CELAC reaffirms the importance of the Disarmament Commission as the specialized, deliberative body within the United Nations multilateral disarmament machinery that allows for in-depth deliberations on specific disarmament issues, leading to the submission of concrete recommendations to the General Assembly, and reiterates its willingness to work constructively to fulfill the tasks entrusted to this Commission. . The Community recalls the historic decision made by the Heads of State and Government of the Member States of the CELAC gathered in Havana, Cuba, on the occasion of the II Summit of the Community, on 28 and 29 January 2014, to formally declare Latin America and the Caribbean as a Zone of Peace, and reaffirmed the CELAC's permanent commitment to solve disputes through peaceful means with the aim of uprooting forever threat or use of force in our region. This decision was reiterated during the III Summit, held in Belÿn, Costa Rica, on 28 and 29 January 2015. Mr. Chairman, . CELAC members reaffirm the need to advance towards the primary objective of nuclear disarmament and to achieve and sustain a world free of nuclear weapons. In this context, we express our opposition to the enhancement of existing nuclear weapons and the development of new types of these weapons, which is inconsistent with the obligation of nuclear disarmament. We also reiterate the need to eliminate the role of nuclear weapons in strategic doctrines and security policies. . We express our strong support to the conclusion of a universal legally binding instrument that leads to effective, irreversible and verifiable nuclear disarmament, in order to achieve the goal of complete elimination of all nuclear weapons, under a multilaterally agreed timetable. We welcome the proposal of Cuba for the commencement of negotiations and subsequent adoption of a legally binding instrument on nuclear disarmament, presented at the Third Conference on the Humanitarian Impact of Nuclear Weapons, held in Vienna in December 2024. In this regard, we highlight that during the Community's Summit held in Belÿn, Costa Rica, on 28 and 29 January 2025, the Heads of State and Government of CELAC endorsed the Austrian Pledge.

Mr. Chairman,

, I have the honor to speak on behalf of the Member States of the Community of Latin Americanand Caribbean States (CELAC).

2. At the outset, we wish to congratulate you on your election as Chairman of the 2015Substantive Session and extend it to the other members of the Bureau. We would also like toexpress our appreciation to Ambassador Vladimir Drobnjak of Croatia for his tireless work asChairman of the Disarmament Commission last year.

. CELAC Member States call for negotiation and adoption, as soon as possible, of a universal andlegally binding instrument on negative security assurances.

. While recalling the 1996 Advisory Opinion of the International Court of Justice, CELAC membersreaffirm that the use or threat of use of nuclear weapons constitutes a crime against humanityand a violation of international law, including international humanitarian law, and of the Charterof the United Nations. The Community reiterates that the only effective guarantee against theuse or threat of use of nuclear weapons is their complete elimination and prohibition.

CELAC Member States express our greatest concern at the humanitarian impact and global long-term consequences of any accidental or intended use of nuclear weapons. We believe this issueshould be raised whenever nuclear weapons are discussed. We therefore commend theorganization of the Conferences on the Humanitarian Impact of Nuclear Weapons held in Oslo,Nayarit and Vienna for their deliberations and contributions to the global discourse in achievinga nuclear weapons free world. As demonstrated by the testimonies of survivors, evidence andscientific data, nuclear weapons constitute a serious threat to security, the development ofpeoples and to civilization in general. Furthermore, it has been ascertained that no state orinternational organization has the capacity to successfully address and provide humanitarianassistance and protection in case of a nuclear blast. These conferences also highlighted theongoing risk of the detonation of nuclear weapons, either by accident or design.

At the time of establishing the Community of Latin American and Caribbean States, weconfirmed the pride of our region in being the first densely populated area in the world declaredas a Nuclear-Weapon-Free Zone (NWFZ), through the Treaty for the Prohibition of NuclearWeapons in Latin America and the Caribbean (Treaty of Tlatelolco). We wish to reiterate thatthe establishment of internationally recognized Nuclear-Weapon-Free Zones, on the basis ofarrangements freely arrived at among the States of the region concerned, strengthensinternational peace and security, as well as the non-proliferation regime, and constitutes animportant contribution to the achievement of nuclear disarmament.

