ICT drives global growth. Ce-BIT 2013 again gives this reality a tangible face. This year’s Part-ner Country, Poland, in particular clearly demonstrates this fact. The country is benefitting from super-lative infrastructure, and especial-ly from the skills and enthusiasm of its young ICT sector workforce. Poland has become a magnet of global growth – and one of the few countries in Europe characterized by a significant sense of business and economic optimism.
CeBIT 2013 is therefore once again the place where countries will be showcasing the capabili-ties of their national IT sectors. An internationalization meeting point is located in the newly cre-ated CeBIT International Business Area in Hall 6. This is where com-panies that want to capture inter-
national market share will congre-gate. There are also organizations on hand to help small and medi-um-sized firms to internationalize their business activities.
So it is well worth paying a vis-it to Hall 6. Not only is this year’s Partner Country putting on an im-pressive showcase, a large number of country pavilions and innovative companies are also making the re-ality of global integration tangible, in a way that can only be achieved in one global location, i.e. in face-to-face conversations. CeBIT 2013 will also be the birthplace of new partnerships and growth stories. I look forward to your visit to the Fo-rum in Hall 6.

die Republik Polen besitzt eine starke und solide wirt-schaftliche Basis. Mit 24 Prozent der Gesamtbevölkerung Mittelosteuropas erzeugt das Land nahezu 40 Prozent des Bruttoinlandsproduktes (BIP) dieser Region. Aufgrund der unternehmerfreundlichen Politik bietet Polen hervorragende Bedingungen für Investitionen und wirtschaftlichen Erfolg.
Für das Jahr 2013 werden in Polen 2,2 Prozent BIP-Wachs-tum erwartet – eine positive Entwicklung, die sich in den kommenden Jahren fortsetzen wird. In der Ernst & Young Studie über die attraktivsten Investitionsstandorte 2012 hat Polen einen guten zweiten Platz belegt. Wir sind darüber hinaus führend in der Anziehung ausländischer Direktinves-titionen nach Mittel- und Osteuropa.
Speziell in der IKT-Branche beruht die internationale Wert-schätzung Polens auf der Qualität der Dienstleistungen und einer großen Kreativität, die oft selbst die Erwartungen der Arbeitgeber übertrifft. Junge polnische Informatiker bele-gen alljährlich Spitzenplätze bei internationalen Wettbewer-ben für Programmierer wie Microsoft Imagine Cup, Google Code Jam, TopCoder, der Akademischen Weltmeisterschaft für Gruppenprogrammierung (ACM-ICPC) oder dem Central European Programming Contest (CEPC).
Die Attraktivität unseres Marktes wissen auch global agie-rende Konzerne wie Microsoft, Motorola, HP, Google, Orac-le, IMB oder SAP zu schätzen, die in Polen Forschungs- und Entwicklungszentren schaffen und aus der Zusammenarbeit mit unserern Wissenschaftlern Vorteile ziehen. Ladies and Gentlemen,
I was very glad to hear that Poland has been granted the status of the Partner Country of this year’s CeBIT Fair. We take it for a token of recognition of the Polish ICT sector’s potential, as well as of strength and stability of our econ-omy.Poland is a country with solid economic foundations. Poles constitute 24% of the Central and Eastern European popu-lation, while producing almost 40% of the region’s GDP. Combined with the country’s friendly policy towards the entrepreneurs, this creates excellent conditions for invest-ment and, of course, business success.
In 2013 we anticipate a GDP increase of approximately 2.2% and hope to sustain this result in the upcoming years. Ernst & Young’s report “European Attractiveness Survey 2012’ ranked Poland second. We are also proud to be the leader in attracting foreign investment projects in Central and Eastern Europe.
ICT sector is one of the Polish Government’s foremost pri-orities and I am deeply convinced that its representatives will make an excellent impression during the Hanover fair. I am delighted to affirm that this sector is modern and dy-namic, offering its customers and investors an immense potential for development.
Quality of the provided services and the level of em-ployee’s creativity, often exceeding the highest ex-pectations of the employers, are the decisive factors underpinning the international recognition of Polish ICT sector. Each year, young Polish IT professionals are ranked at some of the highest places in interna-tional contests for programmers, such as the Microsoft Imagine Cup, Google Code Jam, TopCoder, ACM Inter-national Collegiate Programming Contest (ACM-ICPC) or the Central European Programming Contest (CEPC).
The allures of our market have been recognized by such global groups as Microsoft, Motorola, HP, Google, Oracle, IBM or SAP, which locate its research & development cen-tres in Poland in order to reap the benefits of our scientists’ expertise. Dynamic inflow of direct foreign investment and production being allocated to Poland are important fac-tors generating demand for computer software and hard-ware in our country.
Unique assets possessed by our IT sector constitute its competitiveness across Europe. It would be no understate-ment to say that it may be seen as our speciality. The Minis-try of Economy supports all initiatives aimed at making our domestic economy more innovative. For this reason we are particularly glad to promote our companies at events such as the CeBIT fair.
We undertake further efforts in order to improve the climate for business activity in Poland. We persist in eliminating the administrative and legal barriers, af-fecting first and foremost small and medium business-es. We do not relent in our strive towards creating the best business environment in Europe.
We are immensely glad that the distinguished organizers of the CeBIT fair – BITKOM and Deutsche Messe – have noticed the potential of the Polish ICT sector and granted Poland the status of the partner country at the largest in-ternational ICT fair.

Dynamic ICT market
from 2003 to 2011 Poland achieved an average gDP increase equal to 4,5 percent and in the cri-sis year of 2009 was the only country in European Union with positive economic growth. An important contribution to sustained economic growth in Poland is provided by Information and Communication Tech-nologies (ICTs), which are increasing for years. After Poland`s EU accession in 2004 the telecommunication, industrial production, management and financial sec-tors are particularly responsible for a positive develop-ment of the market.
The Polish IT market is among the 20 largest output markets in the world - it is dominated by the hardware sector followed with a market share of over 50 percent, computer science services (30 percent) and the soft-ware production (15 percent).
Thanks to a good situation concerning orders in the IT sector in 2011, according to study conducted by the analytic company PMR Consulting the growth rate is estimated to amount 10% with a total value of approxi-mately 7 billion EUR. The ICT research company IDC Poland assess the IT market value in 2011 even at 7.73 billion EURO and for 2012 a value of 7.86 billion EUR.
Current growth is driven by tablet-PCs, IT outsourc-ing as well as dedicated and mobile data services. The further growth of the IT market is promoted through the EU initiative “Innovative Economy” which in years 2007-20013 provides nearly 2.5 billion EUR for the computerization of administration, science institutions and businesses.

In recent years Polish programmers repeatedly proved that they are among the best in the world. In this field Top Coder 2012 ranks Poland at 3rd place, behind Russia and China.
Reason to celebrate has also the Poznań University of Technology, whose represen-tatives won the 1st place at Hack4Europe 2011. One year before, the student team had gained a victory at the Samsung Development Challenge 2010.
An outstanding performance showed Jakub Pachocki (“meret”) from the University of Warsaw, who won highly salaried Google Code Jam 2012. Also the team from the Uni-versity achieved in the same year the 2nd place at the prestigious group programming competition Academic World CupACM ICPC. From 2003 to 2011 Poland achieved an average GDP increase equal to 4,5 percent and in the crisis year of 2009 was the only country in European Union with positive economic growth. While in the dominant hardware segment the market tends to be saturated , the importance of IT services is continuously growing.
This increase appears in the context of a global growth tendency in Busi-ness Process Outsourcing (BPO), because it usually involves outsourcing of individual business processes and the underlying IT systems. According to the IT market consulting firm Gartner, the global BPO market grew in 2011 by 6.3 percent and in 2012 by 5 percent. The market analysis platform TechNavio predict an annual growth rate of 5.1 percent for the period from 2011 to 2015.
Poland is currently among the Top 10 Global Business Process Outsourcing (BPO) locations and holds a leading position in Europe in this aspect. The BPO-Hotspot Kraków is even at the fourth position worldwide according to the survey „50 Outsourcing Cities“. Polish service companies are compet-ing successfully on a global level by focusing on the needs of international companies. Industry analyst Sourcing Line even highlights that Polish com-panies have proved to be a world provider of tailor-made, ready-to-use business software, especially in the field of Business Analytics, Human Re-sources & Payroll, as well as Banks and Telecommunication.
The market value of the Poland’s BPO sector reaches an annual amount of 1.53 billion EUR. In the beginning of 2012 there were 282 service centers in Poland with foreign investors, which occupied about 69.000 employ-ees: 205 BPO-, IT- and Shared Service Centers along with 77 F&E Centers. Forecasts for the next years include double of the current market value of this industry sector. According to a DIS survey from 2010, the number of the new established BPO centers and the new workplaces in Poland is the highest. In favor of this trend are also the highly qualified employees and the low cost of labor. Another aspect in favor of establishing a service cen-ter are tax reductions.

Group confirms, Poland is the only European country
among the five most important BPO and Shared Services Centers in
the world. Foreign investors vote for Poland as a locating for always compli-
cated segments of BPO. Further, Poland is the country to come up often with solutions, which are implemented by in-ternational companies. Investors are of-fered at that way a variety of solutions not only for standard services in the fi-nancial and IT sector, but also the pos-sibility to benefit from new and so-
phisticated solutions, which can they offer to their clients.

The 1.100 research facilities with more than 100.000 scientists, in-cluding 157 of the EU-funded “Centers of Excellence” and “Cen-ters of competence “contribute further to this development.
The development of the world’s first blue laser based on gal-lium nitride crystals by a team led by Professor Sylwester Po-rowski at the University of Warsaw, as well as the patenting of an innovative production method for layers of carbon graphs by the Institute of Electronic Materials Technology (Instytut Tech-nologii Materiałów Elektronicznych - ITME) in Warsaw, be-long to the current successes of the Polish research in ICT.
The attractive research landscape of Poland is appreciated by worldwide operating companies like Google, Microsoft, HP, IBM, Intel, Oracle or SAP. They have already established in the coun-try nearly 80 Research and Development centers (R & D), usually near the large academic centers, aiming to target Poland’s top graduates. According to a Computer World Study “TOP200”, in-vestments in R & D, alone in the 92 included in the study Polish companies, amount to a total of EUR 90.6 million for 2012.

What is the importance of participating in CeBIT as part of your overall marketing ef-fort?
This will be the 14th time that Bra-zil, under the brand Brazil IT +, which identifies the Brazilian IT industry abroad, attends the event. For us it is strategic because it is the most important event of the inter-national digital industry and a plat-form for conducting global busi-ness. We are certain that this year we will still benefit from that differ-

VERWALTUNG GEHT ONLINE Polens Regierung steuert auf die digitale Zukunft hin. Ministerien investieren massiv in Projekte wie etwa elektronischer Personalausweis oder Onlinesteuererklärung. Ausländische Unternehmen könnten vor allem als Zulieferer davon profitieren.

