    BRETON SOUND BLOCK 53 OIL PIPELINE REBURIAL

    SEPTEMBER 1992

    WORK PROCEDURE THIS PROCEDURE SHALL BE STRICTLY FOLLOWED. ANY DEVIATION MUST BE

    APPROVED BY THE CENTURY OFFICE

    I. INTRODUCTION

    The following work plan has been prepared for the purge, reburial and de-watering of the 8 inch oil pipeline leaving Century Offshore's Breton Sound Block 53 "A " Platform. All work shall be performed in accordance wi th MMS CFR Regulations, Chevron Production procedures, Chevron Pipeline procedures, Texas Eastern procedures and this work procedure.

    NOTE: The MMS is requiring that oil in the pipeline be purged and the line be hydro-tested for 2 hours upon completion.

    ak II. General Safety Procedures and Responsibilities

    The designated man in charge during all phases of the work is the Field Foreman or Construction Coordinator. The following safety procedures shall be followed during all phases of the work.

    A. Pre-Puroe and Reburial Preparations

    1. Pump down all oil tanks into the pipeline. Give Chevron Production Personnel t w o days notice prior to beginning the pipeline purge.

    2. Fill "C" tank wi th produced water, to be used to pump the pig to Chevron's MP 41 "D" Platform (displacing the oil). The water will be pumped behind the pig, using the 2 LACT pumps.

    3. Notify Chevron Pipeline 2 days prior to the actual pigging date. 4. Notify Texas Eastern 2 days prior to the actual reburial date.

    B. Work Permit

    1. Work permits will be made out in preparation for each work day at 7:00 A . M . on Century's Breton Sound Block 53 "A " Platform and Chevron's Main Pass Block 41 "D" Platform (if reburial related work is to be performed).

    C. Safety Meeting

    1 . A safety meeting will be held discussing Chevron procedures, Texas Eastern procedures and Century's procedures. Also, the procedures on the following topics will be discussed: purge, reburial, leak test and de-watering procedures.

    2. All precautions to prevent pollution shall be emphasized.

    III. Scope of Work

    The following is a detailed sequence of work to be accomplished during each phase of the reburial operations. These items will be discussed in the safety meeting wi th the Field Foreman and Construction coordinator.

    A. Puree Procedure

    1. Century will pig the 8" oil pipeline to Chevron's Main Pass 41 "D" Platform to displace the oil. Produced water wil l be used to de-oil the line. Fill "C" tank wi th produced water and use the LACT system pipeline pump to de-oil the line. Once the pig is received at Main Pass Block 4 1 , inform BS 53 personnel to shut in the pumping operation. Check the pig trap and reposition the pig for de-watering the line back to BS 53. One Century production hand wil l be located at MP 41 " • "P la t fo rm during this operation.

    B. Reburial Procedure

    1. Establish the starting date for reburial of the pipeline. 2. Purchase sandbags for crossings and have them delivered to Venice. 3. Notify Texas Eastern Pipeline Company of the beginning project date so

    their representative can be present. 4. Check wi th BS 53 platform and make sure the pipeline is de-pressured

    and de-oiled. 5. Move barge into starting area and jump diver to buoy starting point on

    line. 6. After the line is marked, move barge into position and set up on line. 7. Jump a diver and check the position of the jet nozzle on the pipeline.

    Begin jetting to get rollers down. Note: this is a live boating operation. 8. After commencement of jett ing, divers will periodically check condition

    and depth of ditch. 9. Jetting will continue until barge reaches the completion area as noted

    on the drawings.

    10. The jetting operation will not need to stop for the crossing since the jet leg is on a swivel and merely rolls over sandbagged area to the other side. Note: this operation will adhere to the Texas Eastern procedures as interpreted by their on site representative. Once it passes the crossing it is to be checked to make sure it is on the pipeline.

    1 1 . The pipeline is to be buoyed on each side of the crossing for sandbagging purposes.

    1 2. Jetting is to continue ( + /-) 500 ' past the Texas Eastern crossing (to the point maps indicate cover to be plus 3 feet).

    13. Upon completion of the jetting operations, the barge is to move back to the crossing location and sandbag as required.

    14. After operations are complete, notify BS 53 platform that burial of the 8" oil line is complete.

    1 5. Make sure Torch completes a survey map giving depth of pipeline burial. 16. If connectors are not needed, call Big Inch to release Flexiforge End

    Connector and equipment. (We have right of first refusal on the fitt ing and must tell them is not required.)

    C. Leak Test Procedure

    1. A pressure hydrotest shall be performed in accordance wi th MMS Regulations, the only change being a required minimum of t w o hours at 1800 psi. A third party company will be required to perform the hydrotest.

