Executive Summary 2012: Consolidating excellence

In 2012, the Centre for Informatics and Applied Optimisation consolidated following a great deal of organisational change during 2011 to regain its position as the strongest research Centre embedded in a School at the University of Ballarat.

Significant achievements included:

• Strong publication outcomes. CIAO researchers published 89 books, book chapters and peer reviewed articles in 2012. This represents about 33% of the University’s entire research output

• Strong funded collaborative research activity. CIAO increased its funded research activity during 2012 so, at the close of 2012, CIAO researchers were leading 17 funded research projects. Sources of funding included:

o ARC. 3 Australian Research Council grants valued at over $700,000 were active in 2012;

o NICTA. National Information and Communication Technology Australia (NICTA) is the elite ICT research organisation directly funded from the Federal government directly funds CIAO research on immune system modelling.

o US Air Force. CIAO’s research in mathematics has been recognised once again with the award of the prestigious US Air Force Award. Very few of these extremely competitive awards are granted to researchers outside the US.

o WestPac, AFP, IBM. Direct funding from Westpac (5 years), Australian Federal Police (3 years), IBM (5 years) to the Internet Commerce Security Laboratory (ICSL), a key lab within CIAO

o Uni of Sydney. Direct funding from the University of Sydney’s prestigious Industrial Ecology group to perform the error minimisation optimisation and intelligent data collection for the Regional Input Output Tables project.

o State Government of Victoria DBI. CIAO leads a consortium of 14 hospitals, health care organisations and University of Melbourne groups to create 3D telemedicine technologies for field trials in tele-psychiatry, tele-dentistry, tele-wound, tele-geriatrics and tele-oncology.

o Federal Department of DCCE. CIAO’s Central Victorian Solar Cities project, funded by the Department of Climate Change and Environment entered its fourth year and is emerging as a landmark achievement in longitudinal analysis of behavioural change in household energy use.

• Strong collaborations with leading researchers and institutions globally o CIAO researchers continued impressive publication collaborations with leading

researchers in Europe, China, South America, North America, Middle East and Far East.

CIAO Research

Mathematics and Optimization Research Group (MAORG) Grants: LP0990908: ARC Linkage grant, Round 2, 2009. A.M. Bagirov, J. Yearwood, A. Barton. Title: Integrating dynamic and mathematical models for the optimization of pipeline system operations in an evolving water and energy market, 2009-2013, $180,000. This project formally commenced on 1 July, 2009. A delay due to the initial appointment of research assistants and PhD student meant the project was extended until the end of June 2013. So far the following results have been obtained: A new model for the minimisation of pumping costs has been developed. Unlike existing models, this new model has only continuous decision variables and so can be easily applied for minimising pumping costs in large water distribution systems. An algorithm, based on the combined use of optimisation techniques and simulation, was developed and tested using commonly used water distribution networks available in the literature. A new model for the minimisation of pumping costs has been developed where both explicit and implicit scheduling are used. Such an approach allows for a more computationally efficient way to consider different types of pumps in water distribution systems including fixed speed and booster pumps. A method, based on the combination of evolutionary algorithms with simulation was developed and tested using water distribution networks commonly available in the literature. Two new models for the minimisation of pumping costs involving water quality have been developed. In the first model, water quality is considered as a constraint (single objective approach), whereas in the second model it is one of the objective functions (multi-objective optimisation approach). Both models were implemented in MATLAB and tested using water distribution networks commonly available in the literature. Comparative analysis of six evolutionary algorithms was carried out using three water distribution networks sourced from the literature. This comparison investigated the strengths and weaknesses of each of these algorithms using the number of simulation calls and the quality of final solutions obtained. Eight papers have been produced and seven of them have been published. PhD students 2012:

Projects:

National eResearch Collaboration Tools and Resources (NeCTAR)

The NeCTAR grant for establishing a Industrial Ecology laboratory was awarded in 2012. A total of $1.1 million was granted to a consortium comprising the University of Sydney, the University of New South Wales, the University of Queensland, the University of South Australia, CSIRO and the University of Ballarat. The aim of the project is to develop an industrial ecology virtual laboratory, which enables researchers in Input-Output analysis to submit, extract and manipulate input-output data. NeCTAR funds the development of the input output analysis tools, the preparation of initial data feeds. The role of the University of Ballarat is:

1) to develop software to solve optimisation problems occurring in the reconciliation of constraints and conflicting data input in mapping the economy.

