Scientific Support
Imparting a space charge onto atmospheric aerosols increases the speed of
coalescence of water vapor by 700% to form water droplets.
(Vonnegut and Moore, 1958)
Enhancing the coalescence of water vapour in the atmosphere due to an
electrical influence, increases the size of water droplets.
(Tinsley, Rohrbaugh, Hei, & Beard, 2000)
To be effective at enhancing the coalescent collision efficiency of water
droplets “requires a certain minimum charge per electrically active cloud
particle of at least a few hundred elementary (electronic) charges on
aerosols or droplets with a radius of 10 - 20 µm,”
(Klain, Arkhipov, Pinsky, Feldman, & Ryabov 2004)
The effect of electric charges on small droplets is similar to the hygroscopic
effect of salts. Like droplets of salt solutions, droplets charged to a certain
degree require a lower super-saturation to grow by condensation (Harrison and Ambaum, 2008)

Cost of Development
Manufacture and test each unit to develop an operational data base
for an arid climate …………………….………...... $420,000 / unit Minimum required to show basic process from generating clouds to
inducing precipitation in 80% plus humidity…..................Two Units Minimum required for developing a data base and testing in a hot
climate such as the GCC with 60% plus humidity……....….Six Units For extensive testing in multiple geographic regions in a hot climate
with continuous humidity levels as low as 20%...........Twenty Units