    D. De-watering Procedure

    1. There may be two options to perform this procedure: 1) Using oil from Chevron's pipeline, 2) or pressuring the pig back wi th nitrogen. In either case, the 2" blind flange on the pig trap drain line at the M.P BLK. 41 "D" Platform must be removed and a blind flange placed on the drain connection. This 2" connection will be used for case (1) or case (2). Also, at BS 53 the purged water will need to be directed to the water treater in order to treat it prior to discharge overboard. Radio contact will be established when de-watering begins so the system is not overloaded. Once de-watering to Breton Sound 53 is complete, the nitrogen will be vented to the flare system at B.S. Blk 53. Then a pig will be pushed by oil to displace all nitrogen in the pipeline. The nitrogen will be vented to the atmosphere or Chevron's pressurized system. Upon completion , replace the 2" valve back on the pig trap at MP 41 "D" . Rig down any extra hoses and pumps that may have been required at either location. Complete pumping all oil in the tanks at Breton Sound Block 53.

    IV. PIPELINE PIGGING AND DE-WATERING PROCEDURE

    A. PRE-DE-OILING CHECK LIST 1. Contact Chevron several days ahead on pigging line at MP 41 " D " . 2. Have boat and helicopter on stand-by in case of emergency. 3. Have radios in good working order and charged. 4. Go to MP 41 " D " the day before pigging to check on receiving pig in pig

    receiver. 5. Start to fill "B " tank wi th produced water; it should take approximately

    2200-2500 bbls. This process should take 14-16 hours. 6. The Chevron pipeline person to contact is Ricky, phone 657-7362.

    B. DE-OILING PROCEDURE

    1. On the day of de-oiiing, have one production hand go to MP 41 " D " to re-check and monitor the pig trap.

    2. Establish good radio communication wi th person on MP 4 1 . 3. Once trap is re-checked, the man at MP 41 " D " shall call BS 53 to

    commence the de-oiling operation. 4. Chevron Pipeline will have been contacted and have a representative at

    Breton Sound Block 53 before we begin. The LACT meter t ickets shall be closed and a new one opened to account the purge water that will be counted by the meters. Upon completion, this run t icket shall be closed, marked as purge water for the pipeline reburial and a new run t icket opened to register the beginning of oil sales.

    5. At BS 53, the pig should be positioned in the launcher to be sent to MP 41 " D M . The de-oiling process should take approximately 14-16 hours for the pig to travel to M.P Blk .41.

    6. Both pipeline pumps on BS 53 will be used to push the pig down the 8 "line.

    7. The Century production hand will remain at M.P. 41 until the de-watering is complete. A receiver indicator is located on the pig trap at M.P 41 "D" to signal the pig has arrived. Once the pig is received, the Century representative should call BS 53 and advise them to discontinue the pumping operation.

    8. The production hand will open the trap and re-position the pig to go back toward BS 53. He will also close DV and both 8" valves on pig trap.

    9. Once MP 41 "D" is completely secure, advise BS 53 to begin the reburial of the line.

    C. HYDRO TEST PROCEDURES

    1. Hydro testing of the 8" line will be performed by a third party testing company. The test will be held for minimum of t w o hours at 1800 psi. This is according to MMS, CFR Regulations. After the test is complete, a copy of the test will be sent to the Chevron Production and Chevron Pipeline. Once the hydrotest is complete, preparations will be made for the de-watering process.

    D. DE-WATERING PROCEDURE:

    1. Contact Chevron the day before de-watering begins on MP 41 " D " to BS 53.

    2. Have the production hand go to MP BLK. 41 one day early in order to remove the 2" valve from the drain line. Also blind the 2 " line to the drain. The 2" will be a point we use to pump nitrogen for de-watering line.

    3. On BS Blk. 53 the launcher/receiver must be arranged to receive the purge water by connecting to the down stream side of the water knock-out outlet, so the water can be reprocessed in the system prior to being discharged overboard.

    4. Good communication wi th the person on MP 41 " D " will be required, so as not to overburden the water processing system. This process of de-watering the line to BS BLK. 53 should take 14-17 hours.

    5. When the valves are re-opened on MP 41 " D " Platform, the 2" connection for nitrogen is ready and BS 53 is ready, personnel on MP 41 "D" will start pumping nitrogen for de-watering. Pressure should be held under 300 psi on the MP 41 "D" gauge.

    6. Once the pigs arrival is confirmed at BS 53, we can re-position the pig in order to purge the nitrogen back to Chevrons MP BLK. 41 " D " Platform. This can be done by a tie-in to Chevron's flare system or closed drain system. A Century production wil l be positioned at MP BLK. 41 for this operation.

    7. Once everything is ready to receive oil at MP 41 " D " , the person should contact BS 53 at which time BS 53 can start pumping down tanks after Chevron makes the new ticket out.