In der Regierung in Warschau gibt es sogar ein eigenes Ministerium für
Administration und Digitalisierung. Dieses will bis Ende 2015 nach ei-
genen Angaben 3,3 Mrd. Zloty (Zl, ca. 794 Mio. Euro, Stand: 20.02.2013)
an EU-Fördermitteln für den Ausbau des E-Government (Electronic Govern-
ment) ausgeben. Diese Mittel sollen in insgesamt 27 Projekte fließen, die
teils unter der Aufsicht der Ministerien für Finanzen (6 Projekte) Gesund-
heit, Justiz (je 2 Projekte), Wirtschaft, Inneres sowie für Arbeit und Soziales
(je 1 Projekt) und anderer staatlicher Einrichtungen stehen.
Zu den besonders ehrgeizigen Projekten zählt der neue Personalausweis
(pl.ID), für den das Innenministerium verantwortlich ist. Dank eines integ-
rierten Chips soll dieser unter anderem die digitale Unterschrift speichern.
Allerdings wird der neue Ausweis nach mehrmaliger Verzögerung wohl vor
2015 nicht eingeführt. Die mit dem europäischen eID-System kompatible
Lösung bedarf noch der Überarbeitung und Integrierung der vorhandenen
staatlichen Register. eID-System bedeutet nämlich letztlich, dass innerhalb

Besonders Bekleidung, Schuhe, Haushaltsgeräte und Elektronik werden per Internet gekauft. Auch die Zahl der Online-Händler steigt. ebenso wie die Inves-titionen in diesem Bereich.

Von 2012 bis 2014 sollen die Umsätze im polnischen Onlinehandel
deutlich steigen. Das Marktforschungsunternehmen PMR (www.
research-pmr.com) rechnet in einer Mitte 2012 durchgeführten
Analyse in dieser Zeit mit einer Zunahme von 17,9 Mrd. Zloty (Zl; rund
4,3 Mrd. Euro; Stand: 20.02.13) auf 26,6 Mrd. Zl, also um fast 50%. Die
Analyse beruht auf der Befragung von 1.000 Personen, die schon einmal
etwas über das Internet gekauft haben. Die Ergebnisse finden sich in dem
Bericht “Online retail market in Poland 2012. E-commerce market analysis
and development forecasts for 2012-2014”.
Das Onlinesegment des Einzelhandels dürfte demzufolge weiterhin
zweistellig wachsen. Noch 2008 wurden laut PMR im Onlineeinzel-
handel erst 7,4 Mrd. Zl umgesetzt. Andere Prognosen gehen für 2012
von einer Steigerung der Verkäufe über das Internet um fast ein Viertel
auf umgerechnet 5,6 Mrd. Euro aus, nach 4,5 Mrd. Euro (2011) und 3,4
Mrd. Euro (2010).
Damit entwickelt sich das elektronische Handelssegment deutlich
schneller als der Einzelhandel insgesamt. Dem polnischen Statistischen
Hauptamt GUS zufolge haben die größeren Geschäfte mit mindestens
zehn Mitarbeitern in den ersten elf Monaten 2012 ihre Einnahmen real
um 3,0% gesteigert. Die Dynamik schwächte sich dabei im Jahresverlauf
ab. In der Zeitspanne Januar bis November 2011 hatte der Zuwachs noch
7,8% betragen.
Die meisten Online-Käufer nutzen das Internet seit über fünf Jah-
ren, bewohnen Großstädte, haben eine höhere Ausbildung und sind
vergleichsweise gut situiert.
Der E-Commerce bietet den Konsumenten den Vorteil niedrigerer
Preise, obwohl die Differenz laut PMR abnimmt. Außerdem können sie
sich die Waren direkt nach Hause liefern lassen.
Immer mehr Einzelhandelsunternehmen richten Onlinegeschäfte ein.
Neben einigen Baumärkten taten das zum Beispiel die britische Einzel-
handelskette Tesco, Bekleidungshäuser wie die spanische Inditex (Zara),
die polnische LPP oder die deutsche C&A sowie das Schuhhandelsun-
ternehmen Deichmann. Bekleidung und Schuhe stehen ganz oben auf der
Liste der über das Internet erworbenen Artikel noch vor Haushaltgeräten und
anderer Elektronikartikel.

Stark nachgefragt war in jüngster Zeit dank einer großen Werbekam-
pagne das Onlinegeschäft 66procent.pl, das die Japan Pvt Ltd. mit Sitz auf
den Malediven betreibt. Laut der Untersuchung Megapanel von PBI/Ge-
mius zählte 66procent.pl, das Markenbekleidung zu auffallend günstigen
Preisen anbietet, im Oktober 2012 rund 876.200 reale Nutzer. Pilkasklep.pl
wiederum offeriert besonders Sportbekleidung zu Niedrigstpreisen.
Bei manchen Onlinegeschäften sind aber auch Zweifel an ihrer Seriosität
aufgekommen, zumal wenn Lieferungen verspätet oder gar nicht eintrafen
und die Qualität der Waren fragwürdig erschien.
Verbraucher haben in Polen inzwischen die Wahl unter rund 12.000 On-
line-Geschäften sowie diversen Auktionsdiensten. Sklepy24.pl ging für Ende
2012 von 11.850 E-Geschäften aus; das entspricht gegenüber 2007 fast ein-
er Verdreifachung. Der Preisvorteil kann für die Kunden beträchtlich sein,
wie der einschlägige polnische Preisservice Nokaut feststellt. So sind die
Preise für elektronische Geräte oder Spielzeug durchschnittlich um 30%
niedriger als im traditionellen Einzelhandel; bisweilen erreichen die Un-
terschiede sogar 46%. Eine Vertreterin des Preisvergleichsportals Ceneo.pl
stellte Ende 2012 ein starkes Interesse an Konsolen und Computer-Spielen
fest. Noch größere Preisnachlässe werden beim Kauf von Restbeständen an
Markenbekleidung gewährt.
Ein bedeutendes Auslandsengagement wurde im Herbst 2012 bekannt.
Der polnische Venture-Capital-Fonds MCI Management erwarb für 12 Mio.
Euro eine Minderheitsbeteiligung an der zyprischen Blacksquare Invest-
ments Ltd., die über eigene Gesellschaften auf dem russischen E-Commerce-
Markt tätig ist. Die auf Bekleidung spezialisierte Blacksquare (auch KupiVIP
Holding) betreibt die Einkäufer-Clubs KupiVIP.ru und KupiLuxe.ru sowie
das Internet-Geschäft ShopTime.ru.
Die KupiVIP Holding, die mit 9 Mio. Nutzern das größte Online-Ge-
schäft Russlands für Bekleidung und Accessoires ist, will mit dem von MCI
Management erworbenen Kapital ihr Informatiksystem zur Bearbeitung von
Bestellungen weiter entwickeln und zusätzliche Dienste einrichten. Geht es
nach Oskar Hartmann, dem Generaldirektor der KupiVIP Holding, soll das
E-Commerce-Geschäft dadurch Jahresumsätze von über 1 Mrd. US-Dollar
erwirtschaften. Die Holding strebt auch in andere Länder in Mittel- und
Osteuropa.
POLNISCHE MCI BLICKT NACH DEUTSCHLAND
MCI Management plant laut seinem Vorsitzenden Tomasz Czechow-
icz weitere Investitionen in führende E-Commerce-Dienste. In den Jahren
2013 und 2014 will der Fonds dafür insgesamt bis zu 500 Mio. Zl (rund
120 Mio. Euro) aufwenden. Am meisten verspricht dabei wegen ihrer Größe
der russische und der deutsche Markt. In Deutschland entstünden derzeit
die meisten Dienste, die Spitzenpositionen unter den europäischen E-Com-
merce-Akteuren erobern könnten, sagte Czechowicz gegenüber der Tageszei-
tung Rzeczpospolita.
Die führenden Onlinehandelsfirmen haben eine eigene Vereinigung,
Izba Gospodarki Elektronicznej (e-Izba), gegründet. Sie hat Anfang 2013 ihre
Tätigkeit aufgenommen. Diese umfasst sowohl den E-Handel als auch auf
elektronischem Wege erbrachte Dienstleistungen. Zu den Gründungsmit-
gliedern der e-Izba gehören Empik.pl, Merlin.pl, Fly.pl, Skapiec.pl, Nokaut.
pl, Euro RTV AGD, Neo24, Komputronik, imerge, PayU, Dotpay, Przelewy24
und Allegro. Ein großer Konkurrent kommt demnächst hinzu, da das inter-
nationale E-Commerce-Unternehmen Amazon in Polen aktiv werden will.
GUTE NOTEN FÜR ALLEGRO
Die besten Noten erteilten polnische Konsumenten der Gruppe Allegro,
zu der 125 E-Commerce-Dienste in 23 Ländern, vor allem in Mittel- und
Osteuropa, gehören. Grenzüberschreitend innerhalb der EU tätig ist jedoch
nur ein Drittel der Online-Geschäfte in Polen; lediglich ein Zehntel liefert
in europäische Länder außerhalb der EU. Das geht aus dem im November

MIT NEUER TECHNIK MOBIL Informations- und Kommunikationstechnologien verleihen der britischen Wirtschaft Impulse. Im E- und M-Commerce liegt das Vereinigte Königreich europaweit an der Spitze. Die Nachfrage nach Software-Lösungen könnte 2013 weiter steigen. Das Programm der britischen Regierung, die ländliche Bevölkerung mit Breitbandanschlüssen zu versorgen, kommt ebenfalls voran.

