BIOGRAPHICAL SKETCH

Cecil Charles George Duthie was born on April 4th, 1897 in Fraser­burgh, Scotland. Attended Public School & Academy in Fraserburgh. Coming to Calgary in April 1913. Apprenticed to the Machinist Trade in Calgary, retiring April , 1962. Served as an Engine Room Artificer in the Navy in the First World War.

Married Emily Mabel Tombe in St. John's Anglican Church on August 20th, 1924 in Calgary. Blessed with 3 children, Cecil G. of Ottawa, John R. of Cranbrook, B.C. and Audrey Margaret now Mrs. R. K. Jones of Estevan, Saskatchewan. They have 9 grandchildren. Emily served as Sunday School Teacher and Superintendent for 43 years.

Flag Ceremony A very impressive ceremony in the opening of The Fifty-eighth An­

nual Convocation of The Grand Chapter of Royal Arch Masons, was the presenti,ng of the flags of both Canada and the United States of Amer­ica.

The flags were presented at the Altar by Companions Johnstone and Harbin, officers of the R.C.M.P. who were in the scarlet uniform of the force. After the singing of 0 Canada and America, the flags were placed on the Dias.

Invocation The Grand First Principal , M.E. Comp. C. C. G. Duthie, called on

R.E. Comp. Ed Searle for the Invocation. Almighty God, Father of every man, we invoke Thy Holy Presence

now upon our fellowship, and seek Thy Holy Guidance in our delibera­tions. Let none of us th ink, 0, Eternal Spirit, that we are self sufficient and can conduct our business without Thee, or that we ever function for ourselves alone. Grant that we may see our dependence upon Thee and our fellow men, and that we may remember our obligation to one

AMEN So Mote It Be. M.E. Comp. Duthie thanked R.E. Comp. Searle for his Invocation,

and for having come from Sidney, B.C. to attend the Grand Convocation. R.E. Comp. D. Neill, D. of C., then introduced the Deputy Mayor of

Calgary, Alderman Peter Petrasuk, who brought greetings and good wishes from the city.

Grand Lodge of Alberta M.W. Bro. Woods brought greetings from th1e Grand Lodge of Alberta,

and spoke briefly on thie co-operation and friendsh ip that exists between all the Governing Bodies of the Craft. His party and Alderman Petrasuk then retired, being given a hearty round of applause.

Minutes M.E. Sir and Companions: as th1e last Convocation minutes are in

printed form in the Proceedings and in the hands of every Chapter, it is moved by Acting Scribe E. and seconded by R.E. Comp. Mulder, with a correction on P. 35 under Notioe of Motion. It should read, "In Section 210 of the Constitution, after the word CHAPTER, second line, the next sentence is to be deleted." Carried.

Correspondence Moved by Acting Scribe E. and seconded by R. E. Comp. Kendall,

that as all correspondence to the offioe of the Grand Scribe E. is answered and filed as received, that the correspondence be taken as read and received. Carried

Reception of Past Grand First Principals The Grand Z. requested the Acting Grand Scribe E. to read the

senting my report for the past Grand Chapt,er year, ending on January 31st, 1972.

Annual reports have been received from all Chapters except two, and they have not been received up to the time of this report.

If the Scribe Es., of these Chapters would only read their Consti­tution and take note that immediately after the Installation of Officers is the proper time to send these reports into the Grand Scribe E., it would give the proper authorities time to prepare a very valuable and inter­esting report for the good of Grand Chapter.

Most Excellent Sir and Companions:-Your Committee on Audit and Finance has examined the reports

of the Grand Treasurer, the Grand Scribe E., and the Auditor, M. C. Hyde C.A., for the past Grand Chapter year, ending January 31st, 1972.

We recommend the acceptance of the reports of The Grand Treas­urer, The Grand Scribe E., and the Auditor.

We rrecommend that the Proceedings be printed but in doing so would draw to the attention of this assembly the fact that we are spending a considerable portion of our budget on this item which does not appear to be reaching all of the Companions it should be reaching or if so may not be being read.

Your Committee wish,es to commend the work of our Auditor, M. C. Hyde, who has done good work for us now for several years.

We submit the following estimate of expenditures as per Sec. (51) of our Constitution , for the year ending January 31st, 1973.