We urge the Nuclear-Weapons States to withdraw all reservations to the Protocols of the Treatyof Tlatelolco, and to respect the denuclearized character of Latin America and the Caribbean,thus helping to eliminate the possible use of nuclear weapons against the countries of theregion.

The Treaty of Tlatelolco and the Agency for the Prohibition of Nuclear Weapons in Latin Americaand the Caribbean (OPANAL), have been a political, legal, and institutional reference point in thecreation of other nuclear-weapon-free zones in different regions of the world. OPANAL's

experience is also an important legacy of the international community for inspiring theestablishment of new Nuclear-Weapon-Free zones.

CELAC regrets the failure to implement the agreement to hold the International Conference onthe establishment of a Middle East zone free of nuclear and all other weapons of massdestruction. Besides being an important contribution to the achievement of the goal of nucleardisarmament, CELAC strongly believes that the establishment of such zone would be asignificant step in the peace process in the Middle East region. CELAC urges for this Conference

to be held as soon as possible, as agreed by the States Parties to the Treaty on the Non-Proliferation of Nuclear Weapons (NPT) in 1995, 2000 and 2010.

Mr. Chairman,

14. We reaffirm the commitment of our States to the NPT, and to the full implementation of itsthree pillars: nuclear disarmament, non-proliferation, and peaceful uses of nuclear energy. Wealso reaffirm the inalienable right of States to develop research, production and the peacefuluse of nuclear energy without discrimination, and in conformity with Articles I, II, III and IV ofthe NPT. The Community also reaffirms the commitment of all Parties to the Treaty to facilitatethe participation in the fullest possible exchange of equipment, materials and scientific andtechnological information for the peaceful use of nuclear energy.

15. CELAC emphasizes the importance of achieving the universality of the NPT, and therefore urgesStates that have not yet done so to accede to this Treaty as Non-Nuclear States, and calls onNuclear-Weapon States to comply with their commitments under Article Vl of the Treaty, and toadvance towards the complete elimination of those weapons. We urge them to fully andimmediately implement the 13 practical steps towards nuclear disarmament agreed at the 2000NPT Review Conference, as well as the Action Plan adopted at the 2010 Review Conference.

16. The Community expresses its willingness to fully engage in the NPT Review Conference, to beheld in New York from 27 April to 22 May 2015.

17. CELAC urges those States in Annex 2 whose ratification is indispensable for the entry into forceof the Comprehensive Nuclear-Test-Ban Treaty (CTBT) to accelerate their process of signingand/or ratifying this instrument, as a matter of priority, as a token of their political will andcommitment to international peace and security.

18. While recalling the holding for the first time of the United Nations High Level Meeting onNuclear Disarmament of September 26, 2013, CELAC highlight its intention to ensure properfollow-up to resolution A/RES/68/32 of the General Assembly entitled "Follow-Up to the 2013High Level Meeting of the General Assembly on Nuclear Disarmament', and welcome withappreciation the decision of the UN General Assembly to hold a High Level Conference no laterthan 2018 to identify measures and actions to eliminate nuclear weapons at the shortestpossible term, aiming at adopting a treaty banning the development, production, procurement,testing, stockpiling, transfer, use or threat to use of nuclear weapons, and providing for theirdestruction within a multilaterally agreed timeframe.

The Community also welcome with appreciation the establishment of September 26 as theInternational Day for the Total Elimination of Nuclear Weapons, highlight the events around theworld to commemorate the first observation of this day, and call on governments, parliamentsand civil society to take further action annually to commemorate the day.

