Abstract

CNR (CS6-4) is a Centralised Service for the European Messaging Directory Service (EMDS). The European Messaging Directory Service (EMDS) consists of AMC and EDS.

The ATS Messaging Management Centre (AMC) was developed and implemented upon a request from the ICAO European Air Navigation Planning Group (EANPG) by EUROCONTROL. Since 2001, AMC has been providing off-line AFTN/CIDIN/AMHS network management service to 45 states in the EUR/NAT Regions.

European Directory Service (EDS) was implemented by EUROCONTROL to publish AMC data using on-line X500 protocols. The EDS operational concept was developed by EUROCONTROL and adopted by ICAO as a regional document. The implementation and validation of the EDS were completed in the first half of 2014 and the operation has started in the first quarter of 2015.

EXECUTIVE SUMMARY

CS6-4, the Centralised Service on Management of Common Network Resources Service/ European Messaging Directory Service (CNR/EMDS) will support EUROCONTROL as the Network Manager by managing the AFTN/CIDIN/AMHS network.

The European Messaging Directory Service (EMDS) consists of AMC and the EDS:

• The ATS Messaging Management Centre (AMC) was developed and implemented upon a request from the ICAO European Air Navigation Planning Group (EANPG) by EUROCONTROL. Since 2001, AMC has been providing off-line AFTN/CIDIN/AMHS network management service (e.g. NSAP addresses for ground systems used in datalink, network inventory data , routing tables, AMHS address management data, AFTN/CIDIN/AMHS network data) to 45 states in the EUR/NAT Regions. The service is defined in the ATS Messaging Management Manual.

• European Directory Service (EDS): The objective of EDS is to publish the AMC network management data using X500 on-line protocols defined in ICAO ATN Directory Specifications. The EDS operational concept was developed by EUROCONTROL and adopted by the AFSG/17 (April 2013) to include in the EUR AMHS Manual. The implementation and validation of the EDS were completed in the first half of 2014 and the operation has started in the first quarter of 2015.

It is specified in the EUR/AMHS Manual, Appendix G that EDS will be implemented in 3 steps, i.e.: Initial Step, Intermediate Step and Final Step. The objective of CS6-4 is to develop, implement and operate both the ATS Messaging Management Centre (AMC) and the European Directory Service (EDS) now grouped into a so-called European Messaging Directory Service (EMDS). The EMDS will support the EDS evolution from the ICAO Initial Step towards the ICAO Intermediate and Final Steps as stated in EUR/AMHS Manual, Appendix G (Chapter 7.2). In the framework of CS6-4 two steps are defined to reference these implementation and operational steps as follows:

• Step1 corresponds to ICAO Initial Step in EUR/AMHS Manual Appendix G (Current AMC service and since Q1-2015 EDS service);

• Step2 corresponds to ICAO Intermediate Step and Final Step in EUR/AMHS Manual Appendix G.

This document describes the detailed scope, the components of CS6-4 and the roles and responsibilities of the different parties involved.

INTRODUCTION

Introduction by the Director General of EUROCONTROL

Following a request of the European Commission in November 2012, EUROCONTROL developed the concept of Centralised Services (CS).

Version 2.0, dated March 2013 of the EUROCONTROL Proposal for a first set of nine Centralised Services to contribute to SES Performance Achievement is attached as Annex 3. A short description of the proposed CS is attached as Annex 4.

The Agency proposed the CS concept in order to significantly support:

• the Member States and their ANSPs to reach or at least to come closer to the EU performance targets,

• the implementation of SESAR results on a central pan-European level; • the development of high tech solutions by European ATM manufacturers to be

deployed on a central level providing the services to all ANSPs of the EUROCONTROL Member States,

• the creation of pan-European operational concepts for the Centralised Services proposed;

• the creation of a pan-European market for these ANS support services; • the implementation of market mechanisms for some ANS support services through

tendering of the services with time limited performance based contracts; • the creation of market opportunities for the ANSPs of EUROCONTROL Member

States to provide services outside of their national boundaries, cooperating in newly founded consortia

• the strengthening of the European Network, increasing capacity and safety.

EUROCONTROL works closely with the Member States, ANSPs, civil and military airspace users, airports, the aerospace industry, professional organisations, intergovernmental organisations and the European institutions.

On 29 April 2013 EUROCONTROL invited the Airspace Users to participate in a workshop where the concept of Centralised Services was briefed. The Minutes of this Workshop are attached as Annex 5.