AUDITOR'S REPORT TO THE OFFICERS AND COMPANIONS OF

GRAND CHAPTER OF ROYAL ARCH MASONS OF ALBERTA I have examined the books of account of Grand Chapter of Royal

Arch Masons of Alberta as maintained by the Grand Scribe E. and the Grand Treasurer and have prepared therefrom the balance sheet of Grand Chapter of Royal Arch Masons of Alberta as at February 29th, 1972, and the statements of revenue and expenditures and receipts and payments for the year ended on that date. My examination included a general review of the accounting procedures and such tests of account­ing records and other supporting evidence as I considered necessary in the circumstances.

I did not confirm the balance due from or owing to Constituent Chapters as at February 29th, 1972.

Subject to the above comment, in my opinion, these financial statements present fairly the financial position of the Grand Chapter as at February 29th, 1972, and the results of its operations for the year ended on that date, in accordance with generally accepted accounting principles applied on a basis consistent with that of the preceding year.

Grand Chapter of Manitoba

Most Ill. Arthur L. Lamont, G.C.C., Grand Sovereign of Grand Im­perial Conclave of Canada Red Cross of Constantine, and also a P.G.Z. of Manitoba, brought fraternal greetings and spoke briefly. Conditions of Capitular Masonry

M.E. Comp. L. J. Daniels, ·Chairman:-M.E. Sir and Companions, your Committee on the Conditions of Capitular Masonry in the jurisdic­tion report as follows:-

We have carefully examined the returns of the thirty Chapters and the five Grand Superintendents reporting to the Grand Scribe E. , at the close of the Grand Chapter y•ear, as provided by the Constitution , the reports are summarized as follows :-

District No. 1-R.E. Comp. R. H. Miller reports that interest in the Chapters of District No. 1 is generally good and attendance fair. The work in the city Chapters in particular is very good. He feels that moving Edson Chapter to Hinton was a wise move as it helped Edson Chapter considerably.

The Grand Superintendent regrets that he was unable to arrange for an official visit to Wapiti Chapter No. 34, due to a distinct lack of communication with this Chapter. Appariently three dates for the Grand Superintendent 's visit were agreed to and then called off by Wapiti as being unsuitable.

The District meeting was held October 9th , 1971 , hosted by Nor­wood Chapter No. 18. All Chapters of the District were represented except Wapiti No. 34. R.E. Comp. C. A. Breakey, G.S.N., gave a very interesting talk on " Why Masons Become Roy.al Arch Masons". An im­pressive Memorial Service was held in memory of the R.A. Masons of District No. 1, who had passed to the Grand Chapter Above during the year. R.E. Comp. John McKee of North Star Chapter No. 2 was elected Grand Superintendent for the 1972-73 term. All Chapters represented reported in satisfactory financial position. M.E. Comp. C. C. G. Duthie, G.Z. addressed the meeting. One outstanding event should be recorded , which was the celebration of the Seventy-Fifth Anniversary of North Star Chapter No. 2. This took place on September 18th, 1971, and was attended by the Officers and Companions, accompanied by their ladies, as well as guests from the city Chapters. Also present were M.E. Comp. C. C. G. Duthie, G.Z.; R.E. Comp. 0. P. Thomas, G.H. and R.E. Comp. Eric Mulder, G.J. Congratulations to North Star Chapter. District No. 1 lost 14 Companions during the year.

Wapiti Chapter No. 34 has not made an Annual Report to Grand Scribe E. as provided by the Constitution.

District No. 2-No report received.

District No. 3-Grand Superintendent R.E. Comp. Peter Halkett. A perusal of the reports of visits of thie District Superintendent indicates that all Chapters in District No. 3 are financially sound. The degree work good . Some Chapters are experiencing difficulty with attendance. Average attendance for the year of all Chapters in District No. 3, 17.3 % .

Crescent Chapter No. 24 continued with its tradition.al combined installation and Ladies' Night in January, which , as usual was a huge success.

Otuskwan Chapter No. 9 and Calgary Chapter No. 11 held a joint installation, as usual , but topped it off with a Ladies' Night Banquet and Dance, which was well attended and highly successful.

Keystone Chapter No. 12 has not made a return to Grand Scribe E. as provided by the Constitution.