2) to extract data feeds from the so-called "grey literature", which comprises all data published in unformatted by non-governmental organisation.

Functional analysis and combinatorial geometry (A/Prof. David Yost) Selected projects

- Approximation properties and projectional resolutions of identity for non-separable Banach spaces (with Anatolij Plichko). A study of the existence in non-separable Banach space of large families of bounded linear projections and their role in decompositions of such spaces.

- Contractive projections in Banach spaces (with Jerzy Grzybowski). A study of the “simplest” 3-dimensional unit balls, for which there is no contractive projection onto any 2-dimensional subspace. Although norms with this property are known to be dense in Banach-Mazur compactum, they are the “silent majority”, with concrete examples being hard to find.

- Decomposability of compact convex sets (with Krzysztof Przeslawski). This longstanding collaboration is now on two separate topics. Firstly, the classification, as decomposable or otherwise, of higher-dimensional polytopes according to the number of edges. Second, decomposability of the state spaces considered in quantum mechanics. These behave quite differently from polytopes. For example, the 5-dimensional state space has no faces of dimension 1, 3 or 4. However it has many 2-dimensional faces, all of which are Euclidean discs of the same radius, and which intersect pairwise.

Complex Systems Research Group The 2012 has been a great year for our group’s research and professional activities. We have finished more than 40 research papers (16 published), hosted 12 international/national visitors; organized/attended 19 international/national conferences/workshops including four invited/plenary lectures. After one open problem left in 2003 was solved and one minor mistake has been corrected, the canonical duality-triality theory is considered (by USA AFOSR) as a breaking-through methodological theory in the multidisciplinary fields of global optimization, computational science, industrial and systems engineering. The research leader Professor David Gao is recognized now as a “King of Duality” in the community.

RESEARCH ACTIVITIES Grants Funding Agent: USA Air Force Office of Scientific Research (AFOSR), FA9550-10-1-0487 Title: Canonical duality theory and algorithms for solving challenging problems in global optimization with applications in decision science. Amount: $75,000/year for five years

Support Systems in Health Online dispute resolution for Electronic Health Record Disputes Stranieri, Venkatranum, Muecke (CIAO); Bellucci, Abernathy (Deakin). This project aims to integrate the Deakin University and University of Ballarat approaches for ODR and configure the resultant ODR approach for Electronic Health Records EHR disputes. Mobile hospital best practice protocol App. Smith, Hajilirov, Lansley (CIAO), Wolff (Wimmera Health Care Group). This project developed a mobile app that implements best practice protocols for managing hospitalised patients. The App represents a key advance toward enabling doctors and nurses to deploy evidence based medicine consistently. Enhancing and supporting deliberations within multidisciplinary decision teams Stranieri, Yearwood (CIAO), Burstein (Monash), Warren (Uni Auckland). This project explores IT support for exchange of insights and assertions by multidisciplinary community in the treatment planning for patients with multimorbidity. By analysing the reasoning of clinician groups in a hospital setting a Knowledge-Deliberation template will be developed to inform the design of a generic Deliberation Simulator (DS) and an online multi-user environment to support deliberations. The project will deepen understanding of the use of documented and non-documented knowledge in the creation of evidence-based communally accepted decisions. The online environment will provide a template for complex decision support. The Deliberation Simulator will be of immediate utility in medical education.