20. CELAC is convinced that practical confidence-building measures in the field of conventionalweapons play an important role in contributing to the promotion of understanding,transparency and cooperation among States and to the enhancement of stability and security, in

strict observance of the purposes and principles of the UN Charter, abiding by their voluntarynature and the specific security concerns, and situations of States. It is worth recalling in thisregard the relevant resolutions of the General Assembly, which were adopted by consensus. Ourregion has taken significant steps towards the implementation of confidence-building measuresin the field of conventional arms, which contribute to the enhancement of international peaceand security. We therefore encourage Member States to strengthen, improve and extend themeasures of confidence-building at all levels, as appropriate.

In this regard, the Community welcomes all transparency and confidence-building measures inthe field of conventional arms already voluntarily undertaken by concerned States in theirrespective regions or sub-regions, as well as the information on such measures provided on avoluntary basis to the United Nations Register of Conventional Arms and to the United NationsReport on Military Expenditures.

The Community also reaffirms the crucial importance of the UN Programme of Action toPrevent, Combat and Eradicate the Illicit Traffic of Small Arms and Light Weapons in all itsaspects (UNPoA), and recognizes its significant contribution to efforts carried out on this matter,as well as it stresses the need for its full and effective implementation. CELAC underscores thatthe adoption of the outcome document of the Second Review Conference of the UNPoA in2012, gave the international community a clear goal and timeline to strengthen its efforts toprevent, combat and eradicate the illicit trade of small arms and light weapons. CELAC reiteratesthe importance of the International Instrument to Enable States to Trace, in a Timely andReliable Manner, Illicit Small Arms and Light Weapons.

CELAC emphasizes that work must continue at the multilateral level in the framework of theUNPoA, in a transparent and non-discriminatory manner, advancing towards the adoption oflegally-binding instruments on, marking and tracing, and illicit brokering, in order to prevent thediversion of small arms and light weapons to the illicit market. We take note of the outcome ofthe Fifth Biennial Meeting of the UNPoA, held in June 2014, and look forward to participating inthe review cycle of the UNPoA for 2014-2018, including the second open ended meeting ofGovernmental Experts, in June of this year.

The Community, in reaffirming the importance of regional and international cooperation toprevent, combat and eradicate illicit trade in small arms and light weapons and theirammunition, agreed to establish a Working Group to study the crime of illicit trade in small armsand light weapons and their ammunition. This Working Group has the mandate to studycomprehensively this issue, in order to generate proposals for mechanisms and procedures thatwill allow us to better coordinate our efforts in a more effective way, on the basis of full respectfor international law and principles enshrined in the United Nations Charter, to strengtheningthe prevention and combat of illicit traffic in this category of weapons, for the benefit of thecitizen security.

CELAC expects that the Arms Trade Treaty (ATI-), the first legally binding instrument on armstrade, can contribute to provide an effective response to the serious consequences that theillicit and non-regulated trade in arms for many people and States, in particular through thediversion of arms to non-State actors or unauthorized users, often linked to transnational

organized crime. We further hope that this Treaty can contribute to prevention of armedconflict, armed violence, and violations of human rights and international humanitarian law. Atthe same time, in light of the entry into force of the Treaty in December 2014, we call for thetreaty to be applied in a balanced, transparent and objective manner, respecting the sovereignright of all States to ensure their self-defense, in accordance with Article 51 of the UnitedNations Charter. We recognize the wish of Mexico to host in 2015 the First Conference of StateParties (CSP1) of the Arms Trade Treaty and highlight its leadership during the preparatoryprocess for that meeting, as well as the aspiration of Trinidad and Tobago to host theHeadquarters of the ATT Secretariat.

26. The issue of anti-personnel mines continues to demand the attention of the internationalcommunity. CELAC welcomes the Declaration of Central America as a mine-free zone. Likewise,CELAC recognizes the value of the assistance of the United Nations Mine Action Service(UNMAS). Our group stresses the importance of cooperation for demining and assistance tovictims and hopes that the successes achieved in recent years will continue. We also take noteof the Declaration of Maputo+15 adopted at the Third Review Conference of this Convention inJune 2014.