Der Markt für Informations- und Kommunikationsdienstleis-
tungen gehört weiter zu den konjunkturellen Lichtblicken im
Vereinigten Königreich. Das Wachstum der Branche 2013 dürfte
einer Prognose des Marktforschungsinstituts EITO (European Informa-
tion Technology Observatory - www.eito.com) zufolge rund 1,8% betra-
gen. Im Jahr zuvor war eine vergleichbare Dynamik zu beobachten. Der
wirtschaftliche Schwung der Branche hat allerdings gegenüber früheren
Jahren deutlich nachgelassen. Noch 2010 verzeichnete der IKT-Sektor
auf der Insel ein Wachstum von rund 5%. Unverändert hoch ist die Dy-
namik aber im Software-Segment. Dort könnte die Nachfrage 2013 um
fast 5% zulegen.
Als Wachstumstreiber, die hinter der hohen Nachfrage nach Software-
Lösungen stehen, identifizieren die Analysten von EITO die zunehmende
Bedeutung von Mobilität, Investitionen in “Cloud”-Infrastruktur, die ziel-
gerichtete Analyse riesiger Datenmengen zur Geschäftsoptimierung
(“Big Data”) sowie den stärkeren Einsatz von “social media” in der
Kommunikationsstrategie der Unternehmen. Mit am dynamischsten
entwickelte sich 2011 der britische Markt für Software-Applikationen
(+4,8%), wobei die Unternehmen sowohl in bestehende als auch in
neue CRM- und ERP-Anwendungen investierten, also in die Pflege von
Kundenbeziehungen und ihrer unternehmensweiten Anwendung. Ge-
fragt sind unter anderem CRM-Applikationen, die eine Integration mit
“social media”-Tools ermöglichen.
Das Wachstum im “Advanced Data Driven Testing”-Markt (ADDT) be-
lief sich einer Schätzung von EITO zufolge 2012 auf rund 4,5%. Für Schub
sorgt die hohe Nachfrage nach Automatisierungs- und Management-
Tools, Datenbanken und Business Analytics. Der ADDT-Markt wächst
voraussichtlich auch in den kommenden Jahren vergleichsweise stark.
Auf dem britischen Endgerätemarkt sind Tablet-Computer auf dem
Vormarsch. Die
Wachstumsraten in diesem Segment dürften 2013 leicht zurück-
gehen, liegen voraussichtlich jedoch immer noch im zweistelli-
gen Prozentbereich. Zur Jahresmitte 2012 waren laut einer Studie der
Wirtschaftsberatungsgesellschaft Deloitte bereits rund 7 Mio. Briten im Be-
sitz eines Tablets. Das starke Wachstum bei Tablets geht offenbar zu Lasten
der Entwicklung im Netbook-Segment. Die Umsätze mit Netbooks im Ver-
einigten Königreich sind bereits seit mindestens drei Jahren rückläufig. Die
Anzahl der Mobiltelefone (Handy) dürfte einer Prognose von Portio Research
zufolge zwischen 2012 und 2016 nur leicht von rund 83 Mio. auf 84 Mio.
steigen. Der Anteil der Smartphones nimmt jedoch voraussichtlich weiter
zu. 2012 handelte es sich Schätzungen zufolge bei rund 37% der Handys in
Großbritannien um Smartphones. Die Marktforscher von eMarketer prog-
nostizieren, dass dieser Anteil 2013 auf 45,5% und 2014 auf circa 55% an-
steigen könnte. (Zum Vergleich: Die Smartphone-Durchdringungsrate in
Westeuropa lag 2012 im Durchschnitt bei 31,8%.)
ULTRABOOKS IM KOMMEN
Der Endgerätemarkt differenziert sich immer weiter aus. Ein noch sehr
junges Segment sind die sogenannten Ultrabooks, die weniger als 1,5 kg wie-
gen und weniger als 2,1 cm dick sind. Noch im Januar 2012 lag der Anteil der
Ultrabooks an den insgesamt verkauften Notebooks nach Angaben der Mark-
tforschungsfirma Context bei lediglich 5%. Im August 2012 betrug dieser
Anteil bereits rund 27%. Die Context-Analysten rechnen auch künftig mit
exponentiellem Wachstum im Ultrabook-Segment, sodass ein Durchbrechen
der 50%-Marke bereits zur Jahresmitte 2013 möglich erscheint.
Bereits seit einigen Jahren ist das Vereinigte Königreich europaweit
führend bei den Pro-Kopf-Ausgaben im E-Commerce. Im Jahr 2012 beliefen
sich die E-Commerce-Umsätze laut IMRG Capgemini zufolge auf 77,6 Mrd.
Pfund Sterling (£; Jahresdurchschnittskurs 2012: 1 Euro = 0,81087 £) und
damit plus 14% gegenüber dem Vorjahr. Innerhalb des E-Commerce wächst
das Einkaufen per mobilem Endgerät (M-Commerce) überdurchschnittlich
schnell. Nach Angaben von IMRG Capgemini wurden im 2. Quartal 2012
bereits 11,6% aller E-Commerce-Umsätze über ein mobiles Endgerät erzielt.

Im 1. Quartal 2012 lag dieser Anteil noch bei 8,2%. Noch vor circa zweiein-
halb Jahren war M-Commerce auf der Insel beinahe nicht existent (0,4%
der Online-Umsätze im 1. Quartal 2010). Hält die derzeitige Entwicklung
an, könnte im 1. Quartal 2013 bereits die 20%-Marke durchbrochen werden.
„SILICON ROUNDABOUT“ IN LONDON
In der britischen Hauptstadt hat sich insbesondere die frühere La-
gerhausgegend um das “Silicon Roundabout” in Ost-London zu einem
fruchtbaren Nährboden für IT-Unternehmen und Tech-Start-ups aus al-
ler Welt entwickelt. Über die neuesten Trends aus der Londoner Gründer-
und Wagniskapitalszene informierte sich auch Bundeswirtschaftsminister
Philipp Rösler im Rahmen seiner Londonreise am 30.10.2012. Rösler stattete
unter anderem der von Stefan Glänzer geleiteten Venture-Capital-Firma Pas-
sion Capital und dem von deutschen Unternehmern gegründeten Software-
Start-up Mendeley einen Besuch ab. Glänzer lobte in diesem Zusammen-
hang die günstigen Rahmenbedingungen für Technologie-Start-ups im Ver-
einigten Königreich, insbesondere in London.
Am 30.10.2012 hat das Vereinigte Königreich mit rund 40 anderen
Ländern gleichgezogen, indem das landesweit erste 4G-Mobilfunknetz in
Betrieb genommen wurde. Everything Everywhere (EE), ein Gemeinschafts
-unternehmen von T-Mobile und Orange, verspricht 4G-Kunden ab sofort
durchschnittliche Übertragungsgeschwindigkeiten von 8 bis 12 Mb pro
Sekunde. 4G-Dienste waren Mitte Dezember 2012 allerdings “erst” in 18
britischen Städten verfügbar, darunter London, Birmingham, Manchester
und Glasgow. Bis März 2013 sollen weitere 17 Städte hinzukommen. Die
Wettbewerber von EE wie Vodafone, O2 und Three werden ihre 4G-Services
voraussichtlich erst nach der Durchführung einer Funkfrequenzauktion ab
Mai 2013 anbieten können.
Auch der Ausbau der Breitbandnetzinfrastruktur im Vereinigten König-
reich scheint voranzukommen. Im Herbst 2012 signalisierte EU-Wettbe-
werbskommissar Joaquin Almunia grünes Licht für die Pläne der britisch-
en Regierung mit dem Projekt Broadband Delivery UK (BDUK), den Aus-
bau schnellerer Breitbandverbindungen in ländlichen Regionen mit 530
Mio. £ zu fördern. Die Planung der Einzelprojekte obliegt den Landkreisen
sowie den regionalen Behörden Schottlands, Wales’ und Nordirlands. Den
Zuschlag für die Umsetzung hat der frühere Monopolanbieter BT erhalten.
BDUK wird in den kommenden Jahren zudem 150 Mio. £ in den Netzaus-
bau in sogenannten “super-connected cities” investieren. Weitere 150 Mio. £
stehen bereit, um die Mobilfunknetzabdeckung in Gebieten zu verbessern,
in denen diese Abdeckung suboptimal oder nicht vorhanden ist.
HUAWEI BAUT SEIN ENGAGEMENT AUS.
Wichtige Zentren der IKT-Branche im Vereinigten Königreich sind Read-
ing und London. Am 10.10.12 wurde bekannt, dass der chinesische Net-
zwerkausrüster Huawei 1,3 Mrd. £ investieren und seine UK-Zentrale von
Basingstoke nach Reading verlagern will. Huawei plant, seine britische Bel-
egschaft von derzeit rund 800 in den kommenden Jahren auf 1.500 Mit-

die britische Regierung eine strengere Überwachung und Kontrolle des
chinesischen Netzwerk-Giganten planen, nachdem ein jüngst veröffentli-
chter Bericht der US-Regierung zu dem Schluss gekommen ist, dass die
Geschäftstätigkeiten von Huawei in den USA eine Gefahr für die nationale
Sicherheit der Vereinigten Staaten darstellen. Huawei ist einer der größten
Lieferanten von Netzwerkausrüstungen im britischen Telekommunikation-
ssektor.

MOBILFUNK – KAMPF UM ANTEILEDer Markteintritt des vierten Anbieters Free Mobile 2012 hat den französischen Mobilfunksektor auf-gemischt. Der darauf einsetzende harte Preiskampf kommt den privaten Haushalten zugute. Gesunken sind aber auch die Gewinne der Telefongesellschaften, was deren Börsenkurse drückte. Vor allem die junge Bevölkerung nutzt die vielfältigen Dienste der Smartphones.

Das Ziel ist erreicht. Mit der Zulassung eines vierten Anbieters
auf dem französischen Mobilfunkmarkt sollte der Wettbewerb
gesteigert werden. Seit dem 10.1.12 geht die Firma Free Mo-
bile des Telekommunikationsunternehmens Iliad mit Kampfpreis-
en auf Kundenfang. Innerhalb eines Jahres hat der Neuling rund
5 Mio. Abonnenten gewinnen können. Angebote wie eine Flatrate mit
Vertrag für 19,99 Euro oder eine Prepaid-Karte mit einem Kontingent von
2 Stunden Gesprächsdauer für 2 Euro haben viele Nutzer zum Wechsel
bewogen. Und die etablierten Telefongesellschaften Orange (France Tel-
ecom), SFR (Vivendi) und Bouygues zum Nachziehen.
Diese haben ihre Preise ebenfalls drastisch gesenkt und entwickeln
immer neue Angebote. Beobachter gehen davon aus, dass die Preis-
spirale ihr unteres Ende noch nicht erreicht hat und es auch 2013 zu ei-
nem weiteren Nachlassen kommt. Hierdurch gerät allerdings die Ertrag-
slage im Mobilfunkgeschäft immer stärker unter Druck, eine Entwick-
lung, die sich mittlerweile in den Börsenkursen aller Konzerne ablesen
lässt, zuletzt auch bei Iliad. Schwierig wird es auch für die kleinen An-
bieter ohne eigene Übertragungsinfrastruktur (Mobile Virtual Network
Operators, MVNO), da diese an die Netzbetreiber Übertragungsgebühren
zahlen müssen und von daher eine natürliche Preisuntergrenze haben.
Anbieter wie Virgin Mobile, La Poste Mobile, NRJ Mobile oder Au-
chan Telecom haben zusammen etwa 7 Mio. Abonnenten (circa 10% des
Marktes). Sie beobachten eine verstärkte Abwanderung zum neuen Wett-
bewerber Free oder den neuen Angeboten der drei Etablierten. Diese
haben mit Sosh (Orange), Red (SFR) und B&You (Bouygues) zudem ei-
gene Billigmarken lanciert, um dem verschärften Wettbewerb zu begeg-
nen. Daten der Regulierungsbehörde Autorité de régulation des commu-
nications électroniques et des postes (ARCEP – www.arcep.fr) zeigen, dass
sich die Einnahmen im Mobilfunksektor seit dem 4. Quartal 2011 negativ
entwickeln. Die Nutzung gemessen in Gesprächsminuten oder versende-
ten Kurznachrichten (SMS) steigt dagegen deutlich an – eine direkte Folge
günstigerer Tarife und der größeren Anzahl von Flatrates.