Public Health, Safety and Well being Decision support for occupational health and safety. Stranieri (CIAO); Lingard, Blismas (RMIT) Funded by an ARC Linkage 2012-2015. This project describes a project currently underway to design, develop and rigorously evaluate a knowledge-based decision support tool to assist construction designers to manage OHS risks in the design process. The conceptual design of the

decision support tool is described and an example provided to demonstrate the use of a Generic Actual Argument Model to represent design OHS knowledge.

Incorporating values in organisations Afshar, Stranieri (CIAO) Values have been shown to underpin our attitudes, behaviour and motivate our decisions. According to Schwartz (1992) values do not exist in isolation but have meaning in relation to other values. The Schwartz Value Survey (SVQ) is an instrument that an individual uses to identify a ranked list of values that describes his or her value system. However, values are not solely the purview of individuals as communities and organisations have core values implicit in their culture, policies and practices. Values for a group can be determined by a minority in power, derived by algorithmically merging SVQ ranked lists of participants, or set by deliberative consensus. The elicitation of values for the group by deliberation is likely to lead to widespread acceptance of values arrived at, however enticing individuals to engage in face to face discussion about values has been found to be very difficult. We present an online deliberative communication approach for the anonymous deliberation of values and claim that the framework has the elements required for the elicitation of shared values. Fault tolerant wireless sensor networks. Saeed, Stranieri, Dazeley (CIAO) Wireless sensor devices are used for monitoring patients with serious medical conditions. Communication of content-sensitive and context sensitive datasets is crucial for the survival of patients so that informed decisions can be made. Data mining in Health Data mining complications of diabetes. Huda, Stranieri, Yatsko, Kelarev (CIAO); Jelinek (CSU); Burstein, deSilva (Deakin) This project involves the application of data mining techniques to the discovery of patterns for the prediction of diabetes, ventricular fibrillation and other diseases. Using the unique CSU Discri dataset. Data mining Hospital Data. Ugon, Vamplew, Stranieri (CIAO), Martin (BHS). This project builds on a collaboration with the Ballarat Base Hospital to explore data from the last decade regarding emergency department presentations and hospital admissions with a view of discovering patterns of interest toward more efficient and effective health care. Events CAM Informatics conference ICHM 2012 CIAO was co-organiser (with QUT and University of Colombo) the The 3rd International Conference on Holistic Medicine ICHM 2012 with a CAMI Informatics stream. Over 60 delegates representing researchers in Ayurvedic medicine, Homeopathy, Allopathic medicine and Traditional Chinese Medicine presented latest research findings. A/prof Stranieri ran an Informatics for CAM workshop that was well received. The conference was chaired by University of Colombo vice chancellor, Professor Kshanika Hirimburegama. The conference resulted in the formation of the International Association for Holistic Medicine and ongoing collaboration with Sri Lankan researchers.

Technologies for Empowering People for Participation in Society (TEPPS)

Programme leader: Grant Meredith

The TEPPS programme aims to enable the lives of people the world over through the radical design of software and hardware solutions. TEPPS are designed through close target user collaboration and have the aim of empowering peoples' lives. The TEPPS programme focuses on researching, designing, implementing and evaluating simple, accessible and cost-effective enabling systems. Another focus of the TEPPS programme is to research equity in terms of health support provision and quality of life issues.

Close target user informed design and key stakeholder collaboration are key priorities for any ventures that the TEPPS programme decides to explore. Universal design is a priority in order to create appeal and to encourage uptake for a product beyond the intended target audience. By carefully simplifying design you can maximise the user experience and enhance interaction.

Projects range in nature from immersive virtual worlds with rich interactions and three dimensional environments, through to DVD-based applications and simple web-based interfaces.

TEPPS sought to form collaborative partnerships within industry, government bodies, community organisations and academics. Examples of past and current relationships, and collaborations include Australian Speak Easy Association; The Australian McGuire Programme; and The Australian Stuttering Research Centre.