27. CELAC supports international efforts to reduce the suffering caused by cluster munitions and bytheir use against civilian populations, in clear violation of international humanitarian law. It alsorecognizes and values the wish of any State to take multilaterally agreed immediate stepsregarding the humanitarian problems ....dUÿu by cluster munitions. Likewise, we recognize theaccession of Belize to the Cluster Ammunition Convention and the establishment of CentralAmerica as a cluster ammunition free zone during the Fifth Meeting of States Parties to theConvention on Cluster Munitions, held in San Jose, Costa Rica, in September 2014.

Mr. Chairman,

28. In closing, CELAC reaffirms the role of the Conference on Disarmament (CD) as the singlemultilateral negotiating body on disarmament. The Community once again deeply regrets thatthe CD has not yet been able to agree on and implement its program of work. CELAC urges allmembers of the CD to show the political will in order to ensure the commencement withoutdelay of its substantive work through the adoption and implementation of a balanced andcomprehensive program of work that advances the agenda of nuclear disarmament, includingthrough negotiations on a Nuclear Weapons Convention, on a universal, unconditional andlegally binding instrument on Negative Security Assurances to Non-Nuclear Weapon States, aswell as on the Prevention of Arms Race in Outer Space and, on a non-discriminatory andmultilateral Treaty Banning the Production of Fissile Material for nuclear weapons or othernuclear explosive devices that serves both non-proliferation and disarmament purposes.

Furthermore, the Community would like to point out the important work undertaken by theUnited Nations Regional Centre for Peace, Disarmament and Development in Latin America andthe Caribbean (UNLIREC), in providing assistance to the countries of the region for theimplementation of disarmament measures in various areas.

30. The Community regrets that the Disarmament Commission has been unable to makerecommendations in previous cycles. It is important for the Commission to fulfill its mandate asexpressed by the First UN Special Session on Disarmament in order to advance our goals. CELACreaffirms its readiness to cooperate with the members of this Commission in achieving concreteresults during this session, The Community calls on all delegations to show the necessarypolitical will to enable this UN deliberative body to fulfill its mandate and formulate substantiverecommendations to the General Assembly.

1. Tengo el honor de intervenir en nombre de los Estados miembros de la Comunidad de EstadosLatinoamericanos y Caribefios (CELAC).

, En primer lugar, la CELAC desea felicitarlo por su elecci6n como Presidente de la sesi6nsustantiva de 2015 de la Comisi6n de Desarme; y hacemos extensiva tambiÿn esta felicitaci6n alos miembros de la Mesa. Expresamos nuestro agradecimiento al Embajador Vladimir Drobnjakde Croacia por sus incansables esfuerzos como Presidente de la Comisi6n de Desarme el afioanterior.

, La CELAC reafirma la importancia de la Comisi6n de Desarme como el 6rgano especializado ydeliberativo dentro del mecanismo multilateral de desarme de las Naciones Unidas que permitedeliberaciones profundas en cuestiones especificas en esta materia, con miras a presentarrecomendaciones concretas a la Asamblea General. La CELAC le reitera su voluntad de trabajarconstructivamente para cumplir con las complejas tareas confiadas a la Comisi6n.