EUROCONTROL also invited the EUROCONTROL Member States on 4 March 2013, the ANSPs on 24 April 2013 and the ATM Manufacturing Industry on 17 May 2013 to demonstrate the Centralised Services concept. The minutes of these workshops are respectively attached as Annex 6, 7 and 8.

Following the PC/39 on 16 May 2013 and PCC/31 on 2 July 2013 EUROCONTROL updated on the CS concept. The working papers and slides presented as well as an extract from the Minutes of both meetings are respectively attached as Annex 9 and 10.

EUROCONTROL bodies such as AAB, NMB, MAB, CMIC, as well as EU bodies such as the SSC, ICB and its subgroups were briefed. These briefings were followed by so called CS specific workshops. This was a series of 9 workshops held in June and July 2013 - for each proposed CS one specific workshop was held; CS6 (CNR) workshop was held on July 5th, 2013. The slides presented as well as the minutes of this meeting are attached as Annex 11.

The questions asked and answered in an intensive dialogue since the beginning of the program are publicly available. We like to refer to the FAQ list that is constantly updated and available on the EUROCONTROL homepage.

The CBA figures presented in detail for all the 9 CS support the initial assessment done, that a 150 to 200 million € cost reduction for the airspace users is possible through the implementation of the 9 centralised services proposed by EUROCONTROL. Specific focus was put on the synergy effects foreseen between the different centralised services.

It was agreed with the stakeholders, that the Agency would invite the participants to the individual CS workshops, as well as the existing EUROCONTROL advisory groups to participate in specific meetings in September and October 2013 to develop a pan-European ops concept for each of the Centralised Services.

An Ops Concept was prepared by EUROCONTROL to develop requirements to be part of a Call for Tenders for CS6-4 (CNR/EMDS). All proposed Centralised Services will be operated under performance based contracts by a contractor on behalf of EUROCONTROL.

By Directive No14/83 of the Permanent Commission dated 3 February 2014, the EUROCONTROL Member States tasked the Agency with the development, set up and demonstration of CS6; and proceeding to implementation of each CS only after a positive decision of the PC/CN.

Based on inputs received from Stakeholders, the Agency has decided to break down the initial nine services into eighteen in order to provide a much more pragmatic and efficient approach, as well as giving even more opportunities for ANSPs to participate in providing pan-European services that will be world leaders. As a result, CS 6 has been broken into CS6-1, CS6-2, CS6-3, CS6-4, CS6-5, CS6-6 and CS6-7.

Our partners are involved at every level of the corporate governance structure. The deployment and operation of CS will impact the remit of the Network Manager. Therefore, its governing body, i.e. the Network Management Board where the EC, EUROCONTROL, ANSPs, airspace user, airports and the military are represented could be extended in the future, the operation of the CS being regulated by EASA; the latter is already supporting the European Commission in the oversight of the Network Manager. Through its nomination as Network Manager, EUROCONTROL will be entrusted to manage the centralised services.

CHAPTER 1 – Context

1.1 Geographical applicability The CS6-4 service will be delivered to all EUROCONTROL Member states. Currently certain AMC/EDS functions are provided not only for the EUR/NAT Regions but to all ICAO member states globally. Since the AFTN/AMHS is a global network, the related network management functions to be carried out in this CS are also global.

1.2 Aim The aim of CS6-4 is to deliver network management service for the ICAO AFTN/AMHS aeronautical network spanned all over the world. This will be performed in accordance with the functions and procedures defined in ICAO Doc 021 and ICAO Doc 20, Appendix G and will be governed in accordance with the official letters exchanged between the Director General of EUROCONTROL and the Regional Director of ICAO EUR/NAT Office (Ref: EUR/NAT 14-0017.CNS (FIC/HOI) dated 08/01/2014 and NMD/NS/CFC/DGD14_0341 dated 07/04/2014).