On April 8th, 1972, approximately fifteen Montana Companions, representing four Chapters, together with their ladies were guests of the four Calgary Chapters. During the afternoon, while the ladies were being entertained at a Wine & Cheese Party, th•e assembled Companions in Crescent Chapter took part in the conferring of the M.E.M. Degree on sixteen candidates. A banquet followed, attended by 129 Companions and ladies. The social evening was continued by dancing until near mid­night. Then, on Sunday morning, a breakfast was served to approx. 120 Companions and ladies, before th·e Montana visitors departed for home.

District No. 4-R.E. Comp. Ross Mouser reports that he visi ted all Chapters in District No. 4 at least twice during his term of office. All Chapters are in good financial position . Some Chapters have difficulty in putting on degree work, due to poor attendance of officers. In some cases officers are serving repeat terms. In some Chapters, new members are advanced in office before having time to become properly acquainted with the work. The meetings of all Chapters are followed by an hour of good fellowship.

On December 11th, 1971, he attended the joint installation of She­kinah Chapter No. 4, Kether Chapter No. 8 and Hillvue Chapter No. 15. Also, on December 14th, 1971 , he attended the joint installation of Golden West Chapter No. 5 and Tau Cross ·Chapter No. 16. He was officially and well received in all Chapters in the District.

The District Meeting was held at Claresholm and hosted by Tau Cross Chapter No. 16 on November 13th, 1971, attended by 44 Com­panions. All Chapters of District No. 4 were represented. E. Comp. Charles Simmons of Golden West Chapter No. 5 was elected Grand Superintendent. M.E. Comp. Duthie presented Comp. Duffield with a Jewel and Scroll for his efficient work as Grand Superintendent for the year 1970-71. Finally, R.E. Comp. Mouser commented as follows:-" ! would like to thank the Companions of District No. 4 for allowing me to serve as their Grand Superintendent for the past year and wish my successor every success during his term. It has been a very rich and rewarding experience, that I will always remember".

District No. 5-Grand Superintendent R.E. Comp. A. L. Ginter re­ports that he has visited each Chapter in District No. 5 at least once and some, several times. There is good interest in Royal Arch Masonry among the regular attenders, although attendance is a problem in most Chapters. Viking No. 32, because of poor attendance had considered the advisability of surrendering its Charter. However, a number of Com­panions rallied to the support of the •Chapter and have given it new impetus and it is hoped that Viking will now be able to carry on. Other Chapters in the District have offered to help. In spite of their difficulties, the Companions of Viking Chapter continue to do excellen work.

Mount Olivet Chapter No. 17, although the amalgamation of Hamar Chapter No. 33 gave this Chapter a large increase in membership, it has not as yet solved its attendance probl1em, but it is hoped that this con­dition will improve as members of this scattered Chapter are contacted personally or by letter.

Parklands Chapter No. 31 has suffered a slump due to its dependence on army personnel, who are frequently transferred, but the remaining resident members and officers are ~een and proficient in the work.

Bethel Chapter No. 36, always a pleasure to visit this active Chapter, noted for its hospitality. Without doubt the most active Chapter in District No. 5 and has a bright future. M.E. Bert James a good influence here.

Cold Lake Chapter No. 39, I visited this Chapter June 5th, in com­pany with M.E. Comp. C. C. G. Duthie, G.Z., R.E. Comp. 0. P. Thomas and R.E. Comp. Eric Mulder, G.J., together with a bus load of Com­panions from Edmonton. The R.A. Degree was conferred on several Companions. Future looks good for Cold Lake Chapter.

The District Meeting was held at Killam Nov.ember 6th, 1971. Fifty Companions attended , includ ing the Grand First, Second and Third Principals, as well as M.E. Comp. Bert James, P.G.Z., and M.E. Comp. George Grieve, P.G.Z. All Chapters of District No. 5 were represented V.E. Comp. Allan Brennan, Bethel Chapter No. 36, was elected Grand Superintendent for 1972-73.

Distr·ict No. 6-R.E. Comp. E. G. Phillipson, Grand Superintendent, reports that he made one official visit to each Chapter in his District. In all cases the weather was good to excellent.

Apparently a District Meeting was held in Medicine Hat on October 30th , 1971, but no details given.

It would appear from a perusal of the returns from several Chapters in the District that all are financially sound.

Also, the Grand Superintendent of District No. 2 has not reported.