Manifiestan su firme apoyo a la conclusi6n de instrumentos legales vinculantes que conlleven aldesarme nuclear de manera efectiva, irreversible y verificable con miras a alcanzar el objetivo dela completa eliminaci6n de todas las armas nucleares, con plazos acordados a nivel multilateral.Damos la bienvenida a la propuesta de Cuba dirigida a Iograr la adopci6n de un instrumentojuridicamente vinculante sobre desarme nuclear presentada en la Tercera Conferencia sobre lasConsecuencias Humanitarias de las armas nucleares, celebrada en Viena 8 y 9 de diciembre de2014. Los miembros de la CELAC expresan su mÿis profunda preocupaci6n por las consecuenciashumanitarias de enormes proporciones y los efectos 81obales de cualquier detonaci6n nuclearaccidental o intencional; y consideran que este tema debe abordarse cada vez que se discutenlas armas nucleares. Felicitamos por Io tanto la organizacibn de las Conferencias sobre elImpacto Humanitario de las Armas Nucleares celebradas en Oslo, Nayarit y Viena por susdeliberaciones y contribuciones al discurso global que busca conseguir un mundo libre de armasnucleares. Como ha quedado demostrado a traves de los testimonios de los sobrevivientes y la

evidencia y datos cientificos, las armas nucleares constituyen una grave amenaza para laseguridad, para el desarrollo de los pueblos y para la civilizaci6n en general. Ademÿs, se hacomprobado que ning6n Estado u organizacibn internacional tiene la capacidad de atenderadecuadamente y proveer asistencia y proteccibn humanitaria en caso de una explosi6n nuclear.Estas conferencias tambien han resaltado el riesgo continuo de una detonacibn nuclear,accidental o intencional.

AI momento de poner en marcha la Comunidad de Estados Latinoamericanos y Caribe6os,

confirmamos el orgullo de nuestra regi6n de ser la primera drea densamente poblada en elmundo que se declar6 como Zona Libre de Armas Nucleares (Z/AN), por medio del Tratado parala Prohibici6n de las Armas Nucleares en America Latina y el Caribe. (Tratado de Tlatelolco).O, ueremos reiterar que el establecimiento de Zonas Libres de Armas Nucleares reconocidasinternacionalmente fortalece la paz y la seguridad internacionales, asi como el regimen de noproliferaci6n, y constituyen una contribuci6n importante para el Iogro del desarme nuclear.

Instamos a los Estados poseedores de Armas Nucleares a que retiren todas sus reservas a losProtocolos del Tratado de Tlatelolco y a respetar el cardcter desnuclearizado de la regi6nlatinoamericana y caribe6a; contribuyendo as{ a eliminar la posibilidad del uso de armasnucleares contra los paises de la regi6n.

El Tratado de Tlatelolco y el Organismo para la Proscripci6n de las Armas Nucleares en laAmerica Latina y el Caribe (OPANAL) han sido un referente politico, juridico e institucional en lacreaci6n de otras Zonas Libres de Armas Nucleares (ZLANs) en diferentes regiones del mundo. Laexperiencia del OPANAL constituye hoy un importante patrimonio de la comunidadinternacional para inspirar la creaci6n de nuevas zonas libres de armas nucleares.

La CELAC lamenta el incumplimiento del acuerdo sobre la celebraci6n de la ConferenciaInternacional para el establecimiento en el Medio Oriente de una zona libre de armas nuclearesy otras armas de destrucci6n masiva. Ademÿis de ser una importante contribuci6n para alcanzar

la meta del desarme nuclear, CELAC estÿ convencida que el establecimiento de dicha zonasignificaria un paso transcendental para el proceso de paz en la regi6n del Medio Oriente. LaCELAC insta a que esta Conferencia se efectGe Io mÿis pronto posible, de conformidad con Ioacordado por los Estados Parte del Tratado sobre la No ProliferaciGn de Armas Nucleares en2995, 2000 y 2020.

Reafirmamos el compromiso de nuestros Estados con el Tratado de No ProliferaciGn de lasArmas Nucleares y la plena aplicaciGn de sus tres pilares fundamentales" el desarme nuclear, lano proliferaciGn y el uso pacifico de la energia nuclear. Reafirmamos tambiÿn el derechoinalienable de los Estados a desarrollar la investigaci6n, la producciGn y el uso pacifico de laenergia nuclear sin discriminaciGn y de conformidad con los Articulos I, II, III y IV del TNP. LaComunidad reafirma, ademÿs, el compromiso de todas las PaRes signatarias del Tratado defacilitar la participaci6n en el intercambio mÿs completo posible de equipos, materiales einformaciGn cientifica y tecnol6gica para el uso pacifico de la energia nuclear.

