the certification rules;

- when referring to the certification of its products in communication media such as documents, brochures or advertising, comply with the requirements of the certification body and/or the specifications of the certification program and send the certification body, upon its request, all printed advertisements and catalogues that refer to the certification mark;

- comply with all of the requirements that may be prescribed in the product certification program relating to the use of conformity marks and on information related to the product;

Page 22: CERTIFICATION RULES OF THE MARK · -the NF mark Part 2 What requirements have to be satisfied? - for the product - for the quality management system - for marking Part 3 How is certification

Certification Rules NF–047 Page 22 of 63

- investigate, record and keep a record of all complaints made known to it relating to compliance

with the certification requirements and o make these records available to the certification body and auditors when requested, o take all appropriate action with respect to such complaints and any deficiencies found in

the products that affect their compliance with the certification requirements, o document the actions taken;

- inform the certification body without delay of any changes that may affect its ability to conform with the certification requirements, in particular:

o inform the certification body without delay of any modification to the basic file submitted at the time of application for the right to use the NF mark (particularly any modification to the product(s) for which the application was made).

o inform the certification body of any definitive or temporary cessation of production covered by the certificate;

- ensure, for all the associated personnel of the certification body or its qualified subcontractors, that all of the safety provisions relating to working conditions, sites or equipment comply with the local regulations in force;

- pay the certification fees (management, audit and testing, if applicable) in accordance with the price list in force. If the applicant/holder fails to obey these rules, then the review of their application may be interrupted or suspended. In particular, it is strictly forbidden to make any reference to the NF mark before the right to use it has been obtained, or to submit counterfeit products for certification.

If the applicant/holder fails to obey these rules, then the examination of their application may be interrupted or suspended. In particular, it is strictly forbidden to make any references to the NF mark before obtaining the right to use it, or to submit counterfeit products for certification. The application must be submitted in accordance with the conditions and models in part 8. If the product range comes from a manufacturing unit outside the European Economic Area, the applicant will appoint a mandated body within the EEE who jointly signs the application. Upon receipt of the application, the following process is initiated:

- Examination / admissibility of the application, - Implementation of checks and inspections, - Assessment and decision.

3.2 Examination of the application / Admissibility Upon receiving the application, EUROVENT CERTITA Certification checks that: - all the required documents are enclosed with the application, - the documents in the technical file meet the requirements of these certification rules.

The application is only admissible if:

- the applicant controls and takes responsibility for the following steps: design, fabrication, assembly, quality control, marking, packaging;

- any steps not performed by the applicant are covered by a contract defining the respective responsibilities with their service provider. The list of the minimum requirements to be included in a contract can be found in the model in part 8. The applicant remains responsible for all the operations and their coherency;

Page 23: CERTIFICATION RULES OF THE MARK · -the NF mark Part 2 What requirements have to be satisfied? - for the product - for the quality management system - for marking Part 3 How is certification

Certification Rules NF–047 Page 23 of 63

- the products covered by the application meet the rules and technical specifications laid down in part 2 of these certification rules;

- the inspections and tests of the products covered by the application, as specified in the technical documents of these certification rules, are in place;

- all the required documents are enclosed with the application, and in particular the contractual documents between the applicant/mandated body and the applicant/distributor, where appropriate.

EUROVENT CERTITA Certification also makes sure that it is in a position to respond to the application, and may request any additional information required for the admissibility of the application, if it is incomplete.

Once the application is admissible, EUROVENT CERTITA Certification organises the inspections, and informs the applicant about organisation methods (auditor, duration of the audit, laboratories, sampled products, etc.).

3.3 Verification procedures The inspections carried out for the NF mark are generally of two different types:

- tests on the products, - the audits (design and/or manufacturing and/or marketing process, distribution centre…),

3.3.1 - Tests

All the examinations and tests of conformity with standards and additional specifications are defined in paragraph 2.2. The examinations and tests are performed under the following conditions:

- option 1: by one of the NF mark's laboratories designated in paragraph 5.4 of these certification rules e standard or by one of the laboratories recognised under the "RADMAC" agreement (mutual recognition of test results) or by a laboratory accredited according to the terms of the Construction products regulation n° 305/2011 for all applications for admission/extension.

- option 2: by the applicant/holder in its "NF authorised" laboratory. The procedure for obtaining this authorisation is defined in part 6.

- option 3: by a combination of the above options 1 and 2.

- option 4: for electrical safety tests according to the terms of the standard NF EN 60335-2-(30 or 43 or 80) (see the edition of the standard in §2.2), by a laboratory accredited in accordance with the standard NF EN ISO/IEC 17025 (see the edition of the standard in §2.2) by an accreditation body that has signed the recognition agreements as part of the EA (European cooperation for Accreditation).

The examinations and tests of conformity with additional specifications must be performed by one of the NF mark's laboratories defined in paragraph 5.4 or by one of the laboratories recognised in the "RADMAC" agreement (mutual recognition of test results). The products to be tested are defined in part 9, depending on the products covered by the application for certification.

Page 24: CERTIFICATION RULES OF THE MARK · -the NF mark Part 2 What requirements have to be satisfied? - for the product - for the quality management system - for marking Part 3 How is certification

Certification Rules NF–047 Page 24 of 63

The applicant usually directly approaches one of the NF mark's laboratories (as designated in part 5) or one of the laboratories recognised under the "RADMAC" agreement, with a view to proceeding with the product tests in accordance with the applicable standard and, where appropriate, with the additional specifications described in part 9, appendix A § 4.2. The applicant/holder can also contact a laboratory accredited under the terms of the Construction products regulation n° 305/2011. However, if the additional specifications described in part 9 appendix A § 4.2 apply to the type of radiator in question, then these tests must be performed by one of the laboratories mentioned in paragraph 5.4. The applicant encloses the test reports and its catalogue (where appropriate) drawn up by the laboratory with its application for the right to use the NF mark. EUROVENT CERTITA Certification examines the test reports and checks the correlation with the application. If necessary, EUROVENT CERTITA Certification can refer the application to the NF-047 special committee. After granting the right to use the NF mark, EUROVENT CERTITA Certification can sample one or more of the holder's products, independently of the products that are covered by the monitoring of NF certified products defined in part 4. The purpose of these inspections is to confirm / check the conformity:

- the thermal output (within a tolerance of -4% relative to the certified output), - pressure resistance, - products relative to the application submitted to EUROVENT CERTITA Certification to acquire the

right to use the NF mark. Product sampling request

The applicant may also ask for products to be sampled by an inspector, with a view to performing tests in one of the laboratories recognised under the "RADMAC" that it has designated at its request. EUROVENT CERTITA Certification determines the products, possibly by referring to one of the NF mark's laboratories for advice. The list of samples is sent to the applicant in readiness for sampling by EUROVENT CERTITA Certification's representative. The applicant must make sure that a set of 10 products for each sample is made available in the store or on the production line on the day when the samples are taken. Where appropriate, the person in charge of the sampling can ask for a product to be made. The samples are marked with a distinctive sign by EUROVENT CERTITA Certification’s representative and sent by, and under the applicant's responsibility, to the test laboratory. The two parties jointly complete and sign the sampling sheet. The laboratory or EUROVENT CERTITA Certification draws up the test reports and sends them to the applicant. These reports may, as appropriate, be sent to the applicant before or after the evaluation.

Page 25: CERTIFICATION RULES OF THE MARK · -the NF mark Part 2 What requirements have to be satisfied? - for the product - for the quality management system - for marking Part 3 How is certification

Certification Rules NF–047 Page 25 of 63

3.3.2 - audits

The audit will last least one day. The audit, carried out by an NF auditor or an auditor recognised under the "RADMAC" agreement (mutual recognition of audit reports), has the purpose of ensuring that the measures defined and implemented by the applicant during the design and/or manufacturing and or marketing process meet the corresponding requirements established in part 2 of these certification rules. The audit is conducted according to the general principles laid down in the standard ISO/IEC 19011 (see the edition of the standard in §2.2) for quality audits. The scope of the audit and the details of its execution are specified in an audit plan that is sent to the company beforehand. For situations in which the applicant subcontracts a part of their activity, EUROVENT CERTITA Certification reserves the right to send an NF auditor to audit the subcontractor(s) in the same terms established in these rules. The NF auditor must be provided with all the resources necessary (offices, installations, facilities) to perform the assignment, including competent people to carry it out. With the applicant's agreement, the auditors may make a copy of any document they consider necessary. The auditor can request or perform checks of one or more products on the spot. These checks may apply the requirements defined in these certification rules or in the standards applying to the products regarding: dimensions, mechanical resistance to pressure, resistance to pressure, the conformity of the welds, electrical safety tests, etc. Samples may be identified and/or taken during the audit for examinations or tests. They are sent to the test laboratory by, and under the responsibility of, the applicant. The auditor draws up a sampling sheet signed by both parties.

At the end of the audit, the auditor realizes a meeting with the representatives of the Company to remind the objective of the audit and explain the conclusions of the audit. The auditor reminds also the process followed during the audit. The audit report is completed and signed by the both parties at the end of the closing meeting. The Company can refuse the conclusion of the document. If the audit report cannot be given at the end of the audit and if applicable, non-conformity(ies) sheet mentioning the conclusions of the audit is signed by the two parties. The complete audit report will be sent to the representative of the Company. An observer, bounded to the respect of confidentiality (this observer is chosen by EUROVENT CERTITA CERTIFICATION by standards and agreements which he has signed), can take part to the audit. The holder is systematically informed by EUROVENT CERTITA CERTIFICATION of the presence of this observer before the audit. EUROVENT CERTITA CERTIFICATION might suggest the applicant the involvement of another observer.

Other types of applications A subsequent application for certification

The requirements defined in paragraph 3.3 shall apply, on the following conditions: The audit can be adapted or combined with a monitoring audit. Applications for extension

These applications cover changes to a certified product range (example: thickness of sheet metal, dimensions, etc.), or additional height(s), EUROVENT CERTITA Certification examines the application and assesses the impact of the change made to the certified products. It may refer to one of the mark's laboratories for advice. If appropriate, it may ask for one or more products to be tested before taking a decision. The steps outlined in paragraph 3.1 shall apply. The outputs of the certified range can be preserved for minor changes that do not affect the certified outputs by more than -4%. The audit can be adapted or combined with a monitoring audit. Applications for maintenance

No examinations or tests are necessary. The examination of the application is purely administrative.

3.4 Evaluation and decision EUROVENT CERTITA Certification assesses the report(s) intended for the applicant in accordance with the current procedures (transmission after evaluation or handing out of the report on site). The report(s) shall, when required, include a response request within a timeframe set in the report mailing. The applicant must present, for each deviation, the actions taken or to be taken, including the schedule to put them in place. EUROVENT CERTITA Certification analyses the suitability of the response and may request additional inspections to confirm that the corrective actions have been taken (complete or partial audit and/or tests). If necessary, EUROVENT CERTITA Certification may anonymously present all the evaluation results to the Special Committee (see part 5) for opinion.

Page 27: CERTIFICATION RULES OF THE MARK · -the NF mark Part 2 What requirements have to be satisfied? - for the product - for the quality management system - for marking Part 3 How is certification

Certification Rules NF–047 Page 27 of 63

Depending on the results of all inspections, EUROVENT CERTITA Certification notifies one of the following decisions:

- Certification - Deferral or refusal of the certification

If certification has been approved, AFNOR Certification authorises the use of the NF mark, and EUROVENT CERTITA Certification sends the applicant, who is now a mark holder, the NF certificate and/or letter notifying the decision. The granting of the right to use the mark shall not substitute the legal responsibility of the company, holder of the right to use, with that of EUROVENT CERTITA Certification. The methods of communication about certification are set out in part 2.5 of these certification rules. The applicant may object to the decision made by submitting a claim in accordance with the General Rules of the NF Mark.

Part 4 MAINTAINING THE CERTIFICATION: the control procedures __________________________________________________________________________________

EUROVENT CERTITA Certification conducts a control of the certified products as soon as the right to use the NF mark is granted, according to the flow chart shown below.

During the entire certification, the holder shall:

- comply with the requirements defined and the conditions of marking described in part 2, - keep the certification file up to date using the models enclosed in part 8, - systematically inform EUROVENT CERTITA Certification of changes of any characteristics

of the certified product, and/or of its organisation likely to have any consequence on the certification.