Seit dem Markteintritt von Free Mobile haben sich die Marktanteile der
drei Altanbieter jeweils um etwa zwei Prozentpunkte nach unten bewegt. Am
stärksten gelitten hat Bouygues Telecom, mit noch circa 13% Marktanteil der
kleinste der drei. SFR kann etwa 31% der Kunden aufweisen, der Markt-
führer Orange rund 39%. France Telecom profitiert derzeit noch von der Ex-
pansion des neuen Wettbewerbers Free, der bisher knapp 7% der Kunden
an sich binden konnte. Da Free noch keine flächendeckende Übertragungs-
infrastruktur hat, muss das Unternehmen zum Teil gegen Gebühr das Netz
von Orange mitnutzen.
START DER 4G-NETZE IN LYON
Insbesondere Orange und SFR versuchen ihre Kunden über eine Erhöhung
der Qualität zu halten beziehungsweise neue dazu zu gewinnen. Hierzu ge-
hört die in Anbetracht der neuen Konkurrenz vorgezogene Einführung von
besonders übertragungsstarken 4G-Diensten im Mobilfunkbereich und die
zunehmende Versorgung der Haushalte mit Glasfaserkabeln im Festnetz.

Mit 100 mbit/s ist die Übertragungsrate in 4G-Netzen rund fünfmal höher
als im 3G-Netz und kommt damit der immer stärkeren Inanspruchnahme
des mobilen Internet, der Versendung von Videodateien oder dem Fernse-
hen über das Mobiltelefon oder den Tablettcomputer entgegen.
SFR gab in Lyon am 28.11.11 den Startschuss, gefolgt von Montpellier. Im
ersten Halbjahr 2013 sollen bei diesem Anbieter noch Toulouse, Marseille,
Lille, Straßburg und Paris folgen, Orange will in Lille, Lyon, Nantes, Mar-
seille und Paris beginnen. Erst im Oktober 2012 konnten sich die Betreiber
mit der Stadtverwaltung Paris über die Aufstellung zusätzlicher Antennen
für das 4G-Netz einigen - seit Oktober 2011 war zunächst jegliche Neu-
installation von Mobilfunkantennen gestoppt worden. Bedingung für die
erneute Genehmigung ist die Einhaltung strengerer Grenzwerte. An diese
müssen nun gegebenenfalls auch sämtliche schon aufgestellten Antennen
angepasst werden. Für den Ausbau eines eigenen Glasfasernetzes erhielt
Free im August 2012 die Zusage eines 200 Mio.-Euro-Kredites der Europäis-
chen Investitionsbank.
KOMBINATION VERSCHIEDENER DIENSTE
Im Auftrag von ARCEP hat das Marktforschungsinstitut CREDOC (Cen-
tre de Recherche pour l’Etude et l’Observation des Conditions de Vie)
die Verbreitung und Nutzung von Informations- und Kommunikations-
technologien in der französischen Gesellschaft untersucht (Stichpunkt Juni
2012). Die Studie zeigt die mittlerweile fast durchgängige Ausstattung der
Bevölkerung mit Telefonanschlüssen. Dabei verfügen 78% der Bevölkerung
über beide Arten von Anschlüssen, 12% haben lediglich einen Festnetzan-
schluss, 9% sind nur über das Mobiltelefon zu erreichen. Der Anteil von
Personen ohne Telefon ist auf unter 1% gesunken.
Sehr weit verbreitet ist die Kombination verschiedener Dienste wie
Telefon, Internet und Fernsehempfang über einen gemeinsamen Anschluss
(“Box”) und Verbindung über das Internet. Hatten solche Komplettangebote
2005 nur einen Anteil von 7% an den Festnetzanschlüssen, so lag dieser
bereits 2009 bei 48% und erhöhte sich bis 2012 weiter auf 62%. Der Wert
liegt noch höher bei den jüngeren Bevölkerungsgruppen, bei Besser-
-verdienenden und Personen mit höheren Bildungsabschlüssen. Nur noch
15% der Bevölkerung ab 12 Jahre besitzt lediglich ein Telefon, aber keinen
Internetanschluss; 10% haben keinen Festnetzanschluss.
Erheblich angestiegen ist im vergangenen Jahr die Zahl der Besitzer von
Smartphones. Lag deren Anteil an der Bevölkerung ab 12 Jahren 2011 noch
bei 17%, so stieg der Wert 2012 bereits auf 29%. Die höchste Verbreitung er-
reichen sie bei den jungen Erwachsenen zwischen 18 und 24 Jahren. Über-
durchschnittlich werden sie von den höheren Einkommensgruppen
verwendet, was wegen der höheren Anschaffungskosten wenig überrascht,
sowie von der Bevölkerung in Großstädten. In der Region Paris telefonieren
38% der Personen mit Smartphones.
Die Zahl der versendeten Textnachrichten (SMS) steigt kontinuierlich an.
Die CREDOC-Studie kommt zu dem Ergebnis, dass mittlerweile 75% der
Bevölkerung ab zwölf Jahre diese Dienste nutzt. Die Zahl der durchschnittlich
innerhalb einer Woche verschickten SMS hat sich innerhalb von fünf Jah-
ren von 14 (2007) auf 108 (2012) erhöht. Bei allen Nutzungsformen (SMS,
Internet, E-Mail, Downloads, TV) weisen die Besitzer von Smartphones eine
höhere Inanspruchnahme auf als der Rest der Bevölkerung. Besonders
auffällig ist der überdurchschnittliche Anstieg der Benutzung bei den
jüngeren Altersgruppen.

FIRMEN SETZEN AUFS INTERNETFast jeden sechsten Euro setzten österreichische Unternehmen 2011 im E-Commerce um. Der Löwenanteil daran entfiel auf das B2B-Segment. Unter den verschiedenen Branchen ist die ver- arbeitende Industrie am häufigsten elektronisch unterwegs. Basis für ein weiteres Wachstum dieses Kauf- und Vertriebskanals ist, dass fast 100% aller Unternehmen das Internet nutzen.

Der Einsatz von Informations- und Kommunikationstechnolo-
gien (IKT) im Geschäftsablauf ist auch in Österreich für Un-
ternehmen unverzichtbar geworden. Anfang 2012 hatten 98%
der österreichischen Unternehmen mit mindestens zehn Beschäftigten
Zugang zum Internet. 82% der Unternehmen waren mit einer Website
im Internet präsent, wobei dies nach wie vor von der Unternehmens-
größe abhängig ist. Während 99% der großen Unternehmen mit 250
und mehr Beschäftigten eine Website unterhalten, sind es bei mittleren
Unternehmen mit 50 bis 249 Beschäftigten 92% und bei den kleinen
Unternehmen 80%. Dies geht aus einer Erhebung von Statistik Austria
hervor.
Immer mehr Unternehmen nutzen schnelle und leistungsfähige Breit-
bandverbindungen für ihre Internetaktivitäten. Bereits 91% aller Firmen
verfügen über eine Breitbandverbindung wie etwa DSL für den Internet-
zugang. Bei den großen Unternehmen sind es sogar 100%.
Der Absatz von Produkten und Dienstleistungen über das Internet
wird für die Unternehmen immer wichtiger. Als besonders dynamisch
erweist sich das Segment Business-to-Consumer (B2C). Es erreichte 2011
ein Volumen von 2 Mrd. Euro und lag damit nach den Ergebnissen ein-
er Studie des Handelsforschungsinstituts EHI Retail um 28% über dem
Vorjahreswert.
Weitaus bedeutender aus Sicht der Unternehmen ist allerdings das
Business-to-Business-Geschäft (B2B), also die Geschäftsabwicklung der
Unternehmen untereinander. Dieses Segment verbuchte 2011 einen Um-
satz von 63 Mrd. Euro (+2,1% zum Vorjahr).

Verkäufe über E-Commerce (ausgenommen Bestellungen per E-Mail)
wurden von 16% der Unternehmen getätigt. 12% der Unternehmen kauften
Waren oder Dienstleistungen im Wert von 9,4 Mrd. Euro über eine Web-
site, also in einem Online-Shop oder über ein Extranet. Lediglich 6% aller
Unternehmen generierten Umsätze über EDI-basierte Systeme oder über
andere Formen der elektronischen Datenübertragung, wodurch jedoch ein
Umsatzvolumen von 55,6 Mrd. Euro erreicht wurde.
Unter den Branchen ragen die verarbeitende Industrie und der Handel
heraus. Auf diese beiden Sektoren entfielen 86% des gesamten Online-
umsatzes aller Unternehmen. Bei den Betrieben des Verarbeitungssektors
erzielte der E-Commerce über 21% des Gesamtumsatzes, hauptsächlich über
EDI-Systeme oder ähnliche Formen elektronischer Datenübermittlung.
IM EU-DURCHSCHNITT
Im Vergleich mit anderen EU-Mitgliedsstaaten bewegt sich Österreich mit
einer Quote von 13% E-Commerce am Gesamtumsatz im Mittelfeld. Genau
denselben Prozentsatz ermittelte das Statistische Amt der Europäischen
Kommission (Eurostat) für den Durchschnitt des gesamten Euroraums.
In Deutschland liegt die E-Commerce-Quote im Geschäftsverkehr der Un-
ternehmen bereits bei 17%, in der Tschechischen Republik, Irland und Lux-
emburg erreicht sie sogar über 20%.
Der E-Commerce ist auch im internationalen Geschäft eine wichtige
Größe. In einer Umfrage von Statistik Austria, die sich auf das Jahr 2010
bezieht, berichteten 53% der Unternehmen, die EDI nutzten, Kunden in der
EU beliefert zu haben. 17% hatten darüber hinaus Waren und Dienstleistun-
gen an Kunden in Ländern außerhalb der EU verkauft. Bei Firmen, die für
Verkäufe ihre Website einsetzten, lagen diese Quoten mit 65% Kunden in
der EU beziehungsweise 31% Kunden in Nicht-EU-Länder sogar noch höher.
ONLINEEINKAUF BELIEBT
Von noch größerer Bedeutung ist E-Commerce bei der Beschaffung. 2010
kauften 59% aller Firmen (entspricht rund 21.000 Unternehmen) Waren
oder Dienstleistungen über E-Commerce ein; online verkauften lediglich
16%. Allerdings liegen keine Zahlen über den Wert der Einkäufe vor. Nach
der Unternehmensgröße betrachtet, gab es deutlich mehr große als kleine
Unternehmen, die elektronisch einkauften. Bei Großunternehmen be-
trug der Anteil der E-Einkäufer 81%, bei mittleren 66% und bei kleinen
Unternehmen 57%. Mehr als die Hälfte der Unternehmen kauften Waren
oder Dienstleistungen über eine Website ein. 21% der Unternehmen erl-
edigten ihre Einkäufe über EDI-basierte Systeme oder andere Formen der
elektronischen Datenübertragung.
In der internationalen Beschaffung spielt das Onlinegeschäft ebenfalls
eine bedeutendere Rolle als beim Verkauf. Von den Unternehmen, die im
E-Commerce unterwegs sind, hatten 2011 immerhin 69% bei Lieferanten
in EU-Staaten (ohne Österreich) bestellt, 11% bei Firmen außerhalb der EU.