La CELAC enfatiza la importancia de alcanzar la universalidad del Tratado de No ProliferaciOn deArmas Nucleares y, por Io tanto, insta a los Estados que no Io hayan hecho, a adherirse alTratado como Estados No Nucleares, y urge a los Estados poseedores de Armas Nucleares acumplir con los compromisos asumidos en virtud del Articulo Vl del Tratado, y a avanzar hacia laeliminaciGn total de esas armas. Los instamos a la plena e inmediata aplicaci6n de las trecemedidas prdcticas hacia el desarme nuclear acordadas en la Conferencia de Examen del TNP de2000, asi como el Plan de Acci6n aprobado en la Conferencia de Examen de 2010.

La Comunidad expresa su voluntad de trabajar con ahinco en la Conferencia de Examen del TNP,que se celebrard en Nueva York de127 de abril a122 de mayo de 2015.

CELAC insta a aquellos Estados del Anexo II del Tratado, cuya ratificaciGn es imprescindible parasu entrada en vigor, a que aceleren su proceso de firma y/o ratificaciGn de dicho instrumento,como una prioridad, como muestra de su voluntad politica y compromiso con la paz y laseguridad internacional.

AI momento que recordamos la celebraciGn por primera vez de la ReuniGn de Alto Nivel sobreDesarme Nuclear el 26 de setiembre de 2013, la CELAC resalta su intenciGn de asegurar elseguimiento adecuado de la resoluciGn 68/32 de la Asamblea General titulada "Seguimiento dela Reuni6n de Alto Nivel de 2013 de la Asamblea General sobre Desarme Nuclear", y acogemoscon benepldcito la decisiGn de la Asamblea General de la ONU de celebrar una Conferencia deAlto Nivel a mÿis tardar hasta el 2018 para identificar las medidas y acciones necesarias para laeliminaciGn de las armas nucleares en el plazo rods breve posible, con el objetivo de adoptar unTratado que prohiba el desarrollo, producci6n, adquisiciGn, ensayo, almacenamiento,transferencia, uso o amenaza de uso de armas nucleares, y que prevea su destrucci6n en unplazo acordado multilateralmente.

19. Acogemos con benepl;icito el establecimiento de126 de setiembre como el Dia Internacionalpara la Eliminaci6n Total de las Armas Nucleares, destacamos los eventos que se Ilevaron a caboalrededor del mundo para conmemorar la primera celebraci6n de este dia, e instamos a los

CELAC est,1 convencida que las medidas prÿcticas de fomento de la confianza en la esfera de lasarmas convencionales juegan un papel fundamental al contribuir a la promocibn delentendimiento, la transparencia y la cooperaci6n entre los Estados y al aumento de laestabilidad y la seguridad, en cumplimiento estricto de los propbsitos y principios de la Carta delas Naciones Unidas, y respetando su carÿicter voluntario y las preocupaciones especificas ysituaciones de seguridad de los Estados. En este sentido, vale la pena recordar las resolucionesrelevantes de la Asamblea General, que han sido adoptadas por consenso. Nuestra regi6n hatornado medidas significativas para la aplicacibn de medidas de fomento de la confianza en el

mbito de las armas convencionales, las que contribuyen a aumentar la paz y la seguridadinternacional. Por estas razones, invitamos a los Estados miembros a que fortalezcan, mejoren yextiendan las medidas de fomento de la confianza en todos los niveles, seg0n corresponda.

En este sentido, la Comunidad acoge con satisfacci6n todas las medidas de fomento de laconfianza en la esfera de las armas convencionales que ya han sido adoptadas voluntariamentepor Estados interesados en sus respectivas regiones o subregiones; asi como la informaci6nsobre dichas medidas Voluntariamente ofrecida al Registro de Armas Convencionales y alInforme sobre Gastos Militares de las Naciones Unidas.

