That this committee condemns the recent action of Croke Park (Pairc An Chrocaigh Teoranta) in issuing a seven day Notice to Quit on the Trustees/Management Committee of the Irish Handball Sports Council Sports Centre ("Centre"), and following this up with the serving of a Civil Bill on the Management Committee (and Trustees)of the Centre, naming such members individually, and in acknowledging the third party efforts of the Manager, the Garda Mediator, the Steering Committee and Local Public Representatives in attempting to find a solution to this impasse, requests Croke Park to immediately reopen negotiations on this issue with the parties involved, with a view to reaching a solution acceptable to all, including the local community. th November, 2008. This decision under Section 183 of

the Local Government Act 2001 is a reserved function and there is no provision in the legislation for the elected members to subsequently set aside this decision. _________________________________________________________________________ With reference to the Proposed Draft Variation of the Dublin City Development Plan

2011-2017 - Mountjoy Square and Environs. _________________________________________________________________________

Proposal: It is proposed to vary the Dublin City Development Plan 2011-2017 by designating Mountjoy Square & Environs as an Architectural Conservation Area.

This proposed draft variation arises from the Dublin City Development Plan 2011-2017 and the following sections thereof:- Objective FCO34, which states that it is an objective of Dublin City Council to undertake an assessment to inform the potential ACA designation for the following areas: Mountjoy

Square and Environs. Policy FC43 which seeks to continue to prioritise the assessment and consideration of appropriate historic streets and squares for designation as Architectural Conservation Areas and include policies to protect and enhance their architectural characteristics.

Site Description: Mountjoy Square is located in the north inner city approximately 0.5 km‟s north east of O‟Connell Street, in the north Georgian core close to and adjoining Gardiner Street and North Great Georges Street in an area comprised of a strong mix of inner city uses. The boundaries of the proposed Mountjoy Square ACA, are regular to the south – being Temple Lane North, Gardiner Street Middle and Gardiner Lane; to the east – Charles Street Great, Charles Lane, Fitzgibbon Lane; to the north – Belvedere Place, Belvedere Court, Gardiner Street Upper; and irregular to the west being Nerney‟s Court, Gardiner Place, Grenville Lane and Grenville Street. The proposed variation is attached, and the exact boundaries of the proposed Architectural Conservation Area are delineated on the map accompanying this summary document.

Explanation: Mountjoy Square is one of the significant historic squares in Dublin city. The square was developed by the Gardiner Estate, Luke Gardiner II had a vision to create a magnificent square with a strong vista from Custom House north to Mountjoy Square. The Square was laid out for residential use in the late 18th Century and was constructed between 1793 and 1818. Initially the square was to be constructed behind a single classical façade however this was too ambitious and a modular plan adapted to residential plot multiples allowing developers to enter into leases for purchase of plots was adopted. During the 19th Century and 20th Century the Square and environs went into decline and many of the buildings became tenement dwellings with eventual demolition of many structures on the west and south sides of the Square. A policy of replica façade reconstruction in the late 20th century was adopted, resulting in the rebuilding of the Square in its current form as it appears today. Mountjoy Square and environs has an historic urban street pattern defined by the exact square and the adjoining tall narrow terraced Georgian buildings mainly residential in use but with a strong mix of other uses. The building heights are principally four storey over basement, two and three bay Georgian red brick houses with stone or rendered basements, timber panel doors and surrounds and timber sliding sash windows, pitched and tiled roofs hidden by stone parapet level, although much of the late 18th century early 19th century detailing has been replaced. The Square consists of mainly residential uses with a strong mix of commercial and institutional uses throughout the area. The key policies and objectives of the Architectural Conservation Area plan may be summarised as follows: -

It is the overall policy of Dublin City Council to protect and conserve the character and setting of Mountjoy Square. Through the ACA report the Council will identify the areas of special character and architectural interest and to manage change in such a way as to preserve that special character.

Owners and occupiers of non-protected structures located within the Mountjoy Square ACA should note that the normal exemptions from seeking planning permission pertaining to certain type of developments under the Planning and Development Regulations 2001 to 2010 will no longer apply.

There are views and prospects within the City that are considered to be of special amenity value because they define the City adding to its appreciation in terms of its siting and historical development and strengthening its „sense of place‟. The clear view of Custom House from Mountjoy Square contributes to the character of the area. The view is visible from the full length of Gardiner Street Middle and Lower. It is an objective of the ACA to protect this special view from encroaching development.

