SUPPORT FOR PUBLIC EDUCATION POLICIES With international guidelines in mind, the CIEP supports the provision of high-quality education for everyone, as this contributes to individual freedom, economic development and improvement in collective living conditions.The CIEP assists the implementation of public education and training policies which seek to improve the quality of edu-cation systems. It operates in the context of sector-based projects which are funded by bilateral or multilateral coo-peration institutions (Agence Française de Développement, European Union, World Bank and regional development banks) and helps implement France’s public development assistance policy, notably in Africa.

FROM PRE-PRIMARY TO HIGHER EDUCATION, AND FROM GENERAL TO VOCATIONAL EDUCATION The CIEP provides decision-makers and education ma-nagers with the most cutting-edge skills and know-how and the most effective technical and educational tools. It adopts a contextualised approach based on cooperation and co-construction, supported by a network of national and international partners.

In Technical and Vocational Education and Training, the CIEP encourages dialogue and cooperation between government departments, training operators and professional and eco-nomic organisations. Fields of expertiseThe CIEP works on all aspects covering governance, plan-ning, public policy assessment, institutional reinforcement, skills training for educational managers and support for educational reform.

The CIEP is the public institution for educational and training cooperation within the French Ministry of National Education, Higher Education and Research. It implements French and

international expertise in the context of sector-based projects, provides training programmes alongside its partners and responds to requests from French and foreign institutions.

INFORMATION AND DISCUSSION

FORUMThe CIEP organises conferences and symposia for professio-nals working in the educational sector. It has a documen-tary resource base and publishes the Revue internationale d’éducation de Sèvres.

THE DOCUMENT AND RESOURCE CENTREThis centre provides a range of digital and documentary resources to raise awareness of current educational and lan-guage policy around the world among the French network abroad and professionals working in education. It also stays abreast of projects on international cooperation in educa-tion run by major bilateral, Europe-wide and multilateral financial institutions, and maintains a database of experts.

THE REVUE INTERNATIONALE D’ÉDUCATION DE SÈVRES Specialising in education and training around the world, the journal is published three times a year in print and digital for-mat. Each issue is organised around a case file on a theme which is a topic for debate

around the world, and provides resources for educational policy or teaching practices. Most of the writers come from outside France and the articles are written from a research perspective. Since 1994, the journal has published 900 authors from a hundred countries. Issues are available on revues.org. The journal is indexed on ERIH-Plus.

THE CIEP, A HISTORIC SETTING FOR SYMPOSIA AND SEMINARSLocated close to Paris, the CIEP hosts seminars, symposia and conferences on behalf of institutions who work in the education sector. In the historic setting of the former royal porcelain factory at Sèvres, it provides high-quality recep-tion infrastructure and services (a conference room, fully equipped training and meeting rooms, a restaurant, a coffee lounge, a relaxation area and 90 bedrooms).

European funded projects The CIEP takes part in the design, response to and follow-up of calls for projects and proposals from the European Com-mission. As the leader or partner within consortia made up of French and foreign public and private actors, it thus contributes to international discussions on education. Latest projects run by the CIEP: Eurosocial I and II (Im-proving social cohesion in Latin America) and Tremplin (Hel-ping young professional education graduates into work).

HOSTING FOREIGN DELEGATIONS IN THE EDUCATION AND TRAINING SECTOR The French Ministry of National Education, Higher Edu-cation and Research has entrusted the CIEP with the de-velopment of guided visits to France for senior education managers, senior education staff, teachers and trainers. One of the hosting unit’s main roles is to present the overarching structure of the French educational system.

SUPPORT FOR TEACHING OF/IN FRENCHExpertise and seminars on requestIn partnership with the diplomatic network’s cultural ser-vices and national education departments (or educational institutes), the CIEP provides its expertise to French-lan-guage teaching systems (French as a foreign language and bilingual streams): reform of school programmes and curricula for teaching of/in French, development of fran-

cophone bilingual sections, design of continuing training plans, improvement to course offers in public and private establishments, and development of a quality approach. It also designs professional seminars which meet the ex-pectations and continuing training requirements of those involved in the teaching of French.