ONLINESHOPPING HOLT AUF Das Internet hat sich zum wichtigen Alltagsinstrument der Tschechen entwickelt. Laut einer Umfrage nutzen zwei von drei Haushalten das globale Netz. Auf den Onlineseiten bestellen diese immer häufiger Waren und Dienstleistungen. Der Markt für Internetreklame wächst kräftig. Dabei können sich tschechische Webportale bislang gut gegen globale Branchenriesen behaupten.

Die Tschechen surfen immer schneller und länger im Internet
und kaufen immer mehr Waren online. Das ist das Ergebnis
einer neuen Umfrage des nationalen Statistikamtes, die Anfang
Dezember 2012 in Prag vorgestellt wurde. In den vergangenen fünf
Jahren wurden 1,4 Mio. Haushalte neu ans Internet angeschlossen. Damit
sind nun 2,7 Mio. Wohnungen online. Der Anteil der Haushalte mit Breit-
bandanschluss kletterte von 26% (2007) auf 63%.
Damit sind immer mehr tschechische Konsumenten online zu
erreichen. Etwa 94% der Internetnutzer im Land nutzen E-Mail-Dienste;
85% lesen Onlinemedien und 84% informieren sich im Netz über Waren
und Dienstleistungen. Jeder zweite Online-Surfer telefoniert mit Hilfe des
Internet. In sozialen Onlinenetzwerken sind 45% aktiv.
Im Jahr 2011 waren 73% der 16- bis 74-Jährigen regelmäßig im Web unter-
wegs. Das entsprach exakt dem Durchschnitt der 27 EU-Mitgliedsstaaten. In
Mittelosteuropa liegen Estland und die Slowakei noch vor Tschechien. Auch
regional gibt es innerhalb des Landes noch große Unterschiede. Während
in der Hauptstadt Prag und in Südmähren (Brünn) mehr als zwei Drittel
der Haushalte online sind, ist es zum Beispiel im Bezirk Liberec erst rund
die Hälfte.
DRAHTLOS INS NETZ
Eine Besonderheit in Tschechien ist, dass die meisten Haushalte drahtlos
ins Netz gehen - also über einen Wi-Fi-Sender in der Nähe ihrer Wohnung.
Diesen Zugangsservice nutzen laut Umfrage des Statistikamtes 48% der
Internetnutzer. Der Grund: Nur sehr wenige Haushalte verfügen über
ein Festnetztelefon. Deshalb haben nur 23% einen ADSL-Anschluss und
nur noch 4% nutzen ISDN- oder Dial-up-Dienste ihrer Telefonbuchse.
Weitere 25% gehen über ihr TV-Kabel online. Die Regulierungsbehörde
für den Telekomsektor, CTU (www.ctu.cz), veröffentlichte jedoch davon
abweichende Zahlen. Nach ihren Angaben wählt sich nur jeder dritte Nutzer
einer Breitbandverbindung über einen drahtlosen Wi-Fi-Sender ins Netz,
bestätigt aber damit auch die besondere Nutzertendenz.
Zurückhaltend sind die Tschechen noch bei der Nutzung von Online-
diensten über das Mobiltelefon. Laut CTU besitzen zwar 96% aller über
16-Jährigen ein Handy, aber nur 13% gehen damit ins Internet. Der Inter-
netzugang über das Mobilfunknetz scheitert bislang häufig an der schlechten
Netzabdeckung für 3G-Signale, die nicht einmal die Hälfte der Landesfläche
erreichen. Neuen Schwung könnte aber der Netzaufbau für die vierte Mobil-
funkgeneration LTE bringen, die bis zu zehnmal höhere Übertragungs-
geschwindigkeiten erlaubt (5 bis 10 Mb/sek). Die Regulierungsbehörde CTU
versteigert derzeit die entsprechenden Frequenzen.
Inhaltlich wird das tschechische Internet dominiert vom Anbieter Seznam.
cz. Das Unternehmen betreibt nicht nur die populärste Suchmaschine
gleichen Namens sondern auch diverse andere Portale wie den Kartendienst
Mapy.cz oder die Videoseite Stream.cz. Auf Seznam.cz entfällt ein Drittel der
Werbeeinnahmen im tschechischen Internet. Der Jahresumsatz der Holding

lag 2011 bei 2,7 Mrd. Kc (rund 110 Mio. Euro, Jahresdurchschnittskurs 2011:
1 Euro = 24,59 Kc). Dabei wurde ein Gewinn von 1 Mrd. Kc Gewinn erzielt.
Seznams Marktanteil bei der Internetsuche in Tschechien liegt bei über 50%,
während Google hierzulande nur auf rund 42% kommt.
Auch 2012 setzte Seznam.cz seine Erfolgsgeschichte fort. Die Werbeein-
nahmen steigen weiter und erreichten allein im Oktober 2012 rund 270 Mio.
Kc. Das war ein Plus von über 50% im Vergleich zum Vorjahresmonat. Da-
hinter folgen Centrum Holdings (84 Mio. Kc Online-Werbeeinnahmen im
Oktober) und die Verlage Mafra (72 Mio. Kc) und Mlada fronta (31 Mio. Kc).
Die zehn größten Auftraggeber für Online-Werbung in Tschechien haben
im Oktober 2012 laut AdMonitoring Anzeigen für fast 130 Mio. Kc gebucht.
Zu den aktivsten Werbetreibenden im Netz gehören die drei Mobilfunk-
provider Telefonica, Vodafone und T-Mobile, die Internethändler Alza.cz und
Mall.cz, der Autohändler Porsche sowie Tchibo, Lidl und die Raiffeisenbank.
AUCH NACHRICHTEN GEFRAGT
Wie ein Blick auf die erfolgreichsten Webseiten im tschechischen In-
ternet zeigt, sind neben den klassischen Diensten wie Websuche und E-
Mail vor allem Nachrichtenanbieter, Blogs und Preissuchmaschinen beliebt.
Der Anteil der Tschechen, die über das Internet einkaufen, hat sich in den
vergangenen fünf Jahren verdoppelt. Wie die Umfrage des Statistikamtes
gezeigt hat, bestellt inzwischen jeder Dritte Waren oder Dienstleistungen on-
line. Bei Verbrauchern mit Hochschulausbildung ist es sogar jeder zweite.
Besonders beliebt sind dabei auch Rabattportale, die Coupons für vergünstigte
Produkte anbieten. Der E-Commerce-Verband Apek rechnet für 2012 mit ei-
nem Umsatzplus der Onlinehändler von 15% auf über 40 Mrd. Kc.
NOCH AUFHOLPOTENZIAL
Doch auch beim Onlineshopping hat Tschechien gegenüber West- und
Nordeuropa noch Aufholpotenzial. In Skandinavien haben 2011 rund 70%
der Verbraucher im Internet eingekauft. In Deutschland und den Niederland-
en liegt der Anteil bei über 60% und damit doppelt so hoch wie in Tschechien.
Der Durchschnitt der EU-27 liegt bei 43%.

MARKT WÄCHST DYNAMISCHDer slowakische Markt für IT-Produkte hat 2012 ein Rekordvolumen erreicht. Auch für die kommenden Jahre sagen Experten ein überdurchschnittliches Wachstum voraus. Doch das Land ist nicht nur als Absatzgebiet interessant, sondern auch als Produktionsstandort für moderne IT-Lösungen. Internationale Konzerne planen Investitionen.

SLOWAKEI
Das Marktvolumen für IT-Produkte und -Dienstleistungen in der
Slowakei ist 2012 um 5,3% auf 1,926 Mrd. US_Dollar gestiegen.
Davon entfielen 43% auf Hardware, 34% auf IT-Dienstleistungen
und 21% auf Software. Das haben Berechnungen des Marktforschungs-
unternehmens International Data Corporation (IDC) ergeben. Auch für
die kommenden fünf Jahre erwarten die Experten große Zuwächse von
durchschnittlich 6,2% pro Jahr. Damit verzeichnet die Slowakei derzeit
die größte Dynamik in Mittelosteuropa.
Bei den Pro-Kopf-Ausgaben für diese Produkte liegt das Land mit 350
US-Dollar (2012) bereits vor den wirtschaftlich stärkeren Nachbarländern
Polen und Ungarn.