New buildings and extensions and alterations to existing structures require planning permission. It is the policy of Dublin City Council to seek the repair and retention of traditional fabric of special interest; including those structures, which may not be

protected structures. In terms of advertising structures inappropriate signs and advertising structures including shall not be permitted.

It is an objective the new developments should have regard to the grain and

character of the adjacent buildings, which shall include height, massing, proportions and plot width.

Mountjoy Square Park is an important element of the special character of the area and an objective to prepare a management plan for the maintenance and future development of the Park is recommended.

Recommendation: It is recommended that the variation procedure be initiated to designate Mountjoy Square and Environs as an Architectural Conservation Area. Jim Keogan A/Executive Manager

Procedure followed In accordance with the procedures set out in Section 54 and 55 of the Planning and Development Act, 2000, Dublin City Council by public notice on 11/10/11 indicated its intention to add the Railings & Gates of former St. Vincent‟s Orphanage, Dalcassian Downs, Prospect Road, Dublin 11 to the record of Protected Structures (RPS). No submissions were received by the City Council in response to the proposed addition.

Site Location & Zoning Map

The railings and gates form part of the eastern boundary of Dalcassian Downs. They are in a Z1: To protect, provide and improve residential amenities. Summary Description & History of Structure

Description: Decorative cast-iron railings and entrance gates dating to 1859 on the western side of Prospect Road to the front of the modern apartment complex Dalcassian Court. The high railings surmount a limestone plinth and have particularly distinctive square-profiled entrance piers with decorative cast-iron panels. They are all that remains of the former St. Vincent De Paul Male Orphanage which stood to the west of the railings. Dalcassian Downs, a modern housing and an apartment block now stands on the site. The main entrance gate and flanking pedestrian gates are no longer in use. A hedge runs directly behind them. History: The railings and former gateway on Prospect Road were the front boundary railings to the St. Vincent De Paul Male Orphanage. It was built in 1859 to replace an earlier school in Mountbrown, Kilmainham which had become too small. The school, railings and entrance gates were designed by the architect Charles Geoghegan. Various additions were constructed between 1860 and 1908 including a new wing comprising a refectory, waiting rooms and dormitory) and chapel. The architects for the later work included John Sterling Butler, John Loftus Robinson, George Coppinger Ashlin, James Purcell Wrenn and Patrick Harnett MacCarthy. The Christian Brothers ran the orphanage and school from the time it opened in 1860 until it closed (due to falling numbers in the orphanage) in 1973. Dublin City Development Plan 2011 – 2017 Development Plan Zoning: Z1: To protect, provide and improve residential amenities. Assessment of Special Interest Under the Planning & Development Act 2000

The structure is considered to be of special interest under the following headings:

1. Architectural: The railings are considered to be an exemplar of good quality design and are considered to make a positive contribution to the streetscape.

2. Historic: These railings are a reminder of the former St. Vincent‟s Orphanage which stood immediately to the west.

3. Technical: The railings are considered to be of technical interest due to its innovative use of cast-iron particularly in its use of prefabricated sections of decorative cast-iron panels in the gate pillars.

Significance/NIAH Rating:

The National Inventory of Architectural Heritage (NIAH) has not been carried out for the Dublin City Council area; however, its categories of special interest (architectural, historical, archaeological, artistic, cultural, scientific, technical & social) and its rating system has been used to assess the building in question. The NIAH identifies five categories of rating in seeking to rank buildings. The NIAH rating values are International, National, Regional, Local and Record Only (I, N, R, L, O). Structures which are considered of International, National, and Regional significance are deemed worthy of inclusion on the RPS. Using the NIAH System of rating this structure is considered to be of Regional significance. These are structures or sites that make a significant contribution to the architectural heritage within their region or area.

Submissions/ Objections Received No submissions were received by the City Council in response to the proposed addition. Meeting of the Area Committee The addition of the structure was brought forward to the Central Area Committee on 08/03/11 where it was agreed by the elected members to initiate the procedure to add this structure to the RPS. Recommendation to the City Council In accordance with section 55 of the Planning and Development Act 2000, it is recommended that Railings and Gates of the former St. Vincent‟s Orphanage, Dalcassian Downs, Prospect Road, Dublin 11 be added to the Record of Protected Structures in the Dublin City Development Plan 2011-2017. The making of any addition to the Record of Protected Structures is a reserved function of the City Council.