The objective of CS6-4 is to develop, implement and operate both the ATS Messaging Management Centre (AMC) and the European Directory Service (EDS) now grouped into a so-called European Messaging Directory Service (EMDS):

• AMC is the only focal point in the EUR/NAT Regions with complete visibility of the entire AFTN/CIDIN/AMHS network;

• AMC provides essential implementation support needed during transition from AFTN/CIDIN to AMHS;

• AMC contains NSAP addresses for ground systems used in Link 2000+;

• AMC is the coordination body for integration of a new COM centre to the AMHS network;

• AMC contains network inventory data related with COM centres, circuits, contact persons, user capabilities, etc.;

• AMC creates and distributes routing tables for each COM centre in the EUR/NAT Regions on AIRAC cycle basis;

• AMC creates and distributes AMHS address management data worldwide;

• The AMC is the central data source for the European Directory Service (EDS);

• AMC data is distributed by EDS using on-line format for the operational systems;

• AMC provides helpdesk support for off-line network management during CET office hours;

• AMC interacts with the COM centres and Regional Offices in the other ICAO regions as a focal point of EUR/NAT Regions;

• AMC contains “Real time” AFTN/CIDIN/AMHS network data, available for potential programmes/projects, i.e.: CS8/PENS, AMHS, etc.

1.3 Intended Audience The intended audience are all the Stakeholders who are interested in the development of CS6-4. The document has been used to define the operational requirements for the Call for Tenders (CFT) for the CS6-4 CNR/EMDS.

1.4 Intended Benefits The AMC is the European focal point for ATS Messaging Management, and coordinates with communication centres and management centres in other ICAO Regions. The EMDS provides the following benefits to its users:

• Complete visibility of the entire AFTN/CIDIN/AMHS network for the EUR/NAT

• Consistency of the creation and distribution of NSAP addresses for ground systems used in Link 2000+, routing tables for each COM centre in the EUR/NAT Regions;

• Worldwide consistency for the creation and distribution of AMHS address management data;

• Cost-effective way to manage AFTN/CIDIN/AMHS network management data.

CHAPTER 2 – Operational Concept

2.1 Scope AMC is a network management centre designed by EUROCONTROL in close cooperation with ICAO AFSG (Aeronautical Fix Services Group) to manage the ICAO AFTN/CIDIN/AMHS network. The AMC participants are operators, nominated by States, to carry out certain network management tasks on certain dates in an AIRAC cycle.

All ICAO Regions including all Member States are represented in the AMC. The central operational tasks of the AMC are carried out by AMC operators while national network management tasks are carried out by the Cooperation COM Centre (CCC) operators. All operators including the AMC operators are trained on AMC functions and procedures before they start performing AMC activities. The responsibilities of the AMC participants are defined in the ATS Messaging Management Manual (ICAO Doc. 021).

The AMC is a restricted access web database in which users can enter and fetch data following specific processes. The AMC, designed primarily for network management, serves the global community of AFTN/CIDIN/AMHS.

EDS plays the role of the Central European Directory System Agent (DSA) by:

• Collecting data from participating States and Organisations as well as from Regions, States and Organisations not directly participating in the concept;

• Checking consistency of the collected data, and

• Providing validated data to States and Organisations. Services available at a Directory User Agent (DUA) are provided by the central DSA in response to operations initiated by a human or system user.

2.2 European Messaging Directory Service (EMDS) The European Messaging Directory Service (EMDS) consists of AMC and the EDS:

2.3.1 Step1

Step1 corresponds to the current AMC/EDS service. In Step1 information is maintained and stored using only AMC. The AMC is the single, authoritative source of the information. The AMC provides information to the Central European DSA. The EDS is used for distribution of information but not for collection and management. No workflow mechanism is implemented by the Central European DSA, since this task is still performed by the AMC.

2.3.1.3 Workflow and Procedures

Data is stored only in AMC database and workflow is performed in AMC using ATS Messaging Management Procedures.

2.3.1.4 User Interfaces

Data input will be only via AMC web interface. Data output will be via AMC web interface using off-line mode and EDS using online X500 protocols.

2.3.2 Step2

In Step2, storage of relevant information currently held by the AMC database is moved from AMC to the European Directory Service. At this stage depending on the requirements of the users (being defined by ICAO AFSG), the EDS might include additional data besides the information held in AMC. The Directory becomes the single, authoritative source of information. The AMC is equipped with an Administrative DUA or an equivalent interface in order to allow AMC users to view and manage information, which is now stored in the Directory. The Central European DSA implements the workflow mechanism as given by the ATS Messaging Management Manual. The AMC and EDS are available in parallel. States and Organisations decide whether they use AMC or Directory Services for management of information depending on their needs and availability of local Directory Services.

To move to the Final Step defined in the Appendix G; the AFSG will evaluate the situation by taking into account the user requirements not only in Europe but worldwide, and will decide when to disconnect AMC from EDS. Removing AMC from the European Directory Service is expected to be a seamless process.