Projects under TEPPS Scenari-Aid During 2012 Scenari-Aid with the help of a grant from the Telematics Trust Grant began its second stage of development. The first stage of development was creating Scenari-Aid as an interactive DVD. This second stage involves transferring the DVD concept into an interactive website (www.scenariaid.com). This will enable greater reach to the benefits that Scenari-Aid offers and also will reduce costs in terms of deployment. The planning for Scenari-Aid included feedback from the users of the DVD and enabled us to create a much richer experience via a website. Development features of the website include:

• An expanded scenario base of over 100 individual scenarios; • Registration ability for users. This will enable us to track and record the behaviours of users

beyond simple web-statistics. Release of Scenari-Aid as a website is aimed for mid-2013 and future funding will be looked at to further enhance and expand its capabilities. Fluency Fun Land Fluency Fun Land (http://sitevm1.ballarat.edu.au/fluencyfunland/) was a website designed y a project capstone team in 2011. Fluency Fun Land (FFL) has been designed as a series of mini-games to encourage children who stutter to practise their learnt fluency techniques with family support. The novel idea behind FFL is not the games themselves but the hopeful inclusion of them

Page 34: Centre for Informatics and Applied Optimization...CRICOS Provider No. 00103D CIAO Annual Report 2012 Page 1 of 63 Annual Report 2012 Centre for Informatics and Applied Optimization

CRICOS Provider No. 00103D CIAO Annual Report 2012 Page 34 of 63

into fluency practise in the future in family and clinical settings. The idea is to use the games to build spoken narratives around the gameplay. These games can be played both in a private home setting and also a clinical setting. During the narratives built around the game play proper use of speech management technique will be encouraged. During 2012 FFL was appraised for its future benefits and appropriateness to continue on with as a project. Grant has been working with Assoc. Prof. Ann Packman (USYD) from the Australian Stuttering Research Centre on this project. It has been decided that FFL is a worthy platform to continue working on and it is planned to update it slightly during 2013 and to make its functionality stable in order for it to be tested by the target audience. Target audience feedback will give us a case for future expansion and research. Funding During 2012 TEPPS was awarded a Telematics Trust Grant of $20,086 for the project titled “Stimulating simulation: Bridging barriers and empowering lives”. Co-contributors for this application were: Assoc. Prof. Andrew Stranieri, Kylie Turville & Marijke Groothuis Research Collaborations University of Sydney During 2013 some discussions were had with the Australian Stuttering Research Centre (USYD) the use of “apps” for children who stutter. These discussions will be around how apps may be able to encourage active practise and participation for children within fluency programmes. We may also discuss the use of apps for remote monitoring of client progress by speech pathologist. This will lead to further discussions in 2013. Also up for discussion were some possible future studies looking at the phycology behind online scamming in terms of stuttering support and techniques. Engagement

National ICT Australia (NICTA) Musa Mammadov has been working on several projects as part of our ongoing collaboration with National ICT Australia (NICTA).

These projects include the stability of optimal solutions in control problems with the major focus on applications to medicine and biology as well as development of new optimal control models.

The project undertaken in collaboration with R. Evans (NICTA) and C. Wellard (WEHI) considers the population dynamics of system of identically prepared B cells whose proliferation trajectories have been individually tracked using live-cell imaging techniques. This is a very innovative approach where the main goal is to investigate whether the system behaviour follows some optimality criteria over the period of existence. It assumes the existence of an intra-cellular mechanism that controls all cell divisions after initial stimulation with the aim of optimising some objectives within predefined constraints that include the initial number of cells in system, as well as the total number of cell divisions observed in the response.

The following represents some of the work occurring in this area.

Currently we have two NICTA funded PhD students – Sara Hassani and Ghasem Ezzati.