Site Location

Historical Background Clonliffe Road lies to the north of Dublin City Centre and runs on an east-west axis linking Drumcondra with Ballybough. The road was originally named Fortrick‟s Lane after Tristan Fortrick who built The Red House,‟ also known as Clonliffe House. No.202 Clonliffe Road is likely to have been built c.1840 and first appears on the 1849 Ordnance Survey map. The 1907-08 Ordnance Survey map records the building with a return and the additional buildings beside and behind the man house. The site includes an extensive front and rear garden. By this date No.198 Clonliffe Road has been built and is shown to abut the east elevation of No.200. The grounds of Holy Cross College bound the property to the immediate north. The 1935-1936 Ordnance Survey Map records the structure in more detail with a return and a flight of steps are recorded to the front/south elevation. The revised 2004 Ordnance Survey map records No.202 Clonliffe Road on an L-shaped footprint. The property includes an extensive front and rear garden.

Summary Description of Structure

End-of-terrace two-bay, two-storey over raised basement red brick house, c.1840, now vacant. Twelve granite steps to the front door. Roof hidden behind parapet wall, double span pitched natural slate roof with ridge running parallel to street. Rendered and red brick chimneystacks. Red brick walls laid in Flemish bond on a painted stone plinth course. Painted stucco cornice at parapet level. Brick jack arched window openings with brick soffits and reveals and painted stone cills. uPVC windows. Round-headed brick arched doorway with brick soffit and reveals. Window and door openings boarded up. Timber flat panelled pilasters with corbels supporting cornice to entrance door. Twelve granite steps and cast-iron railings to the front door.

Assessment of Special Interest Under the Planning & Development Act 2000

Architectural: The building is considered to be of architectural interest as it makes a positive contribution to its setting in terms of the unusually long front site of this building and neighbouring terraced buildings to the east. The building was built as a pair along with No. 200 Clonliffe Rd and is an examplar of good quality architectural design of the period in terms of scale, materials and design judging from the exterior. In addition to this, the interior retains original interior joinery, plasterwork and architectural form. These buildings are important in the overall setting of Clonliffe Road as they are key historic buildings outlining the original street line and early building context on the street. It is acknowledged that the building has been neglected and suffered from vandalism, however proper maintenance and refurbishment would restore and enhance the architectural integrity of the building.

202 Clonliffe Road is considered to be of Architectural significance within the meaning of Part IV of the Planning and Development Act, 2000. I therefore recommend that the building be retained on the Record of Protected Structures of Dublin City Council. From the external assessment the building, though extended to the rear, retains the original design features including Flemish brickwork, granite dressing and grand entrance steps associated with mid nineteenth century domestic dwellings of the professional class. The generous scale of the long front site further enhances the significantly historic character of this section of street.

Re: Social Housing in the North Wall Area Introduction At a previous meeting of the Central Area Joint Policing Committee it was agreed that a report on the above would be prepared for a future meeting of the Central Area Committee. . The time span of the report content has been set at 10 years (2001 – 2011) which covers the period of major redevelopment in the North Wall and, in particular, the Docklands area. This period also comes after the demolition and redevelopment of the old Sheriff Street flats, and as such is reflective of how the area has been affected by the economic boom and how that period has impacted on Social Housing. Information contained in this report has been provided through internal Dublin City Council resources, Dublin City Council Housing Department and Dublin Docklands Development Authority. While every effort has been made to ensure the accuracy of the information contained within the report it is likely that some minor omissions or anomalies are present. However, the vast majority of facts and figures contained within this report are fully accurate as of very recently. Facts and Figures Dublin City Council currently own and manages 374 units in the North Wall Area. The majority of these units were built to replace the St. Bridgids Gardens, Saint Laurence‟s Mansion and Phil Shanahan House flats complexes. These were demolished in 1998 following the de-tenanting of the 385 (approx.) remaining occupied flats. This housing stock includes Houses, Apartments and Senior Citizen units and is broken down as follows:

There is a total of 1,052 residents living in these units. 443 of these residents are below the age of 18 years. 3 of these housing units have been allocated to Community Groups. These units are apartments in the Spencer Dock and Crinan Strand area. At the moment there are 13 units void. Housing Maintenance are getting these units ready for letting but some of them are in extremely poor condition and will take a certain period to put back into the housing stock. In addition to the units currently owned by Dublin City Council we have also sold 26 houses back to tenants in the years since the redevelopment of Sheriff Street. 13 of these houses have been sold since 2001. The areas where houses were sold includes: Coburg Place, Ferrymans Crossing, Spencer Dock, Canon Lillis Avenue, Oriel Hall Seville Place, Oriel Hall, Oriel Street Upper and Oriel Street Lower. Housing Associations currently provide 52 Social housing units in the North Wall Area. These units are located in:

Castleforbes Square - 15 units – built 2006

Clarion Quay - 37 units- built 2002

There are a further 19 units let under the Rental Accommodation Scheme, which are managed by Dublin City Council or Voluntary Housing Associations. These units are located as follows:

The cumulative number of Social Housing Units in the North Wall Area therefore stands at 445. Quality of Housing and factors which impact upon it When considering Social Housing provision in the North Wall area it is pertinent to examine the quality of this housing to assess whether the needs and requirements of the community are being adequately addressed. In this regard “Quality of Housing” can be examined under a number of sub- headings:

Location

The North Wall area is well positioned in overall terms in relation to the rest of the city and to the services and facilities generally required by communities. Transport links are well established and have seen improvements through the recent opening of the Luas and Rail stations. While there may have been a diminution in public bus services, in line with other areas of the city, the proximity of the area to major

transport links is a major advantage over other areas of the city. In addition, link roads to other parts of the area and other parts of the city are plentiful and the area is extremely accessible. Local facilities, which will be outlined in more detail later on, and which include schools, retail outlets, leisure facilities, parks, banks, sports facilities and community facilities, are generally well provided and have increased substantially with the development of the Docklands area.

Environment

The area was developed heavily during the economic boom and while this has resulted in extinguishment of large tracts of waste ground and unused lands, the economic downturn has caused some stalling of projects resulting in a somewhat “unfinished” feel to the area. Some areas within the North Wall area, particularly the Seville Place/Sheriff Street vicinity were already well developed and did not, perhaps, benefit as much as other parts of the North Wall area. It should however be acknowledged that facilities such as the linear park, railway station, Luas station, all weather pitch etc. have helped improve the environment of the area and made it a more attractive place to live. Fly – tipping is a huge problem around the area despite proactive management of the issue by Dublin City Council‟s Waste Management section.

Noise and light quality

All recently built units in the area meet requirements in relation to noise reduction and light qualities. While the area is busy from a traffic perspective and this would increase noise within the general environment, it is likely to have little impact on the housing units internally. The proliferation of multi story developments is likely to have resulted in a perceived reduction in the amount of light or sun exposure for already existing units but as these developments were subjected to Planning regulations in relation to this matter, the actual reduction in light is likely to be minimal. Dublin City Council dwellings are generally adequate in relation to light but some would benefit from modern standard noise reduction methods such as double glazing.

Criminal and anti-social behaviour

There is, without doubt, high levels of anti-social behaviour within pockets of the area. This behaviour ranges from on street drinking to muggings and assaults. There is also an ongoing criminal feud which has led to a number of deaths and an underlying tension in parts of the area. This type of behaviour can lead to a low demand for housing in some parts of the area, particularly from applicants living outside the area, with Dublin City Council apartments and houses being secured for long periods of time as they sometimes can prove difficult to let.

Age profile of dwellings

The vast majority of the Dublin City Council units were constructed in the mid 1990‟s and were built to modern standards. These standards would have included the provision of heating, adequate toilet and washing facilities, insulation of attics etc. Newer units such as those managed by RAS and Voluntary Housing associations were built in more recent years and would have been subjected to more stringent requirements in relation to energy efficiency, noise reduction etc. While some of the houses in the area, in particular on the Avenue‟s, are quite old, overall the age profile of the properties is positive.

Suitability of units to family size

A critical input in judging the quality of housing is the size of the units in relation to the number of occupants. In this regard the number of rooms available to the occupants, in particular the number of bedrooms available, indicates the suitability of the dwellings viz a vi the size of the family unit. While various mathematical methods exist to provide such data these are complicated and beyond the remit of this report. Therefore, a simpler indicator has been used based on the number of Dublin City Council dwellings where points for overcrowding or bedroom shortage have been awarded to either housing or transfer applicants, under the Scheme of Letting Priorities. This indicator provides the following information:

Housing and transfer applicants in 41 DCC dwellings have been awarded points for overcrowding/bedroom shortage so this indicates that only 11% of the DCC dwellings could be deemed unsuitable on basis of size.

While this measurement is quite low, it should be noted that it is probably an understatement of the actual situation. This occurs because many tenants are not on the transfer list and some of these tenants would receive overcrowding/bedroom shortage points if they applied to go on the transfer list. There may be various reasons why they have not applied to go on the transfer list with the most likely being that they are large families in 4 bedroom units and even if they were on the transfer list they would not be offered larger accommodation. In cases like this it is likely that when the children reach a sufficient age they will apply to go on the Housing list in their own right.