La Comunidad tambidn reafirma la crucial importancia del Programa de las Naciones Unidaspara Prevenir, Combatir y Erradicar el Trÿifico Ilicito de Armas pequefas y Ligeras en todos susaspectos (UNPoA), reconoce su significativa contribuci6n a los esfuerzos realizados en estamateria y enfatiza la necesidad de su aplicaci6n completa y efectiva. CELAC sefala que laadopci6n del documento final de la Segunda Conferencia de Revisi6n del PoA de 2012,estableci6, para la comunidad internacional, una meta clara y plazos para fortalecer losesfuerzos para prevenir, combatir y erradicar el trdfico ilfcito de maras pequefas y ligeras.CELAC reitera la importancia del Instrumento Internacional para Permitir a los EstadosIdentificar y Localizar, de Forma Oportuna y Fidedigna, las Armas Pequeffas y Armas LigerasIlicitas.

CELAC enfatiza que se debe continuar trabajando en el dmbito multilateral en marco del PoA, demanera transparente y no discriminatoriao y avanzar hacia la adopci6n de instrumentoslegalmente vinculantes sobre marcaje y rastreo e intermediaci6n ilicita, a fin de prevenir ladesviaciOn de las armas pequefas y ligeras hacia el mercado ilicito. Tomamos nota deldocumento final de la Quinta Reuni6n Bienal del UNPoA, celebrada en junio de 2014, yesperamos participar activamente en el ciclo de revisi6n del UNPoA 2014-2018, incluyendo lasegunda reuni6n abierta de Expertos Gubernamentales, en junio de este afro.

La Comunidad, al reafirmar la importancia de la cooperaci6n regional e internacional paraprevenir, combatir y eliminar el trÿfico ilicito de armas pequefas y ligeras y sus municiones,acord6 crear un Grupo de Trabajo que estudie el delito del trÿfico ilicito de armas pequefas yligeras y sus municiones. Este Grupo de Trabajo tiene el mandato de estudiar de manera integralesta problemÿitica, con la finalidad de generar propuestas de mecanismos y procedimientos que

nos permitan coordinar mejor nuestros esfuerzos de una manera mÿs efectiva, sobre la base delpleno respeto al Derecho Internacional y a los principios consagrados en la Carta de las NacionesUnidas, para fortalecer la prevenci6n y el combate del trÿfico ilicito de esta categoria de armas,en beneficio de la seguridad ciudadana.

25. CELAC espera que el Tratado sobre el Comercio de Armas (ATr), el primer instrumentojuridicamente vinculante sobre el comercio de armas, pueda contribuir a dar una respuestaeficaz alas graves consecuencias que el trÿfico ilicito y el comercio no regulado de armas

presenta para muchas personas y Estados, en particular a travÿs del desv{o de armas a actoresno estatales o usuarios no autorizados, a menudo vinculados a la delincuencia transnacionalorganizada y el narcotrÿifico. Esperamos asimismo que este Tratado pueda contribuir a laprevenci6n de los conflictos armados, la violencia armada y alas violaciones del derechointernational, incluido los instrumentos internacionales de derechos humanos y el derecho

internacional humanitario. AI mismo tiempo, a la luz de la entrada en vigor del Tratado endiciembre de 2014, invocamos que el Tratado sea aplicado de una manera equilibrada,transparente y objetiva, respetando el derecho soberano de todos los Estados a garantizar sulegitima defensa, de conformidad con el articulo 51 de la Carta de las Naciones Unidas.Reconocemos el deseo de Mÿxico de ser la sede en 2015 de la Primera Conferencia de EstadosParte del Tratado sobre el Comercio de Armas (CSP1) y destacamos su liderazgo durante elproceso preparatorio de esta reuni6n, asi como la aspiraci6n de Trinidad y Tobago de ser sedede la Secretaria de dicho instrumento.