Sara’s research is about necessary and sufficient conditions of optimality for non-smooth and non-convex problems. The notion of subdifferential plays an important role in optimisation theory. It was first introduced as a generalization of the concept of ordinary derivative to deal with optimisation problems involving convex and nonsmooth functions. One of the main approaches to derive necessary conditions of optimality for nonsmooth and nonconvex problems, is the generalization of the notion of subdifferentials and normal cones. This research will focus on such generalizations of subdifferentials and normal cones for nonconvex and nonsmooth functions and their applications. Various kinds of subdifferentials and normal cones have been introduced which are applicable for different classes of optimization problems. These concepts (normal cones, subdifferentials) in order depend on the properties of the variable space as well as on the objectives of the study. In this thesis, we will develop the notion of subdifferentials and normal cones based on the concept of augmented normal cones and weak subdifferentials.

Ghasem works mainly on the development of new methods that can be applied to solve Reliability-based design optimization problems. Structural optimization is one of the most important fields in the applied mathematics that has been increasingly used in engineering projects. Reliability-based design optimization (RBDO) can be considered as a significant class in the structural optimization. Applications of the RBDO in the engineering projects are very wide such as vehicle side impact model, short column design, truss with multiple failure modes, etc. This thesis will mainly concentrate on development of new optimization methods that can be applied to solve RBDO problems. Since they are global optimization problems, both global and local optimization algorithms will be considered. As a global search the methods developed at the University of Ballarat will be used and further modified taking into account peculiarities of these optimisation problems. As a local optimization algorithm, the conjugate gradient will mainly be adopted.

Participants (UB): Prof David Gao, Dr Jonathan Wearne, Dr Ning Ruan, Dr Vera Roshchina, Dr Kun Cai (visitor), Dr Zari Dzalilov, Dr Shamsul Huda, Yi Chen (Phd student) and Xiaojun Zhou (PhD student). Discussions between UB researchers lead by Prof Gao, and Prof Hodgson (Deakin) have identified the following three possible research topics involving the optimisation of complex systems: 1. Topology Optimization for Lightweight Design for Green Car Project. 2. Data Analysis and Clustering for Atom Probe Tomography Problem 3. Optimal Shape/Weight Design of Advanced Jet Turbine. This collaboration will be very important for UB's theoretical research to have direct industrial applications. Prof. Qinghua Qin from ANU and Prof. Ray Ogden from Glasgow have been invited to join this project. In addition, Dr Roshchina (UB), Dr Bhatti (Deakin) and Prof Plakhov (University of Aveiro, Portugal) have initiated a project in the area of optical invisibility. This project aims to develop applications of mathematical results on mirror invisibility and to contribute to the understanding of the cyclic behaviour of dynamical systems (billiards). The telehealth component identified in the original objective has grown in both importance and scope, and a strong collaborative team has formed around the broad area of “eHealth: knowledge management and information technology for wellbeing”. This project will apply computational techniques from the fields of knowledge management and intelligent decision support to enhance

Page 40: Centre for Informatics and Applied Optimization...CRICOS Provider No. 00103D CIAO Annual Report 2012 Page 1 of 63 Annual Report 2012 Centre for Informatics and Applied Optimization

the wellbeing and health of residents. Health care in Australia is in crisis. The proportion of gross domestic product currently spent on the provision of health in this country is unsustainable. The shortage of health care professionals, particularly in rural areas is pressing. The burden of an ageing population with increasingly prevalent chronic conditions can clearly not be managed without a great deal of change and innovation. This project focuses on the development of sophisticated information portals and mobile technologies that aim to empower individuals to effectively manage their own wellbeing, and the health of loved ones. This project combines the information portal and knowledge management capability at Monash University with the intelligent decision support system track record at University of Ballarat. Multiple sub-projects within the eHealth field have been identified, and plans are in place to develop each of thse, as listed below: • Complaints management. CI’s Members of the project team plus Emilia Bellucci (Deakin

University) Plan: Broaden ODR project to complaints management. Publish a complaints management survey paper early year.