Condition of units (Dublin City Council units only)

The most obvious way of gauging the condition of the units, without physically inspecting them individually, is by reference to the reports of maintenance defects as logged to Dublin City Council Anite Housing System. A review of complaints logged over the previous 18 months has established the following information:

o Complaints have been logged for 75% of the Dublin City Council dwellings

over the last 18 months. The vast majority of these complaints have been

addressed and were of a minor nature (broken locks, leaking taps etc.), due

to fair wear and tear

o Approximately 18% of the complaints have been received in that period were

of a more serious nature and included complaints in relation to roofs,

electrical faults, dampness and sewerage problems. While the majority of

these complaints have been resolved some issues are still outstanding, as

they require further investigation and identification of the remedial works

involved

o No tenant has had to be moved out of their dwelling as a result of

maintenance issues.

Security of Tenure

Security of tenancy is another factor which can impact on quality of housing. As this report is confined to Social Housing units this particular issue is not a major factor on quality of housing in the North Wall area. All social housing units, whether Dublin City Council or Housing Association, are let under tenancy agreements which bestow stringent rights on tenants and are governed by legislation which ensures fair procedures are followed before any tenant can have their tenancy terminated. Furthermore, it is the Courts who ultimately decide whether a tenancy is to be terminated, and not landlords or their agents and procedures can be drawn out for long periods of time.

Facilities and services within the North Wall area To support communities it is of course essential to have a range of facilities and services along with adequate housing. It is therefore appropriate to examine the provision of such facilities and services within the North Wall area. There are a large number of such facilities in the immediate area and these are outlined below:

In addition to these services and facilities there are state agencies and groups which, while not based in the area, provide services in the area. Housing demand in the North Wall Area As with all areas of the city demand for housing in the North Wall is dependant on a number of factors including the size of available units, the type of available units (house, apartment etc.), family ties within the area, level of anti-social behaviour etc.

In common with other areas of the city there are certain parts of the North Wall area that are more sought after by housing and transfer applicants. Houses in areas such as Oriel Street are very high demand while houses on Sheriff Street are low demand. Likewise, apartments in the Castleforbes area are high demand while apartments in Crinian Strand are low demand. In general apartment type dwellings are less sought after than houses. This is as a result of the increased privacy, availability of private gardens etc. which houses offer over apartments. It is very noticeable that very little migration has taken place into Social Housing units in the North Wall area, despite a large migration into the private units in the Docklands area. Very few housing or transfer applicants from outside the North Wall area seek to be housed within that area. Those exceptions who do seek to be housed in the area generally have family ties to the area or have previously lived in the area. It should, however, also be noted that the vast majority of housing and transfer applicants who already live in the area wish to be housed within the area should suitable units become available. Dublin City Council‟s administrative area is sub-divided into 10 areas for housing purposes. The North Wall area is part of Area H under this sub-division. Area H also includes other area such as East Wall, Summerhill and Ballybough. Housing and Transfer application forms currently request applicants to indicate three areas of preference for housing choice. Typically applicants indicate these preferences by reference to housing area (Area H, Area E etc.) rather than particular sections of those areas. Applications forms do not in general indicate specific parts of a particular housing area that applicants are interested in and this information tends to come through engagement between applicants and local, and central, housing staff. It is therefore not currently possible to extract information on specific parts of a housing area and match the true demand for that part of the area. For reference and information purposes the following are the current statistics for applicants seeking housing or re-housing within Area H:

o 2,264 applicants on the Housing list

o 916 applicants on the Transfer list

o 304 applicants on the Homeless list

o 154 applicants on the Priority list (Welfare, Medical etc.)

Missed Opportunities for Social Housing in the North Wall area As part of the redevelopment of the Docklands area the following residential developments have been granted planning permission in recent years*:

o 39 to 40a Mayor Street

o 1-2 Castleforbes/Sheriff Street

o 154a and 156a Sheriff Street Upper

o Dublin Maritime

o 78 – 80 North Wall

o Point Village District Centre

These developments included Part V conditionality which would have yielded the following: o 30 Affordable Units

o 51 Social Housing units

o 53 Part V units which are not defined as Social or Affordable units

As of yet none of these developments have yielded any Social Housing or Affordable housing.