Die wichtigsten Kunden für IT-Produkte in der Slowakei sind der Trans-
port-, Strom- und Telekomsektor (27% des Auftragsvolumens) sowie private
Verbraucher, die verarbeitenden Industrie und die öffentliche Verwaltung (je
17%). Auf die Finanzwirtschaft entfallen nach den Berechnungen der IDC
14% und auf den Handelssektor 6% der Auftraggeber.
Zu den Hauptgründen für das starke Wachstum des IT-Marktes gehören
laut den Experten die gute Konjunkturentwicklung und die schnell steigen-
den Verkäufe von Smartphones und Tabletcomputern. Wegen des Kosten-
drucks und des verschärften internationalen Wettbewerbs versuchen viele
Firmen zudem, ihre Produktionsprozesse zu optimieren. Dabei setzen sie
auf moderne IT-Lösungen und sorgen so für eine hohe Nachfrage.
Doch die Slowakei wächst derzeit nicht nur als Absatzmarkt deutlich
dynamischer als die Nachbarländer. Sie entwickelt sich auch als Standort
für IT-Unternehmen sehr gut. Rund 40.000 Menschen sollen nach Anga-
ben der IT Asociacia Slovenska bereits in der Branche beschäftigt sein. Mit
einem durchschnittlichen Monatslohn von 1.760 Euro liegen sie weit über
dem slowakischen Mittel von derzeit etwa 780 Euro, verdienen damit aber
deutlich weniger als ihre Kollegen in Westeuropa.
DIENSTLEISTER STARK NACHGEFRAGT
Die Informationstechnologie gehört zu den am schnellsten wachsenden
Branchen in der Slowakei. Nach Angaben des Statistikamtes haben die ein-
heimischen IT-Dienstleister (Programmierung, Beratung, Betrieb von Daten-
verarbeitungszentren) in den ersten neun Monaten 2012 einen Umsatz von
1,3 Mrd. Euro erzielt. Das waren 15% mehr als im Vorjahreszeitraum. Nur
im Bereich Datenverarbeitung, Webportale und sonstige Informations-
dienstleistungen (NACE 63) gab es eine Delle. Hier sind die Umsätze von
Januar bis September 2012 um 11% auf 290 Mio. Euro gesunken.
Die Umsatzentwicklung der führenden IT-Unternehmen des Landes
offenbart eine gemischte Bilanz. Manche Firmen schafften zweistellige
Zuwächse, andere mussten deutliche Rückgänge verkraften. In der Top-
50-Liste der am schnellsten wachsenden IT-Unternehmen in Mittelosteur-
opa, die von Deloitte erstellt wird, taucht in der aktuellen Ausgabe nur eine
slowakische Firma auf: Sygic. Dagegen ist Polen mit 28 Firmen vertreten,
Tschechien mit 5 und Ungarn mit 8. Das Unternehmen Sygic aus Bratislava
hat sich auf Navigationssoftware spezialisiert und konnte in den letzten fünf
Jahren seinen Umsatz um über 500% steigern. Weitere wichtige Software-
hersteller in der Slowakei sind Eset, Kros oder Ipesoft.
Dass die Slowakei im Wachstumsranking von Deloitte kaum vertreten ist,
könnte auch daran liegen, dass viele IT-Unternehmen des Landes bereits eine
stattliche Größe erreicht haben. Ein Großteil des Geschäfts entfällt außerdem
auf Tochtergesellschaften internationaler Konzerne, die Tausende Mitarbe-

iter in der Slowakei beschäftigen. IBM hat schon etwa 4.600 Mitarbeiter,
Hewlett-Packard 2.350 Mitarbeiter, davon 1.700 in der Entwicklung. Dell
hat fast 2.000 Mitarbeiter, T-Systems 2.600. IBM hat im Herbst 2012 neue
Großinvestitionen angekündigt. Dabei soll auch deren Filiale in Kosice aus-
gebaut werden.
CLUSTER IN KOSICE
In der ostslowakischen Großstadt haben bereits RWE und T-Systems
große IT-Service-Center aufgebaut. Der Clustergedanke ist in Kosice durch
die IT Valley Association (www.kosiceitvalley.sk) weit fortgeschritten.
Darin sind namhafte Unternehmen wie Cisco, Microsoft, Siemens, Ness
oder T-Systems zusammengeschlossen, die in der Region tätig sind. Experten
schätzen, dass in Kosice innerhalb der nächsten fünf Jahre die Zahl der IT-
Beschäftigten von derzeit 6.000 auf 10.000 steigen wird. Damit wächst auch
der Bedarf an modernen Büroflächen.
Wichtigster Standort für die Branche ist aber Bratislava, wo der Großteil
der IT-Unternehmen sein Zuhause hat. Daneben hat sich das nordwest-

DIENSTLEISTUNGEN GEFRAGTDas ungarische IT-Marktvolumen war 2012 rückläufig. Vor allem Dienstleistungen in diesem Bereich können aber auf eine Belebung hoffen. Chancen ergeben sich durch anstehende Investitionsprojekte. Im Gesamtranking der internationalen Wettbewerbsfähigkeit des IT-Sektors liegt Ungarn in der Re-gion knapp hinter Slowenien.

UNGARN
Der rund dreiprozentige Rückgang des IT-Marktvolumens 2012 in
Ungarn resultierte vor allem aus dem Rückgang der realen Haus-
haltseinkommen sowie aus den Sondersteuern auf den Finanz- und
Energiesektor sowie auf die Einzelhandels- und Telekomsparte. Dies hat die
Ertragslage in Mitleidenschaft gezogen. Die Voraussetzungen für Investitionen
haben sich zudem wegen der Kreditklemme verschlechtert. Ende 2012 zeich-
nete sich aber für größere IT-Dienstleistungsaufträge eine leichte Belebung
ab. Die Sparte hatte 2012 ein Marktvolumen von insgesamt annähernd 900
Mio. US-Dollar. Sie soll laut Prognosen der IDC-Marktbeobachter (Interna-
tional Data Corporation) bis 2016 um 15% wachsen.
IT-Dienstleister hatten zuletzt die Ausgabenkürzungen im öffentlichen Di-
enst besonders zu spüren bekommen. Hier gibt es einen großen Nachhol-
bedarf, und ab 2013 wird auf Basis des verstärkten Einsatzes von EU-För-
dermitteln eine Belebung erwartet. Der öffentliche Dienst war 2011 mit gut
20% größter Besteller gefolgt von der Telekomsparte (18%) und von den
Banken (17%). Im Zuge erwarteter Bankenfusionen und zur Erfüllung inter-
nationaler Vorgaben wie etwa Basel III wird der Finanzsektor auch verstärkt
in Software investieren müssen. Zu den großen Software-Kunden gehören
zudem Shared Service Center, die zur Zentralisierung von Dienstleistungs-
prozessen multinationaler Unternehmen zahlreich eingerichtet worden
sind. Das Marktvolumen für Software liegt seit 2010 wieder bei mehr als
600 Mio. US-Dollar jährlich.

OUTSOURCING WIRD WICHTIGER
IT-Outsourcing ist in Ungarn - als Teil der Dienstleistungssparte - vergleichs-
weise gut entwickelt. 2012 belief sich das Marktvolumen auf 275 Mio. US-
Dollar; bis 2016 soll es um 17% wachsen. Der Hardware-Absatz dürfte sich
ab 2013 wieder erhöhen. 2012 lag das Marktvolumen bei annähernd 1,3 Mrd.
US-Dollar. Zuletzt wurden jährlich wieder über 600.000 Desktop PC und
Notebooks verkauft; hier hatte es 2009 bei den Desktops einen markanten
Absatzeinbruch gegeben. Nach Analysen von PAC (Pierre Audoin Consult-
ants) ist es bei der Nachfrage des Privatsektors 2010/11 zu einer Bodenbil-
dung gekommen.
In der Produktion ist vor allem Lenovo (VR China) engagiert, und zwar
über Vertragsfertigung durch Flextronics (USA/Singapur). Hergestellt
werden PC und Server; Notebooks sollen auf mittlere Sicht das Sortiment
erweitern. Im 2009 fertiggestellten Flextronics-Werk in Sárvár (Westungarn)
ist eine der weltweit größten Fertigungsstätten für PC installiert. PC und
Notebooks werden ferner von der ungarischen Albacomp-Gruppe geliefert.
Samsung stellt in Ungarn Drucker und Monitore her.
Bei IT-Services steht IBM mit seinem Engagement und knapp 3.000
Beschäftigten in Ungarn an der Spitze. Daneben sind von den internation-
alen Anbietern EDS Hewlett Packard und Siemens sowie unter anderem
Satyam (Indien) engagiert. Die inländische Synergon konnte sich am Markt
behaupten, und zwar vor allem im Sektor der Systemintegration. In der
Softwaresparte sind die beiden bedeutenden ungarischen Anbieter Gra-
phisoft und Recognita von ausländischen Unternehmen übernommen
worden. Ericsson, SAP und Siemens betreiben in Budapest größere Soft-
ware-Entwicklungszentren. Vodafone erwägt laut Marktbeobachtern, sein
IT-Entwicklungszentrum in die Region zu verlegen, wobei Rumänien und
Ungarn in der engeren Wahl stehen sollen.
CHANCEN IM ÖFFENTLICHEN SEKTOR
Regelmäßig größere Aufträge werden im öffentlichen Sektor von der
Finanzverwaltung und im Gesundheitswesen vergeben. Die letzte Ver-
gaberunde Ende 2012 lautete auf die Bestellung von 3.100 PC, 4.200 Moni-
toren und 1.100 Laptops für die Steuerämter. Im Gesundheitswesen ste-
ht der Übergang zum E-Health-System an. 2012 wurde noch mit Start-

schwierigkeiten gekämpft. Der Aktionsplan für die digitale Erneuerung des
Sektors liegt aber inzwischen vor. IT-Lösungen sind im Gesundheitssektor
bisher nur dezentral bei den einzelnen Dienstleistern zu finden. Als erstes
sollen nun im Rahmen eines Pilotprojektes die Dateien der verschiedenen
Dienstleister (Krankenhäuser, Ambulanzen, Amtsärzte) zusammengefasst
werden, um die Inanspruchnahme von Gesundheitsdienstleistungen und
Auslastung der Kapazitäten abgleichen zu können. Zur Finanzierung von E-
Health-Systemen stehen Ungarn EU-Fördermittel zur Verfügung, die jähr-
lich bei 17 Mio. bis 18 Mio. Euro liegen.
Zu den kommenden Großinvestitionen soll schon bis Mitte 2013 die In-
stallation eines elektronischen Autobahn-Mautsystems gehören. Das Projekt
wird neuerdings unter Federführung der staatlichen Autobahngesellschaft
ÁAK durchgeführt. ÁAK soll sich bei den österreichischen Unternehmen Ka-
psch und Strabag sowie bei Continental bereits wegen Zulieferungen erkun-
digt haben. Für die Integration des Lkw-Maut-Systems in das IT-System der
ungarischen Finanzverwaltung ist die staatliche ungarische Gesellschaft
Pillér im Gespräch, die die Software für die Steuerbehörde entwickelt hat.
Eine Fülle kleinerer Aufträge wird sich in Ungarn aus einer Gesetz-
esänderung ergeben, gemäß der alle Registrierkassen 2013 „online“ mit
Steuer- und Zollämtern verbunden sein müssen. Es steht die Beschaffung
neuer Software sowie neuer Modems an, aber auch der Kauf neuer Kassen.
Die Zahl der landesweit betroffenen Registrierkassen wird auf 400.000 ge-
schätzt.
Das Wachstum des gesamten IKT-Sektors wird vom Wirtschaftsforschun-
gsinstitut GKI, Budapest, für 2013 auf real 1% veranschlagt (nach 4% im
Vorjahr). In der Telekomsparte ist 2011 und 2012 die Zahl der Mobilfunk-
nutzer leicht gesunken. Die Zahl der registrierten Nutzer - auch Prepaid-
karten-Inhaber - belief sich im 3. Quartal 2012 auf 11,5 Mio. und damit auf
116 pro 100 Einwohner. Die Mobilfunk-Marktdurchdringung war demnach
vier Mal höher als für Festnetzanschlüsse (29 auf 100 Einwohner). Die Zahl
der Breitband DSL-, Kabel- und LAN-Glasfaseranschlüsse summierte sich
Mitte 2012 auf 2,12 Mio. Die Internetzugangsdichte lag 2011 bei 65% aller
Privathaushalte - im Vergleich zu 73% in Slowenien. Nur 4% der Haushalte
hatten noch Internetzugang über Modem oder ISDN.

