Mrs. Rashmi VermaMinistry of Textiles

Ms. Rashmi Verma a 1982 batch IAS officer of Bihar cadre has taken over the charge as the new Secretary, Ministry of Textiles from 1st January 2016 Ms. Rashmi who succeeds Dr. Sanjay Kumar Panda, was serving as Special Secretary in Department of Revenue in Ministry of Finance, Government of India since 31st August 2015. CEPC warmly welcomes the new Secretary Textiles.

Ms. Rashmi Verma with her rich, vast and varied experience at various key positions at Centre and the State as well will come as a boom for further strengthening, boosting and steering Ministry of Textiles said Mr. Kuldeep Raj Wattal, Chairman, CEPC while welcoming and congratulating Ms. Rashmi Verma, the new Secretary in Ministry of Textiles.

From 31.08.2015 to 31.12.2015 Ms. Verma was the Special Secretary in the Department of Revenue in Ministry of Finance, in Govt of India.

From 28.09.2012 to 30.08.2015 Ms Verma was the Additional Secretary in Department of Revenue, Ministry of Finance, Govt of India.

From 28.09.2010 to 27.09.2012, Ms. Rashmi Verma was the Joint Secretary in Department of Defence Production in Ministry of Defence, in Govt of India in Central Deputation.

From 28.09.2007 to 19.09.2010 Ms Verma was the Principal Secretary and looking after Bihar State Tourism Development Corpn as Chairperson and Managing Director in the Additional Secretary level in, in her Cadre and from 03.06.2002 to 31.05.2004 she was Additional Director in JS Level and looking after Tourism Department in her cadre.

Ms. Rashmi Verma, IAS has handled the Admin and General Administration in the PMO as Director from 15.09.1998 to 22.02.2002.

From 25.03.1997 to 15.09.1998. Ms. Rashmi has handled Personnel & General Admin in Cabinet Affairs in the Cabinet Secretariat.

Shri Kuldeep Raj Wattal, Chairman, Carpet Export Promotion Council (CEPC) on behalf of the Indian Handmade Carpet, Rugs and Floor Covering Industry welcome Ms. Rashmi Verma, IAS, as new Secretary Textiles in Ministry of Textiles, Govt of India and hope that under her expert guidance and able administrator-ship, exports of Indian Handmade Carpets will increase many-fold and generate more employment opportunities and boost the overall economy of vibrant India.

Dr. Koothati Gopal, IASDevelopment Commissioner (Handicrafts)

Ministry of Textiles

Dr. Koothati Gopal, IAS, a 1992 batch IAS officer of Tamil Nadu cadre has taken over the charge of Development Commissioner (Handicrafts) in the Ministry of Textiles. Dr. Gopal who succeeds Shri Samir Biswas IAS, was handling Public Grievance & Pensions as Joint Secretary in the Ministry of Personnel on Central deputation, Govt of India since 09.11.2015. CEPC warmly welcomes Dr. Gopal as the new Development Commissioner (Handicrafts).

Dr. Koothati Gopal from 28.02.2013 to 09.11.2015 served as Chairman (equivalent to Joint Secretary Level) of Tobacco Board, Guntur in the Ministry of Commerce & Industry on Central Deputation. Dr. Gopal also served as Managing Director in the Text Book Corporation Ltd., in his parent cadre in JS Level – I Secretary in the Women & Child Welfare Dept in his parent Cadre State from 06.02.2012 to 25.12.2012.

During the period from 22.06.2011 to 07.02.2012 Dr. Gopal was looking after all important assignment of Chennai Metro Water Supply & Sewerage as its Managing Director (JS Level-I) in the Urban Development Municipal Administration and from 11.06.2010 to 22.06.2011 in TN Corporation for Development of Women Ltd and in T.N. Medical Services Corporation in the Health & Family Welfare Deptt in his parent Cadre State.

From 20.02.2009 to 31.03.2010 Dr. Gopal was looking after all important of Finance & Revenue Departments and before that he has handled all important portfolio of Town Panchayat, Chennai, in the Urban Development Municipal Administration Deptt.

Dr Gopal from 03.06.2005 to 11.08.2006 was responsible for all Important Department in UNICEF at New Delhi on his Cadre Deputation & from 22.06.2004 to 20.05.2005 Dr. Gopal was looking after the Disciplinary Proceedings Tribunal in the Personnel & General Admn Vigilance Deptt at his parent cadre State.

Shri Kuldeep Raj Wattal, Chairman, Carpet Export Promotion Council (CEPC) on behalf of the Indian Handmade Carpet, Rugs and Floor Covering Industry welcomed Dr. Koothati Gopal, IAS as the new Development Commissioner (Handicrafts) in Ministry of Textiles in Government of India and hope that under his expert guidance, knowledge and able administrator-ship, exports of Indian Handmade Carpets will increase many-fold and generate more funds and employment opportunities.

From the Desk of ChairmanDear Friends & Fellow Exporters,

Let me begin by wishing you all Season’s Greetings. The year 2015 was one of the most challenging & very successful years for Carpet Export Promotion Council (CEPC) which witnessed heavy turnout of overseas buyers, resulting in tremendous business in both the flagship Expositions of India Carpet Expos during the year 2015.

I complement all my fellow Exporters for showing good performance amidst dwindling and changing economic scenario. Handmade Carpet exports have again registered consecutive impressive growth of nearly 17% in the last year.

I am glad to inform you that the Government has announced amendments in the MEIS. It envisages increase in exports through enhancement of Market coverage to the B & C group Countries. This initiative could improve the industry sentiments and boost the exports of Handmade Carpet items to these groups of countries. We are happy that our consistent efforts highlighting the disadvantages of the exporters and continued follow up with the Ministry have yielded, as in the original policy issued in April 2015 there was no incentive for exports of such items for Africa and Latin American countries falling under the B & C group of Countries.

In 2015, we had full support of the Government and export incentive measures announced included expanding interest subvention as well as increasing the corpus on the Market Access Initiative (MAI), Market Development Assistance (MDA). Additional plan allocations for MAI / MDA will help in export marketing with formation of an Export Development Fund with sizable corpus for aggressive marketing. We thank the Govt value the continued support offered to carpet sector.

Like previous years, the Indian carpet and floor covering industry had an impressive presence in DOMOTEX 2016 through Carpet Export Promotion Council. In 2015 DOMOTEX Hannover, India was their partner country. There was a noticeable change in composition of the Indian contingent in the context that the exhibitors participated under the lead organisation i.e. Carpet Export Promotion Council (CEPC) sponsored by Govt. of India. CEPC made its best efforts in putting up an impressive show to highlight Indian handmade carpets, Rugs, Druggets and other Floor Coverings. CEPC played a very proactive role in facilitating business deals for its member-exhibitors and also liaison with the fair authorities for better infrastructural facilities for their stalls.