Bilingual teaching The CIEP provides its expertise to assist bilingual teaching projects in a spirit of educational and linguistic cooperation and to train teaching teams in French and non-linguistic disciplines (DNL) in the specific features of bilingual educa-tion. It also runs the Fil du bilingue website, which provides professionals in bilingual sections with the tools they need. www.lefildubilingue.org

French as a Foreign Language Quality certificationThe CIEP manages the Qualité français langue étrangère certification, which recognises and promotes French-lan-guage teaching establishments in France whose language

the needs of education practitioners. It also designs and manages a wide range of French certification schemes (diplomas and tests) and offers the Ev@lang language placement test.

Training courses The CIEP provides a wide range of both on-site and distance-learning training courses for management personnel, trainers and teachers:- BELC universities for French-language professions worldwide, organised in France and regionally in different partner countries;- PRO FLE: professionalisation in French as a foreign language;- Training courses in information and communication technologies for French teaching (TICE);- Training seminars on request, in all areas of French as a foreign language and bilingual teaching.

ASSESSMENT AND CERTIFICATIONThe CIEP provides the administrative and educational mana-gement for national French as a Foreign Language certifica-tion programmes and provides the Ev@lang placement test.

The DILF, DELF and DALFThese certification programmes, which are harmonised within the Common European Framework of Reference for Languages (CEFR), are internationally recognised and used. They assess oral and written comprehension as well as oral and written production. n The diplôme initial de langue française (DILF) is intended for beginners and people over 16 years of age who have just arrived in France.n The diplôme d’études en langue française (DELF) is avai-lable in several versions: « DELF tout public » for older teena-gers and adults, « DELF Prim » for primary education, « DELF scolaire » and « DELF junior » for secondary-level education, and « DELF Pro » for vocational training. n The diplôme approfondi de langue française (DALF) is for experienced French speakers.

TCFThe test de connaissance du français, which leads to the award of a certificate, assesses

oral and written comprehension as well as command of the structures of the French language. Candidates may sit additional tests, which assess oral and written expression. Four versions: n The « TCF tout public », for people who want to assess their French skills for personal, academic or professional reasons; n The « TCF pour la DAP », for students who wish to enrol in the first year of a bachelor’s degree in a French university or school of architecture;n The « TCF ANF », for people who wish to obtain French nationality by decree or by marriage;n The « TCF pour le Québec », for people who wish to move to Quebec and are requesting a permanent visa.

Ev@lang Ev@lang is a test which is fully available online and enables candidates and/or stu-

dents to assess their level of aptitude in a given foreign language. It has been designed for businesses, the French cultural network abroad and language training centres. It assesses users in one or more skills and determines their level reliably and accurately (12 levels based on the levels in the CEFR). Currently available in French and English, and soon in Arabic, new language versions will be developed

over the course of 2016.

The Quality and Expertise UnitThe only one of its kind in France, this unit guarantees the educational and psychometric quality as well as the scientific approach that underpins diplomas and tests managed by the CIEP. In addition, it helps organisa-tions create or review examinations and tests. Finally, it works to define the minimum quality level for Euro-pean language examinations with its Association of Language Testers in Europe (ALTE) partners.

Training courses The CIEP provides a wide range of both on-site and distance-learning training courses for management personnel, trainers and teachers:- BELC universities for French-language professions worldwide, organised in France and regionally in different partner countries;- PRO FLE: professionalisation in French as a foreign language;- Training courses in information and communication technologies for French teaching (TICE);- Training seminars on request, in all areas of French as a foreign language and bilingual teaching.

Training coursesThe CIEP provides training in accreditation to become an examiner and corrector for the DILF, DELF, DALF or TCF, or to become a trainer of DELF-DALF examiners and correctors. Their international dimension and objectivity make these accreditations a clear asset for practitioners.