Some of the Grand Superintendents submit excellent reports of their work during the year, which we regret we are unable to publish in their entirety, because of space limitations in the proceedings. Other reports are so scanty as to give practically no details at all. We suggest

Your committee on Jurisprudence recommends that the Motion, of which notice was given by R.E. Comp. W. G. Scott, be reworded so as to be compatible with Section 72 of the Constitution. We recommend that the Motion be amended as follows :

(1) That Section 72 of the Constitution remain as written and be numbered Section 72(A).

(2) That a subsection 72(8) be added to read as follows: Any Grand Officer who, during the term for which he is chosen, either by electiQn or appointment, has reached the full age of 76 years, shall ipso facto vacate his office in Grand Chapter at the end of his term of office.

Report of The Grand First Principal To the Most Excellent The Grand Chapter of Royal Arch Masons

of Alberta.

My Dear Companions:-

lt is indeed a great privilege for me to preside over our 58th Annual Convocation of Royal Arch Masons of Alberta, being held in the Foothills, the City of Calgary.

I would like to extend a cordial welcome to those of you who are attending Grand Chapter for !hie first time, and it is our hope you will enjoy OUR ASS EMBLY, and that you will take away some fond mem­ories of your sojourn with us today.

We are also honored to have that fine body of Distinguished Com­panions from other Grand Chapters, and I say, Sincerely Welcome. We are happy to have you and your Ladies with us as our Guests.

NECROLOGY We have suffered again this year in the loss of so many Grand

Companions who had devoted th1eir time to our Order. We offer our deepest sympathy to their families and friends. A fitting tribute to their passing will be given this morning by a Memorial Service under the direction of our Grand Third Principal, Eric Mulder.

November 18th, I visited Assiniboia Chapter No 3 (Medicine Hat), A good meeting well attended.

November 27th, Calgary, A Saturday meeting very harmonious and well attended by the Companions of District No. 3. V. Ex. Comp. Ed. Glover elected for 1972.

November 29th, District No 2 Meeting at Hanna well attended. An interesting Meeting with a good dinner. Comp. E. J. O'Connor Browne elected Grand Superintendent.

December 11th, Attended a joint Installation Meeting at the town of Frank of Shekinah No. 4, Kether No. 8 and Hillvue No. 15. This was a well attended meeting considering the cold weather, the hospitality of Hillvue was good.

December 13th, I attended Alberta No. 1 (Calgary) , I had the pleas­ure to assist the Past Principals with the Royal Arch. The Work was very well done with M. Ex. Comp. Andy Gunning in the chair. The attendance was good. I was also very pleased indeed to see them ballot on another 9 new applications. Congratulations to Alberta No. 1 from Grand Chapter.

December 14th, I attended a joint Installation of Officers for Golden West and Tau Cross at Claresholm. Considering the cold weather the attendance was good and M. Ex. Comp. Chattaway made a pleasing Installing Officer.

December 15th, I had the outstanding honour to visit the Bethany Hospital and present thre 50 Year Royal Arch Jewel to R. Ex. Comp. George Russell whom we all know to be one of the best loved Royal Arch Companions in Alberta. On behalf of Hanna and Crescent Chapters. I was assisted by M. Ex. Comp. Andy Gunning, V. Ex. Comp. J. Hildebrandt, Ex. Comp. Metro Gus­haty, 1st Principal of Crescent Chapter and Roy Garnett.

January 6th, I visit,ed Strathmore No. 21 (Strathmore), on the occas­sion of their Installation of Officers. R. Ex. Comp. P. W. Slater and the Past Principals officiating.

January 8th, I attended the Installation of the Officers followed by a most pleasing Ladies Night and Banquet with an attendance of 120 Companions and Ladies at Crescent Chapter No. 24.

January 10th, I visited Alberta No. 1 (Calgary), the occasion was a General Meeting and Installation of the Officers. A most pleas­ing occasion under the direction of V. Ex. Comp. W. B. T. Tilson. Another 6 applications were read out.

Observations and Conclusions

One of the most pleasing duties a Grand Officer has to do is to visit your Chapter. He notices the efficiency of your Scribe E. and the Officers. Also, the so called " Faithful Few" , without which a Chapter cannot operate successfully. There is room for a few more in every Chapter.

Your reception is sinoere and pleasing, the friendly attitude of your members is greatly appreciated.

Just such an organization as any Mason would like to be a part of.