Moreover, EUROVENT CERTITA Certification reserves the right to proceed with any inspections (audits, tests, verifications, etc.) that it deems to be necessary further to:

- A change to the certified product or the quality organisation of the production entities (production plant, production workshops, subcontractors' plants, etc.),

- Complaints, claims, litigation, etc. regarding the use of the NF mark that came to its notice.

4.1 Monitoring procedures The monitoring of NF certified products includes examinations, analyses or tests on product ranges and audits of the design and/or manufacturing and/or marketing process

It also includes supervision of the use of the mark and the logo on the products, packaging and all marketing media.

• The control procedures are based on the decisions made with reference to the previous controls.

• The following dispensations (if any). After obtaining the NF mark, annual inspections are made in the production unit and on the NF certified products. However, EUROVENT CERTITA Certification can, at the committee's initiative, reduce the frequency of the audits to once every two years, if the minimal requirements specific to the products defined in paragraph 2.4.3 are satisfactory, and it the holder does not benefit from the "RADMAC" agreement.

4.1.1 - Tests on the NF certified product All tests and examinations to determine compliance with standards and additional specifications, as required, are conducted in the following conditions: At least one product per product family admitted to the NF mark is inspected once a year. The test samples are defined by EUROVENT CERTITA Certification. The samples are taken on the manufacturer's premises or on the open market and are identified by EUROVENT CERTITA Certification’s representative with a distinctive sign. The products are sent by, and under the responsibility of, the applicant to one of the laboratories designated in part 5, unless EUROVENT CERTITA Certification decides that they are to be sent to a laboratory of its own choosing. If necessary, and in particular if the production unit does not undergo a control audit, EUROVENT CERTITA Certification can ask the holder to build and ship (by a given date) the samples, under its own responsibility, to one of the laboratories designated in part 5, unless EUROVENT CERTITA Certification decides that they are to be sent to a laboratory of its own choosing.

Page 30: CERTIFICATION RULES OF THE MARK · -the NF mark Part 2 What requirements have to be satisfied? - for the product - for the quality management system - for marking Part 3 How is certification

Certification Rules NF–047 Page 30 of 63

The conformity tests of the NF certified product are performed in accordance with the standards and, where appropriate, with the additional specifications defined in paragraph 2.2. The laboratory sends the test reports to EUROVENT CERTITA Certification. EUROVENT CERTITA Certification examines the test reports to check the conformity of the results with the certified values, within the permitted tolerances. The tolerance applying to the measurement of the thermal output is -4%. The other tolerances are specified in part 9 for the various products. EUROVENT CERTITA Certification sends the reports and the conclusions of the evaluation to the holder. After notification of the results, the holder can ask the laboratory to return its products. However, if the samples are found to be non-compliant, then the holder must first ask for EUROVENT CERTITA Certification's permission. If the holder does not ask for its products to be returned within three months of the issue of the test reports, the laboratory will destroy them. For holders that possess an authorised laboratory, as per the conditions described in part 6, the control tests can be performed in their own laboratory. However, one of the selected products must undergo comparative tests with one of the NF mark's laboratories of the holder's choosing. EUROVENT CERTITA Certification will inform the holder of the conditions of execution. The test reports drawn up by the holder shall be sent to EUROVENT CERTITA Certification no later than 15 days after the tests. Increased monitoring schedule

If the checks produce non-compliant results on one product, then the checks are repeated on at least one other identical product, at the holder's cost. As a general rule, the product is tested in the laboratory that performed the initial tests. Nevertheless, EUROVENT CERTITA Certification reserves the right to designate another laboratory. EUROVENT CERTITA Certification's representative takes a sample of the product on the manufacturer's premises or on the open market, and identifies it with a distinctive sign. The representative completes a sampling form and asks the manufacturer to send, under its own responsibility, the sample to the laboratory. If necessary, and in particular if no products are available in the stock or difficulties are encountered in obtaining a sample of the product, EUROVENT CERTITA Certification can ask the holder to build the samples (before a given date) and to send them to the laboratory. The tests and the evaluation of the results are performed under the conditions specified in the preceding paragraph. Notification of the evaluation of the results

Two situations are possible:

- the results comply with the certified products: EUROVENT CERTITA Certification informs the holder and the certified characteristics are not corrected.

- the results show another instance of non-conformity with the certified products: EUROVENT

CERTITA Certification informs the holder and suspends the range, pending corrective action by the holder. The holder proceeds with further tests, as specified in paragraph 3.1-commitment. If an instance of non-compliant acoustic power or absorbed power is detected (see additional requirements in part 9), the difference between the mean of the measured values and the mean of the certified values is deducted from all the certified values.

Page 31: CERTIFICATION RULES OF THE MARK · -the NF mark Part 2 What requirements have to be satisfied? - for the product - for the quality management system - for marking Part 3 How is certification

Certification Rules NF–047 Page 31 of 63

After notification of the results, the holder can ask the laboratory to return its products. However, if the samples are found to be non-compliant, then the holder must first ask for EUROVENT CERTITA Certification's permission. If the holder does not ask for its products to be returned within three months of the issue of the test reports, the laboratory will destroy them.

4.1.2 - Audit of the design and/or manufacturing and/or marking process

The audit will last least one day. This audit is conducted in accordance with the conditions specified in § 3.3.2.

4.2 Evaluation and decision

The evaluation procedures are the same as for admissions, as described in part 3 (§ 3.4).

Depending on the results of all the checks, EUROVENT CERTITA Certification can decide:

a) to maintain the certification, with observations or a request for corrective actions, where appropriate.

b) To realize further checks and verifications before take decision, c) to maintain the certification, with a warning and with or without more inspections,

d) to suspend the certification. Suspensions last for maximum of one year. After this, withdrawal of certification is pronounced.

e) to withdraw the certification.

Page 32: CERTIFICATION RULES OF THE MARK · -the NF mark Part 2 What requirements have to be satisfied? - for the product - for the quality management system - for marking Part 3 How is certification

Certification Rules NF–047 Page 32 of 63

If a decision to uphold certification has been made, AFNOR Certification upholds the right to use the NF mark. If a decision to suspend or withdraw certification has been made, AFNOR Certification suspends or withdraws the right to use the NF mark. For sanctions b), c) and d), the fees for additional verifications are charged to the licensee, regardless of their results. The decisions are enforceable as from the date of notification. EUROVENT CERTITA Certification sends written notice of the decision to the holder. The sanction shall come into effect on the date of receipt of its notification. The charges of additional verification caused by the sanctions shall be borne by the holder.