2.3.2.1 AMC Data Same as in Step1 (see 2.3.1.1)

2.3.2.2 EDS Data

All AMC operational data will be integrated in EDS. Depending on the requirements of the users (being defined by ICAO AFSG), the EDS might include additional data besides the information held in AMC. This will be decided by the ICAO AFSG.

2.3.2.3 Workflow and Procedures

Data is stored in EDS and workflow is carried out in EDS using ATS Messaging Management procedures.

2.3.2.4 User interface

Data input will be via both AMC and EDS web interfaces. Data output will be via AMC web interface using off-line mode and EDS using online X500 protocol over CS8/NewPENS/Internet. In the Final Step data input and output will be only via EDS.

2.4 AMC Service Principles The AMC, currently hosted at EUROCONTROL, is composed of AMC systems and an AMC operator team. The AMC operator team is responsible for the day-to-day operations and execution of the centralised part of the management procedures, which are based on the AIRAC cycle. This role will be taken over by the CS6-4 contractor. Each State in the EUR NAT Regions is represented by Cooperating COM Centre (CCC) operators. The AMC functions, procedures responsibilities of AMC and CCC operators and the organisation of AMC are defined in the ATS Messaging Management Manual. The AMC is the European focal point for ATS Messaging Management, and coordinates with communication centres and management centres in other ICAO Regions.

2.5 EDS Service Principles The EDS, is composed of Central EDS Administrator and EDS systems currently hosted at EUROCONTROL. The Central EDS Administrator is responsible for day-to-day management of the EDS data received from the AMC on AIRAC cycle basis. This role will be taken over by the CS6-4 contractor. Each State in the EUR NAT Regions is represented in the EDS by a Cooperating Operator. The schema, procedures and the responsibilities of EDS participants are defined in the EUR/AMHS Manual Appendix G.

In the Initial Step of EDS, the ATS Messaging Management Centre remains the single source of relevant information. CCC Operators and AMC Operators remain in charge of management, consolidation and distribution of information. The EDS complements the AMC services and serves as a second means for distribution of information using on-line X500 protocols.

In the Intermediate and Final Step, the AMC MD is moved into EDS (Intermediate Step) and ultimately becomes the unique user access when AMC is stopped (Final Step).

2.6 AMC/EDS Customers The primary users of the AMC/EDS are the international communication centres of ANSPs in the European and North Atlantic ICAO Regions. The services are used by the communications centres for the purpose of planning, configuration and performance management of their own international network equipment. Project leaders of AMHS deployment are also typical users of AMC Implementation Support Functions. Other categories of users are also defined to cover the various roles and associated rights of

potentially interested persons.

Each State is represented in the AMC/EDS by operators. The nominated operators are granted user access rights by EUROCONTROL in accordance with the accreditation procedures defined in ICAO EUR Doc 021.

There are five types of users accessing the AMC (see ATS Messaging Management Manual, ICAO Doc 021):

• AMC Operators: AMC operators are the operational administrators of the AMC service who are responsible for day-to-day operation of the AMC.

• Cooperating COM Centre (CCC) Operators: The persons representing a Cooperating COM Centre in the EUR/NAT for purposes of ATS Messaging Management are the CCC Operators.

• External COM Centre Operators: In the context of the integrated ATS Messaging Management Centre, External COM Centres are COM Centres external to the EUR/NAT Regions. The external COM Operators represent the external COM centres.

• AMF-I Users: The term "AMF-I User" is reserved for AMC users specifically involved in Implementation Support Functions, on behalf of the AMHS Management Domain and/or COM Centre.

• Read-Only Users: The AMC users who have only viewing access to certain AMC functions are called Read-Only Users.

There are four types of users accessing the EDS (see EUR/AMHS Manual, Appendix G, ICAO doc 020):

• Central EDS Administrator: The Central EDS Administrator is in charge of the operations of the Central European DSA.

• Co-operating Operator: The Co-Operating Operator is in the EUR/NAT Regions and

is responsible for its local DSA.

• Adjacent Operator: The Co-Operating Operator is outside the EUR/NAT Regions and is responsible for its local DSA.

• End User (humans or systems): End Users are consumers of Directory data and can

perform interrogation operations to the Directory. Human users utilise an Operational Personnel DUA whereas system users make use of an Autonomous Operational DUA. Modification operations by End Users are not permitted.