We need them and their enthusiasm. As the saying goes, you are supplied with all the tools necessary, just the Spirit to use them is what is necessary. Are we not too prone to sit back and wonder what is wrong with Masonry, when we should be thinking, what is right about it.

Our Lodges and Chapters have withstood the trials for many ages now, and will be what they are for many mor,e. It is still a beautiful System of Morality, veiled in Allegory and illustrated by Symbols.

I can tell you now that there is a distinct change this year. We, in Alberta, should be satisfied and grateful that we have shown a great step forward to better days. We will show a decrease of only 29 this year, brought about by the hard work and enthusiasm of a handful of Chapters which will be shown in the Proceedings. We can only wish that their good work will be an incentive to th,e other Chapters, to copy their example, and thus bring back prosperity to Royal Arch Masonry.

What interest or hobby could be less expensive than Masonry? and more rewarding?

To the Grand Council and Past Grand Principals and my Officers, I can just say this, you were grand to be associated with.

He spoke briefly, reminding the Companions of the Triennial General Grand Chapter Convocation to be held in Las Vegas, September 24th to 28th, 1972, and suggested that reservations should be made promptly. REPORT OF THE COMMITTEE ON FRATERNAL DEAD

Most Excellent Sir and Companions:

A year has passed since we last assembled in this Grand Chapter and since that time seventy-six worthy beloved Companions of this jur­isdiction have been called to the Grand Chapter above.

Faces we loved have vanished , In the darkne~s of the night, Sturdy souls have left us For the realms of Peace and Light.

It is only proper that in The Scheme of the Great Creator, that the veil of uncertainty should shroud the exactness of the call that everyone must answer but the way of this passing will be made easier and more hopeful according to the degree of faith we possess , in the certainty of Eternal Life and the forgiving goodness of our Heavenly Father.

We pause once. again in our deliberations to recall to our memory the path that each of these beloved Companions has hewn and trod be­fore us, leaving us a trail to follow and an excelsior highway to complete. We recall their words of wisdom, their smiles of encouragement, their example of devoted labor to our craft, their hearty handshake, their love and their devotion and we thank The Great Jehovah for the privi­lege of having :;hared a short distance on this earthly road, with them.

To their families and loved ones who remain we offer our deepest sympathy and share with them the great loss that we all fee.I.

Their earthly remains have been reverently placed in hallowed ground beneath the clods of the valley. Their memory we cherish in our hearts. Their Spirit we commend to God who gave it.

During the year we have been informed of the passing of thirty­seven G.H .P.'s and Z.'s of our Sister Jurisdiction,s. To these Jurisdictions we offer our heartfelt sympathy and all the sentiments expressed to our own.

IN MEMORIAM

It was not for the things they did or knew But rather, that their hearts were true, It was not for one shining deed, But, that they knew another's need. Their thoughts were fine, their deeds were good, They smiled and loved and understood. For all these things, we miss them more, Now that they've passed the other door; But, love remains, and memories dear, Within each heart, they still are near.

Dear ones have passed beyond the door, Yet the.re's fragrance in memory, We remember the beauty they shared with each ... Not Death but Immortality.

Divine Majesty, Creator and dependable Overseer of the Universe, our Grand Jehovah , we thy workmen in convocation here assembled, offer gratitude for our existence, for the inestimable gift of life., abil­itiEl\S, and for the blessed hope of the future.

To those whose names have ,now been added to the Book of Time, those who have shared the ceremonies and labour of our earthly Order, but who have now been chosen for higher de.g rees and office in Thy upper Realm, may it be commun icated to them that they are missed in the familiar circles of our temples, but, in the good time which Thou alone will appoint, may it be that we can be re­united with them to work again together in love and harmony in the expansion of Thy marvelous Universe which Thou, in Thy benevo­lence, has offered to share with us.

Your Committee on Library, Research and Education wish to report that they have nothing outstanding to report at this time. We would, however, as we have done in the past reports, recommend to the Com­panions to make full use of the Royal Arch Library, located in the Grand Scribe E's office. He would be glad to assist them when called upon.

Your Committee would also strongly recommend to the First Princi­palis of their Chapters, that when no degree work is on the agenda, that they contact a Companion or Past Principal of the Chapter to give a talk on the Mark Master, Most Excellent Master or Royal Arch Degree or any subject on Royal Arch Masonry.

We wou ld commend the Grand Council and Grand District superin­tendents for some very interesting ar\d educational talks given on their official vis its to constituent Chapters.