Holders are responsible for the right to use the NF mark relative to the product concerned and agree to implement the actions arising from the suspension or withdrawal of the right of use, made in accordance with these certification rules. All suspensions and withdrawal of the right to use the NF mark lead to the interdiction to use the mark and reference to it for all new production. For products manufactured prior to the suspension or withdrawal of the right of use, the certifier may implement special measures on a case by case basis (for example: authorisation to sell off remaining stocks, sell products in stock at a discount, product recall, etc.). The holder may object to the decision made by submitting a claim in accordance with the General Rules of the NF Mark.

4.3 Modifications statement

Any modification to the initial conditions of obtaining the NF mark shall be reported in writing by the holder. If EUROVENT CERTITA Certification observes that this obligation has not been honoured, the right to use the NF mark may be suspended or withdrawn. For other cases that are not covered by parts 4.3.1 to 4.3.5, EUROVENT CERTITA Certification determines whether the modifications could cast doubt over the certification and whether an additional inspection is necessary. Depending on the examination results, EUROVENT CERTITA Certification’s legal representative takes the appropriate decision.

4.3.1 - Modification concerning the holder The holder shall report in writing to EUROVENT CERTITA Certification any legal modification of the company or any change in the company’s name.

Page 33: CERTIFICATION RULES OF THE MARK · -the NF mark Part 2 What requirements have to be satisfied? - for the product - for the quality management system - for marking Part 3 How is certification

Certification Rules NF–047 Page 33 of 63

In case of merger, bankruptcy or take over of the holder, the right to use the NF mark for all products from which the holder may benefit, cease automatically. A new application may be submitted and its examination reduced depending on the modifications.

4.3.2 - Modification concerning the production entities Any transfer (total or partial) of the manufacturing unit(s) of an NF certified product to a different production site brings about an immediate cessation of NF marking by the holder on the transferred products in any form whatsoever. The holder shall declare this transfer in writing to EUROVENT CERTITA Certification which will organise an audit of the new production site and, as the case may be, have tests carried out. The certification assessment and renewal decision procedures are identical the those for admission described in Part 3.

4.3.3 Modification concerning the quality organisation of the design and/or manufacturing and/or marketing process

The holder must declare in writing to EUROVENT CERTITA Certification any change regarding its quality organisation likely to have an impact on the compliance of the design and/or manufacturing and/or marketing with regard to the requirements of these certification rules (changes to the systems, quality plans, mandated bodies, etc.). On the other hand, any temporary cease in the internal quality assurance operation for an NF certified product entails an immediate halt in the NF marking of it by the holder. The holder shall inform EUROVENT CERTITA Certification. The certification assessment and renewal decision procedures are identical to those for admission described in Part 3.

Where appropriate, if a third party is tasked with distribution, the holder agrees to immediately inform EUROVENT CERTITA Certification of any changes to the distribution of its products, and in particular any stoppage of procurement by the designated third party.

4.3.4 - Modification concerning the NF certified product EUROVENT CERTITA Certification must be informed by written statement of any modification of the NF certified product with respect to the application, the accepted model or conformity of the product with the requirements of these certification rules or any change of trademark. According to the modification declared, EUROVENT CERTITA Certification determines whether it is a certification extension application, a subsequent or a maintenance application.

4.3.5 - Temporary or definitive cessation of production Any definitive or temporary (more than 6 months) cessation of production of an NF certified product range or any abandonment of the right to use the NF mark shall be declared in writing to EUROVENT CERTITA Certification, specifying the period of time required to deplete the inventory of NF marked products. The production unit must be audited before putting an end to the temporary suspension. The certification assessment and renewal decision procedures are identical at those for admission described in Part 3. EUROVENT CERTITA Certification gives notice of the suspension or withdrawal of the right to use the NF mark by registered letter with return receipt.

Part 6 USE OF THE APPLICANT'S/HOLDER'S LABORATORIES FOREWORD This part describes the procedure according to which an applicant/holder may be authorised to conduct, in their own laboratories, all or part of the tests required for examining an application for its own products. If the tests are performed partially, then the remaining tests are to be performed in a mark laboratory. When this authorisation is granted, the holder obtains an "NF authorisation" and the laboratory or laboratories in question are said to be "NF authorised". The NF authorisation of a laboratory applies only to this NF mark, and any mention of this authorisation is prohibited. 6.1 - APPLICANT/HOLDER LABORATORIES THAT ARE NOT ACCREDITED 6.1.1 - General The conditions for authorising an applicant's/holder's laboratory and to consider its test results are set forth in the general rules stated below in 6.2.2 and, where appropriate, in special rules that complement these general rules and stipulate the application procedures for each category of product subject to a specific standard. The standard applied is these certification rules for the certification procedures and standard NF EN ISO/IEC 17025 for the test procedures. 6.1.2 - General rules 6.1.2.1 - Authorisation application The applicant/holder sends the application for authorisation to EUROVENT CERTITA Certification. The application must include: - the types of products for which NF authorisation is requested;

- the standards covered by this application;

- the complete description of equipment and instrumentation at the laboratory's disposal to perform these tests;

- The description of the laboratory's quality management system (quality manual, quality plan);

- the applicant's commitment to respect the relevant provisions of the application certification rules, including appendices.

Page 40: CERTIFICATION RULES OF THE MARK · -the NF mark Part 2 What requirements have to be satisfied? - for the product - for the quality management system - for marking Part 3 How is certification

Certification Rules NF–047 Page 40 of 63

6.1.2.2 - Examination of the NF authorisation application EUROVENT CERTITA Certification designates a group of auditors tasked with checking the quality assurance measures and the equipment of the laboratory, and the use to test systems. This group is made up of a laboratory auditor for the quality assurance aspects and at least one representative of an independent laboratory, who acts as the expert for the tests aspects. During the laboratory audit, the experts: a) collect the drawings and diagrams of the premises, installations and equipment, gather information for

which the standards or rules governing special procedures require compliance, monitoring or inspection;

b) check that the laboratory has the necessary and sufficient equipment to performance the tests (the standards or rules defining specific procedures for each type of product, the nomenclature and the precise specifications);

c) check that the precision of the measuring products meets the standards or obeys the rules of the special procedures and that the precautions required to maintain the quality of the measurements are taken;

d) check that the test equipment is in good working order and is regularly calibrated and rated;

e) note the name and title of the test official and the branch or department to which he/she belongs within the company;

f) check that the quality management system is suited to the certification operations and that it is actually applied.

