Certification Requirements

1.1 Introduction

Denominational certification is the process whereby a person is recognized to be aca-demically and professionally qualified to teach in Seventh-day Adventist schools. Ateaching certificate with its endorsement(s) indicates that the individual has complet-ed the qualifying requirements to practice the profession of instructing children andyouth in a Seventh-day Adventist school setting.

Qualifying for the appropriate certificate and maintaining it through continued pro-fessional preparation and growth is the responsibility of a professional educator.

1.2 Certification Provisions

1.2.1 The North American Division K-12 Board of Education establishes certifica-tion requirements for educational personnel.

1.2.2 Implementing the certification policy is the responsibility of the NorthAmerican Division Office of Education. It delegates to the union conferenceoffices of education the authority to issue certificates in its behalf to educationpersonnel who meet the requirements. All teaching certificates are issuedthrough the union conference offices of education.

1.2.3 In the North American Division, reciprocity of certification exists among theunion conference offices of education. Current teaching certificates issued bya union conference are accepted in other union conferences. Renewal, howev-er, is the function of the union where the teacher is currently employed.Although a teaching certificate issued by another union may have been accept-ed at the time of employment, the union in which a teacher is currentlyemployed may require the candidate to remove any deficiencies and/or meetany special requirements before the certificate, other than the Basic TeachingCertificate, will be renewed or upgraded.

1.2.4 Each union conference shall appoint a Certification Review Committee tostudy and resolve problems pertaining to certification of individual teachers.The Certification Review Committee will forward to the North AmericanDivision Office of Education a copy of its minutes. Matters needing further

clarification shall be forwarded by the Certification Review Committee tothe North American Division Office of Education for counsel. Final dispo-sition of each case is to be made by the union Certification ReviewCommittee.

1.2.5 Accredited Seventh-day Adventist colleges/universities may request theNorth American Division Office of Education to review and to approvetheir teacher education programs. Colleges/universities receiving programapproval may issue Verification of Eligibility Certificates for the BasicTeaching Certificate to students who complete the approved programs.These certificates will be honored by the nine union conference offices ofeducation within the North American Division.

1.2.6 The teacher is responsible for securing the appropriate teaching certificateand for keeping it current.

1.3 Application Procedures

1.3.1 The office of education in the union conference where an applicant is seek-ing certification and employment must receive the following:

a. An application or letter of request for certification review.

b. An official copy of the applicant’s transcript requested by the appli-cant and sent directly to the union conference office of educationfrom the college/university office of records.

c. A certificate of eligibility sent by the college/university office ofeducation or records if the applicant has completed a Nort hAmerican Division approved teacher education program.

1.3.2 A student graduating from a college/university without a NAD-approvedteacher-education program, as well as students who do not meet the require-ments of the institution’s approved program are to apply for certificationbased on the requirements outlined in the NAD Certification Manual. (SeeSection 2.1.2.b and 2.1.3)

1.4 General Eligibility Requirements

1.4.1 Church Membership

An applicant for a denominational teaching certificate must be a member of

the Seventh-day Adventist Church as outlined in the employment policies of theunion conference education code.

1.4.2 Social and Moral Fitness

An applicant must demonstrate a social and moral fitness to teach and to asso-ciate with children and youth. A teaching certificate will not be issued to anyperson who has been convicted of a criminal offense or who has exhibitedunethical or immoral conduct that would put children at risk, such as, but notlimited to, child abuse. A certificate shall be revoked or suspended for any rea-son that is cause for dismissal as provided for in the union education code.

1.4.3 Degree Requirements

An applicant for a certificate, except the Designated Subjects/ServicesCertificate, must hold a minimum of a baccalaureate degree from a college oruniversity accredited by the Accrediting Association of Seventh-day AdventistSchools, Colleges, and Universities, Inc. and/or a regional accrediting body.

1.4.4 Scholarship

Grades below C- are not acceptable in the following:

a. Academic majors or minors, including elementary or early childhoodeducation majors.

b. Professional education courses.

c. The elementary or content area endorsements.

d. Required religion courses. (See Section 2.1.2.b)

e. Course work in health principles based on the Bible and writings ofEllen G. White.

1.5 Integration of Educational Technology

Integration of educational technology into the classroom is a tool for teaching andlearning rather than the focus of teaching and learning. It is not merely a set of tech-nical skills or competencies but is a constantly growing set of instructional strategiesbuilt upon learning principles. Developing this set of instructional skills will be thesubject of lifelong learning for educators as technology rapidly changes and new pos-

sibilities for curriculum emerge. This requirement may be fulfilled as follows:

1.5.1 Has completed course work that includes the concepts and the practice ofintegrating technology into the classroom and is designed to produce a pos-itive impact on student learning in the classroom. Such course work shouldmeet the definition in Section 1.5 and incorporate concepts from theI n t e rnational Society for Te c h n o l ogy in Education (ISTE) NationalEducational Technology Standards for Teachers as found at www.iste.org.

1.5.2 The initial requirement is a two semester/three quarter hour course of aca-demic credit that integrates technology into the classroom.

1.5.3 For renewal of each Basic, Standard, Professional, or Administrator’s cer-tificate the requirement is a one semester/one and one-half quarter hourcourse for credit or thirty-eight clock hour PAC’s in workshops, seminars,or other acceptable professional activities on any topic that addresses inte-grating technology into the classroom.