• Automated categorisation of SIP pages to support Expert ratings CI’s Frada, Daswin, Sita, Andrew. Plan: Masters by coursework project to implement text parsing algorithms to analyse domain expert pages for semi-automated categorisation. A group of 3 UB Masters students have liaised with Daswin to design forms and implementations

• Complementary medicine informatics in SIPS. CI’s Frada, Daswin, Sita, Andrew, Isaac. CRN funding used to employ Sita to develop a user query ontology with Isaac and others at Endeavour. This will enable the HeartHealth Online Portal to be instated as the first with holistic medicine knowledge, leading to a journal article in 2013

• Multi-disciplinary meeting support project. CI’s Frada, Daswin, Jim, Andrew, John. The formulation of a Discovery project is taking shape and will be consolidated in December when face to face meetings funded by CRN Small grant will be possible

• Mining Cardiovascular Disease CI’s Shamsul, Daswin, Herbert, Andrew, Frada, Juhi Plan: roll PhD student Juhi’s topic, predicting ventricular fibrillation into the CRN Update: Juhi has deferred her candidature for family reasons

• Web Systems for Diabetes Management using TCM. CI’s Zhaohao, Andrew. Honours student has commenced a lit survey article on viability of CBR for management of Diabetes T2 with TCM

• Data warehouse, data mining and Decision Guidance System. Frada, Daswin, Andrew, Herbert. Daswin has created a clinical data warehouse with Herbert’s Diabetes Screening Unit data for exploration of diabetes

• Healthy Aging health portal project – Frada, Daswin and the group from HARU and the Stage Library of Victoria plan a project, which will create a health information portal for aging people with culturally diverse background. Two internal pilot grant applications were un-successful.

• NICTA connection – Frada and Daswin identified a link with the NICTA group working in the area of biomedical informatics. A scope for PhD project was defined. The research will start as soon as the suitable candidate is identified

For reasons outlined elsewhere in this report, the research relevant to this objective has moved away from the focus on energy efficiency and carbon neutrality, and instead is focused on the application of optimisation and intelligent systems to aid regional industry and communities more generally (although energy efficiency remains a potential area of application). Several potential projects have been identified in this area, mostly in conjunction with industry partners: • Optimisation of freight forwarding operations • Optimisation of hospital emergency department operations • Optimisation of the scheduling of processes within a highly-automated pathology testing

laboratory • Optimisation the design of a ceramic fuel cell

In addition the researchers in this area are also collaborating on theoretical work with potential applicability to supply chain problems – notably the use of canonical duality theory to develop new approaches for solving the travelling salesman and multiple travelling salesmen problems. Monash researchers (Smith-Miles and Baatar) have also spent time understanding the canonical duality theory of Prof. Gao (UB), and have an AMSI summer vacation student working in this area who will be visiting Ballarat in December with Baatar. Researchers from the eHealth and supply chain logistics projects have engaged with external organisations in pursuit of collaborative opportunities including: Cal2Cal Australia (Health informatics company) Epworth Hospital Alfred Hospital Endeavour College of Natural Health Australasian College of Hahnemanian Homeopathy Visa Global Logistics Ballarat Health Services Leica Biosystems

The collaborative network has been established, and research activities have been initiated and sustained through regular meetings at several levels: Targeted workshops have been held at both the Element and Project levels, including: • CRN Research Day held at UB on 24th July 2012, where planning was carried out at a whole

element level – this workshop was attended by representatives from all partners/projects. • CRN Workshop on Complex Systems: Modeling, Simulation, and Optimization held from 24-27

September 2012. This workshop brought together experts from Australian leading universities including University of Melbourne, Monash University, Deakin University, NICTA, and the University of Adelaide. The workshop reinforced UB's relation with these experts and stimulated future collaborations.

• Food Technology workshop held at UB on Friday 2nd November 2012, involving researchers from UB and Deakin.