Likewise, this year the India Carpet Expo 2016 has a record number of participants, i.e 266 as against 283 in the previous year and is spread over

to 11200 sq. mtr. area. Also a huge number of 412 buyers have confirmed their presence to this Expo. India Carpet Expo over the years has become very popular amongst the carpet importing countries mainly Argentina, Australia, Austria, Bahrain, Belgium, Brazil, Bulgaria, Canada, Chile, China, Colombia, Czech Republic, Denmark, Egypt, Finland, France, Germany, Greece, Ghana, Iran, Israel, Italy, Japan, Jordan, Kazakhstan, Kuwait, Lebanon, Luxembourg, Malaysia, Mauritius, Mexico, Nepal, Netherlands, New Zealand, Nigeria, Palestine, Poland, Portugal, Romania, Russia, Saudi Arabia, Serbia, Singapore, Slovakia, South Africa, South Korea, Spain, Sweden, Switzerland, Thailand, Turkey, U.A.E., U.K., U.S.A., Ukraine.

Friends, I would like to inform you that the Finance Minister held pre-budget consultations with the industry captions at New Delhi. During the meeting various important issues were discussed including the reconsideration of inverted dusty structure to give a boost to Make in India, exemption of Service tax from exports, creation of Export Development Fund (EDF), exemption of Terminal Excise Duty (TED) on purchase of Capital Goods, provision of fiscal incentive to MSMEs for the motivation of aggressive export marketing and restoring benefits under SHIS to Status holder exporters. Besides issues like non-residents to be kept out of the ambit of section 206AA and Merchant exporters to be given Interest Equalization Benefits were also discussed.

New Duty Drawback Rates announced meet Exporter’s Expectations. Members can see the item wise rates in the Duty Drawback Section in this issue. Union Government’s decision of CCEA to launch an Amended TUFS scheme is a welcome step in the right direction.

Concerned over the decline in exports, the Government announced a 3% interest subsidy scheme for exporters to make the labour - intensive exports sector globally competitive, which is a reprive to the exporter community and Council welcome the government move.

On behalf of Committee Of Administration of CEPC, I assure all of you that The Carpet Council will take up all the pending issues of the industry to increase participation in all the important events meant specifically for our sector. To explore participation in various expos / exhibitions in new markets such as Latin American Countries, South East Asian Countries, South Africa, China and Russia. We do have many export promotion activities in the coming months to increase our exports. (See the Annual Plan for 2016-17 inside this ussue).

I look forward to interacting with you through my messages here and through interactions at various meetings, seminars and workshops that we organize. Needless to add that without your active participation, feedback and constructive criticism, we will not be that much effective.

As we move into the new year with the new Secretary (Textiles) and the new Development Commissioner (Handicrafts) taking responsibility for the further growth of the industry in general and the Council in particular.

I shall work with all my possible enthusiasm and dedication and assure you that 2016 would come up as an exciting year and I look forward to working with you all towards meeting challenges being faced by our sector.

FoRewARDThe World economy appears to be getting back on its feet as risks from advanced economics has eased, with European Union reporting modest growth. Growth in the developing world will remain solid, albeit slower, as developing countries grapple with home-grown challenges brought on by capacity constraint in most of the middle income countries. Global trade, after contracting for several months is expanding once again. We expect to continue to register double digit growth momentums in exports, especially during cut throat competition being faced by the sector from other developing competitors’ economies and stressed upon the need for exploring the need for exposing manufacturer exporters to the newer facilities and CSR activities being provided by Carpet Council.

The Indian Handmade Carpet Sector is represented by the small scale and cottage based sector, yet important from the point of low capital investment, high ratio of value addition and potential for export growth. The handmade carpet sector is highly labour intensive {as confirmed by the EXIM Policy} and fragmented, spread all over the interiors of the country in various cities, town, villages and clusters. The Indian Handmade carpet sector is very vibrant and has considerable potential to continue double digit growth.

Despite with the emergence of multiple policy challenge due to intensification of global and domestic economic problems, the Indian Handmade carpet industry have given India a place of pride in the world markets with magnificent share of world exports.

In the changing world scenario, handmade carpets, rugs, floor coverings and other allied products exported to various countries are becoming a part of lifestyle products in the international market arena.

As a catalyst, Carpet Export Promotion Council is an important foreign exchange earner for our country, and thus very important for our economy in providing gainful employment to over millions of artisans / weavers in rural areas within their own homes, including women folklore. The current world trade of handmade floor coverings is increasing year by year and so is the export of Indian handmade carpets. India enjoys No 1 status in the world carpet market in terms of value and volume as well.

MUDRA LoANSCabinet approves creation of a Credit Guarantee Fund for MUDRA loans – A boost to refinance operations

The Union Cabinet, chaired by the Prime Minister Shri Narendra Modi has given its approval for the creation of a Credit Guarantee Fund for Micro Units Development Refinance Agency (MUDRA) loans and to convert MUDRA Ltd. into MUDRA Small Industries Development Bank of India (SIDBI) Bank as a wholly owned subsidiary of SIDBI.

The Fund is expected to guarantee more than Rs 1,00,000 crore worth of loans to micro and small units in the first instance.

The salient features of the scheme are as follows:

(i) Establishment of Credit Guarantee Fund for MUDRA Units(CGFMU) for guaranteeing loans sanctioned under Pradhan Mantri Mudra Yojana with effect from 8th April, 2015 with the objective to reduce the credit risk to Banks / NBFCs / MFIs / other financial intermediaries, who are Member Lending Institutions (MLIs).

(ii) The National Credit Guarantee Trustee Company Ltd. (NCGTC Ltd.), a wholly-owned company of Government of India, constituted under the Companies Act,

1956 (2013) to manage and operate various credit guarantee funds, shall be the Trustee of the Fund.

(iii) The guarantee would be provided on portfolio basis to a maximum extent of 50% of Amount in Default in the portfolio.

The MUDRA (SIDBI) Bank will undertake refinance operations and provide support services with focus on portal management; data analysis etc. apart from any other activity entrusted/ advised by Government of India.

Background:

MUDRA Bank and a Credit Guarantee Fund was proposed to be set up with a refinance corpus of `20,000 crore and a corpus of ̀ 3,000 crore respectively as per the Budget Speech for 2015-16. As a precursor to the launch of the Pradhan Mantri MUDRA Yojana (PMMY) in April, 2015, MUDRA Ltd. was set up as a corporate subsidiary of SIDBI in March, 2015. The RBI has allocated `20,000 crore and the first tranche’ of Rs 5000 crore has been received by MUDRA as refinance.

Concerned over the decline in exports for the11th consecutive month, the government on Wednesday announced a 3% interest subsidy scheme for exporters to make the labour-intensive exports sector globally competitive.