1.5.4 These implementation guidelines are to be followed:

a. Teachers are to develop a written plan for meeting this requirement.Prior approval must be received from the conference office of edu-cation before taking any courses or PAC’s.

b. Principals are to approve the plan in writing for teachers. The con-ference superintendent of schools will give written approval forschool principals. Those approving the plan should make certainthat all course work meets the definition outlined in Sections 1.5 and1.5.1 and will fulfill the credit/clock hour requirements.

c. Approvals are to be sent to the union certification registrar by thesuperintendent of schools.

d. Educators who currently hold a Basic, Standard, Professional, orAdministrator’s certificate on the effective date of this policy areexempt from the initial requirements in 1.5.2, but must fulfill therenewal requirements in Section 1.5.3 with the approvals in Sections1.5.4.a and 1.5.4.b.

e. Graduates from an approved Seventh-day Adventist teacher educa-tion program or a college/university that holds regional accreditationafter September 1, 1998 will be deemed to have fulfilled the initialrequirement. (1.5.1)

The following certificates are available: (a) Basic Teaching Certificate; (b) Standard TeachingC e rt i ficate; (c) Professional Teaching Cert i ficate; (d) Administrator Cert i ficate; (e)Designated Subjects/Services Certificate; and (f) Conditional Teaching Certificate.

2.1 Basic Teaching Certificate

2.1.1 Introduction

The Basic Teaching Certificate is the initial certificate issued to an applicantwho meets the criteria cited below. A Basic Teaching Certificate is valid forthree years of teaching within a five-year period from the date the Verificationof Eligibility Certificate was issued and/or when the certification requirementswere met.

2.1.2 General Requirements

The Basic Teaching Certificate may be issued to an applicant who has com-pleted a North American Division Approved Program or the requirements ofthe credit based program. (See section 2.1.2.b)

a. Approved Program

• Meets initial General Eligibility Requirements. (See Section1.4)

• Has been issued a Verification of Eligibility Certificate. (SeeSection 1.2.5)

b. Credit Based Program

• Meets initial General Eligibility Requirements. (See Section1.4)

• Has completed twelve semester/sixteen quarter credits of reli-gion courses taken in a Seventh-day Adventist college/universi-ty, or Home Study International/Griggs University covering thefollowing areas:

Spirit of Prophecy

Seventh-day Adventist Church History

Seventh-day Adventist Doctrines

Biblical content studies. (After a minimum of onebiblical content course has been completed, othercourses in religion relevant to the teacher educationprogram may be taken.)

• Has completed course work in health principles as found inthe Bible and the writings of Ellen G. White.

• Has completed twenty semester/thirty quarter hours of pro-fessional education. Twelve semester/sixteen quarter hoursof the required professional education courses must be takenwithin the five-year period prior to the date the BasicTeaching Certificate is issued. Required areas shall include:

Principles and philosophy of Seventh-day Adventist educa-tion as based on the Bible and the writings of Ellen G. White.

Developmental Psychology and Educational Psychology

Educational Assessment

Exceptional Child in the Classroom

Integration of Educational Technology in the Classroom (Seesection 1.5.1)

Student teaching as prescribed by the college/university inwhich the teacher-education program was completed. (If thestudent teaching is not done in a Seventh-day Adventistschool, structured experiences in a Seventh-day Adventistschool are required elsewhere in the program.)

2.1.3 Endorsements

a. An applicant must qualify for an elementary or a secondary content

area endorsement in addition to fulfilling the general requirements forthe Basic Teaching Certificate. (See Section 3.1)

b. Additional regular or specialty endorsements may be obtained at anytime, if the applicant has a current teaching certificate and the require-ments for the endorsement are met. (See Sections 3.1 and 3.2)

2.1.4 Reinstatement of the Basic Teaching Certificate

a. If a teacher has not completed three years of teaching within five yearsfrom the date when the “Verification of Eligibility” certificate wasissued or the cert i fication requirements for the Basic Te a c h i n gCertificate were met, the certificate may be reinstated by meeting thefollowing requirements:

Six to eight years Six semester/nine quarter hours ofcourses in professional education or inarea(s) of endorsement and completionof course work in integrating technologyin the classroom. (See Section 1.5)

Nine or more years Eight semester/twelve quarter hours ofcourses in professional education or inarea(s) of endorsement and completionof the course work in integrating tech-nology in the classroom. (See Section1.5)

b. All academic credits submitted for reinstatement of the Basic TeachingCertificate must be completed during the five-year period immediatelyprior to reinstatement of the certificate. Except as provided for in 4.3.2.Two semester/three quarter hours may apply toward the sixsemester/nine quarter hours needed to obtain the Standard TeachingCertificate.

2.2 Standard Teaching Certificate

2.2.1 General Requirements

The Standard Teaching Certificate may be issued to an applicant who:

a. Meets the General Eligibility Requirements. (See Section 1.4)

b. Has met the requirements for a Basic Teaching Certificate. (SeeSection 2.1)

c. Has met the requirements for integrating educational technology.(See Section 1.5)

d. Has completed a minimum of three years of full-time teaching or itsequivalent.

e. Has completed six semester/nine quarter hours of professional edu-cation courses or courses in area(s) of endorsement(s) beyond therequirements of the Basic Teaching Certificate.

f. Submits official transcripts of academic credit earned.

2.2.2 Endorsements

a. The endorsements of the Basic Teaching Certificate will be trans-ferred to the Standard Teaching Certificate.

b. Additional regular or specialty endorsements may be obtained at anytime if the applicant has a current teaching certificate and therequirements for endorsements are met. (See Sections 3.1, 3.2)

2.2.3 Renewal of the Standard Teaching Certificate

a. The Standard Teaching Certificate shall be valid for five years. Thecertificate may be renewed by meeting the following requirements:

• A total of nine semester/fourteen quarter hours of post-bac-calaureate/graduate academic credit or Professional ActivityCredit (PAC). (See Section 4.7)

• A minimum of four semester/six quarter hours of academiccredit earned in an accredited institution.