2.7 AMC Communication All users do currently and will access the AMC systems via a EUROCONTROL URL via public internet. No dedicated software is required, only a standard WEB browser is sufficient to access the AMC application (EUROCONTROL link: https://www.eurocontrol.int/amc ).

2.8 EDS Communication In line with the procedures specified in ATS Messaging Management Manual, the users enter network management information in the AMC and the AMC periodically provides this information to the Central European DSA (Directory Service Agent), which in turn distributes the consolidated and validated data to Co-operating and Adjacent DSAs of States and Organisations.

The EDS Operational Concept describes an overall online directory solution. In the framework of the European Directory Service the term “online” refers to a service that provides direct and automated communication means between the involved entities using well-defined protocols. Communication is established and usually takes place on demand or by schedule. Manual initiation or intervention by human users on a regular basis is not foreseen.

2.9 AMC/EDS Service Operation In the beginning of each AIRAC cycle the CCC and External COM Operators input their international network configuration data in the AMC. After data is validated by the AMC Operator, a consolidated and validated European network management data is created and proposed for implementation. A copy of this data is moved to the EDS for on-line publication. At the end of the AIRAC cycle the ANSPs either fetch acknowledged data from AMC and update their local international systems manually or use on-line EDS data on AIRAC day 28 at 11UTC. This process is carried out in 5 AMC Phases as follow:

1. Data Entry Phase (Starts day 1, ends day 7).

The CCC and External COM Operators enter their local international configuration data in AMC including network inventory, network planning, intra-MD address, user capabilities, statistics, etc…

2. Data Validation and Processing Phase (Starts day 8, ends day 14).

COM Operators, create routing tables, process statistics and propose new data to the CCC/External COM Operators by moving data into the pre-operational area.

3. Acknowledgement Phase (Starts day 15, ends day 20).

CCC Operators check new data in the pre-operational area and acknowledge it.

4. Acknowledgement Processing Phase (Starts day 21, ends day 24).

AMC Operators check all ACKs, if there are NACKs coordinate with those COM Centres, if no NACKs, release the consolidated data for implementation.

5. Data Retrieval and Implementation Phase (Starts day 25, ends day 28).

CCC/External COM Operators retrieve new data from the pre-operational area and enter the validated and consolidated European data in their systems at 1100h UTC of Day 28. The AMC operator copies the operational data to EDS for on-line publication.

The descriptions of AMC functions and procedures are detailed in Chapter 5 of the attached ICAO Doc 021 (ATS Messaging Management Manual). The operational concept of the EDS is defined in the attached ICAO Doc 020 (EUR/AMHS Manual Appendix G).

2.10 Roles and Responsibilities EUROCONTROL provides the service on behalf of ICAO . The following main tasks are performed by the EUROCONTROL/Network Manager:

• Overall Management of CS6-4 development, implementation and operation;

• Supporting ICAO on document development/maintenance and AMHS deployment;

• Representing AMC/EDS in all ICAO working arrangements.

The CS6-4/EMDS contractor shall:

• Develop, implement and operate the AMC/EDS service in accordance with the ICAO Doc 021 and in compliance with the Contract with EUROCONTROL.

• Develop and maintain EMDS application software (AMC and EDS).

• Provide training session for the service users.

• Support EUROCONTROL for the EMDS related standard maintenance.

• Support EUROCONTROL in the EDMS governance bodies if required.

2.11 Maintenance and Operational Support The AMC and EDS systems (IT) will be hosted by the CS6-4 contractor. First level AMC monitoring and maintenance support together with second level support will be provided by the CS6-4 contractor.

2.12 ICAO Agreement The organisation, responsibilities of the bodies (EUROCONTROL, ICAO, ICAO Member States) participating in AMC operation are defined in ATS Messaging Management Manual. The manual developed by EUROCONTROL and adapted by ICAO as EUR Doc 021, specifies a framework in which the AMC Service is provided to the ICAO EUR/NAT Member

The organisation, specified in the ATS Messaging Management Manual, is based on cooperation between ICAO and EUROCONTROL, in which:

• ICAO, through its groups and bodies makes decisions and monitors the operational work and activities performed.

• EUROCONTROL is responsible for overall management and funding of development, implementation and operation of AMC/EDS service.

2.13 Link with other CS Services A link will be established with the following CSs:

• CS6-6: Security Certificate Service (SCS) to secure the exchange of data when required.

• CS6-7: Operation and Coordination of Network Security (OCNS) to monitor, analyse and investigate the security related events.

• CS8/NewPENS (PAN European Network Services): to support the exchange of data.