LANGUAGES AND MOBILITYMobility programmesThe CIEP implements several mobility programmes on be-half of the French Ministry of National Education, Higher Education and Research:- For students: the language assistant exchange programme,- For teachers: linguistic, teaching and cultural develop-ment sessions abroad, professional trips and the CODOFIL programme in Louisiana,- For educational personnel: the Pestalozzi programme,- For high-school students: the Franco-Swedish programme.

European funded projectsThe response to European tenders and calls for proposals involving language policy and mobility enables the CIEP to gain recognition from the European Commission in these areas. In particular, it is involved in discussions around language teaching through the exchange of good practices between European actors. Latest projects run by the CIEP: SPIRAL (Professionalisa-tion for primary-level teachers: Intercultural and language resources), LEMP (Languages and employability), ProM (Professionalisation for mobility practitioners in education).

The CIEP’s role is to help open up French educational policy to the wider world. To this end, it manages mobility programmes and is involved in intra-European projects

on mobility and multilingual promotion. It is also responsible for recognition of foreign qualifications via the ENIC-NARIC France Centre.

Impact studiesImpact studies are carried out on behalf of the European Commission and the Agence Erasmus+ France / Éducation et Formation. The CIEP has carried out a series of studies on the Erasmus and Comenius programmes, which consti-tuted management tools for the Commission’s Erasmus+ Programme for Lifelong Learning (2014-2020).

QUALIFICATION RECOGNITIONThe ENIC-NARIC France Centre, which is affiliated to the CIEP, is the national information centre for the academic recognition of foreign qualifications. It promotes interna-tional mobility by facilitating the interpretation of academic pathways and makes an active contribution to the construc-tion of the European Higher Education Area.

Higher education and employabilityThe ENIC-NARIC France Centre has implemented a set of procedures based on the Lisbon Conven-tion to evaluate foreign qualifications. It issues qualification recognition documents, in particu-lar “comparability certificates”, which are useful

for supporting job applications (if the profession in ques-tion is not regulated) or for continuing studies in a French

education institutions. It also creates partnerships with higher education institutions and promotes the European Higher Education Area’s mobility tools (Diploma Supple-ment, ECTS credits, national and European certification frameworks, etc.). Finally, it issues expert opinions to ministerial (or inter-mi-nisterial) commissions and centres in the ENIC-NARIC network on foreign and national qualifications and aca-demic pathways.

European funded projectsThe CIEP takes part in projects undertaken as part of the Eu-ropean Commission’s programmes, such as Erasmus+ and the Tempus programme. These programmes seek to share best qualification recognition practices with higher education and public institutions, to develop a quality assurance system and to set up qualification recognition centres in regions outside the European Union. Latest projects run by the CIEP: EU-MTR (Support for the use of mobility tools in the area of qualification re-cognition), Tempus RecoNow (European instrument to promote neighbourly relations and partnerships: sharing of best practices for foreign qualification recognition in developing countries).

Training coursesThe ENIC-NARIC France Centre develops collaborative actions with higher education institutions, employers, associations and public administrations to promote mobility tools that enable qualifications to be better situated when it comes to recruitment and/or competitive examination preparation procedures. In this context, it organises training sessions, awareness-raising workshops and international conferences.

Created in 1945, the CIEP is an institution of the French Ministry of National Education, Higher Education and Research.Its missions, which are part of the government’s international cooperation priorities, centre on three areas of activity:

n cooperation in the areas of education, professional training and the quality of higher education; n support for the promotion of the French language around the world by training teachers and education managers and by issuing certifications in French; n international mobility for people through language assistant and teacher exchange programmes, as well as the issuing of foreign qualification comparability certificates.

To carry out its projects, the CIEP relies on the know-how of a team of 250 staff as well as on a network of over 1,000 experts and national and international partners.