Prior to any NF authorisation, a comparative test is conducted according to the standards applicable to the product and/or the additional specifications defined in paragraph 2.2, between the applicant's/holder's laboratory and one of the mark's laboratories, on the so-called secondary set of three standard radiators belonging to the laboratory applying for authorisation. EUROVENT CERTITA Certification compiles a report containing: - a report of their audit;

- a summary of observations and/or any instances of non-conformity on each point a), b), c), d), e) and f) above;

- a list of material and equipment assigned by the applicant/holder for admission testing and which meet the specifications of the rules of special procedures or the standards;

- any observations or comments that they deem appropriate. The mark's laboratory, selected by the applicant for the comparative test, compiles a report containing: - the result of the comparative test stipulated above. This results must demonstrate that the laboratory

meets the requirements specified in the standards applicable to the product and/or the additional specifications defined in paragraph 2.2 and that the laboratory is capable of contributing to the NF certification procedure;

Page 41: CERTIFICATION RULES OF THE MARK · -the NF mark Part 2 What requirements have to be satisfied? - for the product - for the quality management system - for marking Part 3 How is certification

Certification Rules NF–047 Page 41 of 63

- any observations or comments that they deem appropriate;

- The report is sent to EUROVENT CERTITA Certification, which validates it, after having examined the responses of the audited party.

The costs of all aforementioned operations shall be borne by the applicant. 6.1.2.3 - NF authorisation agreement After verification that the application is complete from the administrative, technical and financial point of view, EUROVENT CERTITA Certification approves or rejects NF authorisation specifying the reasons, or delays the decision by recommending an additional investigation. The Special Committee is informed of the authorisations granted by EUROVENT CERTITA Certification. 6.1.2.4 - NF authorisation validity period The NF authorisation NF is valid for three years from the date when the audit is completed. During this period, the NF authorised laboratory proceeds with annual inspections in accordance with the standards applicable to the product and/or the additional specifications defined in paragraph 2.2, on its secondary set of standard products, with one of the mark's laboratories. 6.1.2.5 - Laboratory NF authorisation renewal The renewal of NF authorisation is made following a new application and a complete new examination (see 6.1.2.2). This procedure is reduced if the laboratory's organisation has not changed and if the systematic examination of the products allowed during this period have not revealed any discrepancy in the results. In this case, these inspections act as comparative tests. 6.1.2.6 - Post-NF authorisation checks The NF authorised laboratory regularly informs EUROVENT CERTITA Certification of the results of the tests conducted on its secondary set of radiators with one of the NF mark's laboratories, and of any changes to its quality management system that could impact the results of the tests on the products. This information, together with the results of the verifications made pursuant to these certification rules (“systematic” and other verifications) are examined by EUROVENT CERTITA Certification which, after evaluation, recommends maintaining, suspending or withdrawing the NF authorisation for all or part of the tests. Any total or partial suspension or withdrawal of accreditation by COFRAC or any equivalent institution recognised by the E.A will lead to a new evaluation of the Laboratory status regarding the NF mark.

Page 42: CERTIFICATION RULES OF THE MARK · -the NF mark Part 2 What requirements have to be satisfied? - for the product - for the quality management system - for marking Part 3 How is certification

Certification Rules NF–047 Page 42 of 63

6.2 - APPLICANT/HOLDER LABORATORIES THAT ARE ACCREDITED 6.2.1 - NF authorisation application Any applicant/holder with a laboratory approved by COFRAC or any equivalent institution recognised by the E.A (European Cooperation for Accreditation), may request, on the basis of this accreditation, that tests performed in this laboratory and covered by this accreditation, for its products, be considered by EUROVENT CERTITA Certification. The NF authorisation application must be sent to EUROVENT CERTITA Certification, with the following attachments: - a copy of the accreditation decision taken by COFRAC, or an equivalent body recognised by the E.A.,

specifying the scope thereof (the types of tests);

- the report(s) compiled by COFRAC, or an equivalent body recognised by the E.A, as part of the procedure for accreditation by COFRAC, or an equivalent body recognised by the E.A., plus any subsequent reports on verifications made by COFRAC, or an equivalent body recognised by the E.A.;

- the commitment to comply with the relevant provisions of the certification rules and its appendices;

and, by indicating for which tests the NF authorisation is required, out of those subject to the accreditation by COFRAC, or an equivalent body recognised by the E.A. Prior to any NF authorisation, a comparative test is conducted according to the standards applicable to the product and/or the additional specifications defined in paragraph 2.2, between the applicant's/holder's laboratory and one of the mark's laboratories, on the so-called secondary set of three standard radiators belonging to the laboratory applying for authorisation. The costs of all aforementioned operations shall be borne by the applicant. 6.2.2 - NF authorisation agreement EUROVENT CERTITA Certification studies the application and checks that it is complete. If it is not complete, EUROVENT CERTITA Certification asks for more information. EUROVENT CERTITA Certification approves or rejects the NF authorisation specifying the reasons, or delays the decision by recommending an additional investigation. The Special Committee is informed of the authorisations granted. 6.2.3 - NF authorisation validity period The NF authorisation NF is valid for three years from the date when the audit is completed. During this period, the NF authorised laboratory proceeds with annual inspections in accordance with the standards applicable to the product and/or the additional specifications defined in paragraph 2.2, on its secondary set of standard products.

Page 43: CERTIFICATION RULES OF THE MARK · -the NF mark Part 2 What requirements have to be satisfied? - for the product - for the quality management system - for marking Part 3 How is certification

Certification Rules NF–047 Page 43 of 63

6.2.4 - Laboratory NF authorisation renewal If the applicant/holder has applied for accreditation by COFRAC, or an equivalent body recognised by the E.A., for its laboratory, then it informs EUROVENT CERTITA Certification of the state of progress of this procedure on the date when it applies for the renewal. a) if the procedure for accreditation by COFRAC, or an equivalent body recognised by the E.A., is not

complete, the NF authorisation is renewed after a new application and a new examination, in accordance with paragraph 6.1.2.2;

b) if the procedure for accreditation by COFRAC, or an equivalent body recognised by the E.A., is complete, there are two possible cases, separately or simultaneously:

b1) the laboratory has an accreditation by COFRAC, or any equivalent body recognised by the E.A, for all or part of the tests subject to the expired NF authorisation.