GENERAL GRAND CHAPTER

M.E. Comp. H. K. Halldorson, General Grand Scribe brought greet­ings, and spoke of the wish to hold the Triennial of 1978 in Canada. Indicating that from $18,000.00 to $25,000.00 would be required, in addi­tion to registration fees, he said several of the other Canadian Jurisdic­tions were making a levy of $1.00 per year, per member. He recommend­ed that Alberta Grand Chapter adopt this plan.

To the Most Excellent Grand First Principal, Office.rs and Compan­ions of the Grand Chapter of Royal Arch Masons of Alberta. Most Excellent Sir and Companions :

We first congratulate M. Ex. Companion Ceci l C. G. Duthie on com­pleting his year of office as our Grand First Principal of the Grand Chapter of Royal Arch Masons of Alberta. Your Committee have care.­fully perused his report of his stewardship for the year and are impres­sed by the efforts he has expended in furthering the work of the Order throughout the Gra.nd Jurisdiction.

We join him in extending a cordial welcome to our distinguished visitors from other Grand Jurisdictions and also to our own Companions, particularly those who are attending a Grand Convocation for the first time. May their interest be kindled to bring them back again each year to as5ist in the advancement of our work.

We grieve with our Grand First Principal in the passing of so many of our staunch co-workers and with him express our deepest sympathy to their loved ones. We are also pleased that a tribute to their memory will be paid at this Grand Session.

We are pleased to .see that our Grand Zerubbabel has extended invitations to many of the near Grand Jurisdictions, to the Presiding Offi­cers of the Concordant Bodies and Civic Dignitaries, to attend this Grand Convocation.

We are happy that our Grand First Principal has been able to at­tend all the District Meetings in our Grand Jurisdiction and that he found that all were well attended and conducted. He indicates that each Dis­trict Superintendent will , in his report, cover the questions and desires expressed by the Companions, at their respective meetings. From this

• we would presume that no difficult questions were propounded, and that harmony prevails throughout the Grand Jurisdiction.

We note our Grand First Principal 's remarks toward the "Faithful Few" whose effort,s do so much to keep our Constituent Chapters operat­ing successfully, also his question asking if we are too pro,ne to sit and wonder what is wrong with Freemasonry, when we should be thinking what is right with it. We also concur in his remark that our Lodges and Chapters have withstood the trials of the ages, but we would like to add that their continued existence can be greatly brightened if we match our thinking with some positive and practical actions. A recession in any Order can, in part, be assessed against too many thinkers and too few doers.

We are pleased in his claim that a distinct change toward better days is evidenced in the decrease in our membership this year being only 29. We sincerely hope the trend will continue, and agree with our Grand First Principal that the successful Chapters should be an incentive to the Jess successful ones and induce them to copy their example ..

We are happy and pleased to see that our Grand First Principal has been able to visit so many of our Constituent Chapters during his year of office and that he has been so ably supported by present and past Grand Officers and Companions.

We share the pride of our Grand First Principal as he made presen­tations of fifty year jewels to four esteemed Companions of the Order, and join with him in hearty congratulations to each of them.

We ccmgratulate him on being able to visi t other Grand Jurisdictionp both nationally and internationally and on the honors accorded to him at each. We feel that these are a source of good public relations be­tween our respective Grand Jurisdictions.

Each Grand Chapter year brings many pleasant duties to our Gra.nd First Principal, such as assisting at annive.rsaries, attending and taking part in special divine services, assisting in installatio,ns, making presen­tations of many awards and commis.sions. We congratulate him on his efforts at these most interesting events.

The report did not carry any list of appointments or recommenda­tions of Grand Representatives to this or other Grand Jurisdictions, and we hope that this was only an over15ight in this report.

We have perused all dispensations issued by our Grand First Prin­cipal and fi.nd all appear to be in order and within his authority.

Finally we congratulate our Grand First Principal on the year of ser­vice he has devoted to the Grand Chapter of Royal Arch Masons of Alberta, and at the close of the Chapter day we shall be happy to wel­come him into the ranks of Pa.st Grand First Principals and to assure him that he will not find that time will be dragging on his hands, be­cause work will be assigned to him which will keep him busy for ever and ever.