JENSEITS VON NOKIA Finnlands IKT- und Elektronikbranche durchlebt einen Strukturwandel – auch wegen der Probleme von Nokia. Der einst weltgrößte Handyhersteller hat große Marktanteile verloren und hohe Verluste eingefahren. Finnland bleibt jedoch für die Branche ein günstiger Standort. Senkrechtstarter wie die Angry-Birds-Erfinder und Investoren wie Huawei aus China belegen das.

Der hoch entwickelte finnische IKT- und Elektronik-Sektor befind-
et sich im raschen Umbruch und bietet viele Chancen. Einerseits
waren die Neubestellungen der Elektronik- und Elektroindustrie von
Juli bis September 2012 um 43% geringer als im 3. Quartal 2011 und auch die
Auftragseingänge der IT-Branche sind im gleichen Zeitraum um 8% zurück-
gegangen. Andererseits etablieren sich neue erfolgreiche Firmen aus dem
In- und Ausland und 14 der 20 größten finnischen Branchenunternehmen
haben ihren Umsatz zuletzt signifikant steigern können.

Finnland gilt nach wie vor als einer der weltbesten Branchenstandorte. Das
in der Schweiz ansässige World Economic Forum (WEF) – in Deutschland
auch Weltwirtschaftsforum genannt – führt Finnland im aktuellen IT-Rank-
ing 2012 an dritter Stelle von insgesamt 142 untersuchten Ländern. Sogar auf
dem ersten Platz befindet sich das nordische Land bei den rechtlichen Rah-
menbedingungen, dem Schutz von Urheberrechten und der Anzahl der IKT-
Patente pro Kopf. Auf Rang zwei liegt Finnland bei der Qualität der math-
ematischen und naturwissenschaftlichen Ausbildung und an dritter Position
bei der Hochschulbildung insgesamt.
NOKIA WEITER GRÖSSTES UNTERNEHMEN
Von landesweiter Bedeutung sind jedoch die Probleme des Nokia-Konz-
erns. Der Handyhersteller hat zuletzt viele Kunden an Wettbewerber wie
Apple und Samsung verloren und 2012 trotz eines Gewinns im 4. Quartal
insgesamt einen operativen Verlust von 2,3 Mrd. Euro eingefahren. Nokia hat
inzwischen die gesamte Fertigung aus Finnland und allen anderen europäis-
chen Fabriken verlagert und auch in der Entwicklung und Verwaltung viele
Stellen im Heimatland gestrichen. Zudem hat der Konzern die Aufträge an
kleinere finnische Firmen stark heruntergefahren. Trotz eines Rückgangs
von 21,9% blieb Nokia 2012 mit einem Umsatz von 30,2 Mrd. Euro das bei
Weitem größte finnische Unternehmen. Mit erheblichem Abstand folgt der
Energiekonzern Neste (15,4 Mrd. Euro in 2011).
Nicht zuletzt wegen der Verlagerungen von Nokia sind auch die finnis-
chen Exporte von elektronischen Erzeugnissen stark zurückgegangen, allein
2011 um 17,3% und im 1. Dreivierteljahr 2012 um weitere 2,0%. Noch 2006
hatte Nachrichten- und Unterhaltungstechnik 15,7% von Finnlands Gesa-
mtausfuhr ausgemacht, doch 2011 waren es nur mehr 3,9%. Verringert hat
sich in den letzten Jahren zudem die Bedeutung von Büro- und EDV-Technik
sowie von elektronischen Bauelementen.
Dass Finnland diesen starken Rückgang der Elektronikexporte bisher
weder stoppen noch mit neuen Produkten kompensieren konnte, ist mit
der Hauptgrund dafür, dass die Leistungsbilanz des nordischen Landes er-
stmals seit den frühen neunziger Jahren im Minus ist. Das Defizit hat sich
2011 auf 1,1% des Bruttoinlandsproduktes (BIP) summiert und könnte nach

BIP erreichen.
Die Krise von Nokia und der rasche Umbruch in der IKT- und Elektron-
ikbranche bietet aber angesichts der hochqualifizierten Fachkräfte und ex-
zellenten Standortqualitäten auch viele Geschäftschancen für Firmen aus
dem In- und Ausland. Dies hat etwa der chinesische Handyhersteller und
Netzwerkausrüster Huawei erkannt. Der Konzern hat im November 2012
verkündet, 70 Mio. Euro in ein neues Entwicklungszentrum in Helsinki zu
investieren und dort 2013 etwa 100 Leute einzustellen.
Als weitere Investoren sind in Finnland Samsung und Electronic Arts im
Gespräch. Unternehmen wie Google, Ericsson und Intel haben bereits seit
2011 neue Stellen im m nordischen Land geschaffen. Unter den 20 größten
finnischen Branchenfirmen sind zudem Hewlett-Packard, Fujitsu, IBM und
andere Unternehmen mit ausländischem Kapital zu finden. Über neue Pro-
jekte im Großraum der Hauptstadt informiert unter anderem der Helsinki
Business Hub (www.helsinkibusinesshub.fi).
NEUE START-UP-FIRMEN
In Finnland etablieren sich auch viele neue Start-up-Firmen. Diese werden
oft von ehemaligen Nokia-Mitarbeitern gegründet oder geleitet. Eine ganze
Reihe von diesen Unternehmen sind in kurzer Zeit sehr erfolgreich gewesen,
so wie die Firma Lingosaur, deren Übersetzungsportal auf der CeBIT-Messe
2012 ausgezeichnet wurde. Viel von sich reden gemacht hat auch das Un-
ternehmen Simplofon aus Oulu, das Benutzeroberflächen für Smartphones
entwirft. Ein neues Betriebssystem für Smartphones hat im November 2012
die Gesellschaft Jolla vorgestellt.
Ihren Umsatz von 2007 bis 2011 um das Siebenundzwanzigfache steigern
konnte die Firma Dream Broker mit Online-Video-Software. Andere Erfolgs-
beispiele sind Nord Software, das im gleichen Zeitraum um das Über-Zwan-
zigfache gewachsen ist oder Analyse2 mit einer Versechzehnfachung des
Umsatzes.
Der international erfolgreichste finnische Newcomer ist jedoch das Un-
ternehmen Rovio Entertainment, der Erfinder des Computerspiels Angry
Birds. Im Jahr 2003 gegründet, hat die Firma 2011 mit etwa 300 Mitarbeitern
einen Jahresumsatz von 75 Mio. Euro erwirtschaftet und inzwischen auch
viele Franchiseartikel rund um die grimmigen Kultvögel lancieren können.
FÖRDERUNG FÜR INNOVATIONEN
In Finnland gibt es auch vielerlei Förderungen für den IKT-Sektor. So
hat Tekes, die öffentliche Förderagentur für Technologie und Innovation,
das Programm Skene für digitale Spiele von 2012 bis 2015 aufgelegt. Ferner
laufen noch 2013 das Projekt Ubicom für ubiquitäre Computerlösungen und
bis 2014 die Maßnahme Trial für kognitives Radio und Netzwerke. Auch das
international renommierte finnische Forschungsinstitut VTT unterhält ein
bedeutendes Entwicklungszentrum für den IKT-Bereich.

KLEINES LAND MEIST VORNEDRAN Erfolge wie die Software Skype deuten es an. Internationale Rankings weisen Estland als attraktiv für Unternehmen der Sparte Informations- und Kommunikationstechnik aus. Das mit 1,3 Mio. Einwoh-nern kleine Land hat auch eine entsprechend lange Forschungstradition und Infrastruktur. Die im Aufbau befindliche EU-Agentur für IT-Systeme könnte ebenfalls Firmen ins Land locken.

ESTLAND
Die Informations- und Kommunikationstechnik (IKT) in Estland
entwickelt sich sehr dynamisch, nicht zuletzt dank weltweit erfol-
greicher Erfindungen, zu denen das Internetkontaktportal Skype
gehört. Im Jahr 2011 hat der IKT-Sektor 5,1% zur estnischen wirtschaftli-
chen Wertschöpfung beigetragen (2010: 5,0%). Dieser Anteil ist in den er-
sten neun Monaten 2012 nochmals leicht auf - je nach
Quartal - 5,2 bis 5,4% gestiegen. Die Branche hat eine
lange Tradition im Land: Bereits zur Sowjetzeit zählten
Forschungseinrichtungen in der Elektronik-, der IT-
und Kommunikationstechnologie in Tallinn und der
estnischen Universitätsstadt Tartu zu den führenden
Entwicklungszentren des Landes.
Der estnische Verband für Informationstechnolo-
gie und Telekommunikation ITL hält es für möglich,
dass sich die Zahl der Stellen im IT-Sektor zwischen
2012 und 2020 von 17.000 auf 50.000 verdreifacht.
Um einem drohenden Fachkräftemangel vorzubeu-
gen, haben öffentliche und private Partner 2011 eine
IT-Akademie für Schulungen ins Leben gerufen. Al-
lerdings besteht auch die Gefahr, dass gut qualifizierte
Spezialisten im Ausland besser bezahlte Angebote an-
nehmen. Der Verdienst ist im estnischen IKT-Sektor
zwar höher als im Landesdurchschnitt, aber oft ger-
inger als in westeuropäischen Staaten.
Auch die Elektronikfertigung ist für Estland be-
deutsam. 2010 haben die Hersteller von Comput-
er-, Elektronik- und optischen Geräten laut neuesten
Zahlen 12,4% zur landesweiten Industrieproduktion
beigesteuert und 2011 ihren Output fast verdoppelt
(+97,8%). Im Jahr 2012 war der Ausstoß zwischen
Januar und März um 12,9% und von April bis Juni um
14,9% geringer als im jeweils gleichen Zeitraum 2011.
Das 3. Quartal brachte aber wieder einen leichten An-
stieg um 1,4%, im Oktober (+36,4%) und November