• The balance of the required hours may be earned by participationin approved professional activities.

b. Special provision for renewal of the Standard Teaching Certificate withan elementary endorsement.

• If the candidate has not previously done so, courses in at leasttwo of the following areas must be successfully completed:

c. Special provision for the renewal of the Standard Teaching Certificatewith secondary endorsement:

• If the candidate has not previously done so, courses in at leastone of the following areas must be successfully completed:

Education of the exceptional studentMulticultural educationLearning theory/style

d Credit in integrating educational technology into the classroom. (SeeSection 1.5).

e. All credits submitted for renewal of the Standard Teaching Certificatemust be completed during the five-year period that the certificate isvalid except as provided for in 4.3.2.

2.2.4 Reinstatement of an Expired Standard Teaching Certificate

When an applicant applies for reinstatement of a Standard Teaching Certificatethat expired two or more years prior to the time of application, the followingcriteria must be met:

a. Current requirements for the Standard Teaching Certificate.

b. Nine semester/fourteen quarter hours of upper division, post-baccalau-

reate, or graduate credit in professional education, or courses inarea(s) of endorsement.

c . Credit in integrating educational technology into the classroom. (SeeSection 1.5)

d. All credits submitted for reinstatement of the Standard TeachingCertificate must be completed during the five-year period immedi-ately prior to reinstatement of the certificate.

2.3 Professional Teaching Certificate

2.3.1 General Requirements

The Professional Teaching Certificate may be issued to an applicant who:

a. Meets the General Eligibility Requirements. (See Section 1.4)

b. Qualifies for a Standard Teaching Certificate. (See Section 2.2)

c. Meets one of the following requirements:

• Holds a master’s degree.

• Has completed a prescribed fifth-year program for teachers.

• Has earned forty semester/sixty quarter hours ofgr a d u a t e / p o s t - b a c c a l a u r e a t e — u p p e r- d ivision credit. T h i rt ysemester/forty-five quarter hours must be in professionaleducation courses and/or in no more than two areas ofendorsement.

d. Has earned upper-division, post-baccalaureate, or graduate creditbeyond the requirements of the Basic Teaching Certificate in adenominational or regionally accredited institution of higher educa-tion in at least two of the following areas:

• Learning theory/style

• Curriculum

• Improvement of instruction

• Education of the exceptional student

• Trends and issues in education

• Multicultural education

2.3.2 Endorsements

a. The endorsements of the Standard Teaching Certificate will be trans-ferred to the Professional Teaching Certificate.

b. Additional regular, specialty, or professional endorsements may beadded at any time, if the candidate has a current teaching certificate andthe requirements for the endorsements are met. (See Sections 3.1, 3.2,3.3)

2.3.3 Renewal of the Professional Teaching Certificate

a. The Professional Teaching Certificate is valid for five years. Renewalof the certificate requires six semester/nine quarter hours of additionalcredit, which may be earned in one of the following ways:

• Completion of upper-division, post-baccalaureate, or graduatecourse work in professional education or area(s) of endorsementor,

• The equivalent credit in Professional Activity Credits (PAC) (seeSection 4.7 for definition of Professional Activity Credits) or,

• Any combination of the above.

b. Credit in integrating educational technology into the classroom. (SeeSection 1.5)

c. All credits submitted for the renewal of the Professional TeachingCertificate must be completed during the five-year period immediatelyprior to renewal of the certificate except as provided for in 4.3.2.

2.3.4 Reinstatement of an Expired Professional Teaching Certificate

When an applicant applies for the reinstatement of a Professional TeachingCertificate that expired two or more years prior to the application, the follow-

ing criteria must be met:

a. Current requirements for the Professional Teaching Certificate.

b. Six semester/nine quarter hours must be earned. At least half of therequired hours must be academic credit in appropriate professionaleducation courses and/or in the area(s) of endorsement. The remain-ing hours may be taken in Professional Activity Credits (PAC).

c. Credit in integrating technology into the classroom. (See Section1.5)

d. All credit submitted for reinstatement of the Professional TeachingCertificate must be completed during the five-year period prior toapplication for reinstatement of the certificate (except as providedfor in 4.3.2).

2.4 Administrator Certificate

2.4.1 Introduction

The Administrator Certificate is specifically designed for school principalsand conference educational personnel. Teachers who complete the require-ments may receive an Administrator Certificate.

2.4.2 General Requirements

The Administrator Certificate may be issued to an applicant who:

a. Meets initial General Eligibility Requirements. (See Section 1.4)

b. Qualifies for a Professional Teaching Certificate. (See Section 2.3)

c. Holds a master’s degree.

d. Has a minimum of eighteen semester/twenty-seven quarter hours ofgraduate courses selected from the areas of curriculum, schooladministration, supervision, school law, school finance, school plantplanning, personnel administration, school public relations, reli-gious education, and field experience, or holds a doctorate degree inschool administration.

2.4.3 Endorsements

a. An applicant must qualify for at least one of the administrator endorse-ments. (See Section 3.4)

b. Additional administrator endorsements may be added at any time pro-vided the Administrator Certificate is current and the requirements forthe endorsement are met. (See Section 3.4)

2.4.4 Renewal of Administrator Certificate

a. The Administrator Certificate is valid for five years. Renewal of thecertificate requires six semester/nine quarter hours of additional credit,which may be earned in one of the following ways:

• Completion of upper division, post baccalaureate, or graduatecourse work in professional education or area(s) of endorsementor,

• The equivalent credit in Professional Activity Credits (PAC) (seeSection 4.7 for definition of Professional Activity Credits) or,

• Completion of a combination of the above.

b. Credit in integrating educational technology into the classroom. (SeeSection 1.5)

c. All credit submitted for renewal of the Administrator Certificate mustbe completed during the five-year period the Administrator certificate isvalid except as provided for in 4.3.2.