CHAPTER 3 – Regulatory requirements

3.1 Existing applicable regulation

3.1.1 EU SES Package

At the level of European Union, no regulatory provisions address yet specifically the centralised services and the CS6-4 CNR/EMDS in particular. However, the following regulations are worth considering in relation to CS6-4:

1. Regulation (EC) No 549/2004 of the European Parliament and of the Council of 10 March 2004 laying down the framework for the creation of the single European sky (the framework Regulation) as amended by Regulation (EC) 1070/2009;

2. Commission Implementing Regulation (EU) No 390/2013 of 3 May 2013 laying down a performance scheme for air navigation services and network functions, in particular articles 11.3, 11.5, 20.1, 20.3, 20.4;

3. Regulation (EC) No 550/2004 of the European Parliament and of the Council of 10 March 2004 on the provision of air navigation services in the single European sky (the service provision Regulation) as amended by Regulation (EC) 1070/2009;

3.1.2 ICAO

3.2 Requirements for new/updated regulations to implement/operate CS6-4

The requirements for the new/updated regulations to implement/operate CS6-4 (CNR/EMDS) will be defined as part of the evolution of the ICAO documents and potentially the NM-IR.

CHAPTER 4 – Links of the CS6-4 EMDS to ICAO GANP, SESAR deployment, ESSIP –

current procedures and future evolution

4.1 Baseline – Interim Deployment Programme (IDP) Centralised Services (CS) are in line with the Interim Deployment Programme (IDP). The conformity analysis was initiated by EUROCONTROL and further completed at the Interim Deployment Steering Group (IDSG) Expert Team in the meeting of 27 June 2013.

The possible relationships between CS and IDP deployments have been analysed and clustered in four categories of potential interactions, which are:

1. No relationships between IDP activities and CS. This means that the functions and services deployed in a centralised manner by the CS do not directly interface any of the deployments of the IDP.

2. IDP deployment is improved by the independent CS capabilities. The functions and services deployed in a centralised manner by the CS will be used by one or several IDP deployments but in an independent way. This is the case when CS does not impact functionalities already deployed, i.e. Independent function improvements, or when the CS implements some add-on function or services such as equipment performance monitoring, centralised management of shared parameters, i.e. Development of supporting option.

3. IDP is a pre-requisite for CS. This means that the functions and services deployed in a centralised manner by the CS reuse an IDP deployment.

4. IDP deployment is an alternative to the CS solution. The functions and services deployed in a centralised manner by the CS offer a different implementation of an IDP deployment.

The EMDS centralised service proposes a service to manage in a cost effective way some CNS resources. The proposed service deals with the management of AFTN/CIDIN/AMHS network.

The EMDS centralised service is categorised as development of supporting options, which means that it improves cost effectiveness of the operations of the IDP deployments. The EMDS centralised service develops or enhances network resource management services. The IDP deployments do not address this area but are using network resources,

such as Ground Network, Data Link, Spectrum, etc.

The benefit dependency is that the EMDS centralised service enhances cost effectiveness of the operations of some IDP Work Packages in a cost effective way, through:

• central management of network resources.

The EMDS centralised service is related to some IDP Work Packages.

4.2 Pilot Common Projects (PCP) and Common Projects (CP)

Centralised Services interact with the Pilot Common Project (PCP). Interdependencies between Centralised Services and the six ATM Functionalities (AFs) of the Pilot Common Projects (PCP) have been analysed.

The Centralised Services CS6-4 is not related to any Pilot Common Projects (PCP).

4.3 European Single Sky ImPlementation (ESSIP) The possible relationships between CS and ESSIP, being the Level 3 of the European ATM Master Plan, have been analysed.

The EMDS centralised service is categorised as development of supporting options and is related to the ESSIP Objectives:

• COM10 “Migrate from AFTN to AMHS”.

Depending on the evolution of the EMDS centralised service, in future, new ESSIP Objectives may have to be developed or existing ones may have to be amended.

4.4 ICAO Global Air Navigation Plan (GANP) The possible relationships between CS and ICAO Global Air Navigation Plan (GANP) have been analysed.

The EMDS centralised service and ICAO GANP in perspective contributes to a more efficient COM infrastructure, related to a number of enablers in GANP COM roadmap such as AMHS.

Furthermore, it enables many aviation system block upgrades and in particular:

• B0-FICE – Increased Interoperability, Efficiency and Capability through G/G integration.