• Optimization Workshop to be held at Deakin on Nov 19th 2012. There have also been regular Project Meetings, both face-to-face and via telephone and videoconference facilities. These have identified potential projects and industry partners, planned joint publications and grant applications, and coordinated research activity at a project level. These meetings have been augmented by ad-hoc Research Leader Meetings between project and element leaders, where opportunities for cross-fertilisation between projects have been explored – for example, the application of canonical duality optimization methods associated with Element 1.1 to theoretical problems of relevance to Element 1.3. Applications for grants • The eHealth group lead by Assoc Prof Stranieri and Prof Burstein have prepared an ARC

Discovery for 2013 submission in collaboration with Prof Jim Warren (University of Auckland), Prof Frada Burstein (Monash University), Prof John Yearwood (University of Ballarat)

• Dr Vamplew and Dr Creighton along with Dr Adam Berry (CSIRO Energy Technology) have submitted an application for funding through the CSIRO Flagship Collaboration fund

Data Mining and Informatics Research Group (DMIRG) Selected Projects: Reasoning Communities Work continued on the Reasoning Community Project which aims to design information and communication technologies together groups of geographically dispersed individuals, either synchronously or asynchronously to access information, deliberate and ultimately make informed group decisions. This research can be applied to support reasoning in groups exemplified by multi-disciplinary teams of medical experts or next generation democracies where citizens actively participate in policy decisions. Reinforcement Learning Algorithms and Applications 2012 saw the continuation of ongoing work by DMIRG researchers investigating new developments in algorithms for reinforcement learning. In particular DMIRG researchers have developed world-leading expertise in the extension of reinforcement learning methods to handle problems with multiple conflicting objectives, such as balancing economic and environmental objectives. DMIRG research in this area continues to investigate new means for incorporating expert advice into a reinforcement learning agent, and the use of reinforcement learning in various robotics applications. Risk Management for CIAO for 2013: Identified Risk Why a risk to CIAO? Category

H,M,L Risk Mitigation or Management

Falling number of HDR students

Loss of income which impacts on staff and research capacity

H Look at options for scholarships to attract new students. Increase CIAO marketing through newsletter, new website and showcases of CIAO research.

ERA Score Need to raise scores. CIAO has been successful with ARC grants but this is not reflected in ERA score.

H Meet DVC Research Services to discuss potential for nominating papers and to what score.

Proposed merger with Monash Gippsland Campus in 2013

Unknown at this stage but may have potential for merger or closure of CIAO

L/M Dean to keep CIAO Core informed on developments White paper to be developed outling proposed future directions for CIAO.

Contract staff Lack of continuity for staff. Loss of skills and knowledge and relationships through uncertainty of tenure.

M Advocate for clear HR policies in new university. Ensure that staff receive support to meet performance requirements.

Administrative procedures Too many layers and number of forms for approvals for projects, professional development, visitors and travel.

H Discuss with SITE School Business Manager and Coordinator of Operations how administrative procedures can be streamlined. Develop visitor policy and protocol that supports visitors to CIAO. Liaise with other areas of UB eg: to discuss improvement in performance and processes. Review travel document approval process.

Workloads Limited time for some staff to conduct research due to school commitments

H Representations at School and UB committees

CIAO SWOT Analysis for 2013 Strengths: • Strong knowledgebase and skilled staff • Different to other UB Research centres by providing a diversity of

research. • International reputation and collaborations • Industry engagement • Cross discipline collaboration and membership creates a strong

research environment. • Success rate in ARC grants • Publication success in high impact publications. • Performance is not dependent upon a single individual.

Weaknesses: • Financial arrangements for CIAO. • Excellence was not recognised in ERA • Impact of School workloads on research capacity

Opportunities: • Proposed merger with Monash Gippsland for increasing collaboration

with Information Technology researchers. • e-Health collaborations • Internet Security alliances. • Increasing strong collaborations with other UB Research staff. • Opportunities for high impact research with NICTA • Increasing Australia China collaborations • Integration of research into undergraduate teaching

Threats: • Proposed merger with Monash Gippsland may provide instability and

possible potential for restructure/closure. • Financial resources • Reducing HDR numbers • Loss of key staff due to contractual arrangements • Onerous approval and administrative procedures for projects, visitors,

grants and staff travel. • UB Commercialisation policies make us uncompetitive