2.4.5 Reinstatement of an Expired Administrator Certificate

When an applicant applies for the reinstatement of an Administrator Certificatethat expired two or more years prior to the application, the following criteriamust be met:

a. Current requirements for the Administrator Certificate.

b. Six semester/nine quarter hours must be earned. At least half of therequired hours must be academic credit in appropriate courses in super-vision or administration and/or in the area(s) of endorsements.

The remaining hours may be taken in Professional Activity Credits(PAC).

c. Credit in integrating technology in the classroom. (See Section 1.5)

d. All credit submitted for reinstatement of the A d m i n i s t r a t o rCertificate must be completed during the five-year period immedi-ately prior to application for reinstatement of the certificate.

2.5 Designated Subjects/Services Certificate

2.5.1 Introduction

The Designated Subjects/Services Certificate is issued to an experiencedindividual who has demonstrated expertise in one or more specific areasand who by experience and training can provide a valuable contribution tothe educational program. The endorsed area(s) is/are indicated on the cer-tificate.

This cert i ficate cannot be substituted for the Basic, Standard, orProfessional Teaching Certificate, or used in a way to circumvent the meet-ing of the requirements for those certificates.

2.5.2 General Requirements

The Designated Subjects/Services Certificate may be issued to an applicantwho:

a. Is recommended by the conference office of education for consider-ation by the union conference cert i fication officer and/orCertification Review Committee.

b. Meets initial General Eligibility Requirements found in section 1.4except 1.4.3 and 1.4.4.

c. Possesses a high school diploma or has passed a high school equiv-alency examination as designated by the union conference office ofeducation.

d . P r ovides ve r i fication of successful and recent experience in the tech-nical skill, trade, vocation, or nonvocational subject named on thec e rt i ficate, with a minimum equivalent of five years of ex p e r i e n c e .

2.5.3 Renewal of the Designated Subjects/Services Certificate

2.6 Conditional Teaching Certificate

2.6.1 Introduction

A Conditional Teaching Certificate may be issued under certain circumstancesto an applicant who does not meet the requirements for a Basic TeachingCertificate. The certificate is valid for the specific area(s) indicated on the cer-tificate. For example, it may be issued to an individual who has not completed

the required course work in Bible or who may not qualify for either an ele-mentary or secondary endorsement.

2.6.2 General Requirements

The Conditional Teaching Certificate may be issued to an applicant who:

a. Meets initial General Eligibility Requirements. (See Section 1.4)

b. Has completed a minimum of a baccalaureate degree.

c. Is working toward meeting the requirements for a Basic TeachingCertificate.

2.6.3 Renewal of the Conditional Teaching Certificate

a. The Conditional Teaching Certificate is valid for one year. Renewalof the certificate requires six semester/nine quarter hours of collegework during each contract year, until the requirements for a Basic orStandard Teaching Certificate are met.

b. The six semester/nine quarter hours shall be in courses selected fromareas of the applicant’s certification needs as determined by the cer-tification officer of the union conference office of education incooperation with the employing organization.

c. If the applicant is not a graduate of a North American Divisionapproved Seventh-day Adventist college/university teacher-educa-tion program and has not met the religion requirement for BasicTeaching Certificate (see Section 2.1.2.b), a minimum of one coursein religion must be completed or a competency exam passed eachcontract year as part of, or in addition to, the required six semes-ter/nine quarter hours until the religion requirement or the coursework described in Section 5.1.3 is completed.

3.1 Regular Endorsements

3.1.1 Elementary Endorsement

The elementary endorsement is valid for teaching grades 1-8. (Valid in grades1-9 in a union conference with approved 1-9 programs.) An applicant for anelementary endorsement must complete the following requirements in additionto fulfilling the general requirements for the Basic Teaching Certificate:

a. Elementary curriculum methods in the following:

3.1.2 Secondary Content Area Endorsements

A secondary endorsement is valid for subjects in grades 7-12 for which theapplicant qualifies. An applicant for a secondary endorsement must completethe following in addition to the general requirements for the Basic TeachingCertificate:

c. A course in reading methods or a course in reading in the contentareas.

d. Special provisions or requirements.

• Bible special requirement—An applicant for the Bible con-tent area endorsement must have a methods course in theteaching of secondary Bible in addition to the required hoursin Bible content and the secondary curriculum materials andmethods course(s).

• Additional endorsements in science and mathematics—Anapplicant who has a major in mathematics and a minor in oneof the science areas (i.e., biology, physics, chemistry) or amajor in one of the science areas and a minor in mathemat-ics may qualify for an endorsement in either or both of theother science areas by completing twelve semester/eighteenquarter hours of credit in each area endorsement.

• Additional endorsements—An applicant who has completeda major or passes an equivalency exam in a teaching areamay obtain additional endorsements by completing a mini-mum of eighteen semester/twenty-seven quarter hours foreach content area endorsement.

3.2 Specialty Endorsements

Issued to an individual holding a Basic, Standard, or Professional TeachingCertificate.

3.2.1 Junior Academy—May be issued to an applicant who:

a. Qualifies for the elementary endorsement and/or a secondary con-

tent area endorsement.

b. Has completed a minimum of nine semester/fourteen quarter hours ineach content area of endorsement.

c. Special provisions:

• Bible—An endorsement for Bible requires the applicant to com-plete an elementary or secondary Bible methods course.

