Certificates of origin and supplier declarations
When is which document required for customs?
2
Due to the continuing globalisation and consistently growing trading volumes worldwide there is increasing complexity in the international movement of goods. Therefore, it is of major concern to us to inform you which document you require for submission to the customs for the import and export of goods.
Here you will find the most important information relating to the most frequently issued documents in order to prove the origin of a good.
There are two documents, with which the origin of a good can be proven. These differ substantially from one another. A distinction is made between the origin of a good under commercial law and the preferential origin of a good.
The origin under commercial law proves the country of production of a good. This is confirmed with a certificate of origin. This document must be certified by the res-ponsible Chamber of Commerce and is therefore associated with costs. The certifi-cate of origin has no influence on the preference.
Dresselhaus applies for certificates of origin online at the responsible Chamber of Commerce. This way costs are saved and the required time is
minimised.

A customs concession can be granted by the preferential origin. The preferential origin of a good is confirmed by the sup-plier declaration. Both the issuer as well as the recipient of a supplier declaration must have their registered office in an EU mem-ber state.
The EU has reached preferential agree-ments with various third countries. Based on the supplier declaration, goods can be delivered to a country with a customs con-cession, provided that an agreement exists.
A distinction must be made between indivi-dual and long-term supplier declarations. Individual supplier declarations shall only apply to a single delivery of goods.
Long-term supplier declarations shall apply over a longer period of time for a maximum of two years if the customer regularly recei-ves goods with the same preferential origin within this period of time. A further possibili-ty is to issue a supplier declaration for alrea-dy passed deliveries.