In this case, the applicant/holder may ask for renewal of its NF authorisation for said tests according to the procedure described in article 2, for the set time frame in this procedure.

b2) the accreditation from COFRAC, or any equivalent body recognised by the E.A, has been

withdrawn for all or part of the tests subject to the expired NF authorisation.

In this case, the applicant/holder may nevertheless ask for renewal of its NF authorisation for said tests according to the procedure described in 6.1.

EUROVENT CERTITA Certification takes a decision on the application for renewal in light of the investigation made by COFRAC, or an equivalent body recognised by the E.A., and of the reasons for the refusal of the accreditation by COFRAC, or an equivalent body recognised by the E.A.. It defines any conditions applying to the renewal by indicating the necessary verifications. 6.2.5 - Post-NF authorisation checks The NF authorised laboratory regularly informs EUROVENT CERTITA Certification of the verifications made by COFRAC, or an equivalent body recognised by the E.A., and of the decisions taken by the latter further to these verifications.

9A-1. SCOPE This appendix of the NF-047 Rules specifies the specific requirements applying to the radiators and convectors fed with hot water covered by the standard NF EN 442 (see the edition of the standard in §9A-2) for their heating function. This rules does not apply any thermal output limits for the certification of products. The power of products that is below or above the limits defined in the standard NF EN 442 (see the edition of the standard in §9A-2) for the execution of tests is determined by calculation. The certified characteristics are:

 The thermal power. The maximum operating pressure.

9A-2. REFERENCE DOCUMENTS

The standards listed above take into account the mean standards but they are not exhaustive.

The following standards are applicable to the products:

NF EN 442-1: December 2014, Radiators and convectors – Part 1: technical specifications and requirements. NF EN 442-2: December 2014, Radiators and convectors – Part 2: test methods and rating. NF EN 10204: January 2005, Metallic products - types of inspection documents

9A-3. DEFINITIONS The definition of the products and procedures can be found in the standard NF EN 442 (parts 1 and 2) (see the edition of the standard in §9A-2). 9A-4. TECHNICAL SPECIFICATIONS AND CHARACTERISATION METHODS

9A-4.1 Determination of the output of the appliances The number of products is selected and the output is determined according to the test methods defined in the standard NF EN 442-2 (see the edition of the standard in §9A-2). The thermal output of panel radiators is determined with the appliances fitted at least with their grill and side plates, if this version is contained in the applicant's / holder's catalogue. If he so wishes, the applicant/holder can ask the laboratory to test a number of appliances that is higher than the number specified in the standard NF EN 442-2 (see the edition of the standard in §9A-2).

Page 66: CERTIFICATION RULES OF THE MARK · -the NF mark Part 2 What requirements have to be satisfied? - for the product - for the quality management system - for marking Part 3 How is certification

Certification Rules NF–047 Page 3 of 28

For horizontal water flow radiators, for which the proportionality versus the length is not necessarily verified, the applicant/holder can ask for several lengths of the selected model to be tested. If, in certain special cases, the selection method described in the standard NF EN 442 (see the edition of the standard in §9A-2) or in the test procedure cannot define them, then EUROVENT CERTITA Certification is free to choose the models, possibly together with one of the mark's laboratories.

9A-4.2 Mechanical resistance and deformation of the appliances

Plate radiators made of flat tubes must be tested at a pressure 1.3 times the maximum operating pressure declared by the applicant in its application for the right to use the NF mark, in order to measure their permanent deformation. The test pressure must not be lower than 5.2 bar. The conformity of the products is confirmed if the ratio between the initial and final measurements (after pressurisation) is lower than 10%. Selecting the products for the initial tests (applications for the right to use the NF mark): The appliances used to determine the thermal output shall be tested. Selecting the products for the control tests: The appliance must be at least 500 mm long, and it is preferable to select a product that is close to 1 meter in length. Test method

The measurements are taken as follows: The measure shall to be made with an appliance enabling to measure the thickness on a contact point (such as a caliper with mouthpiece contact point (or hook), a micrometer…).

1- Initial measurement:

The thickness is measured at six points on the product as follows:

. For panel radiators:

On multi-panel radiators, the measurement is made on a single panel. The measurements are made half-way up the collectors: three at the top and three at the base. For each collector, the first two measurements are made one third of the way along the length of the radiator at each extremity and third is made half-way along the length. If obstacles, such as convention fins or reinforcing spacers, prevent the measurements from being made, then the point of measurement can be moved slightly to the left or the right.

Page 67: CERTIFICATION RULES OF THE MARK · -the NF mark Part 2 What requirements have to be satisfied? - for the product - for the quality management system - for marking Part 3 How is certification

Certification Rules NF–047 Page 4 of 28

. For flat tube radiators:

Measurements on radiators with multiple rows of tubes are made on a single row. The measurements are made in the middle of the width of the first tube of the radiator: three on one side, and three on the other side. For each tube, the first two measurements are made one third of the way along the length (or half-way up the height, depending on the orientation of the tubes) of the radiator at each extremity and third is made half-way along the length. If obstacles, such as convention fins or reinforcing spacers, prevent the measurements from being made, then the point of measurement can be moved slightly to the left or the right.

. For lamellar radiators:

The measurement is made on one side of the radiator. The measurements are made in the middle of the depth of the first plate of the radiator: three on one side, and three on the other side. For each plate, the first two measurements are made one third of the way up the height of the radiator at each extremity and third is made half-way up the height.

2 - Application of the test pressure using the selected process:

- Water test:

The test is performed using a test pump or a suitable hydraulic test circuit. The accuracy of the pressure manometer has be at least ±5%. After having filled and drained the radiator, gradually and smoothly apply and maintain the test pressure for 10 minutes.

- Air test:

The test apparatus comprises:

- a tank filled with water and its accessories. - a pneumatic circuit capable of delivering the required pressure. Gradually and smoothly apply the air pressure to the radiator submerged in water for 2 minutes.

3- Final measurement:

After having relieved the pressure inside the appliance, repeat the measurements at the same points as the initial measurements. 9A-5. QUALITY CONTROL SPECIFICATIONS

The quality control provisions stated in part 2 of this rules apply to these products.