• English—Not more than three semester/four quarter hours offreshman English may be included in the nine semester/fourteenquarter hours required for the English endorsement.

3.2.2 Kindergarten—May be issued to an applicant who:

a. Qualifies for the elementary endorsement.

b. Has completed courses that include the following:

• Methods of instruction for kindergarten.

• Organization and administration of kindergarten education.

c. Has completed student teaching or field experience at the kindergartenlevel.

3.2.3 Media Director/Librarian—May be issued to an applicant who:

a. Qualifies for the elementary endorsement or a secondary content areaendorsement.

b. Has completed a minimum of twelve semester/eighteen quarter hours inlibrary science and instructional media.

3.2.4 Reading—May be issued to an applicant who:

a. Qualifies for the elementary endorsement or a secondary content areaendorsement.

b. Has completed a minimum of twelve semester/eighteen quarter hours inreading.

a. Qualifies for the elementary endorsement or a secondary contentarea endorsement.

3.2.6 English as a Second Language—May be issued to an applicant who:

3.2.7 Special Education—May be issued to an applicant who:

a. Qualifies for the elementary endorsement or a secondary contentarea endorsement.

b. Has completed a minimum of twelve semester/eighteen quarterhours in special education.

3.2.8 Computer Applications—May be issued to an applicant who:

a. Qualifies for the elementary endorsement or a secondary contentarea endorsement.

b. Demonstrates competency in the skill areas to be taught such as:keyboarding, computer literacy and/or desktop publishing. The“Qualifying Experience” criteria for the DesignatedSubjects/Services Certificate may be used as a basis for determiningqualification.

3.2.9 Computer Science—May be issued to an applicant who:

a. Qualifies for the elementary endorsement or a secondary contentarea endorsement.

b. Has completed a minimum of twelve semester/eighteen quarterhours in computer science and related studies.

3.2.10 Educational Technology—May be issued to an applicant who:

a. Qualifies for the elementary endorsement or secondary content areaendorsement.

b. Completes a minimum of twelve semester/eighteen quarter hours ineducation technology including at least four of the following eightareas:

3.3 Professional Endorsements

3.3.1 Curriculum and Instruction—May be issued to an applicant who:

a. Qualifies for the elementary endorsement or secondary content areaendorsement.

b. Has completed a minimum of eighteen semester/twenty-seven quarterhours of additional graduate-level work in curriculum and instruction.

3.3.2 Media Specialist—May be issued to an applicant who:

a. Has a current media director/librarian endorsement.

b. Has completed a minimum of nine semester/fourteen quarter hours ofadditional graduate-level work in media services.

3.3.3 Reading Specialist—May be issued to an applicant who:

a. Qualifies for the reading endorsement.

b. Has completed six semester/nine quarter additional hours in reading

and/or supporting courses including but not limited to courses inpsycholinguistics, linguistics, children’s literature, reading diagno-sis, remediation, and practicum. It is recommended that the majori-ty of these courses be graduate level work.

3.3.4 Small School Specialist—May be issued to an applicant who:

a. Qualifies for the elementary endorsement.

b. Has completed a minimum of twelve semester/eighteen quarterhours of additional graduate level work in small-schools curriculum,instruction, and management.

c. Has taught a minimum of three years in a one-, two-, or three-teacherschool.

3.3.5 Special Education Specialist—May be issued to an applicant who:

a. Qualifies for the special education endorsement.

b. Has completed a minimum of six semester/nine quarter hours ofadditional graduate level work in special education and supportingcourses.

3.3.6 Educational Technology Specialist—May be issued to an applicant who:

a. Qualifies for the educational technology endorsement.

b. Has completed a minimum of six semester/nine quarter hours ofadditional course work beyond the education technology endorse-ment from the following areas:

3.4 Administrator Endorsements

Issued to an applicant who qualifies for the specific endorsement.

3.4.1 Principal—May be issued to an applicant who:

a. Qualifies for an Administrator Certificate.

b Has completed a minimum of one graduate level course in each of thefollowing areas: curriculum, supervision, school law, school adminis-tration, and school finance.

3.4.2 Supervisor of Instruction—May be issued to an applicant who:

a. Qualifies for the Administrator Certificate.

b. Has completed a minimum of two graduate courses in curriculum, twoin supervision, and one in school administration.

3.4.3 Superintendent of Schools—May be issued to an applicant who:

a. Qualifies for the Administrator Certificate.

b. Has completed a minimum of twenty-four semester/thirty-six quarterhours of graduate courses including course work in each of the follow-ing areas: school administration, personnel administration, curriculum,supervision, school law, school finance, and school plant planningwhich may be integrated into other course work.

c. Has completed a minimum of three consecutive years in school admin-istration and/or supervision of instruction.

4.1 Certification Review Committee

The union conference Certification Review Committee is to study and resolveproblems relating to certification. It is recommended that members of theCertification Review Committee should include:

4.1.1 Union conference education personnel.

4.1.2 College department/university school of education representative(s).

4.1.3 Representatives from the teaching profession (principals, superintendentsof schools, or teachers) as selected by the union conference office of edu-cation.

4.2 Conversion of Certificates

4.2.1 Definition of Conversion of Certificates

Conversion refers to the addition of:

a. An elementary endorsement to a valid Basic, Standard, orProfessional Teaching Certificate with a secondary content areaendorsement.

a. A secondary content area endorsement to a valid Basic, Standard, orProfessional Teaching Certificate with the elementary endorsement.