FRATERNAL CORRESPONDENCE

To the Most Excellent Grand First Principal , Officers and Compan­ions of the Grand Chapter, Royal Arch Masons of Alberta. Most Excellent Sir and Companions :

In reporting for this Committee we would like to express our thanki; • to those who assisted us in reviewing the various Proceedings of Sister Grand Jurisdictions. We were not able to do as many this year owing to illness of our Grand Scribe E and the Chairman of this Committee.

We would draw to the attention of the Companion,s who might be interested, these Proceedings are in the Grand Chapter Library. They may be borrowed for a period , if required .

From a perusal of these Proceedings it is quite evident that har­mony and good will pre.vails in most of the Capi tular world . There is still a decrease in membership in some of the Grand Jurisdictions. However, in a number of others there is a.n increaf3e. It is worthy of noting that, where an aggressive educational programme is being carried on, there is an increase. In many of the Grand Chapters there are schools of in­struction which are beneficial to the Companions in these jurisdictions. This is a thought our Grand Chapter could keep in mind and investigate with the ultimate idea of creating more interest and particularly, better informed Royal Craftsmen.

We would remind our Companions of the Triennial Sessions of the General Grand Chapter which are to take place in Las Vegas, September 24th to 28th, 1972. If possible you would do well to make this trip.

Motion

Moved by R.E. Comp. Mulder, seconded by R.E. Comp. A. Brown :

That the ret iring Grand Scribe E., M. Ex. Comp. Fred J. Hand, having served the Grand Chapter of Royal Arch Masons of Alberta faithfully and well for over twenty-five years, be granted the honorary title of Grand Scribe E. Emeritus, with an honorarium to be determined by the Counci l.

The moti on was carried unanimously with a standing vote of ap­plause for the splendid job M. Ex. Comp. Hand had done.

Nomination

The Grand Z. then called for nominations from the floor of the meet­ing, to fill the office of Grand Scribe E. V.E. Comp. C. Ed Glover, who was acting Scribe E. , was the only nomination, and was duly elected.

In accepting the off ice, Comp. Glover stated that he would serve in this capacity for a period of two years if re-elected next year. He stated also that he would res ign as Grand District Superintendellt of District No. 3 and that a successor for that office should be appointed.

Appointment

At a subsequent short meeting, the Grand First Principal, M.E. Comp. 0. P. Thomas, advised that under Section 77 of The Constitution, he appointed V.E. Comp. J. C. Hildebrandt of Crescent Chapter No. 24, to be Grand District Supe.rintendent of District No. 3.

GENERAL BUSINESS

Moved by R.E. Comp. 0 . P. Thomas, seconded by R.E. Comp. Mul­der, that the sum of $100.00 be allotted to the Entertainment Committee to assist with the ente.rtainment at Grand Chapter. - Carried.

MOTION

Notice of Motion having been previously presented it was moved by M.E. Comp. Laverty, seconded by M.E. Comp. McCoy, that "after the word months" fourth l ine of Section 72 of the Constitution , insert the words "or has reached the full age of 76 years" .

The amendment to this motion proposed by the Committee on Jur­isprudence, having been previously defeated, the motion was put, and it was also defeated.

REPORT ON THE LEGISLATIVE COMMITTEE ON INCORPORATION

To The Most Excellent Grand Z., Officers and Companions of the Grand

Chapter of Royal Arch Masons of Alberta. Most Excellent Sir and Companions:

At the Grand Convocation in 1971 , (see 1971 Proceedings, Page 35) the Committee was authorized to consider the merits of Incorporation by way of Legislative Act, or under the Companies Act of Alberta; to make or undertake reasonab le expenditures therefore and report to the Grand Council , who were empowered to proceed thereon .

We are pleased to report as follows: After diligent exploration and Legal advice it was deemed e.xpedient to proceed by way of Legislative Act. Accordingly a draft Act has been prepared and submitted to the Grand Council. Furthermore it has been discussed with the Grand Master of Alberta and some of his officers in an informal manner and there gain­ed the nod of approval.

The costs of such Incorporation are as follows: (1) Proof of Publication in two issues of the Alberta Gaz­

ette and four issues of newspapers in Alberta Cost about -------------------------------------------------------------------------- $100 .00

(2) A certified cheque to the Receiver General of Alberta ---------------------------------------------------------------------------------- $300.00

(3) Copies of the draft Bill - Estimated cost less that ____ $100.00

Moved by R.E. Comp. Mulder, seconded by R.E. Comp. Thomas, that Th is Grand Chapter approve of the above actions and authorize pro­ceedings with the Incorporation and approve the funds of $500.00 for that purpose. - Carried.