9A-5.2.3 Mechanical resistance tests and deformation measurements

Mechanical resistance to pressure must be tested in accordance with paragraph 9A-4.2 on radiators produced with flat tubes. Test must be taken at least once a month. The selected samples must be representative of the production output. The manufacturer can realize the tests on finished product without coating or on tubes selected in the stock. In the latter case, the manufacturer has to select randomly two tubes in the stock and cut them at two meters length. Tubes are joined together and welded in their extremities to avoid any leak; besides, the connections are welded to alloy to put the pressure in the tubes. Three points of measure are to be marked on the middle point of the width of the tube, for each tube. One on the middle of the length of the sample and the two others at 600 mm from the edge of tube. The measure and the evaluation of the conformity are done according to the method described in § 9A-4.2.

9A-5.2.4 Weld inspections

The manufacturer must check the quality of the welds by performing destructive or non-destructive tests defined according to a suitable method and reproducible. A test with a hammer cannot be considered as reproducible. The manufacturer has to give priority to perform the inspection by a measure of the force with adapted device as a torque wrench, for example. Inspections must be made at least once a day on the following parts: . on the connections (if electric welds), . on the fitting supports (if any and if electric welds), . on the fins. The manufacturer has to define the evaluation criteria of the conformity of the results. Nevertheless, the manufacturer has to demonstrate how it has established the criteria in accordance with a documented study.

9C-1. SCOPE

This appendix of the NF-047 Rules defines the specific requirements for appliances assisted by fans that use water for their heating function. The appendix applies to fan-assisted radiators and convectors. These rules do not apply any thermal output limits for the certification of products. The thermal output of products that is below or above those defined in the standard NF EN 442 (see the edition of the standard in §9C-2) for the execution of tests is determined by calculation. The certification does not apply to fan-assisted appliances fed with air from outside the building and trench convectors.

The certified characteristics are:

 The thermal output of the fan when working and at a standstill,

 The maximum operating pressure,

 The acoustic power level.

For the electric part:

 The standby power,

 The power when in operation.

9C-2. REFERENCE DOCUMENTS:

The standards listed above take into account the mean standards but they are not exhaustive.

The following standards are applicable to the products:

NF EN ISO 3745: 2009, Acoustics - Determination of sound power levels and sound energy levels of noise sources using sound pressure - Precision methods for anechoic and hemi-anechoic rooms.

9C-3. DEFINITIONS

Definition of the products is done in the standards NF EN 442 (part 1 and 2) and NF EN 16430-2 (see the edition of the standards in §9C-2).

A range of fan-assisted appliances:

A range is made up of:

- a range of appliances, as defined in paragraph 3 of the standard NF EN 442-2 (see the edition of the standard in §9C-2),

- the same fan type.

9C-4. TECHNICAL SPECIFICATIONS AND CHARACTERISATION METHODS

9C-4.1. Determining the output:

The thermal outputs are measured according to the test methods defined in the standard NF EN 16430-2 (see the edition of the standard in §9C-2). The outputs are determined with the fan at a standstill and working. The values in the test report are the certified values. No tolerance is allowed for the declared outputs. When monitoring the product, the permissible tolerance between the certified output and the measured output is -4%. The number of products to be tested is determined according to the criteria defined in the standard NF EN 16430 (see the edition of the standard in §9C-2). The output of panel radiators is determined with the appliances fitted at least with their grill and side plates, if this version exists in the applicant's / holder's catalogue. For "ON / OFF" all-or-nothing fans, the measurement is made at the fan's nominal speed. For fans with variable or adjustable speeds, the measurement is made at the fan's minimum and maximum speeds, and at the intermediate speed (where appropriate), as indicated by the applicant in the application for the right to use the NF mark.

Page 106: CERTIFICATION RULES OF THE MARK · -the NF mark Part 2 What requirements have to be satisfied? - for the product - for the quality management system - for marking Part 3 How is certification

Certification Rules NF–047 Page 4 of 14

Conditions for the determination of the outputs:

- the thermal output is measured at ∆T 50K and calculated at ∆T 30K, even if a range of appliances is not designed for use at ∆T 50K. These two outputs are certified.

9C-4.2. Mechanical resistance tests and deformation measurements:

For panel and plate radiators and radiators made of flat tubes, each selected sample is tested to measure the output in accordance with paragraph 9A-4.2 of part 10 appendix A. Conformity is confirmed if the appliance does not leak and is deformed by less than 10% after the test.

9C-4.3. Absorbed electric power:

There are three types of variation of ventilation speeds:

- all-or-nothing, "On / Off", - speed variation by the supply voltage, - several pre-set speeds selected using a switch.

The certified powers are determined at the minimum, intermediate and maximum speeds. The measurements are given with two figures after the decimal point, applying the following rounding rules:

- between 0.01 and 0.04, rounded down to the next hundredth, - between 0.05 and 0.09, rounded up to the next hundredth.

Evaluation of the conformity of the declared values: Conformity is confirmed if the measured value is not 5% greater than the value included in the applicant's application for the right to use the NF mark. There are two possible cases of non-conformity:

- Only one declared value is observed and does not comply with the measured value. This value is corrected and the measured value is retained.

- Several declared values do not comply with the measured values. The correction is made as follows: The declared values found to be non-compliant with the measured values are corrected, and the measured values are retained. The declared values that do not correspond to the tested appliances are corrected by increasing them by the mean of the differences between the valued measurements and the non-compliant declared values. Example of min and max outputs:

Before correction

Model N° 1 N° 2 N° 3 N° 4

Output min max min max min max min max

Declared output 2.11 3.31 2.78 4.11 3.55 5.30 4.98 7.1

Measured output 2.18 3.51 2.97 4.05 - - 5.25 6.95

Difference (%) - 6 7 - - - 5.5 -

Mean difference = (6+7+5.5)/3 = 6.17%

Corrected output 2.24 3.51 2.97 4.36 3.77 5.63 5.25 7.54

Example: 2.1 x 6.17%=2.24 W

9C-4.4. Standby power:

The standby power is measured when the appliance is switched on and the fan(s) at a standstill. Conformity is confirmed if the measured value is not 5% greater than the value included in the applicant's application for the right to use the NF mark. If the value is declared to be non-compliant with the measured value, it is returned to the measured value by correcting the applicable tolerance (defined previously).