“The CCEA has given its approval for the Interest Equalisation Scheme (earlier called the Interest Subvention Scheme) on Pre and Post Shipment Rupee Export Credit with effect from April 1, 2015 for five years”, an official statement said. The scheme will have an annual financial implication of up to Rs 2,700 crore. The rate of interest equalisation would be 3%, which would be evaluated after three years.

The scheme would be available to all exports of micro, small and medium enterprises (MSME), and 416 tariff lines, but not to merchant exporters. Under the scheme, exporters get loans at affordable rates, which help them ship more goods to foreign markets.

An earlier interest subsidy scheme for exporters had ended on March 31, 2014. Giving details of the scheme, power minister Piyush Goyal said a 52% decline in petroleum products exports to $18.78 billion in April-October attributable to the fall in prices of crude oil was the main culprit behind the shrinking of the country’s

exports over the last one year. Excluding this decline in the value of exports of petroleum products, India would have done better than many other major economies as far as shipments of merchandise are concerned, the minister said.

India’s exports remained in the negative territory for the 11th month in a row in October, registering a dip of 17.53% to $21.35 billion due to a demand slowdown, although trade deficit showed some improvement due to higher import contraction.

As exports contracted continuously, the commerce ministry on October 30 raised support to outbound shipments of more products — including textile, telecom and electronic items — under the Merchandise Exports from India Scheme (MEIS), in a desperate bid to arrest the slide. The ministry’s move to partially tweak the MEIS by providing more incentives to exporters came after the finance ministry had agreed to raise the allocation for the scheme to `21,000 crore for the current fiscal, from `18,000 crore announced earlier.

Under the MEIS, the government provides exporters duty credit scrip at 2%, 3% and 5% of their export turnover, depending upon the product and the country, as envisaged in the foreign trade policy 2015-20.

INTeReST eqUALISATIoN SCHeMeInterest equalisation Scheme on Pre & Post Shipment Rupee export Credit with effect from 1st April, 2015 for five years The Cabinet Committee on Economic Affairs, chaired by the Prime Minister Shri Narendra Modi, has given its approval for Interest Equalisation Scheme (earlier called Interest Subvention Scheme) on Pre & Post Shipment Rupee Export Credit with effect from 1st April, 2015 for five years. The scheme will be evaluated after three years.

The following are the features of the Interest Equalisation Scheme:

(i) The rate of interest equalisation would be 3 percent. The scheme would be available to all exports of MSME and 416 tariff lines. Scheme would not be available to merchant exporters.

(ii) The duration of the scheme would be five years with effect from 1.4.2015.

(iii) The scheme would be funded from the funds available with Department of Commerce under non-plan during 2015-16 and the restructured scheme would be funded from plan side from 2016-17 onwards,

(iv) Ministry of Commerce & Industry may place funds in advance with RBI for requirement of one month and reimbursement can be made on a monthly basis through a revolving fund system,

(v) On completion of three years of operation of the scheme, Department of Commerce may initiate a study on impact of the scheme on export promotion and its further continuation. The study may be done through one of the IIMs.

The operational instructions of the scheme would be issued by RBI.

Financial implication of the proposed scheme is estimated to be in the range of Rs. 2500 crore to Rs. 2700 crore per year. However, the actual financial implication would depend on the level of exports and the

claims filed by the exporters with the banks. Funds to the tune of Rs. 1625 crore under Non-plan Head of account are available under Demand of Grants for 2015-2016, which would be made available to RBI during 2015-16.

The scheme will help the identified export sectors to be internationally competitive and achieve higher level of export performance.

The scheme covers mostly labour intensive and employment generating

sectors like processed agriculture/food items, handicrafts, handmade carpet (including silk), handloom products, coir and coir manufactures, jute raw and yarn and other jute manufactures, readymade garments and made ups covered under Chapter 61-63, fabrics of all types, toys, sports goods, paper and stationary, Cosmetics and Toiletries, Leather Goods and footwear, Ceramics and Allied Products, Glass and Glassware, Medical and Scientific Instruments, Optical Frames, Lenses, Sunglasses Etc., Auto Components/Parts, Bicycle & Parts, Articles of Iron or Steel (Notified lines), Misc. Articles of base metals (Notified lines), Industrial Machinery, Electrical and Engineering items, 1C Engine, Machine tools, Parts (Notified lines), Electrical Machinery and Equipment (Notified lines), Telecom Instruments (Notified lines) and all items manufactured by SMEs other than those covered above.

He further added that “I am delighted to say that Indian Handmade Carpet Industry despite a week International Market situation is maintaining its No. 1 Status in the International market and is growing @ 17% per annuum. Indian Handmade Carpet Sector is very important segment of our economy as it is almost 100% Export Oriented, earning valuable foreign exchange to the tune of USD 1380.67 million during the fiscal year 2014-15. It also provides employment to

around 2 million rural artisans including women folklore in their own home. It is an ideal platform for visiting International carpet buyers and Buying Houses from India to meet and establish long term business relations. CEPC provides platforms to the exhibitors where they can show are their creations under one roof.

The encouraging participation of exhibitors and overwhelming response of visiting overseas buyers in the fair, from all over the world has established the fact that ICE is one of the most successful events organized in the Asian continent. The benefit of course will go first to the participating exhibitors as well as to the visiting overseas buyers and also as a whole to the cottage based Handmade Carpet Sector.

Specially designed to connect Indian and international brands and manufacturers with the Indian market, India Carpet Expo grew by almost 100% over previous years.

Since inception three decades ago, just over 30 editions, this trade show has grown almost 100 times in area, two hundred times in terms of number of exhibitors and fifty and half times in terms of visitors- all indicating its growing popularity and impact on business of exhibitors and visitors.

Over 90% exhibitors and visitors repeated their participation for the third consecutive time. Visitors and exhibitors alike endorsed India Carpet Expo 2016 as a highly professional, business-like trade show which helps them conduct business in the right atmosphere. Initiatives on Skill Development and Marketing and Visit of Hon’ble Member of Parliament, Bhadohi in the 31st ICE: Indian Handmade Carpet Industry is concentrating strongly on Skill Development and has undertaking big Marketing initiatives. Carpet Industry has initiated and opened 120 Carpet Weaving Training Centres till date in Jayapur, Bhadohi & Mirzapur, imparting training to around 1956 artisans especially women, and is an ongoing

process. Handmade Carpet Industry undertakes various domestic and international marketing initiatives for helping small and medium manufacturers / exporters for showcasing their products to the overseas buyers: Carpet Export Promotion Council is confident that this Expo shall generate a business of around `260-300 Crores during the fair days and shall become a base for future business as well.

