NCMHA Celebrating 50 Years

The roots of NCMHA go back to the I950s and a two state trade association called the Mobile Home Association of the Carolinas, based in Charlotte, NC. The organizer and

first president of that group was F.L. German.

By I968, several members of the Mobile Home Association of the Carolinas felt there was a need to divide the organization into two states, North and South Carolina, and relocate their respective headquarters to the state capitols. This, they reasoned, would bring them in closer contact with the legislators and government officials responsible for regulating the industry.

On July 19th, 1968 NCMHA was born as the Mobilehousing Institute, Inc. and established its headquarters in Raleigh, NC. Four men served as an interim Board of Directors: Wal-lace J. Conner, Jesse T. Williams, C. S. Gouch, and Harvey W. Gouch. Members of the new association soon elected Wallace Conner to be the first president; James E. Lavasque vice president; J.T. Williams, secretary, and Harvey Gouch, treasurer. The first official Board of Directors was composed of David Whitesell and Rollan Jones, manufacturer representa-tives; Walter Sheppard and F.L. German, dealer representatives; Ben Layton and Wade Parrish, park representatives; E. J. Tyson, service representative, and Bob Fussell, supplier representative.

The new trade association held its first convention in January I969. The main speaker was Governor Bob Scott who proposed establishment of a Governor's Advisory Committee on Mobile Housing, in recognition of the industry's growing importance in the state's total economy. The move to Raleigh for more political clout was already paying off.

To keep up with the times and growing scope of the industry, the association experienced two name changes, in 1971 the Mobilehousing Institute, Inc. became the North Carolina Manufactured Housing Institute and then in 2008 adopted the current name North Caroli-na Manufactured and Modular Homebuilders Association (NCMHA).

To accommodate the growing number of services and staff NCMHA has relocated three times over the years, moving each time to larger offices. The original office was in the Law-yers Building on Salisbury Street in downtown Raleigh. The offices were moved to an office park near North Hills in 1980 and into even larger quarters in Highwoods Business Park off U.S. 1 in I986. The association purchased its own two-story, 6,400 sq. ft. office building at 4911 Departure Dr. in Raleigh in 1991.

NCMHA has had 42 presidents (see page 4) and five Executive Directors since it was found-ed. Becky Dobbins, the first official Executive Director, started work on April Ist, 1969 was succeeded by Patsy Morton Rumbley in August 1982, Chuck Watkins, also a past president, took over in September I990, followed by Steve Zamiara in February 1992. NCMHA’s cur-rent Executive Director, Brad Lovin, took the reins in July 2004 following Steve’s retire-ment.

On joining NCMHA as Executive Director, Becky Griffin Dobbins found only $58.16 in the association bank account and it was a struggle to keep the bills paid during the first few years. In the early 1970s, the present system of collecting dues was adopted, providing a firm financial foundation for the association. This unique system, by which dues are add-ed to the manufacturer’s invoice and paid by the manufacturer, guaranteed NCMHA’s future and is considered one of the most significant events in its history.

The industry has come a long way in 50 years and NCMHA has grown as well, providing members an organization for development of standards, improvement of public image and needed legislation. NCMHA has also played a vital role in making North Carolina one of the leaders in the manufactured housing industry.

The Scott Morton Educational Trust has awarded over 200 scholarships totaling more than $150,000 since it was established in 1989 in memory of Executive Director (1982- 1990) Patsy Morton Rumbley’s son whose life ended in a tragic dirt bike accident March 1988. The Trust supports the pursuit of higher education by awarding annual cash stipends to graduating high school seniors, adults attending college, junior college or technical school, or students with special educational gifts or needs that have a family member in the manu-factured or modular housing industry and whose company is a member of the Association. The recipients represent the ambition, love of life and faith in the future exemplified by Scott. Members who have served on the Board of Trustees since it was established are:

NCMHA’s highest honor, the James E. Lavasque Award, is presented each year to an industry member whose success in the industry, and contributions of time and talent to their industry, deserve recogni-tion. The award was established in memory of James E. Lavasque, an industry pioneer and one of the founders of NCMHA. Lavasque, founder of Oakwood Mobile Homes, died in I978. Recipients are:

CONVENTION EVOLVES INTO BUSINESS MEETING

Since the very first meeting in January 1969, the Convention provided members a unique blend of business, entertainment and relaxation. In addition to top indus-

try leaders, speakers and entertainers including Jim Valvano, Lee Greenwood, Norman Vincent Peale and Chubby Checker, members celebrated Christmas in July, compet-ed in their own version of the Olympic Games and who will forget 1985’s Drag Beauty Contest? In the early years the convention sites alternated between Asheville and Wilm-ington with occasional forays to Colonial Williamsburg and Pinehurst, eventually adding Myrtle Beach which became the favored location.

At member request, recent years have seen the Convention evolve into a shorter centrally located Business meeting focusing on industry and economic trends, education and recognition of NCMHA’s outstanding members. 2012 included a special invitation and salute to the Industry Pioneers of the first 20 years and Past Presidents will be honored with a special reception at the 2018 50th Anniversary Celebration.

LEGISLATION ALWAYS A TOP PRIORITY

NCMHA’s original charter made it clear that a major reason for the association’s existence is to work for laws and regulations favorable to the growth of manufactured

and modular housing. From passage of the state construction standards that became a model for the HUD code, to the present day fight against unfair taxation and zoning, impact fees and unfavorable lending legislation, NCMHA has always been an industry leader in legislative activity.

NCMHA works with many local, state and federal agencies to promote favorable and fight unfair legislation and practices in many areas affecting the industry including:

• Lending Legislation

• Insurance Legislation

The law firm of Jordan, Price, Wall, Gray and Jones, now Jordan Price Law Offices, has represented NCMHA since it was founded and has helped the association win many major legisla-tive battles. John Jordan handled the lobbying until 1980 when his partner Frank Gray took over most of the work and has continued to represent NCMHA for the past 38 years.

A strong commitment to improv-ing the public image of manufac-

tured and modular housing has always been a major part of NCMHA’s agenda. Through the years public relations and marketing efforts have included displays of homes at malls, home shows, factory tours, information programs for high school students and teachers, dozens of published brochures and other infor-mation pieces about the industry. One of the most significant milestones in image improvement was establishment of a Standards & Practices sub-com-mittee in 1988. The work of this group led to the creation of the Registered Hosing Specialist Program. Two of the most notable Public Relations events are the Urban Design Project completed in 2000 and the annual display home at the North Carolina State Fair viewed by more than 40,000 consumers each year.

The objective of the Urban Design Project was to place a manufactured home that is not only affordable, but also architecturally compatible with the surrounding homes and neighbor-hood. After jumping many hurdles to demonstrate to the local government

ASSOCIATION COMMITTED TO IMAGE IMPROVEMENTthat the home would blend well and was as safe and durable as a site-built home in November 1999 the city council began making important changes to the language in the current city ordinance to free NCMHA to propose zoning changes so that the Urban Design Project could proceed. R-Anell Custom Homes, who was chosen to build the home, completed the home in mid-April and on May 15th, 2000 the house was welcomed by curious neighbors who waited for the newest house to be brought into their neighborhood in 30 years. The end result, the house at 125 Prospect Avenue in Raleigh looks like all the other houses on that street in the Caraleigh neighborhood and set the standard for local government to allow more manufactured homes within the city limits.
