The Isle of Wight College has unveiled ambitious plans to build a £12 million specialist centre for engineering, offering specialised education and training for around 600 students at all levels including higher education courses and degree levels. The new centre will create a world-class workforce and help to assure sustainable long term economic success for local people and the Island as a whole.

Due to open in Spring 2017, the Centre of Excellence for Composites, Advanced Manufacturing and Marine (CECAMM) has been designed with guidance from Island employers to give students the skills needed for work, empowering the next workforce generation.

The new facility will provide the existing and future workforce of the Isle of Wight with the skills local employers say they need in order to grow and prosper in the modern economy, and to encourage new businesses to locate and invest on the Island. This will be achieved through the building of a new employer-led training facility co-located with local industry at the Whippingham Technology Park, East Cowes, Isle of Wight, PO32 6FY.

The new CECAMM facility will offer students a choice of career first and the appropriate course to secure that career. The focus will be to provide all of the knowledge and skills that any student will need to enter their chosen field and prepare them for work and/or higher study. The CECAMM curriculum will be created in partnership with local industry leaders to ensure that students gain the most relevant up to date industry knowledge.

Consultation The Isle of Wight College undertook a three month engineering employer consultation to establish what companies want from The Isle of Wight College. It became apparent quite quickly that employers wanted some form of transformational change to enable them to: Recruit apprentices that already had

the core engineering competence of the new Apprenticeship Standards. Small employers reported that the increase in cost of their insurance prohibited employing staff that were not classified as competent. Another financial barrier to employing staff was the loss of production of a trained member of staff to supervise and train a new employee that was not competent at the basic level.

facilities to enable practical completion of the tasks required within the new Apprenticeship Standards.

Stop sending apprentices and employees to mainland colleges as neither the facilities nor the qualifications were available on the island.

Have a Higher Education facility on the Isle of Wight that would prevent them from losing staff when they complete a Degree.

Recruit apprentices/employees that had the basic educational skill-sets to enable them to complete an apprenticeship.

Recruit high numbers of apprentices/employees to meet the needs of their manpower planning requirements. GKN have recently secured large contracts from Boeing and Bombardier and need to expand to facilitate the increase in production.

Up-skill existing staff or recruit new staff to replace an ageing workforce.

Improve employer engagement with primary and secondary schools.

Have an input to the review and updating of Apprenticeship Standards and the development of Higher Apprenticeship Standards.

Have an island based facility that would enable them to complete a level three apprenticeship as most small employers found that they did not have the range of work nor the

The new building will be a 2,950m2 Centre of Excellence for Composites, Advanced Manufacturing and Marine (CECAMM) on the Isle of Wight led by GKN. This new training facility will accommodate 447-547 learners, be located at the Whippingham Technology Park, East Cowes (adjacent to GKN Research and Development facility) and will be completed early 2017. The total cost of the proposed 2,950m2 building is £11.39m which is £3,861 per m2, of which 1,850m2 will be workshop space and the balance of 1,100m2 of traditional learning space.

Four traditional, one computing and two technical classrooms

E-Learning Centre and café sharing an open planned social learning space

Bid for project funding The bid for funding for this project was led by GKN Aerospace and supported by other local employers in the composites, marine and advanced manufacturing industries. “I am delighted for all concerned that the Isle of Wight College has helped secure investment in this most critical area of the economy,” says Peter Conway, Chair of Governors at the Isle of Wight College. “This successful bid recognises the excellent partnership and relationships that exist between employers such as GKN Aerospace, the College and the Local Authority.”