Former Chief Minister of Jammu and Kashmir Dr. Farooq Abdullah who had also spared some time from his busy schedule and his presence in this Expo has not only enhanced the image of the show, but also boosted the morale of millions of artisans employed by the small, medium and large handmade carpet exporters, who showcased their products in this Expo. Dr Farooq Abdullah congratulated the organizers for organizing such a big event in a professional manner of international standard. He also congratulate the Participants, Overseas Buyers and Buyer’s Representatives and concluded with the hope that Indian Handmade Carpet Industry will flourish in future which ultimately increased the export business for the Country as a whole and help in generating employment opportunities of the weaker section of the society in rural India.

He met the participating exhibitors and appreciated the new developments created by the Indian Carpet Manufacturers. Shri Kuldeep Raj Wattal Chairman, CEPC speaking at the closing of the event expressed that the “INDIA CARPET EXPO” has once again delivered proof of its great international appeal in the world carpet market and its pivotal role as a Flag Ship Fair of the Carpet Export Promotion Council’s “Flagship Fair.” Chairman, CEPC mentioned that the India Carpet Expo is beneficial to the Medium and Small Exporters, small entrepreneurs, who can’t afford to display their products in overseas exhibitions on the one hand; & on the other hand show the capability of Indian weavers in producing and supplying quality products in time. All the participating exhibitors and overseas buyers came to discover the latest product innovations and trends for the upcoming season”. Shri Kuldeep Raj Wattal continued saying that “Our Member exhibitors succeeded in reaching their international clientele” and laying the groundwork for the business year ahead and set the stage for doing business with no credit, successfully.

INDIA CARPET EXPO thoroughly fulfilled its function as a unique B2B one to one business platform and an “idea-giver” for the international carpet and floor coverings industry.” During the 31st Edition of ICE March 2016, the Sector stressed displayed bold colors and daring designs. “The time when floors played a subordinate role to other interior furnishings is over”. The current diversity of materials, colors and designs is unlimited, making floors an interior design object – a trend which was clearly visible throughout the exhibition at New Delhi, stated Shri Kuldeep Raj Wattal.

The fair was concluded with a closing ceremony on 14th March 2016. The Chairman CEPC Shri Kuldeep Raj Wattal in his press briefing informed that “About 260 to 300 crores business was generated at the 31st Edition of Expo which shall be executed in the coming months. This year we are expecting Growth rate of about 10 to 15% in terms of dollar and 15 to 20 percent in rupee term. This Expo will lead opening up of new market opportunity for the industry and shall help small and Medium Indian carpet exporters in promoting their products to overseas countries. Eventually, this ongoing process, on a broader scale, is instrumental in projecting “make in India Brand” in overseas markets. Government has set up a target of `10,000 crore (US$ 1591 Million) carpets & floor covering export for the fiscal year 2016-17, which Chairman CEPC said shall be achieved. He further said that Indian Carpet Expo is an ideal platform for International Carpet Buyers, Buying Houses, Buying Agents, Architects and Indian Carpet Manufacturers & Exporters to meet and establish long term business relationship. This is for the first time that 58 countries participated in the expo, where buyers from countries like Zimbabwe, Vietnam, Palestine, Bulgaria, Israel, Egypt, Poland, Ukraine, Malaysia, Mauritius, Taiwan, Serbia, Colombia and Hungry attended for the first time.

CePC Member exporters Participation in the fair

Like previous years, the Indian carpet and floor covering industry had an impressive presence in DOMOTEX 2016, through Carpet Export Promotion Council. But this time the USA had made its debut as a Partner Country, by the Fair Authorities, at the world’s largest carpeting event. In 2015 DOMOTEX Hannover, India was their partner country. There was a noticeable change in composition of the Indian contingent in the context that the exhibitors participated under the lead organisation, Carpet Export Promotion Council (CEPC) sponsored by Govt. of India. CEPC made its best efforts in putting up an impressive show to highlight Indian handmade carpets, Rugs, Druggets and other Floor Coverings. CEPC played a very proactive role in facilitating business deals for its member-exhibitors and also liaison with the fair authorities for infrastructural facilities for their stalls. India had the largest contingent with 316 companies.

CEPC was allotted a total area of 3157.5 sq. mtrs. in Hall No.15 & Hall No 3 where 175 member exporters under the banner of CEPC participated and showcased Handmade Woollen Carpets, Rugs, Druggets and other Floor coverings during DOMOTEX 2016, which includes 22 participants of Coir Board & 5 of National Jute Board in Hall No.3. In addition some of the CEPC Member exhibitors were participated directly and showcased their products in other Halls.

National Jute Board, Kolkata exhibited with 5 prominent Indian jute companies in Hall No.3 under the banner of CEPC. All the exhibitors of National Jute Board were satisfied with the services provided by the CEPC during DOMOTEX 2016.

For DOMOTEX Hannover January 2016 Mega Show, India has been designated the official single participating largest Country at HANNOVER MESSE 2016, putting this vast nation of more than 1.5 billion inhabitants squarely in the spotlight at the world’s leading floor covering exhibition. “India is an emerging economic giant which is going to open up enormous sales potential for our German and international exhibitors at HANNOVER MESSE,” commented Dr. Jochen Köckler, CEO Domotex & a very important Member of the Deutsche Messe Managing Board. “At the same time we will be offering even more exhibitors from India access to new global markets. Ultimately all our exhibitors and visitors as well as the trade fair venue of Hannover will benefit equally from the participation of this attractive Partner Country.”

There were three main reasons why DOMOTEX authorities love to co-organise the event with India: India’s fast-growing economy, the many years of good relations between German and Indian enterprises and the positive experience of having India at HANNOVER MESSE 2006, as always.

Boasting an average annual growth rate of 10 percent over the last 10 years, India is one of the world’s fastest-growing economies. To stimulate growth the country is opening itself up to further foreign investment, having decided to modernize its infrastructure and industrial plant and equipment. Last year alone, the German Federal Government promised some more than one billion Euros worth of loans to India – funds which are to be used primarily in the area of energy efficiency,

renewable forms of energy and the sustainable use of natural resources. According to Dr Köckler, “India’s participation comes at exactly the right moment, as our exhibitors from Germany and across the globe will encounter visitors from India who are in the market for state-of-the-art technology to strengthen their domestic economy.

With a trade volume of 16 billion Euros, Germany is India’s leading trading partner within the EU. The German trade surplus of approximately 1.9 billion Euros in 2014 reveals the high level of Indian demand for capital goods. Based on a survey commissioned by the German-Indian Chamber of Commerce, German enterprises are expecting a medium-term increase in exports to India, thanks to the business-friendly policies of the country’s newly elected government Deutsche Messe is particularly well represented in India and will take advantage of our excellent relations in that nation to support India and help ensure its success as the Partner Country,” stated Dr. Köckler.