4.2.2 Conversion to the Elementary Endorsement

An applicant with a Basic, Standard, or Professional Teaching Certificatewith a secondary content area endorsement may qualify for the elementaryeducation endorsement by completing methods courses from among thefollowing areas: science, health, language arts, mathematics, reading, reli-gion, and social studies.

4.2.3 Conversion to a Secondary Content Area Endorsement

An applicant with a Basic, Standard, or Professional Teaching Certificate

with the elementary endorsement may qualify for a secondary content areaendorsement by successfully completing:

a. A secondary curriculum materials and methods course.

b. Eighteen semester/twenty-seven quarter hours in a subject that is com-monly taught in the secondary school.

c. Completion of the requirements for a content area endorsement.(Section 3.1.2)

4.3 Date of Issuance and Expiration of Certificates

4.3.1 A certificate is effective beginning with the date on which the request, withofficial documents, is approved by the union conference office of education. Acertificate expires on August 31 of the final year for which it is issued.

4.3.2 Excess renewal credits earned during the time the prior certificate was validmay be carried over to a new certificate if they were earned in the one-yearperiod prior to the expiration of the certificate. All other renewal credit mustbe earned during the life of the certificate. (Also see Sections 2.2.3 and 2.3.3)

4.4 Extension or Correspondence School

Credit earned from Home Study International/Griggs University or other accreditedextension or correspondence schools may be accepted in fulfilling requirements forcertification, including additional endorsements. Credit for religion correspondencecourses is accepted only from Home Study International/Griggs University or aSeventh-day Adventist college/university.

4.5 Legal Name

Certificates are official documents; therefore, the applicant’s full legal name is to beused.

4.6 Permanent Certification Records

Transcripts submitted for certification become a part of the individual’s permanentcertification record at the union conference office of education. When a teacher oradministrator transfers to another union, the certification records are forwarded to thatunion upon request of the teacher, administrator, or the union conference certificationofficer.

4.7 Professional Activity Credits (PAC)

4.7.1 Professional Activity Credit is earned by participation in professional activ-ities such as:

a. Audio/visual programsb. Creative endeavors (cultural growth, developing computer programs

or Web sites)c. Committee membership (policy, curriculum)d. CPR/First Aid traininge. Evaluation team membershipf. Independent study (topic specific)g. Journal of Adventist Education course workh. 4.7.2 Professional activity credit (PAC) will be calculated in the following man-ner:

25 clock hours = 1 quarter hour38 clock hours = 1 semester hour

4.7.3 Satisfactory involvement in professional activities shall be verified by theconference superintendent of schools or academy principal. It should bereported to the union certification registrar at the end of each school year.

4.8 Teachers Over 65

Teachers who are 65 years of age or older may be exempt from the requirement forrenewal of a certificate upon the written recommendation of the conference super-intendent of schools.

4.9 Student Teaching Deficiency

An applicant who has not graduated from a teacher education program may meet thestudent-teaching deficiency in one of the following ways:

4.9.1 By completion of the regular student teaching requirement at the college/uni-versity.

4.9.2 By completion of a college/university internship program.

4.9.3 By a waiver of the requirement when all of the following stipulations are met:

a. Successful completion of three consecutive years of teaching.

b. Recommendation of the superintendent of schools.

c. On-going supervision by conference office of education personnel.

d. Written evaluations submitted annually to the union conference officeof education. The student teaching waiver does not reduce the twentysemester/thirty quarter hour professional education requirement for theBasic Teaching Certificate.

4.10 Suspension or Revocation of Certificates

The teaching certificate may be suspended or revoked based on the guidelines as stat-ed in this manual (see Section 1.4.2) and/or the provisions of the union conferenceeducation code.

4.11 Waivers or Substitutions for Individual Applicants

Exceptions by waivers or substitutions authorized by the union conference certifica-tion review committee are to be recorded and maintained in the teacher’s permanentcertification file. If a teacher transfers to another union, a current certificate will beaccepted by the union. However, the union to which a teacher transfers may requirethat deficiencies be removed and/or special requirements be met before the certificateis renewed.

4.12 Renewal for Overseas Teachers

An overseas teacher should request renewal of certification by the certification regis-trar of the union which holds the current certification record of the individual.

5.1 State or Provincially Certificated Teachers

Designed to meet the needs of an individual who graduated from non-SDA col-leges/universities. A teaching certificate may be issued to an applicant who fulfillsthe following requirements:

5.1.1 Meets the General Eligibility Requirements outlined in Section 1.4.

5.1.2 Holds state or provincial certification in the level or subject area for whichthe individual is applying.

5.1.3 Has satisfactorily completed courses in each of the following:

a. Philosophy of Seventh-day Adventist Education

b. SDA Religion courses in Bible Doctrines, Spirit of Prophecy, andSDA Church History

c. Health Principles (based on the Bible and the writings of EllenWhite)

Options for fulfilling these course requirements are given below.

a. Individual courses completed through an SDA college/university.

b. An alternative course, Orientation to Teaching in Seventh-dayAdventist Sch o o l s , o ffered through Home StudyI n t e rnational/Griggs Unive r s i t y. Prior authorization must bereceived from the union office of education prior to enrolling for thiscourse.

c. Challenge examination(s) in appropriate courses offered through anSDA college/university. Authorization must be received from theunion office of education prior to selection of the challenge exami-nation(s).

5.1.4 For renewal, a teacher with an elementary endorsement must fulfill the ele-mentary curriculum methods course in religion as outlined in 3.1.1.a. A

5 ALTERNATIVE CERTIFICATION CRITERIA

waiver may be granted if a challenge examination is passed as offered by anAdventist college/university.

