DESCRIPTION
TRANSCRIPT
Linking people, policy and place: challenges and developments in integrating socio-economic data into locational frameworks for better decision making.
Peter HarperDeputy Australian Statistician
Population, Labour and Social Statistics
November 2012 – Spatial@Gov
‘The work on global geospatial
information management over the
past two to three years has
confirmed that one of the key
challenges is a better integration of
geospatial and statistical
information as a basis for sound and
evidence-based decision-making.’

Use case
ABS experience
– successes and challenges
LAND ACCOUNTS – EXPERIMENTAL ESTIMATES
2011 Census of Population and Housing – changes
•New Australian Standard Geographic Classification (ASGS).
•Output spatial units different to collection units.
•Every addresses allocated to a mesh block
– dwelling, place of work, place of usual residence.
Census dwelling address coding :
•Collection unit same as
Mesh Block – 0.5%.
•Autocoding system using GNAF
– 91.3% direct, 94.2% direct &
indirect.
•Additional online clerical coding
using GNAF and census collector
maps – 96.7% direct, 97.0% direct
& indirect.
•Intense clerical review and
imputation – 100%
2011 Census of Population and Housing – changes
•Statistical Area 1 (SA1) smallest spatial unit for data release.
•Increasing demands for data on smaller population groups
and geographies.

- SA1s
2011 Census and the SSF – successes and challenges
•Geocoding the population is possible using G-NAF.
• Improving G-NAF coverage needs to continue.
• ABS needs to assess the acceptability of georeferencing
census records from a privacy perspective.
•Use of web feature services and machine readable metadata to
increase accessibility to small area data via the internet.
• Work done on the SSF to further develop the interoperability
of statistical and spatial metadata will be critical here.
LAND ACCOUNTS – EXPERIMENTAL ESTIMATES
Experimental Land Account for the Great Barrier Reef Region
•Land Management Practices Survey for the Great Barrier Reef Region during
2008/09, in collaboration with the Queensland Department of Environment and
Resource Management.
•The survey sampled land parcels, instead of farming businesses.
•The Land Account combined the parcel based data with administrative and
spatial data to produce a more valuable dataset.