India’s (through CEPC) previous participation as Partner Country at HANNOVER MESSE during 2006 inspired some 350 Indian exhibitors and 5,700 Indian attendees to make the trip to Hannover. Last year’s event attracted the participation of 122 exhibitors and 2,400 visitors from India. “Having India at the single largest participation will allow us to greatly expand those figures,” remarked Dr. Köckler, citing a further motivation for India’s selection as the featured country.

promoting Indian Handmade Carpets was also placed on one of the best located and visible Tower located at main gate site the DOMOTEX Hannover venue, as can be seen in the below pic.

Innovations, inspiration and sales – those are the words that best summarize DOMOTEX 2016. The world’s flagship trade fair for carpets and floor coverings served once again as the No. 1 meeting place for a vibrant sector and its clientele. Following four action-packed days, the show’s organizers at Deutsche Messe declared a solid performance for the event. Its highly international mix of exhibitors and attendees as well as the success of the special Innovations@DOMOTEX showcase underscored the tradeshow’s reputation as a global magnet for decision-makers and a prime venue for unveiling new innovations.

The 29th edition of DOMOTEX Intl. Trade Fair was held from 16th to 19th January 2016 at Messe Exhibition Center, Hannover (Germany) with the total area of 85500 sq. mtrs organized by Deutsche Messe AG.

Carpet Export Promotion Council organized participation of 175 participants in Hall No. 15 & 3 in DOMOTEX 2016 under the MAI Scheme of the Ministry of Commerce & Industry, Govt. of India.

The mega event proved to be a unique marketplace for all type of carpets and floor coverings. DOMOTEX 2016 was staged in a total of 12 halls, making it the world’s largest display of carpets and floor coverings. 1441 exhibitors from around 60 countries showcased their latest products and collections including carpets and rugs, textile flooring and laminated coverings as well as installation, cleaning and application technologies. There was increased in no. of visitors during DOMOTEX 2016. DOMOTEX is a one to one unique business platform and an idea-giver for the international carpet and floor coverings industry. This fair was attended by the International buyers from USA, Middle East, Africa, Asia and Europe besides participation from other producing countries. India again ranked as the single largest exhibiting country outside Germany. The focus

at this year’s DOMOTEX has been on unconventional materials, newly interpreted designs and state-of-the art manufacturing & weaving technologies.

Exhibitors were delighted with the high level of ompetence and decision-making authority among the show’s attendees, with more than 72 percent of them being top managers who play a role in their companies’ purchasing decisions. The majority of visitors at this

year’s DOMOTEX were retail and wholesale buyers (13,500 and 11,400, respectively).

The fair also attracted architects, interior designers and contractors (3,700), as well as 9,400 skilled trades’ people.

In the afternoon, a Luncheon meeting was arranged for the Development Commissioner (Handicrafts) (through the CGI, Hamburg) with Dr. Jochen Koeckler, CEO of DOMOTEX Fair and a Sr Board Member of Deutsche Messe. During the meeting, the DC (Handicrafts) thanked Deutsche Messe for extending assistance to CEPC exhibitors during the fair. The DC (Handicrafts) desired that publicity & branding of Indian carpets should be included in all the publicity campaign in future DOMOTEX Fairs. The representative of the company informed that they are promoting Indian carpets in a big way. They are very much fascinated for promotion of Indian Handmade Carpets through their stores in Germany. One Indian

supplier Mr. Shamim Ansari of Zoha Carpets, Bhadohi was also present in the stall of Theo Keller, informed that he has been supplying Indian Carpets in various designs to the above German buyer for the last 39 years.

Germany is the second largest importer of Indian Carpets & Floor coverings. India is the single largest exhibiting country in DOMOTEX Fair who happens to be Partner Country this year. The projection in the fair set the trend of buying throughout the year. There was demand of high knotted Indo Nepali Carpets, Hand Tufted Carpets

Shaggy, Viscose, Puff, Flat weaving Carpet, Kelim Durry, Woollen Handmade Bamboo Silk, Chocho Silk, Patchwork, Shaggy, Silk Carpets etc. There was less demand of Traditional carpets of antique design, but new designs and styles are in great demand. Buyers asked for shining products with lower prices.

DOMOTEX Asia / CHINAFLOOR is the leading flooring trade exhibition in Asian Pacific and the second largest flooring trade exhibition worldwide. As part of the DOMOTEX shows group, DOMOTEX asia/CHINAFLOOR is mainly targeting the ‘burning’ Asian markets. This platform facilitates the communication within the industry by presenting the developments of the floor covering industry in Asia and beyond.

Visitors totaled 50,398; of this number, 11,374 came from over 110 countries outside of China. 62.8% of the space was rebooked on spot, confirming exhibitors’ satisfaction on the value and the opportunities that this trade platform can bring to their business.

Some of the newest products and ideas presented at DACF were brought to the spotlight through the InnovAction flooring campaign. 18,706 visitors voted for their top picks of products and innovations and selected the top 10 products for each of the three sectors. DACF expanded the trading platform by organizing concurrent events with related industries and increasing the opportunity for information exchange, education and cross marketing, according to show officials. One

of the top highlights of these concurrent professional forums was the China International WPC Development Forum. With wood plastic composite (WPC) becoming a popular product in the global flooring industry, the forum attracted around 200 attendees. The India Pavilion of DOMOTEX Asia China floor Exhibition at Shanghai New International Exhibition Centre, Shanghai (China) was declared opened on 22nd March 2016 at 11.00 AM (Chinese time) by Shri Prakash Gupta, IFS, Consul General of Consulate General of India alongwith senior officers from the Consulate in the presence of the 37 participating Member Exporters who exhibited their best of products in the exhibition. The Consul General interacted with all the CEPC exhibitors one by one in their designated stalls while taking a round of the exhibition. The presence of the Consul General from the Indian Consulate not only enhanced the image of the exhibition but also boost the morale of the exhibitors, specially down market condition. The Consul General after hearing views / opinion of the Indian participants requested them to let him know what best can be done by him and his Consulate in the broader interest of the Indian exhibitors during the exhibition. He even informed them to let him

know if some body not able to do any transaction, he would be doing the needful for them, on the 2nd last day of the exhibition. He further informed that his Consulate has the required information of the Importers of carpets which he would like to share with the representatives of the CEPC after the fair and interested exporters can approach CEPC for sending them their product profile.

The Council provided built up stands of 12 sq.mtrs. each to the above participants wherein they had showcased Carpets & Floor coverings. The Council organized National level participation in Domotex Asia Chinafloor in Shanghai (China) from 22-24 March 2016 in India Pavilion in Hall No.W5. Council organized larger participation in Domotex Asia Chinafloor 2016 which facilitated the Council to give opportunity to more small & cottage based exporters to participate and showcase their products in this fair as well as to help the buyer to select more range of carpets & floor coverings in India Pavilion.