*(Information based on DDDA stats from 2009) Future Prospects for Social Housing in the North Wall area The prospect for further provision of Social Housing within the North wall area is limited. There are no current plans for direct build housing and given Government policy and the ongoing financial difficulties it is unlikely that this situation will change in the near future. While there is some scope for provision of units through the Long Term Social Leasing Scheme, RAS and Dublin City Council buy backs these schemes are likely to provide very few units in the North Wall area. The only realistic possibility of further units being provided in larger numbers would appear to be through as yet unrealised private developments which have Part V commitments, or through the granting of permission to new developments which will include Part V units. In this regard there are a further 21 units at Castleforbes Road which will become available to housing applicants when outstanding legal issues are addressed. It should also be noted that the last planning application for Block N, Spencer Dock included the provision of 112 Social Housing units. This project is currently on hold following rejection of the scheme at the Planning stage. However, these two projects have the capacity to provide a potential further 100 + Social Housing units. Beyond these schemes there are currently no major development projects within the North Wall area which will provide large numbers of units for Social Housing. Conclusion While much of the redevelopment of the area, in the time period considered, has been concentrated around the North Docklands area there is no evidence that this development has diminished or impacted negatively on the provision of Social Housing. The Part V planning requirement has provided some additional housing within the North Wall area, even if this has not been as expansive as had been hoped. As outlined there still remains some potential for an increase in the provision of Social Housing but there is no certainty if and when further units will become available. However, the facts and information available show that in 2001 the number of Social Housing Units in the North Wall Area stood at approx. 387. The provision of extra Social Housing units through Voluntary Housing Associations and RAS units, along with some units purchased by Dublin City Council, has resulted in an overall increase in the provision of Social Housing in the North Wall area to 445 units with the potential of 21 further units at Castleforbes Road to come giving a grand total of 466. This increase equates to an approximate 20% rise in the overall level of Social Housing stock in the area which poses challenges In terms of management for Dublin City Council but which we are confident we can overcome. Proposal

A request to have the public right of way extinguished over the laneway to the rear of 28-39 Abbey

Street Lower, including portion to the side of 111 and 112 Marlborough Street, and 1-11 O‟Connell

Street Lower, known as Harbour Court, Dublin 1 has been received. The reason for this proposal is

to facilitate the erection of gates, in order to eliminate anti-social behaviour in the area. The extent of

this proposed extinguishment is shown on the attached Drawing RM24572.

Service Checks

A service check will be undertaken to establish what, if any, are located at this area. Suitable

arrangements will be put in place prior to completion of this proposal.

Statutory Requirement

The statutory procedure involves giving public notice of the proposal in one or more newspapers

circulating in the City and the affixing of that notice at each end of the right of way for a period of not

less than 14 days. Any objections or representations made and not withdrawn shall be considered.

The extinguishment of a public right of way is a function reserved to the elected members of the City

Council.

Recommendation

I recommend that procedures be initiated under Section 73 of the Roads Act 1993 to extinguish the

public right of way over the area indicated on attached Drawing RM24572 .

PROJECTS UNIT, NORTH EAST INNER CITY

Liberty Park Crèche There are currently 30 children attending the crèche on a full time basis. The 2-year extension agreement with Davencrest Ltd. T/A Kids Inc will expire on 31st May 2012. The Central Area Office intends to advertise Expressions of Interest for the new contract later this month.

Liberty Corner - Disposal of Nine Retail Units Five of the units have been disposed of, and there are four remaining units. Lisneys have been marketing the remaining units for lease however there has been very little interest in the letting of the units. Dublin City Council is currently considering a proposal by the Arts Office to use the 2 larger units located on James Joyce Street for cultural type use. An Expressions of Interest exercise has commenced to offer the two smaller units which face Liberty House for community type use to local groups / projects who have previously sought office type space within the Central Area environs. Interested parties will be invited to attend a clarification interview with Dublin City Council representatives early in the New Year and then a review of all applications will be carried out. An offer to use each unit, by way of licence agreement will be then made to the most suitable group. Each unit will require total fit-out and this will be the responsibility of each successful applicant along with utility, rates and maintenance costs.

Vacant Commercial Unit at Sean Treacy House An Expressions of Interest exercise has commenced to offer this unit for community type use to local groups / projects who have previously sought office type space within the Central Area environs. Irish Rail – Maynooth Line The Railway order for the upgrading of this line has been postponed but survey work and preparatory electrification is ongoing. Carnlough Road Irish Rail are carrying out access works beside the Cabra Hills development at Carnlough rd / Cabra Rd. Killala and Drumcliffe Swales The project was approved at a meeting of the full City Council on November 7

th.

