This Special Release presents the Consumer Price Index for All Income Households with base year

2012. The rebasing of the CPI from 2006 to 2012 is in consonance with the recommendation of the

PSA Board in its Resolution No. 01 series of 2017-146 (Approving the Synchronized Rebasing of

Price Indices to Base Year 2006 and every six (6) years thereafter) to reflect the latest composition

of goods and services consumed and availed of by households across provinces of the country.

The region’s annual inflation rate in February 2018 accelerated to 2.2 percent from

1.9 percent in January 2018. Nevertheless, this was a 2.2 percentage points lower

from the 4.4 percent inflation rate in February 2017.

The uptrend was due to the higher annual increments recorded in the indices of the

following commodity groups:

Food and non-alcoholic beverages (3.4%);

Alcoholic beverages and tobacco (8.8%);

Furnishings, household equipment and routine maintenance of the house,

(1.0%); and

Transport (3.6%).

Lower annual gains were, however, observed in the indices of clothing and

footwear (0.9%), health (0.2%), and recreation and culture (5.2%). The index of

housing, water, electricity, gas and other fuels registered an annual drop of 1.2

percent while the rest of the commodity groups retained their previous month’s

rates. Figure 1 presents the year-on-year changes of the CPI from February 2017 to

February 2018.

A faster year-on-year increment at 3.2 percent was also observed in the food index

in February 2018, higher than the 3.1 percent growth in January 2018. In February

2017, it was recorded at 3.0 percent. Contributing to the upward trend were higher

rates observed in the indices of the following food items:

Corn, 7.9 percent

Other cereals, flour, cereal preparation, bread, pasta and other bakery products, 1.4 percent

Meat, 7.6 percent

Fruits, 8.4 percent

Food products not elsewhere classified, 0.3 percent

Lower annual increments, on the other hand, were recorded in the indices of rice

(1.3%), fish (6.0%), milk, cheese and eggs (1.6%), and oils and fats (2.8%).

The index for vegetables continued to decline but at a slower rate of 2.2 percent. In

the same manner, sugar, jam, honey, chocolate and confectionery index registered

an annual decrease of 0.6 percent.

Across the region, higher annual rates were noticed in all provinces except for

Bulacan. The highest annual rate was registered in Aurora at 4.3 percent while the

lowest in Bulacan at 0.9 percent. Figure 2 presents the year-on-year inflation rates in

Febuary and January 2018.

Month-on-Month Price Situation

Generally, prices of consumer items at the regional level moved up at a slower pace

at 0.3 percent in February 2018. In the previous month, it was recorded at 0.5

percent.

During the month, slower movement was noticed in the index of heavily-weighted

food and non-alcoholic beverages at 0.1 percent. Likewise, lower monthly increment

was noted in the index of alcoholic beverages and tobacco (1.6%).

On the other hand, the indices of furnishings, household equipment and routine

maintenance of the house (0.2%), transport (1.7%), and restaurant and

miscellaneous goods and services (0.3%) accelerated at a faster rate. The rest of

the commodity groups recorded no growth during the month.

Prices of food items, particularly rice and corn, slowed down during the month at

0.2 percent and 3.4 percent, respectively. Faster monthly gains, however, were

observed in the indices for other cereals, flour, cereal preparation, bread, pasta and

other bakery products (0.2%), meat (1.4%), oils and fats (0.1%), sugar, jam, honey,

chocolate and confectionery (0.1%), and food products not elsewhere classified

(2.0%). Prices of other food items either registered declines or no growth during the

period.

Technical Notes

This Special Release presents the results of the Survey of Retail Prices of Commodities and Services conducted in February 2018 for the Generation of Consumer Price Index (CPI) with based year 2012. CPI The CPI is an indicator of the change in the average retail prices of a fixed basket of goods and services commonly purchased by households for their day-to-day consumption relative to a base year. Uses of the CPI As an indicator, the CPI is most widely used in the calculation of the inflation rate and purchasing power of the peso. It is a major statistical series used for economic analysis and as monitoring indicator of government economic policy. The CPI is also used as a deflator to express value series in real terms, which is, measuring the change in actual volume of transaction by removing the effects of price changes. Another major importance of the CPI is its use as basis to adjust wages in labor management contracts as well as pensions and retirement benefits. The CPI also serves as inputs in wage adjustments through the collective bargaining agreements.

Components of the CPI a. Base Period

This is a reference date or simply a convenient benchmark to which a continuous series of index numbers can be related. Since the CPI measures the average changes in the retail prices of a fixed basket of goods, it is necessary to compare the movement in previous years back to a reference date at which the index is taken as equal to 100. The present series uses the 2006 as the base year. The year 2006 was chosen as the base year because it is the year when the Family Income and Expenditure Survey (FIES) was conducted. The FIES is the basis of the CPI weights.

b. Market Basket

Market basket refers to a sample of thousands of varieties of goods purchased for consumption and services availed by the households in the country was selected to represent the composite price behaviour of all goods and services purchased by the consumers.

c. Weighting System

The weighting system is a desirable system that considers the relevance of the components of the index. For the CPI, the weighting pattern uses the expenditures on various consumer items purchased by households as a proportion to total expenditures.

d. Geographic Coverage

CPI values are computed at the national, regional, and provincial levels, and for selected cities. A separate CPI for NCR is also computed.

e. Classification Standards

The commodities are grouped according to the 2010 Philippine Classification of Individual Consumption According to Purpose (PCOICOP) which is based on the United Nations COICOP.

Inflation Rate The inflation rate (IR) is the annual or monthly rate of change of the CPI in percent. It is interpreted in terms of declining purchasing power of money.