China is a new upcoming focus market for Indian Handmade Carpets. Around 90% of the Chinese handmade carpet manufacturers have diversified their production of handmade to machine made carpets. There is demand for low and medium range carpets of modern design. Low end handmade carpets, especially tufted, loom weaved and hand-knotted shaggy are also in great demand in Chinese market for varieties prices and delivery schedules to match the prices of their local production of machine made carpets. Import duty in China at present is 34% on Carpets & Floor coverings. There is a vast scope for expansion of Indian carpets in China.

On the concluding day i.e. on 24th March 2016, Shri Sudhansu Kr. Ray, Consul (Commercial) & Head of Chancery of Consulate General of India, Shanghai paid a visit to the Fair. He was greeted by Shri S. K. Sharma, the Officer on duty of CEPC and delegation members of CEPC Indian contingent. The Consul (Commercial) heard the participating members success story of three days fair and he was told by the Members that they have done very good business and received fruitful enquiries from the serious buyers. The Consul told everybody do come next time with more preparation and with fresh products as the markets in Shanghai is volatile, very good and end user products are generally selling like hot cake.

The Council deputed Mr. S.K. Sharma an officer of the Council to coordinate the event and Council’s participation in the fair with fair authorities and officials of the Consulate General of India at Shanghai. Publicity materials such as Brochure brought out by the Council were also distributed to the visitors during the fair. The bill board which were printed in mandarin language brought out by the representative of CEPC were also put in CEPC stall. The representative of the Council also hired the services of the expert sale and business translators / interpreters for the benefit of the CEPC member participating exhibitors and almost all the exhibitors were extensively benefited and were able to garner and generate business and business queries through the services of translators and interpretors.

DoMoTeX CHINA - 2016SUGGeSTIoNS & ReCoMMeNDATIoNS :1) Regular participation in DOMOTEX Asia China floor is required for Thematic projection of branding Indian Handmade Carpets in this fair.

2) Duty on Handmade Carpets should be reduced, as promised by CGI that they will look into the issues;

3) The CEPC pavilion was placed at the end of the hall No W5, whereas it should be allotted in the beginning of the carpet halls or in W1 or W2;

4) There is a need to focus on diversification of quality,

design & colours according to the market trend.

5) Larger participation with aggressive publicity campaign is required for generating interest amongst the Chinese Buyer;

6) We should also take the help of the Indian Mission in inviting the carpet importers and identifying the good location for Indian contingent;

7) The lighting provided to the exhibitors were of very poor quality and not meant for displaying carpets. Carpets needs brighter and spot lighting arrangements;

APPeAL FRoM CHAIRMAN - CePC oN “NoT To USe CHILD LAboUR” ANywHeRe As you are aware that this Council has also formulated a Code of Conduct, which require its member exporters to ensure that his / her carpets are woven only on the looms registered by this Council having no Child Labour as prohibited by the Child Labour Prohibition & Regulation Act, 1986. Further the Code of Conduct requires that it will also be your responsibility to ensure that no order for manufacturing carpets / durries is given to nor raw material issued for weaving of carpets/durries on the loom which has not been registered or has been subsequently de-registered. The members have also filed necessary affidavit in this regard that they will abide by the “Code of Conduct” of this Council.

We would advise you not to get your carpets / durries woven on these looms as it will be violation of the Code of Conduct of which all Members are signatories.

In case any Member is reported to be getting his / her carpet / durries woven on such looms or on the looms which has not been registered, action will be taken against him / her in accordance with the provisions of Code of Conduct of the Council.

We would request our members to co-operate in strengthening the self regulatory measures initiated by this Council for elimination of Child Labour from the Carpet Industry.

As per our commitment to the Trade and World Body, we are shortly going to start a Child Labour Cell in CEPC Bhadohi Regional Office manning by 3-4 executives. Some of the major role for the personnel of the Child Labour Cell would be to Visit carpet weaving areas all over India, including those described as the new carpet belts, to hold awareness campaigns for loom-owners on existing and new laws specially emphasizing issues of bonded, forced and indentured child labour. The Child Labour Cell will also monitor nearby looms during their visits to check the reports received from the designated agencies as well as the de-registered looms in the areas they visit. They will also, in addition to the agencies, register any un-registered looms which they find.

SHILPI HAATA Report on exhibition-Cum-Sale of Handmade Carpets

Carpet Export Promotion Council (CEPC) organised its 5th edition of the Exhibiton – Cum – Sale of Handmade Carpets, Rugs, Floor Coverings and other allied products made by the carpet artisans, weavers and small enterpreneurs under the aegis of Development Commissioner (Handicrafts), at Shilpi Haat, Rajeev Gandhi Handicraft Bhawan, Baba Kharak Singh Marg, New Delhi from 1st November to 15th November 2015.

CEPC had made 5th Edition of the Exhibition to showcase Indian Handmade Carpets and Floor Coverings made by

its small entrepreneurs through the platform of Shilpi Haat, keeping in view its popularity among the craft lovers, with the financial assistance of Office of the Development Commissioner (Handicrafts), Ministry of Textiles, Govt of India.

The demand for handmade & hand knotted carpet / durries / Druggets is increasing day by day in domestic market. It has been reported that the exporters / entrepreneurs are having sufficient stock, which they want to dispose-off in domestic markets. At present there

is no platform available through which such retailing is possible. The Exhibition cum sale of Handmade Carpets and other Floor Coverings in domestic market generate some business to cover up their costs.

The event was inaugurated by Shri Kuldeep Raj Wattal, Chairman, Carpet Export Promotion Coucnil (CEPC), in the august presence of Shri Shiv Kumar Gupta, Executive Director cum Secretary, Officers and staff of Carpet Export Promotion Council. The Exhibtion-cum-Sale was held continously for 15 days days from 10.00 am to 7.30 pm from November 1 to 15, 2015, without observing any close day during the period. Selected member exhibitors (consisting of artisans, weavers & small entrepreneurs) who had displayed their products prominently were very happy to be part of such an initiative organised by CEPC.

Participant artisans, weavers, and small entrepreneurs were able to launch, branded and sold their products sucessfully in domestic market, through the O/o the Development Commissioner (Handicrafts), SHILPI HAAT.