9C-4.5. Electrical safety:

To obtain the right to use the NF mark, appliances fitted with fans must meet the requirements of the standard NF EN 60335-2-40 (see the edition of the standard in §9C-2).

9C-4.6. Sound power

Three situations are possible:

- all-or-nothing, "On / Off" fan: The certified value is the value declared by the applicant when the fan is in nominal operation.

- Variable speed fan: The certified values are the values declared by the applicant when the fan is operating at minimum, intermediate and maximum speed.

- Multiple speed fan (adjustable): The certified values are the values declared by the applicant at each speed.

Sound power must be determined according to one of the standards mentioned in paragraph 9C-2. Measurements must be made at least according to class 2. The measured values are included in the test report of the individual units. The following rounding rule is applied: between 0.1 and 0.4, round down to the next unit. Between 0.5 and 0.9, round up to the next unit. The appliances from the range used to determine the thermal outputs will be tested. Configuration: For radiators / convectors, the appliance to be tested must be installed according to the test protocol described in paragraph 9C-6.

When taking measurements in the open air, as per the standard NF EN ISO 3744 or NF EN ISO 3745 (see the editions of the standards in §9C-2), a supporting wall with the following characteristics must be installed: the density must be > 15 kg/m2 (e.g., bonded sandwich type plasterboard), 2.50 m high, 4.60 m long (corresponding to one half of the wavelength at the lowest frequency to be measured). The acoustic test shall be conducted at temperatures of between 15°C and 25°C, without connecting the appliance, with no water inside the appliance and with a dry coil surface. Evaluation of the conformity of the declared values: Conformity is confirmed if the measured value is not 2 dB(A) greater than the value included in the applicant's application for the right to use the NF mark.

Example:

9D-4.2. Determining the surface temperature

4.2.1 Mixed towel rails radiators with blower:

The test is performed in accordance with the specifications of the standard NF EN 60335-2-43 (covering the radiator with four layers of linen, Pn à 1,15) (see the edition of the standard in §9D-2). The measured surface temperature shall not exceed 75 K, i.e., in a room at 20°C, a maximum temperature of 95°C.

4.2.2 Mixed radiators without blower:

The test is performed in accordance with the specifications of the standard NF EN 60335-2-30 (see the edition of the standard in §9D-2). The measured surface temperature shall not exceed 70 K, i.e., in a room at 20°C, a maximum temperature of 90°C.

4.2.3 Mixed radiators with blower (without an electric heating resistance):

If the towel rail has a blower, the test in accordance with NF EN 60335-2-30 (see the edition of the standard in §9D-2) shall be realized. The maximum measured temperature on the surface of the grill of the outlet air shall not exceed 100 K, i.e., in a room at 20°C, a maximum temperature of 120°C.

9D-4.3. Abnormal functioning condition for mixed radiators with a heating resistance:

The test consists in checking the operation of the thermal protection device when air is accumulated inside the radiator, possibly causing the electric heating resistance to emerge from the water. Two radiators of smaller dimensions of the range are tested having in one hand a resistance of the lowest power and in the other hand a resistance of the biggest power. The temperature of the appliance is measured by covering it with a felt. Safety element has to cut before the surface temperature of the radiator achieves 100K, either for a room at 20°C a maximal temperature at 120°C.

If the safety element failed, the ultimate protection has to act before the surface temperature of the radiator achieves 150 K, either for a room at 20°C a maximal temperature at 170°C.

The laboratory shall make sure that the interior of the radiator is dry in order to prevent the formation of steam in the course of the test.

9D-4.4. Determining the power of the electric heating resistance:

Conformity is confirmed if the measured value is not 5% greater or 10% less than the value included in the applicant's application for the right to use the NF mark.

For the radiators and towel rail radiators fitted with an electric heating resistance and a blower, the power of each ensemble is measured separately.

Nota: take into account electronic power and power of the turbine or fan.

Page 121: CERTIFICATION RULES OF THE MARK · -the NF mark Part 2 What requirements have to be satisfied? - for the product - for the quality management system - for marking Part 3 How is certification

Certification Rules NF–047 Page 5 of 13

9D-4.5. Pressure resistance test:

The test is performed on a finished product from the range at a pressure at least at 1.69 times the appliance's maximum operative pressure (Pmax) declared by the applicant/holder. The appliance is compliant if the radiator does not leak. The test can be made using water or air inside the appliance. The pressure needs to be maintained in the appliance during 2 minutes and checked by using a manometer having accuracy of ±5%.

produit.

For some applications, AFNOR Certification outsources work to a certification body, called a mandated body.

AFNOR Certification or, for mandated applications, the mandated body, attests to the products' conformity with the Certification Guidelines defined in paragraph 5 below.

By virtue of its certification decision, AFNOR Certification or the mandated body, in its capacity as an agent for AFNOR Certification, grants the beneficiary the right to use the NF mark on the products for which the decision has been made.

For some applications, AFNOR Certification may also outsource certain management operations to technical bodies, in particular technical secretariats.

AFNOR Certification, the mandated bodies and the technical secretariats meet the requirements set with regard to certification bodies by national, European and internation-al standards, in particular:

sufficient guarantees of impartiality towards manufacturers, importers or distributors of products for which NF certification and the right to use the NF mark are requested, as well as towards the users of such products,

the skills and resources required to ensure that the NF certification functions correctly.

AFNOR Certification and the mandated bodies may outsource evaluation operations such as tests, inspections and audits provided for in the Certification Guidelines to other organisations or individuals.

AFNOR Certification and the mandated bodies must ensure that all those involved correctly carry out their tasks in the light of each of their roles and functions.

4 - Conditions of use

4.1 The use of the NF mark is permitted only in accordance with the conditions set out in these General Rules and in the Certification Guidelines referred to in Article 5 below, to which all holders of user rights are bound to adhere. All NF mark user rights holders undertake to take all necessary measures to ensure their continued compliance with these requirements.

4.2 User rights holders may display the NF mark and make reference to it in their marketing material, for the products defined in the decision to grant the right to use the NF mark. Holders thus undertake to display the NF mark on the products certified in accord-ance with the provisions of the Certification Guidelines. Applicants must not make use of the NF mark before or during the processing of their application.

4.3 Use of the NF mark does not, under any circumstances, engage the responsibility of AFNOR, AFNOR Certification, or any man-dated body as a substitute for that of the product manufacturer, distributor or importer.