The following are the proposed timelines. January/February 2012 – Overflow pipe from the junction of Faussagh Avenue and Killala Road to the park area (100m long approximately). March/April – Construction of the two swales, weather permitting. May – Landscaping of the two swales. Summer – Main grass growth period. New Pelletstown Train Station Charlie Lowe has met with Ballymore Homes and Iarnród Éireann regarding the design of the station. When agreement has been reached, the Planning Department will review. It is intended that this stop will be similar to a Luas stop and will function as a fully automated station. It is expected that Irish Rail will seek planning permission in the New Year . Royal Canal Works The relining of the canal is progressing well but could not be completed by Christmas. The contractor will resume on January 3

rd for approximately two weeks to finalise works.. Waterways Ireland are in

discussions with Irish Rail in order to identify the source of the contamination, which has been long standing, with a view to having it removed under licence at some point. Royal Canal Study Group The group continues to meet to explore ways of improving the amenities of the canal for residents, visitors and water users alike. Inland Waterways Association members are particularly concerned about the area around Spencer Dock and a submission has been made to the Operation Liaison Group to approach CIE on this directly. Proposed Royal Canal Cycleway A feasibility study has now been completed following consultations with residents groups and other interested parties by the office of the QBN. The project will now seek funding and planning permission. CIDP Development Works - Navan /Ratoath Rd No further complaints have been received from residents since the meeting of 12

HARP Community Gain At the end December 2011, over €140,000 has been paid in Minor and Major grants to the 2011 applicants. All applicants must supply regular reports to the HARP office setting out the progress of the project and information on expenditure.

Development works Annamoe Terrace Work on the installation of a pipe to connect the drainage system on the Cabra Road to that on Annamoe was carried out and completed in December. McKee Court: The first units have now been allocated and further allocations are in process. Cardiffsbridge Park – River Rd The new pedestrian bridge was installed in December and the current works, which began in September are due to be completed by the end of February. Pedestrian Crossing Oxmanastown Rd The crossing at the junction with NCR was turned on on 8

th December.

Smithfield Enhancement Scheme Phase1 and Phase 2 are completed with the exception of the landscaping works. The trees will be planted and the planters will be put in place in November. Grass seed was sown on the planting areas and the terrace and these areas currently hoarded off to allow the grass to become established. The tender for Phase 3 (New Church St/May Lane and the Haymarket) is progressing well. Relaying the setts on Church St is completed. Road reconstruction works are continuing on Bow St and May Lane and are due for completion at the end of this month. In the course of digging works on May Lane to realign a water main human remains believed to date from the 17

th century were discovered.

The remains are being examined by Franc Myles, Archaeologist. The tender for the construction of the welfare building has been awarded to Ralph McMahon Construction Group Ltd and the contractor has commenced work.

Community Development Update December 2011-12-13 Christmas Tree Lighting Events took place in Royal Canal Park on 8

th and in Rathbourne on 10

th.

Both events were organised by the residents associations and supported by local businesses, D.C.C. and Blanchardstown Parish. This was the first activity organised by the newly formed Rathbourne Residents Group and it was a great success. The Lights were turned on in Cabra on the 8th by Public Lighting and festivities were respectfully cancelled due to a fatal accident on Faussaugh Rd the previous Friday. Christ the King Christmas Party took place on Monday 12

th in the School Hall. The day was organised

by DCC and the Centre Committee and Father Carroll. The Band and the refreshments were supplied by DCC who also helped out on the day. It was attended by over 100 senior citizens who sang and danced the afternoon away. Also thank you to the three pupils from St Dominic‟s who helped serve the tables. The MACRO Men‟s Club opened it doors on 7

th Dec. Some ideas for activities will be developed in the

New Year. It will be advertised again throughout the area so we are asking for everyone to spread the word. Contact Paul Fitzpatrick on 086 8150927 for details. The new MUGA (multiple use games area) in Drumalee is scheduled for completion in December. It went ahead following consultation with Local Residents Youth Groups and Schools. There details for the official opening will be notified. The Cabra Business Association held a Christmas Fair in St Finbarrs GAA Club on 11

th. Fifty

businesses took part. Santa arrived, with photo opportunities, face painting and goody bags. Also in attendance: local artists, the Red Cross and pupils from St Declans with their mini company. The CBA are talking with DCC about proposals to improve the three shopping areas in Cabra.

North Inner City Housing Update

Matt Talbot Court Maintenance issues in relation to roof and dampness have been flagged with Housing Maintenance Section. Still awaiting report from Housing Maintenance Engineer. Vacancies will be given out to contractor over the next few weeks. Resurfacing of the playground has now been completed. Repairs will also be carried out on damaged equipment and should be completed by early January. Liberty House Project went to tender in mid November. Closing date for receipt of tenders was originally 14

th

December but this has been extended to 13th January. Two families have moved out of section of E

block that needs to be detenanted. Two other families were due to move to the Forge but this has been delayed due to the gas flue issue. Three other families have agreed to move.