CEPC has done publicity through Advertisements released by the Office of the Development Commissioner (Handicrafts), Ministry of Textiles, Govt of India, in some national dailies; insertion and distribution of pamphlets through Newspaper distribution channel and broadcast on Big FM Channel at 92.7 are as follows:

1. Advertisements appeared on 4/11/2015 in the following National Dailies as under:

5. Distribution of Coloured Pamphlets / leaflets (100gsm) “Shilpi Haat”, i.e at Regal & Rajiv Gandhi Metro Stations, Regal & Madras Hotel business centres, at Hanuman Mandir and Rakab Ganj Gurudwara etc;

6. Distribution of 50,000 (75 gsm) coloured pamphlets through News Papers Network in posh residential areas Delhi / NCR region; (Central, South, North);

3. Audio Advertisement clippings on 92.7 FM (Radio at the regular intervals at three times a day at 92.7 Big FM Channel wef 4th November 2015 to 14th November, 2015;

Stalls were allotted to CEPC Members, especially those who have employed carpet artisans, carpet weavers and small entrepreneurs from all parts of carpet belts, who have their stocks in hand / products for such an event. Sale proceed of ̀ 15,45,030.00 was achieved by the participants, during the period under reported. List of participant member Exporters indicating tentative sales made by them, is on the next page. Wide publicity was given as above, by the O/o The Development Commissioner (Handicrafts), New Delhi. The event was found very successful and appreciated by all the visiting distinguished persons from all walks of life, including government officials from various central government offices and customers as well.

SHILPI HAAT

We hope that O\o Development Commissioner (Handicrafts) will also allot stalls for organizing such exhibition-cum-sales at Dilli Haat (INA), Shipli Haat and in Rural Haats, spread over across India, in future.

Exhibition at Shilpi Haat was concluded on 15th November 2015 on a success note. Every participant sold his goods as per the opportunity knocked their stall. Some had sold good quantum of their merchandises and some were managed on a lower scale, that too because of their salesmen-ship. Some participants were left mid-way, but most of the exhibitors were stayed back upto 15th November 2015 and done business of their products upto 7.00 PM.

During last week of the exhibition, we had also managed to called for wholesalers from the popular markets from Tilk Nagar, Karol Bagh, Kirti Nagar etc and they purchased the stuffs from some of the exhibitors. Some big wigs also came to purchase stuff for their houses / offices / factory / corporate office. Some people also came from Kolkatta Tea Garden for carpets and floor coverings for their office at Kolkatta and elsewhere.

One designer-cum-architect Mrs. Kohli from K2 India also paid a viist to the Mela and placed orders for the Chairperson of Indian National Congress on 13th and 14th November 2015.

Connaught Place is a Business Gateway of Capital of India, thus a great potential market for Carpets & Floor coverings. As the number of commercial projects and hubs completing across the region continues to grow with tourist inflow from other countries. Connaught Place is also housing various Govt offices, Corporate Offices including Private Offices, employing thousands of people in the areas, who generally have the buying capacity of hand made products, durries, small carpets, rugs, mats, and then there is much demand of interior

products including Carpets & Floor coverings in this region. Architecture and Design Community also visited the Exhibition looking to sources products and services for their commercial & interiors projects through such domestic exhibitions. There is a vast scope for expansion of Indian Carpets & other Floor covering in Delhi as such there is a need to tap this market for which we should organize such specialized Exhibition-cum Sale of Indian Handmade Carpets & Floor coverings in Delhi, in future also.

1) Regular organizing of Exhibition-cum-Sale of carpets & Floor coverings for branding and domestic sales in such Haats at prominent places;

2) There is a need to focus on diversification of quality, design & colours keeping in mind the Surrounding of

the area and Domestic Market Trends;

3) More publicity should be made by the Govt in and around Delhi NCR, focusing Handmade Carpets & Floor coverings.

MANUFACTURING PoLICyLaunch of Technology Acquisition and Development Fund under National Manufacturing Policy Minister of State for Commerce & Industry (I/C), Mrs. Nirmala Sitharaman, launched on 18.11.2015 the Technology Acquisition and Development Fund (TADF) under National Manufacturing Policy being implemented by Department of Industrial Policy & Promotion(DIPP). TADF is a new scheme to facilitate acquisition of Clean, Green & Energy Efficient Technologies, in form of Technology / Customised Products / Specialised Services / Patents / Industrial Design available in the market available in India or globally, by Micro, Small & Medium Enterprises (MSMEs).

While launching this Scheme, the Commerce Minister hoped that the Scheme would facilitate acquisition of clean & green technologies by micro, small and medium units across the sectors and thus, bridge the technological gap at an affordable cost.

The Scheme is conceptualised to catalyse the manufacturing growth in MSME sector to contribute to the national focus of “Make in India”. Under the Scheme which would be implemented through Global Innovation and Technology Alliance (GITA), a joint venture company, support to MSME units is envisaged by the following:

I Direct Support for Technology Acquisition- Proposals from Indian industry will be invited for reimbursement of 50% of technology transfer fee or Rs. 20 lakhs, whichever is lower,

II. In-direct Support for Technology Acquisition through Patent Pool- Financial support will be provided in acquiring of technology/Patent from across the Globe based on applications received from MSMEs. Technology/Patent will be licensed to selected companies, with a mutually agreed value and the selected companies will get a subsidy of 50% of the mutually agreed value or Rs. 20 lakhs,

III. Technology / Equipment Manufacturing Subsidies: The fund will support, via subsidies, manufacturing of equipment / machines / devices for controlling pollution, reducing energy consumption and water conservation. The manufacturing units will be provided with a subsidy of up to 10% of capital expenditure incurred on new plant & machinery subject to a maximum of Rs. 50 lakhs.

IV. Green Manufacturing – Incentive Scheme: The scheme will facilitate resource conservation activities in industries located in NIMZ through the introduction of incentive/subsidy schemes for energy/ environmental/ water audits, construction of green buildings, implementation of waste treatment facilities and implementation of renewable energy projects through financial support under the TADF.

The guidelines for the Scheme envisage providing assistance to units in MSME sector owned by Indian residents.

ATTeNTIoN MeMbeRS!The Customs Commissionerate (Exports), ICD Tughlakabad, New Delhi has informed that many exporters have not submitted the BRCs or the Negative Statements to the Special BRC-Cell, ICD (Exports), TKD, New Delhi created for this purpose, for which Show-cause-cum-Demand Notices either have been issued or are bieng issued. Hence, Members who have not submitt3ed the requisite documents and details are requested that all the BRCs/negative Statements for all DrawbackmEDI Shipping Bills with LEO dates from April 1, 2013 to March 31, 2014 in respect of Exports made from the TKD Port may be submitted to the Special BRC Cell created in ICD (Exports), TKD immediately.

TRADe NoTICe No.15/2015 |Dated 21st January, 2016All Export Promotion Councils Strict adherence to the Notification No.114 dated 12th March 2015 specifyingnumber of mandatory documents required for Export and Import.