(+93,3%) war die Produktion sogar wieder deutlich höher als im entsprech-
enden Vorjahresmonat. Elektronische Erzeugnisse spielen auch für Estlands
Export eine wichtige Rolle und haben 2011 etwa 12,1% zur Gesamtausfuhr
beigetragen.
In Estlands Elektronikindustrie gibt es eine Reihe meist kleinerer Fir-

men, welche sich mit speziellen Produkten zuletzt gut entwickeln konnten.
Gemessen am Produktions-, Export- und Umsatzvolumen dominiert jedoch
der schwedische Ericsson-Konzern die Branche. Dieser hatte 2009 das Tal-
linner Unternehmen Elcoteq übernommen und fertigt seither in der Haupt-
stadt vor allem Server. Ericsson Eesti AS hat 2011 einen Umsatz von 1,2 Mrd.
Euro erwirtschaftet und war damit das nach dem Handelskonzern Baltic In-
ternational Trading OÜ zweitgrößte estnische Unternehmen.
Zuletzt haben estnische Start-up-Unternehmen von sich Reden gemacht.
So hat die Firma Zeroturnaround, welche Java-Softwareprogramme
entwickelt, 2012 den estnisch-amerikanischen Zukunftspreis gewon-
nen. Gute Geschäftsaussichten bescheinigen Branchenkenner auch dem
Unternehmen Zerplay, das ein Internetportal für Designer und Künstler
konzipiert. Die Firma Pipedrive liefert ihre CRM-Software an Kunden in 87
Ländern, vor allem jedoch in die USA und nach Großbritannien.
GUT AUSGEBILDETE FACHKRÄFTE
Auch ausländische Investoren bauen auf die guten IT-Fachkräfte in Est-
land. So hat der finnländisch-schwedische Telekomkonzern Telia-Sonera
2012 ein Entwicklungszentrum in Tallinn eröffnet. Weitere Investoren waren
2012 unter anderem der dänische Computerspielentwickler BetaDwarf und
die britische Firma Ho-Gaming, welche Casinoprogramme auf den Markt
bringt. Eine estnische Spielschmiede, Creative Mobile OÜ, wurde von der
Wirtschaftsförderungsgesellschaft Enterprise Estonia 2012 zum Start-up-
Unternehmen des Jahres gekürt. Die Firma hat ein Basketballspiel für An-
droidsysteme entwickelt. Im Herbst 2012 haben estnische Entwickler auch
mit der Kreml-Persiflage Angry Kremlins für internationales Aufsehen ge-
sorgt.
In den vergangenen Jahren ist die IT-Infrastruktur in Estland ausgebaut
worden. 2012 hatten laut offizieller Statistik 75,0% aller Haushalte einen
Internetanschluss, davon fast alle per Breitband (74,2%). Zudem besaßen
75,5% aller estnischen Haushalte einen Computer. Diese Quote war auch
im ländlichen Raum fast genauso hoch (70,3%). Zudem kamen 2011 auf 100
Einwohner etwa 93 feste Handyverträge und nochmals 47 Mobiltelefone, die
mit Prepaid-Karten genutzt wurden.

ZENTRALER DATENSTRANG
Weit fortgeschritten ist in Estland auch die elektronische Verwaltung, das
sogenannte e-Government. Diese hat das Land bereits seit der Unabhängig-
keit in den frühen 90er-Jahren konsequent vorangetrieben. Viele öffentliche
Institutionen wie das Melde-, Kfz- und Gesundheitsregister, Verwaltungen
und Regierungseinrichtungen sowie auch einige private Einrichtungen sind
seit 2001 an einen zentralen elektronischen Datenstrang - die sogenannte
X-Road - angeschlossen. Bei deren Konzeption wurde besonders auf Sicher-
heits- und Datenschutzerfordernisse beachtet.
Estlands elektronische Verwaltung wird im internationalen Vergleich als
hervorragend eingeschätzt. Die japanische Waseda-Universität etwa führt
Estland 2011 beim E-Government unter 50 untersuchten Ländern an 8. Stelle
und in Europa nach Schweden und Finnland auf dem 3. Rang. Im E-Govern-
ment-Development-Index der Vereinten Nationen liegt Estland 2012 unter
190 Ländern auf Platz 20.
Da verwundert es dann auch nicht, dass Estland als IKT-Standort sehr gute
Bewertungen erhält. Das in der Schweiz ansässige World Economic Forum
(WEF) – in Deutschland auch Weltwirtschaftsforum genannt – listet das nor-
dbaltische Land in seinem jüngsten IT-Ranking 2012 unter 142 untersuchten
Ländern an 24. Stelle. Im EU-Vergleich befindet sich Estland auf dem elften
Platz, gleichzeitig wird Estland unter den ehemals sozialistischen Staaten als
mit Abstand bestes Land eingeschätzt.
Weltweit sogar an dritter Position sieht das WEF Estland bei der IKT-Ge-
setzgebung, beim Internetzugang in Schulen und bei der Internetnutzung
im Geschäftsleben. Beim Einfluss der IT- und Kommunikationstechnik auf
neue Produkte und Dienstleistungen rangiert Estland auf Platz sieben.
Zusätzlich aufgewertet wird Estland als internationaler IKT-Standort auch
als Hauptsitz der neuen EU-Agentur für große IT-Systeme. Diese hat Ende
2012 in Tallinn ihre Arbeit aufgenommen und will 2013 bis 130 Mitarbeiter
beschäftigen. Zu den Aufgaben der neuen EU-Agentur wird die Verwaltung
der IT-Programme SIS-II zum Schengen-Informationssystem, Eurodac zu
Asyl- und Migrationsdaten und VIS zu Visafragen gehören.

des EU-Binnenmarktes Signaturen grenzüber-
schreitend verwendet werden können.
Das Finanzministerium konzentriert sich vor
allem auf den Ausbau der E-Steuererklärung (E-
Deklaracje 2) und langfristig auch des E-Steuer-
Systems (E-Podatki). Erstere funktioniert bere-
its in einer ersten Version und erlaubt es, aus-
gewählte Steuererklärungen am Bildschirm
auszufüllen und elektronisch zu versenden. In
der zweiten Version sollen weitere Steuererk-
lärungen verfügbar sein sowie zumindest eine
teilweise automatische Vervollständigung der For-
mulare, die sich aus im System angesammelten
Daten speist.
DIGITALISIERUNG IM
GESUNDHEITSWESEN
Bereits seit dem 1. Januar 2013 funktioniert der
erste Baustein des Patienteninformationssystems.
Durch das Zentrale Versichertenregister (Central-
ny Wykaz Ubezpieczonych) muss beim Besuch
einer öffentlichen Gesundheitseinrichtung kein
Versicherungsnachweis mehr vorgelegt werden.
Langfristig soll dieses System alle, auch private
Gesundheitseinrichtungen umfassen und wei-
tere Dienste wie E-Rezepte oder eine elektronische Datenbank der Krank-
engeschichte des Patienten beinhalten. Insgesamt soll in die Elektronische
Plattform für Sammlung, Analyse und Bereitstellung des Digitalen Bestands
(Elektroniczna Platforma Gromadzenia i Analizy i Udostepniania Zasobow
Cyfrowych, P1) rund 712 Mio. Zl (etwa 170 Mio. Euro) ausgegeben werden.
Davon stammen etwa Zwei Drittel allein aus EU-Mitteln.
Das Gesundheitsministerium investiert aber auch in eine Patientenkarte.
Auf dieser sollen Versicherungsdaten sowie die Krankengeschichte gespei-
chert werden. Ab 2014 soll diese an jeden Einwohner Polens verteilt werden.
Der finanzielle Umfang des Projektes wird mit 350 Mio. Zl (etwa 85 Mio.
Euro) beziffert.
Damit diese Systeme funktionieren können, müssen zuvor Krankendaten
digitalisiert werden. Stichtag ist hierfür der 1. Januar 2014. Experten schätzen,
dass dies Ausgaben von mindestens 1 Mrd. Zl nötig macht, durchschnittlich
1 Mio. Zl pro Gesundheitseinrichtung. Bisher verfügen nur etwa 10% aller
Stellen über ein elektronisches Archiv. Nach Ansicht der OSG Polska (www.
osg.pl), einem Anbieter in Warschau unter anderem von E-Archiven, wird
der Termindruck bewirken, dass die Datendigitalisierung und -Aufbewah-
rung öfter nach außen vergeben wird. Dies äußerte Jolanta Augustyniak von
der OSG gegenüber der polnischen Tageszeitung Puls Biznesu. Ihre Firma
ist ein Beispiel für ein dynamisch wachsendes Unternehmen im IT-Sektor.
2012 erwirtschaftete sie einen Umsatz von 20 Mio. Zl (ca. 4,8 Mio. Euro).
Sie geht auch in den nächsten Jahren von einem jährlichen Wachstum von
über 25% aus.
PREISE NICHT AUSSCHLAGGEBEND
Derweil fürchten Auftragnehmer eine Wiederholung der Situation aus der
Baubranche. Da in Polen der Preis bei der Vergabe staatlicher Aufträge aus-
schlaggebend ist, gerieten hier zahlreiche Baufirmen in Finanznot, nachdem
sie unrealistische Angebote abgegeben hatten. Die Polnische Kammer für
Informatik und Telekommunikation (Polska Izba Informatyki i Telekomu-
nikacji, PIIT) legte beim Digitalisierungsministerium einen Vorschlag vor,
wie Missstände zu vermeiden sind. Dr. Ing. Wacław Iszkowski, Vorstands-
vorsitzender der PIIT, erklärt: „Wir wollen, dass ein Vertragsmuster entsteht,
das die Risiken gleichmäßig auf den Besteller und den Ausführer verteilt. Wir
verlangen auch die Abkehr vom Preis als einzigem Kriterium.“
Einige ausländische Unternehmen nehmen vor allem wegen der Risiko-
verteilung gar nicht direkt an den Ausschreibungen teil, beteiligen sich aber
teilweise als Zulieferer der Ausschreibungsgewinner. Dies könnte allerdings
so bleiben, denn die Petition der PIIT wurde vorerst vom Amt für Öffentli-
che Ausschreibungen (Urzad Zamowien Publicznych, UZP) abgewiesen.