St. Mary’s Mansions One vacant has been allocated to case with lower points than normal in accordance with agreement to re-let outside Scheme. A three bed unit is now ready and awaiting letting. Patrick Heeney House and Crescent Snagging issues in relation to heating persist. Contractor has been issued with instruction to resolve these issues before payment of outstanding fees will be released. Avondale House Contractor has been selected to undertake Precinct Improvement Project. Work now expected to commence on site in January. Housing maintenance are engaging contractors to undertake work in the vacant units. Alfie Byrne/Hill Street Contractor has been selected for Precinct Improvement Project. Work expected to commence in January. The Kiln/Forge A problem has been identified with the gas flues in these apartments. As a result 8 units had there gas disconnected in mid November. The issue is now being addressed by the original Mechanical Engineers. Works will continue into the New Year but the work is on schedule as per programme issued. All accessible units in the Forge have now been reconnected to the gas supply. There has been access issues with two of the units but it is expected that works will be undertaken shortly in these units.

Poplar Row, Taaffe Place, Annesley Avenue & Place Housing Maintenance Division has carried out testing in the duplexes. These tests showed traces of pyrite in the dwellings. Further investigations are being carried out at present to determine the severity of this issue. The Structural Engineer, City Architects Division attended a third meeting with the local residents group on 27

th October 2011 in Ballybough Community Centre to update them on the three main

elements of work being carried out. See report below; Testing of Stone Samples A representative amount is required (i.e. not every house) and test results are awaited on five recent samples. Three samples taken from footpaths at the same time have been tested, and the results indicate the presence of Pyrite. Further sampling will take place on Annesley Avenue/Close and Poplar Row, as the condition survey is nearing completion. Condition Surveys Since the 1

st meeting with local residents group on 2

nd June 2011 the surveying of the dwellings has

been ongoing and nearing completion. Following inspections carried out by the Structural Engineer, Housing Maintenance are currently carrying out repairs on effected ceilings and doors in some units. Levelling (i.e. measurement of lifting of the floors) Surveyor has visited the site, and reference points (benchmarks) have been installed. One will be on the vacant site, one on the vacant land on at Newcomen Court and one on a building on East Wall. Regular measurement will commence shortly thereafter.

Croke Villas There are now 19 dwellings out of a total of 79 occupied in the complex. The Estate Manager is liaising with the remaining individuals/families in trying to identify suitable accommodation in the areas they have requested. However, this process is becoming more difficult with the remaining families in Croke Villas being very specific in where they want to be accommodated. A total of 19 offers have been made to families/individuals in the complex this year with 2 accepting and 17 refusals. Discussions have been held with the GAA in relation to the potential for developing a joint approach to the development of the site. Councillors will be updated on a regular basis.

A film production company were on site in the complex on Thursday 15

th December 2011 shooting a

film scene. A total of 35 paid extra positions for the film were given to the local community including people in the Croke Villas complex. North Clarence Street/Dunne Street

The investigation of last month‟s incident surrounding the collapse of the main gate is still ongoing. Ballybough House There are ongoing estate management issues in the complex. A notice to quit and demand for possession has been served on one tenant in the complex. This case is currently before the courts. The Estate Manager has been liaising with An Garda Siochana to identify the teenagers who have been congregating in the complex over the past number of months. To date, 15 tenants have attended for interview with Dublin City Council with further interviews pending.

Tom Clarke House/Orchard Road Depot

To date, we have received no response from Department of the Environment on the submitted proposals to re-develop Tom Clarke House/Orchard Road on an incremental basis with Ballybough House and the vacant site Poplar Row, Dublin 3.

St. Agatha’s Court

A proposal has been submitted to Department of Environment to get their observations and their initial approval for this project. The Five Lamps Arts Festival have approached Dublin City Council with a proposal to use part of the vacant site to cultivate plants and flowers as part of their “Flowers for the Alter” project. The feasibility of this possibility is currently being investigated and discussions with the group are ongoing.

Dorset Street Flats Anti social behaviour continues to be an issue within this complex and the situation continues to be closely monitored on an ongoing basis and estate management is working closely with An Garda Siochana. Wired Up Solutions were the successful bidders for the tender for the CCTV system. Works are due to commence before Christmas.