To reduce the number of mandatory documents required for exports and imports, DGFT had issued Notification No.114 dated 12th March, 2015 specifying that only three documents each would be mandatory for exports and imports. These documents are:

(a) Mandatory documents required for export of goods from India:1. Bill of Lading/Airway Bill2. Commercial Invoice cum Packing List3. Shipping Bill/Bill of Export(b) Mandatory documents required for import of goods into India1. Bill of Lading/Airway Bill2. Commercial Invoice cum Packing List3. Bill of Entry2. The Notification mentioned that for export or import of specific goods which are subject to any restrictions/policy conditions or require NOC or product specific compliances under any statute, the regulatory authority concerned may notify additional documents for purposes of export or import. In specific cases of export or import, the regulatory authority concerned may electronically or in writing seek additional documents or information, as deemed necessary to ensure legal compliance. Thus a departure from the 3 document norms is envisaged only in rare exceptional cases where a substantive legal requirement exists for doing so.3. The above notification applies to all departments concerned with Exports and Imports. All concerned are requested to follow the above notification strictly and not require submission of additional documents without sufficient cause. Any deviations may be reported to DGFT through the respective trade bodies.

GoVT NoTIFICATIoNSWhen an IEC holder seeks modification/change of Branch Office/Head Office/Registered Office address in its IEC and which involves a shift in its jurisdictional RA, a request to that effect will have to be made to the new RA to whose jurisdiction the applicant is shifting its Office. A copy of this request with application details is to be submitted to the old RA from where the original IEC was issued.

On the basis of this request, the old RA (the custodian of the IEC file till now) will transfer the IEC file to the new RA (the new custodian) which shall make appropriate amendment based on the transferred file and fresh documents submitted to it by the applicant. The new RA shall allow the person in its new address to carry out necessary functions and also apply for eligible benefits as per FTP.

2. Effect of this Public Notice: Procedure for modification/change in Branch Office/Head Office/Registered Office Address in IEC involving a change in jurisdictional RA is laid down.

The Government will announce the new textile policy, which is expected to be based broadly on the vision document prepared by the Ajay Shankar committee in July 2014, by the end of April.

Textiles minister Shri Santosh Kumar Gangwar said that the long-awaited policy is “nearing finalization” and that consultations with all stakeholders are in progress. “We are mainly focusing on manufacturing of value-added products and export-oriented goods that will benefit the economy,” The Hon’ble Union Minister of Textiles for States (I/C) said in Mumbai on the occasion of the Make in India Week.

The vision document by the Ajay Shankar committee had envisaged textile and garment exports worth $300 billion by 2024-25, compared with just over $41 billion in the last fiscal, and favoured a structural

transformation whereby the country would ship out only finished products and not raw materials. The panel’s vision document also forecasts textile and garment sales in the domestic market to rise to $350 billion by 2024-25, against roughly $100 billion now.

The Textile Ministry had initiated the process of reviewing the National Textile Policy, 2000, and accordingly, an Expert Committee was constituted under the Chairmanship of Shri Ajay Shankar — who was also the Member Secretary of the National Manufacturing Competitiveness Council — to make fresh recommendations. The panel submitted the vision document with the Textile Ministry in July last. Factoring in comments from various stakeholders, the Ministry would firm up the final proposals for the new policy and then seek cabinet approval for making them effective.

In terms of Article-14 of the Memorandum and Article of Association: Every Member of the Council is require to pay Annual Membership Subscription latest by 31st May of each year. Membership must be paid by Bank drafts / local cheques in favour of Carpet Export Promotion Council, New Delhi payable on any nationalized banks.

A certificate from Chartered Accountant certifying the Annual Export (FOB Value) of Handmade Carpets and other Floor Coverings of the Member for the year 2015-16, must be accompanied with the payments of Membership Subscription.

Annual Membership Subscription are required to be paid by 31st May of each year. In case Member fails to pay the Annual Membership Subscription in time i.e. upto 31/05/2016, they shall be liable to pay the membership with late fee @ `500/+72.00 = `572.00 (Service tax @ 14.5%) upto 30-9-2016.

Cabinet approves Amended Technology Up gradation Fund Scheme for Textiles industry

The Cabinet Committee on Economic Affairs, Chaired by the Prime Minister Shri Narendra Modi has approved the introduction of “Amended Technology Up gradation Fund Scheme (ATUFS)” in place of the existing Revised Restructured Technology Upgradation Fund Scheme (RR-TUFS), for technology up gradation of the Textiles Industry, with effect from the date of notification of the scheme.The New Scheme specifically targets:a. Employment generation and export by encouraging

apparel and garment industry, which will provide employment to women in particular and increase India’s share in global exports;

b. Promotion of Technical Textiles, a sunrise sector, for export and employment;

c. Promoting conversion of existing looms to better technology looms for improvement in quality and productivity;

d. Encouraging better quality in processing industry and checking need for import of fabrics by the garment sector;

The amended Scheme would give a boost to “Make in India” in the textiles sector; it is expected to attract investment to the tune of one lakh crore rupees, and create over 30 lakh jobs.A budget provision of ̀ 17,822 crore has been approved, of which `12,671 crore is for committed liabilities under the ongoing scheme, and `5,151 crore is for new cases under ATUFS. All cases pending with the Office of Textile Commissioner which are complete in all respects shall be provided assistance under the Ongoing Scheme and the New Scheme will be given prospective effect.Office of Textile Commissioner (TxC) is being reorganized; its offices shall be set up in each State. Officers of the TxC shall be closely associated with entrepreneurs for setting up the industry, including processing proposals

under the new scheme, verifying assets created jointly with the bankers and maintaining close-liaison with the State-Government agencies.The implementation of the scheme would be executed and monitored online under iTUFS, launched in April, 2015.Under the New Scheme, there will be two broad categories:i. Apparel, Garment and Technical Textiles, where 15%

subsidy would be provided on capital investment, subject to a ceiling of 30 crore rupees for entrepreneurs over a period of five years;

ii. Remaining sub-sectors would be eligible for subsidy at a rate of 10%, subject to a ceiling of `20 crore on similar lines;

Background:The Technology Up gradation Fund Scheme was introduced by the Government in 1999 to facilitate new and appropriate technology for making the Textile Industry globally competitive and to reduce the capital cost for the textile industry. A sum of `21,347 crore has been provided as assistance to the Industry during 1999 – 2015. It has led to Investments worth ̀ 2,71,480 crore, and created job opportunities for nearly 48 lakh people.The scheme was earlier amended for continuation during the 12th Plan. A sum of `11,952 crore was provided for attracting investment of `1,51,000 Crore during the period 2012-2017. Out of this, `9,290 crore was meant for committed liabilities and `2,662 crore for new investment. The amount provided for new investment has been exhausted and therefore the Ministry of Finance was approached for enhancing the allocation. The amendments in the scheme are expected to plug the loopholes in the earlier scheme and improve Ease of Doing Business. It will also give a boost to employment generation and exports in the textile sector in a big way.