5.2 College/University Graduates Lacking Teacher Certification

An individual with a college/university degree entering the teaching profession with-out having completed the teacher education requirements may become eligible for ateaching certificate by meeting the provisions outlined in Section 1.4 and profession-al education courses outlined in Sections 2.1.2.b and 2.1.3.

For alternate ways of meeting the requirements of Philosophy of Seventh-dayAdventist Education, Bible content studies, and Health Principles based on the Bibleand the writings of Ellen G. White, see Section 5.1.3.

5.3 Renewal Requirements

The teaching certificate may be renewed by meeting the following:

a. The renewal requirements for the certificate (see 2.2.3, 2.3.3, or 2.4.4).

b. Complete an elementary methods course in religion (see 3.1.1.a or3.1.2.d) or pass a challenge exam as offered by an accredited Seventh-day Adventist college or university.

6.1 Rationale

Seventh-day Adventist education is unique because it emphasizes religious trainingand opportunities for students to develop spiritually, physically, and socially inaddition to providing a strong academic program. Prospective teachers forSeventh-day Adventist schools must have training in areas related to these impor-tant goals of Seventh-day Adventist education.

Each state/province is responsible for approval of teacher education programswithin its jurisdiction which the A d ventist college and university in thatstate/province must meet, if Adventist teachers are to be fully certificated. Eachstate’s/province’s requirements are considerably different. Therefore, teacher edu-cation programs in Adventist institutions differ markedly from one another. Inorder to ensure that prospective teachers are able to complete basic certificationrequirements within the four-year baccalaureate program, denominational andstate/provincial requirements are to be coordinated. The approval of teacher edu-cation programs in Adventist colleges and universities by the North AmericanDivision Commission on Accreditation should facilitate this coordination. TheStandards for Program Approval relate only to those requirements unique toSeventh-day Adventist education in the K-12 system. Candidates completing anNAD approved teacher education program will be eligible for a Basic TeachingCertificate. All applicants for the Basic Teaching Certificate who have not com-pleted an approved teacher education program in an NAD college or university willbe certificated according to the specific regulations in the NAD K-12 CertificationManual.

Approved teacher education programs will meet the following requirements andstandards.

6.2 Precondition Requirements

6.2.1 The college/university holds current accreditation by the AccreditingAssociation of Seventh-day Adventist Schools, Colleges and Universities,Inc.

6.2.2 The college/university holds current regional accreditation.

6.2.3 The teacher education program holds state/provincial and/or National

Council for Accreditation of Teacher Education (NCATE) approval.

6.2.4 The college/university will issue Verification of Eligibility Certificates only tostudents who are members of the Seventh-day Adventist Church.

6.2.5 In the implementation of these standards, professional education faculty are tohave academic qualifications and experiences appropriate to the courses taught.

6.3 Standards for Program Approval

6.3.1 Standard 1 Religious Preparation

To broaden the candidate’s personal understanding of the Bible, the programincludes a study of Seventh-day Adventist Church history, Spirit of Prophecy,and doctrinal beliefs.

6.3.2 Standard 2 Methodology for Teaching Bible

To develop the candidate’s skill for teaching Bible curriculum, methods ofinstruction in Bible constitutes a part of the teacher education program for allelementary education students and for those students preparing to teach reli-gion courses at the secondary level.

6.3.3 Standard 3 Principles and Philosophy of Seventh-day Adventist Education

To foster in the candidate an understanding of the ministry of teaching, the pro-fessional education component of the program includes a study of the uniqueprinciples and philosophy of Seventh-day Adventist education and integratesthese principles throughout the professional education component.

6.3.4 Standard 4 Principles of Healthful Living

To enable the candidate to instruct and model healthful living, the programincludes a study of principles and concepts, including those found in the Bibleand writings of Ellen G. White, that contribute to the well-being of the wholeperson.

6.3.5 Standard 5 Experiences in Multigrade Classrooms

To ensure the candidate’s ability to teach in a multigrade classroom, the pro-gram for elementary education students includes instruction and experiences ina multigrade classroom or three or more grades, preferably in a small school

with three or fewer teachers.

6.3.6 Standard 6 Introduction to Seventh-day Adventist Curriculum Material

To acquaint the candidate with North American Division-approved text-books and other curricular materials used in Seventh-day Adventist schools,the program includes an introduction to such materials in appropriate edu-cation courses.

6.3.7 Standard 7 Experience in Seventh-day Adventist Schools

To affirm the preparation of the candidate for the ministry of teaching, theprogram provides for teaching experiences in a Seventh-day Adventistschool.

6.4 Implementation of NAD-Approved Teacher Education Programs

6.4.1 A colleg e / u n iversity wishing to have its teacher education progr a mapproved by the NAD Commission on Accreditation will submit a requestto the North American Division Office of Education (NADOE) along witha written response to each of the preconditions and standards for NADApproved Teacher Education Programs. The request will be considered bythe NAD Commission on Accreditation and two-year preliminary approvalgranted if preconditions and standards appear to have been met.

6.4.2 Within two years after preliminary approval has been granted, the col-lege/university will submit a report to NADOE indicating how precondi-tions and standards for program approval are being met. A one- or two-dayon-site visit by an evaluation team will be arranged by NADOE with thecollege/university. The evaluating team will consist of one member ofNADOE (or NADOE designee) and one teacher education person appoint-ed by NADOE. The team will hold conferences with students, faculty, andadministration and will examine support ive documents to determ i n ewhether compliance with North American Division Standards for ProgramApproval and Precondition Requirements for program approval have beenmet. The evaluation team will prepare and forward to the North AmericanDivision Commission on Accreditation their recommendations concerningprogram approval.