R.E. Comp. 0 . P. Thomas the,n asked the Grand Director of Cere­monies to present R.E. Comp. Ed. Searle in the East, where he was presented with this award. R.E. Comp. Thomas, in doing so, outlined the outstanding contribution to Masonry which has been made by RE. Comp. Searle for over forty years.

R.E. Comp. Thomas closed his remarks with, "I n spite of the re­strictions which his work laid on him he was always a ready helper in the furtherance of the different activities which have been carried out to make the work more impressive and useful. When a drive was necessary Ed suppl ied it."

"With these facts in mind, as well as his pleasing personality, which most of us in Alberta know, we think th is honour is most appropriate. May you, R.E. Comp. Ed be able to wear this for many years to come, and we remind you to take it eas ier so that you will be able to do so for a long time."

To The Most Excellent Grand Z., Officers and Companions of the Grand Chapter of Royal Arch Masons of Alberta.

Most Excellent Sir and Companions : There have been no questions referred to the Committee o,n the

Work during the past year. However there are two items carried over from last year (see 1971 Proceedings, Page 31 ). The first regarding the man­ner in which the H. and J . pass in front of the Z. and proceed to the inspection of the P.

We wou ld recommend that all preambulations i,n the Chapter and the Lodges be done on the square with the exception of the three Prin­cipals approaching the.ir stations in the opening when they approach the Dias in the form of a triangle between the P. and the E.

The second question regarding the difference in the manner of sharing the S. in the opening and closing we have not yet resolved and refer it to the incoming Committee for further study.

We are pleased to note that the " Supplementary Instructions and Explanations" and also the closing Blessing (Page 139) are now avail­able from the Grand S.E. Office.

There is also the regalia presently in use by our Grand Officers and as there is no official list available, we would suggsst it be accepted as listed in the 1969 Proceedings with whatever upgrading it has received since that date.

Stationery is not included as this is included as per cost in the Auditor 's report and is a varying commodity.

Recommendations

As Grand Chapter regalia i.s a particularly costly item in our ex­penditures, we recommend the following:

(1) That only elective Officers be invested with Grand Chapter regalia.

(2) That when the present issued regalia reaches a point of being unrepairable, the present spare regalia be sent in as requ ired, to be changed to the office required and channeled back into service.

(3) That a record of issue at each Grand Chapter be kept. We also recommend: (4) Our Grand Scribe E. has hundreds of copies of the Proceedings

of other Grand Jurisdictions dating back many years. Keeping these Proceedings does not appear to serve any useful purpose and as we ap­pear to be paying storage to retain them, we recommend these be elim­inated and only current copies be kept for one year.

(5) With the increase in postage rates and a further increase being possible in the not to distant future , it is an item for concern to your Grand Officers. At the present time our Grand Scribe E. receives a great many copies of the Proceedings from other Grand Jurisdictions, to be passed on to their Grand Representatives within our Grand Jurisdiction. We would suggest that these be assembled in the Grand Scribe E.'s office into Grand Superintendent's Districts and be taken to the District Meetings for distribution. The Grand Representative then to review the Proceedings from the Jurisdictions he represents and forward a copy of his review to the Chairman of the Committee on Fraternal Corres­pondence.

(6) There are several large boxes of old correspondence in stor­age which our Grand Scribe E. states is an accumulation from his pre­decessors or is about 20 years old . We recommend that this Grand Chapter give authority to the next committee to check into this and if of no value, to arrange to have it de,stroyed.

THANKS AND APPRECIATION

The newly installed Grand First Principal then thanked the assem­bled Companions for the high honour they had conferred upon him, and stated that he would do everything within his power to further the pro­gress of Royal Arch Masonry.

R.E. Comp. Mulder thanked the Compa;nions for the confidence they had placed in him. He also said that as Chairman of The Executive Com­mittee, he hoped he would be able to assi.st in bringing the Incorporation of the Grand Chapter of Alberta to a fruitful conclusion.

R.E. Comp. Phil J. Kendal expressed his appreciation for the honour bestowed on him, and stated that he would endeavour to fill the office and al l that it encompassed, with fervency and zeal.