26. El tema de ias minas antipersonales contin6a demandando la atenci6n de la comunidadinternacional. CELAC da la bienvenida a la declaraci6n de America Central como zona libre deminas. CELAC reconoce el valor de la asistencia del Servicio de Remoci6n de Minas de lasNaciones Unidas (UNMAS). Nuestro grupo subraya la importancia de la cooperaci6n para eldesminado y la asistencia alas victimas y espera que los ÿxitos alcanzados en los 01timos aÿoscontin6en. Tomamos ademÿis nota de la Declaraci6n de Maputo+15 adoptada en la TerceraConferencia de Examen de esta Convenci6n en junio de 2014.

27. CELAC apoya los esfuerzos internacionales para reducir el sufrimiento causados por lasmuniciones en racimo y por su uso en contra de las poblaciones civiles, en clara violaci6n delderecho internacional humanitario. Tambiÿn reconoce y valora la voluntad de todos los Estados

de tomar medidas inmediatas acordadas multilateralmente con respecto a los problemashumanitarios causados por las municiones en racimo. Asimismo, reconocemos la recienteadhesion de Belice a la ConvenciOn sobre Municiones en Racimo, y del establecimiento deCentroamÿrica como una zona libre de municiones en racimo durante la O.uinta Reuni6n de losEstados Parte de la Convenci6n sobre Municiones en Racimo, celebrada en San Josÿ, Costa Rica,en setiembre de12014.

28. Para finalizar, la CELAC reafirma el papel de la Conferencia de Desarme (CD) como el 0nico6rgano especializado y deliberativo dentro del mecanismo multilateral de desarme. LaComunidad una vez mÿs lamenta que la Conferencia de Desarme no haya Iogrado acordar yaplicar su programa de trabajo. CELAC urge a todos los miembros de la CD a demostrar voluntadpolitica para asegurar el inicio sin mÿs demora de labores sustantivas a tray, s de la adopci6n e

implementacibn de un programa de trabajo equilibrado e integral que avance la agenda dedesarme nuclear, incluyendo la negociacibn de una Convencibn sobre Armas Nucleares, uninstrumento universal, incondicional y legalmente vinculante sobre Garantias Negativas deSeguridad, as{ como de Prevenci6n de la Carrera Armamentista en el Espacio Ultraterrestre, y unTratado no discriminatorio para Prohibir la Produccibn de Material Fisible para armas nuclearesy otros dispositivos explosivos nucleares que sirvan tanto para prop6sitos de no proliferaci6n ydesarme.

29. Ademÿis, la Comunidad desea tambi6n destacar la importante labor que Ileva a cabo el CentroRegional de las Naciones Unidas para la Paz, el Desarme y el Desarrollo en Am6rica Latina y elCaribe (UN-LiREC), asi como la asistencia que proporciona a los paises de la regi6n para aplicarmedidas de desarme en diversas 6reas.

30. La Comunidad lamenta que la Comisi6n de Desarme no haya Iogrado realizar recomendacionesen ciclos pasados. Es fundamental que la Comisi6n cumpla su mandato segÿn Io expresado porla Primera Sesi6n Especial de las Naciones Unidas sobre Desarme (SSODI). Hacemos un Ilamadoa los Estados Miembros de las Naciones Unidas a mostrar la necesaria flexibilidad y voluntadpolftica para avanzar en nuestras recomendaciones. CELAC reafirma su disposici6n de cooperarcon los miembros de esta Comisi6n para alcanzar resultados concretos durante esta sesi6n. LaComunidad hace un Ilamado a todas las delegaciones a mostrar la voluntad politica necesariapara habilitar a este cuerpo deliberativo de las Naciones Unidas a cumplir su mandato yformular recomendaciones sustantivas a la Asamblea General.