6.4.3 The NAD Commission on Accreditation will review and take action onreports submitted by institutions and recommendations made by visitingteams at the annual meeting, which is usually held in August. Following this

meeting, educational institutions will be notified of the action taken.

6.4.4 If the teacher education program is found not to be in compliance with all stan-dards and preconditions, the institution will have two years to implement therecommendations in order to bring about compliance. Before the end of thesecond year a report will be sent to NADOE and an on-site visit arranged, ifdeemed necessary. A report will be submitted to the next meeting of the NADCommission of Accreditation. If the program is found to be in compliance,approval will be extended to the end of the seven-year period. If it is found notto be in compliance, the program will be dropped from the list of approved pro-grams.

6.4.5 Programs are approved for a seven-year period. Approval must be renewed atthe end of that period. The college/university will submit a report to NADOEand an on-site visit will be arranged before the end of the seventh year forwhich the program was approved.

6.4.6 If substantive changes are made in the program within the seven-year period ofapproval, a report of these changes is to be sent to NADOE by the college/uni-versity. An on-site visit will be arranged and recommendations made to theCommission, if deemed necessary.

Administrator Certificate Certificate issued to an applicant who has taken appropriateclass work to qualify to administrate an education program.

Administrator Endorsement To qualify for an Administrator Certificate the administratormust qualify for at least one administrator endorsement.

Certification Process through which an individual is recognized as aca-demically and professionally qualified to teach.

Certification Conversion Process by which an individual holding an elementary cer-tificate can qualify to teach secondary subjects or if holdinga secondary certificate can qualify to teach at the elementarylevel.

Certification Review Committee Committee appointed by each union to study and resolveproblems pertaining to individual teacher certification. TheNorth American Division Office of Education provides coun-sel to the union certification review committee. Final dispo-sition of each case is made by union certification reviewcommittee.

Certification Record A permanent file containing official documentation of anindividual’s certification record. Kept at the union confer-ence office of education, it is transferred to another unionupon the request of the teacher or Registrar of that union con-ference. (4.6)

Computer Science Relates to such technical areas as programming, languages,artificial intelligence, hardware design and repair, networkdesign and maintenance, and data storage and retrieval.

Conditional Teaching Certificate A one-year certificate which indicates certain deficiencies inteacher preparation.

Correspondence School An accredited educational institution offering credits throughdistance learning which may be used to fulfill requirements forcertification and endorsements. (See 4.4)

Denominational Certification Process whereby a person is recognized as spiritually, academi-c a l ly and professionally qualified to teach in Seve n t h - d ayAdventist Schools.

Designated Subject Approval to teach in a designated subject area may be issued toan individual with demonstrated expertise in specific areas. Notto be substituted for any regular teaching certificate.

Educational Technology Refers to the use of educational technology as a tool for learningin and across the curriculum at all grade levels. It may involvesuch areas as multimedia development, production of instruc-tional materials, instructional design, and network design andmaintenance.

Endorsement, Administrator Issued to an individual eligible for an Administrator Certificatewho qualifies in a specific area of administrative work.

Endorsement, Professional Issued to an individual eligible for a Professional TeachingCertificate who has taken additional training to qualify toinstruct or administer in specific areas.

Endorsement, Specialty Issued to an individual holding a Basic, Standard or ProfessionalTeaching Certificate who has taken additional training to instructor administer in certain areas.

Expiration of Certificate All certificates expire on August 31 of the final year for whichthey were issued. (4.3)

Expired Certificate Any certificate whose expiration date has passed.

Extension School An accredited educational institution offering extension or cor-respondence credits which may be used to fulfill requirementsfor certification and endorsements. (4.4)

Integration of Technology Integration of educational technology into the classroom is a tool

for teaching and learning rather than the focus of teachingand learning. It is not merely a set of technical skills or com-petencies but is a constantly growing set of instructionalstrategies built upon learning principles. Developing this setof instructional skills will be the subject of lifelong learningfor educators as technology rapidly changes and new possi-bilities for curriculum integration emerge.

Legal Name All official documents are to have the applicant’s full legalname.

Multigrade Classroom A classroom of three or more grades.

Overseas Teacher Certification renewal may be granted by the union confer-ence which holds the current certification record of the indi-vidual.

Post Baccalaureate/Graduate Classes taken after baccalaureate degree is granted.

Professional Activity Credit Credits earned through participation in professional activitieswhich contribute to the professional growth of the individual.

Professional Teaching Certificate The highest level of teacher certification which is issued toan applicant who qualifies.

Reciprocity of Certification Agreement among the North American Division union con-ference offices of education to accept a current teaching cer-tificate issued by another North American Division union.

Reinstatement Reinstatement is necessary when a certificate has an expira-tion date of two or more years prior to the current year.

Renewal Eligibility requirements for renewal of certificates are spe-cific to the area of certification.

Revocation of Certificate Certificate may be revoked for demonstrating social or moralunfitness, conviction of criminal offense, demonstration ofunethical or immoral conduct harmful to children.

Scholarship Grades required for eligibility.

Service Certificate See Designated Subject.

Student Teaching Structured and supervised classroom interaction experienced byan individual enrolled in college/university teacher educationprograms. Indication of satisfactory academic achievementmust appear on the transcript.

Student Teaching Deficiency Lacking student teaching experience.

Substitutions An alternative way to fulfill a requirement in another area. Maybe allowed by vote of union certification committee. An indi-vidual may lose a substitution when moving to another union ifthe substitution is denied. In that case, certification renewal maynot be granted until the substitution is satisfied and removed.

Suspension of Certificate Certificate may be suspended for demonstrating social or moralu n fitness, conviction of criminal offense, demonstration ofunethical or immoral conduct harmful to children.
