Captain Lazar’s Message

Captain David Lazar

Commanding Officer Central Station

Congratulations to Officers Jared Lovrin and CaitlinLowe for their great work in serving the community.Yesterday morning, they responded to a strandedmotorist in the Broadway Tunnel. They didn’t realizethat the stranded motorist was comedian Scott Capurroalong with his husband. The officers went above andbeyond by returning to the station for our jump box inan effort to jump start the car, but it did not work. Thenthey found out that Mr. Capurro’s tow service would notallow for towing out of the tunnel so the officersassisted in pushing the car out of the tunnel.

They spent an hour with Mr. Capurro, not knowing whohe was, going above and beyond what is expected.This would of never made it to my attention had it notbeen for the fact that Mr. Capurro is a frequent guestof the Alice radio show on 97.3 FM. This morning, Mr.Capurro was very complimentary of the two officers onthe show and what they did for him. Great work!

Principal’s Breakfast

Thank you Dr. Dennis Chew and Gordon J. Lau Elementary School for hosting thisyear’s Principal’s Breakfast. Officers Kevin Worrell and Ryan Jones did a greatjob cooking breakfast for the Assistant Superintendent and most of the schoolprincipals in the Central District. We are grateful for Supervisor Peskin attendingas well. Our relationship with the schools is important and the principals do atremendous job with their students. I would like this tradition to continue year afteryear.

Honoring First Responders

I want to thank the Fisherman’s Wharf Rotary Club who will honor some of ourofficers this evening at a small gathering. Every year, the Fisherman’s WharfRotary hosts a breakfast for first responders on or around 9/11. This year, it’s anight time gathering. I will be there along with 8 officers from Central Station. Weare thankful for the Rotary Club.

Central Police Station

Union Square Cares and the Downtown Street Team

Today I attended a press conference sponsored by the Union Square Business Improvement District.Executive Director Karin Flood and her team have taken the lead in “thinking outside the box” in terms ofaddressing homelessness. First, they started with Union Square Cares. This initiative was developed so thatthe Business Improvement District could work to provide services and also direct others to do the same. Now,they have rolled out the Downtown Street Team. This program hires homeless to assist the ambassadors inkeeping the area clean while receiving benefits and shelter in return. A person had asked me this morningwhat we are doing to address homelessness and I mentioned this incredible example.

Auto Burglaries

I am often asked about the auto burglaries in the Central District. I believe that crime prevention is a veryimportant aspect to resolving this ongoing issue. Crime prevention in the case of an auto burglary meansthat we work diligently to remind tourists, visitors, residents and merchants to not leave anything in theirvehicles. To the extent that we leave valuables, the auto burglars will be in our neighborhoods daily lookingin vehicles.

This is especially true in the following two cases:

September 9, 2016 10:40 a.m. to 11:40 a.m. at Chestnut and Leavenworth:Stolen: $2,000 in cash, Apple Laptop, Apple I Phone, Amazon Kindle, various papers.

September 12, 2016 8:00 p.m. to 9:00 p.m. at Clay and Waverly:Stolen: $7,500 in cash, 3 Suitcases, Dell Laptop, Shoes, Cosmetics, 2 Diamond Necklaces and a goldring valued at $5,000.

We have more work to do!

Check out these arrests in the last 48 hours:

1. The plainclothes team arrested a burglar who was on a bicycle at 2nd and Market Street out looking forhis next victim. He had a warrant for his arrest for Grand Theft, Possession of Stolen Property, and Pos-session of Burglary Tools.

2. The plainclothes team arrested a person who they were watching looking into parked vehicles at Jack-son and Davis. They followed him to the Tenderloin on the 900 block of Market Street where they ob-served him steal a bicycle. The officers arrested him. He had wire cutters in his possession when theycaptured him.

3. The plainclothes team watched a man in a stolen car, drop off a woman at Green and Broadway. Theywatched as she began looking into parked cars. They approached the male and he took off at fullspeed. The female boarded a street car and was detained by the officers. She had a $50,000 arrestwarrant for Burglary, Possession of Stolen Property, Possession of Burglary Tools and Possession ofMethamphetamine.

4. The Fisherman’s Wharf Foot Beat Officers arrested an individual in Joseph Conrad Park. The personhad a $10,000 arrest warrant for shoplifting. In his possession were bolt cutters, wire cutters, aflashlight, binoculars, a security guard badge, a key and a distinctive wallet. In this case, OfficerStewart recognized the wallet from an item taken a week ago in an Auto Burglary.

5. Uniformed Officers responded to Bush and Dashiell Hammett on a report of an auto burglary. Theydetained a suspect who had a no bail arrest warrant for Burglary.

6. The plainclothes team arrested three suspects for burglarizing an auto at Chestnut and Montgomery.They recovered cameras, a computer, cell phones and cash.

7. The plainclothes team arrested two suspects for syphoning gas from a parked car on Bay Street.

In 48 hours, these 7 great arrests which, in my opinion, prevented many more burglaries in our district!

Definitions

Robbery – Robbery is the taking of property from another by using force or by using fear.

Assault – An assault is an unlawful attempt, coupled with the present ability, to commit a violent injuryon another person.

Battery - (Misdemeanor battery) is any willful and unlawful touching of another.(Felony battery) is the use of force or violence upon the person of another that causes

*Assault is when a person swings their arm and battery is when that arm makes contact withanother person.

Randall is the Services Manager for the Union Square Business Improvement District (BID).

As part of Randall’s goal of ensuring the safety of the Union Square BID, he works closely

with the San Francisco Police Department, specifically the Central District which covers the

majority of the Union Square BID. With the recent expansion of the Union Square BID’s

Security Camera Project, the Union Square BID’s working relationship with the SFPD has

become extremely close, working together on a daily basis to catch and prosecute

criminals and make the area safer for the visitors and residents.

Randall’s background is in contracting and project management. He had served as abuilding engineer overseeing four properties in the Union Square area. He transitionedto an Operations Manager for the Union Square BID because he wanted to help improvethe larger community. He has taken great pride and enjoyment in making the UnionSquare BID cleaner and safer for those who live, work and visit there. Randall says, “It isinspiring and motivating to work with Captain Lazar and the entire Central Station Teamdedicated to the same goals and passionate about safety. It truly does take a communityto ensure those in and around it are safe. The Central Station Team is a model forcommunity policing and I am honored to work with them.”

Central Police District. This month we

interviewed Randall Scott. Randall is the

Operations Manager for the Union Square

Business Improvement District.

Each month Central Police Station features one

of its officers in an effort to learn more about the

men and women who police our neighborhood.

This month, we interviewed Officer Sam Yuen,

a 15-year member of Central Police Station.

Officer Yuen was born in Hong Kong. He moved to New York and attended high school

there. Officer Yuen then moved to San Francisco and attended City College of San

Francisco.

Officer Yuen joined the San Francisco Police Academy in November 2001. After

graduating from the Police Academy, he was assigned to Northern Station for field

training, then he was assigned to Richmond Station for probation. After completing

probation in 2002, Officer Yuen was assigned to Central Station for his permanent station

and he has been working with Central Station since.

Officer Yuen’s favorite thing about the Central District is the district itself and the

community.

Officer Yuen has been a Foot Beat Officer for over 8 years and can be seen patrolling inChinatown.
